Purpose of the Consultancy: Under the guidance and supervision of the WASH Specialist (Sanitation and Hygiene), the consultant will be responsible for technical support for implementation and monitoring of scaling up CLTS in two focus counties.Justification: The constitution of Kenya establishes the Bill of Rights (Article 19 (1) (2) ) as an integral part of Kenya’s democratic State and as the framework for social, economic and cultural policies while article 43 (b) guarantees the right of every person to “accessible and adequate housing, and to reasonable standards of sanitation.”
The Vision 2030 also stipulates that every Kenyan should have access to clean safe water and improved sanitation by the year 2030.
In spite of enabling constitutional provisions and policy framework lack of adequate sanitation continues to persist as one of critical developmental challenges of Kenya.
Open defecation is still practiced in Kenya despite the Government’s ambitious ODF Rural Kenya 2013 Campaign and Roadmap.
Only 30% of Kenya population has access to improved sanitation. Primarily a rural issue, the national open defecation rate of 14% masks regional disparities – in some counties open defecation remains the norm for more than 70% of the population.
UNICEF had supported the Government of Kenya to demonstrate community led sanitation model for promoting sanitation which proved to be a workable and successful model. One district has achieved ODF status.
The Government of Kenya has recognized sanitation as a national priority with the adoption of the ODF (Open Defecation Free) Kenya road map in 2011.
The Ministry of Health carried out CLTS activities in previous years with support of UNICEF.
The Ministry also utilized its resources to support social mobilization activities.
The new country programme has adopted the shift in programming in line with the devolved governance and focus county approach has been adopted.
Two counties viz:Kitui and Siaya has moved ahead with County ODF initiative through advocacy of UNICEF.
The counties are implementing CLTS with full intensity and the result during the last nine months have been impressive with 1270 villages achieving ODF in two counties which is much more than that those achieved in previous years.
The momentum needs to be maintained and the activities further need to be scaled up building upon the work done last year.
This requires providing technical support to Counties for preparing a detailed plan with clear budget with involvement of various stakeholders along with setting up a robust monitoring and reporting system that feeds to national monitoring and reporting system.
The County level Health Ministry team requires technical support in scaling up sanitation in the county.
UNICEF has received funding from Global Thematic Funding for scaling up CLTS and it is required that activities are completed well in time.
Hence the proposed consultancy is aimed at providing technical support to the Government in scaling up CLTS.
Scope of Work: Under the overall guidance WASH Specialist (Sanitation and Hygiene) the consultant will be responsible for technical support for implementation and monitoring of scaling up CLTS in two focus counties.
Responsibilities
Provide technical support County Government in updating County plan of action for County ODF initiative
Provide technical support to County Government in preparing activity plan for implementation of CLTS activities at national level and in the focus counties funded by UNICEF
Provide technical support to County Governments in preparing TOR for stakeholder forum and sanitation Hub in tow focus counties and carry out orientation of Hub team
Carry out monitoring/spot check of activities being implemented by the County Governments related to CLTS
Provide technical support as resource person for training of Public Health Officials
Prepare monthly progress report of activity completed
Deliverables and Associated Tasks
1. County plan of action for achieving County ODF with clear time lines and financial contribution from various stakeholders
Carry out consultation with various stakeholders operating in sanitation in two focus counties
Draft plan of action and facilitate consultation of stakeholders and County Nodal Ministry for sanitation
Develop activity plan and budget and institutional mechanism and monitoring formats for reporting of progress
Finalize plan of action
2. Activity plan for scaling up CLTS in two counties with identified risks and its management
Identify specific capacity building activities of County Health Team for scaling up sanitation
Hold consultation with County ministry of Health and at national level identification for activities to be supported by UNICEF
Develop activity plan along with budget and identify risks and its management
3. TOR for sanitation Hub and stakeholder forum in tow focus counties with agreed reporting and monitoring mechanisms
Hold consultation with the national Ministry and the County Government
Draft TOR and the reporting mechanisms
Finalize the TOR and reporting mechanism
Facilitate stakeholder meeting and provide onsite technical support to the County sanitation Hub
4. Monitoring /spot check /quality assurance report of activities carried out by Implementing partners
Carry out field monitoring at least one monitoring per county per month
Submit report
Follow up on improvement measures as identified in previous monitoring/quality assurance
5. Monthly progress report of CLTS implementation in focus counties with UNICEF support and overall County progress in County ODF initiative
Review and improve Progress reporting tools
Carry out consultation with County teams to finalise the reporting tools (for both physical and financial progress reporting) to report against County ODF initiative and UNICEF supported activities and the output
Provide technical support to County teams in use of reporting format
Verify the report shared by the County and assimilate the progress report on monthly basis
Desired Background and ExperienceEducation:
University degree in Civil Engineering or Public Health/Environmental Health/Social Science or Natural Resource Management or related to WASH.
Work Experience
Two years of professional work experience in Programme development and implementation including monitoring and evaluation activities.
Relevant field work experience in WASH programmes an asset.
Background/familiarity with Emergency preparedness and response (and the IASC Cluster approach).
Language Proficiency: Fluency in English and local working language of the duty station (for NO).

Management, Organization and time frameThe WASH consultant will be based in Nairobi with frequent travel to the counties. The consultant will report to the WASH Specialist (sanitation and Hygiene).
In addition, there will be consultation and coordination with the UNICEF field staff and partners in the field offices.
DSA at UN rates and transport cost will be provided for travel to the counties.
The overall time frame of the consultancy is 4 months.
Remuneration and Payment ScheduleThe consultancy fees will be set according to UNICEF standards applicable for consultants.
The task requires an NOB qualification.
The contract will be processed in accordance with UNICEF standard procedures for special service Agreements.
The payment schedule will be full reimbursement on monthly basis subject to timely receipt of acceptable deliverables as per the following phasing of deliverables and payment.

In addition, the travel cost will be payable as per UNICEF norms against authorized travel undertaken to carry out the tasks with approval of Supervisor.
Conditions (Important)
The Consultant will be under the overall guidance and direct supervision of the WASH Specialist (sanitation and Hygiene), to whom s/he will specifically report.
S/He will work under the terms and conditions as provided by UNICEF’s regulations governing Special Service Agreements (SSA) and is expected to have his/her own reliable laptop and mobile phone.
All materials and information developed during this tenure will be the property of UNICEF and will not be used by any other purposes without the express authority of UNICEF.
No contract will commence unless the contract is signed by both UNICEF and the staff and all administrative formalities completed.
