The Interim Independent Electoral Commission (IIEC) invites applications from persons/organizations that would like to observe by-elections in Kirinyaga Central Constituency and the following eleven (11) Civic Wards listed below:

Kikoneni Ward ( Msambweni Constituency), Mwaluphamba (Matuga Constituency), Kirimara Ward ( North Imenti Constituency), Yamicha Ward (Isiolo North Constituency), Roka Ward (Bahari Constituency), Rusinga East and Gembe Ward (Mbita Constituency), Bogeka Ward (Kitutu Chache Constituency), Koma Rock Ward ( Embakasi Constituency), Akoret Ward ( Baringo East Constituency) and Igoji Ward ( South Imenti Constituency).

The by-elections are scheduled to take place on 16th February, 2011.

All applications for observations should be addressed to the undersigned and received by Wednesday 2nd February, 2011.

NB: IIEC does not pay observers.

Kenya Accreditation Service (KENAS) is an Independent Corporate Legal Entity that was established in May 2009 under Legal Notice No.55/2009.

It is recognized by the Government of Kenya as the sole National Accreditation Body which gives formal recognition to Certification Bodies (CBs), Inspection Bodies (IBs) and Laboratories (testing and calibration, proficiency testing scheme providers) competent to carry out specific conformity assessment tasks.

The main function of KENAS as a Government Regulatory body is to carry out voluntary and mandatory accreditation of conformity assessment bodies in specific fields of Certification, Laboratories (Testing and Calibration, Medical, Pharmaceutical and Vertinary Laboratory), Inspection and Certification of persons in accordance with ISO/IEC 17011:2004 Conformity assessment.

Under the Kenya Accreditation Service order, 2009 the mandate of KENAS is to:-

Develop, regulate, and review the criteria or requirement for accreditation of conformity bodies;Accredit conformity assessment bodies;Open maintain and update the register of accredited conformity assessment bodies;Design and issue identification numbers and certificates to all accredited conformity bodies;Publish in the Kenya Gazette all conformity assessment bodies that have been accredited within a particular year, annually;Promote the use of accreditation mark and certificate issued to accreditation marks, and certificate issued to accredited conformity assessment bodies;Promote competence and equivalence of accredited bodies;Establish and nurture relations and co-operation with regional and international accreditation bodies, persons, associations and organizations that KENAS may consider desirable or appropriate, in furtherance of the objectives and purpose which KENAS is established;Promote accreditation as a means of facilitating regional and international trade and enhancing economic performance and transformation;Facilitate in the formulation of regional and international guidelines and standards to facilitate the accreditation process;Raise awareness on the importance and purpose of accreditation; andPromote KENAS as the sole National Accreditation Body in the scope of accreditation.Managing Director

Job Description

Reporting directly to the Board of Directors, the successful candidate will be responsible for:-

Providing overall leadership and management of the operations of the Kenya Accreditation Services under the guidance of the Board;Develop short term corporate strategies for approval by the Board of Directors, for effective implementation of the strategies stipulated in the Strategic Plan ;Ensuring proper management of KENAS to realize the set objectives;Developing performance standards and mechanisms for ensuring compliance by conformity assessment bodies;Promoting a good image of KENAS and development of good working relationships with all stakeholders and partners while promoting the principles of good corporate governance;Development of necessary networks, partnerships, and collaborations with development partners and project development within the Board’s jurisdiction;Coordination and preparation of business related proposals, reports and other submissions for consideration by the Board for sustainable development of accreditation services;Coordination and implementation of Board policies and decisions;Implementation of targets outlined in the Performance Contract;Advising the Board of Directors concerning future activities of the board and also on the objectives and policies while eliminating any forms of risks which could affect the smooth management of the organization;Ensuring compliance with Government`s policy and regulatory guidelines and directives.;Serving as Secretary to the Board of Directors.Job Specifications

For appointment to the position of Managing Director, the suitable candidate must have:-

A first degree in Medicine /Veterinary/Pharmacy/Science /Medical Laboratory Science/Engineering, Commerce, Business Administration, Economics, and Law or its equivalent from a recognized University and at least ten (10) year experience in the relevant field at senior management level in an organization serving a large and demanding clienteleA Masters degree in any of the above professions from a recognized university, and at least seven (7) years experience in the relevant field at senior management level in an organization serving a large and demanding clientele;A PhD will be an added advantage;Be registered with the relevant professional Regulator;Familiarity with reform programs and commercial (Private) or Public Sector settings and vision 2030 aspirations;A track history of creativity, innovation, self drive, results oriented and ability to handle a sensitive clienteleExceptional visionary leadership and negotiation skills and capacity to engage with local, regional and international organizations;Excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional outstanding;Key Competencies

The ideal candidate should:

Demonstrate Leadership, Managerial, Organizational and Administrative Skills;Be a team player;Have the ability to meet set targets;Have proven experience in mobilization of development and operational funds;Be self driven and capable of working under minimum supervision;Have sound knowledge and prudent in the application of public financial management and public procurement procedures;Understand cross cutting issues in the Board`s area of jurisdiction and the unique challenges thereof especially in capacity building;Be effective in conflict and dispute prevention and resolution among accreditation service seekers, and conformity assessment bodies within the Board`s area of jurisdiction;Overall Responsibility

The Managing Director will be responsible to the Board of Directors and shall be the Principal of the Board responsible for the overall leadership and implementation of Board decisions and aspirations, as may be outlined in the Strategic Plan and performance contract targets.

Finance Manager

Job Description

The Finance manager will be:-

Reporting to the Managing Director;Developing and maintaining books of accounts and preparation of consolidated financial statements;Implementing improvements in accounting and reporting systems and ensuring internal controls to facilitate accurate and timely financial reporting;Responsible for preparing the budget, monitoring and reporting on financial performance, and preparing expenditure returns and forecasts to assist management in decision making;The overall in-charge of payments and service revenues, and accounting for resultant expenditures;Undertake credit control; andPrepare Annual Financial reports.Qualifications and Experience

For appointment to the position of Finance manager, one must:-

Have a Bachelors degree in Commerce (Accounting option), from a recognized university;A Masters degree in Accounts or Administration will be an added advantage;Have 5 years working experience 3 of which must have been in senior position;Be a CPA (K) certificate holder;Be computer literate and have knowledge of accounting packages;Demonstrate high leadership qualities and be a team player;Be a person of high integrity; andBe above 30 years of age.Terms and Remuneration

The successful candidates will be appointed on a three (3) years contract renewable upon meeting the agreed performance targets.

Competitive remuneration packages will be offered for both positions.

The core mandate of the Council of Legal Education is inter alia to assure quality of legal education and training in Kenya, enforce compliance with accreditation regulations, train and examine lawyers in preparation for admission into the roll of Advocates of the High Court of Kenya.

Overall purpose of the job

To take charge of Quality Assurance, Compliance and Accreditation of Legal Education Institutions.

Person Specification

The successful candidate will:

Hold an LLM or MBA or other relevant qualifications from a recognized university;Have 10 years experience, 5 of which should be relevant to the duties of the new office.
