Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir. We work through partners in many other parts of the country. We have a staff complement of around 300 staff and an operating annual budget of approximately US$25 million in 2014.

Primary Responsibilities:

Quality Management

The job holder is responsible for the quality tests of all incoming materials, bulk products and finished goods according to legal requirements and internal corporate guidelines. He defines the test frequencies as the result of his evaluation of risk and economical efforts and further on decides about release or rejection of materials. These decisions have to be made in close contemporary connection to the production process which regularly requires risk based decisions without complete data available. In case of quality deviations he steers interdisciplinary corrective actions which often have an international scope because of close delivery schedules and service levels. He also develops and ensures procedures according to GMP and FDA regulations which are capable of successfully passing internal and external audits. He tracks and steers the success of the Quality System by monitoring failure costs and other process indicators. He aligns and adjusts his employees and the service hours with the production demands. The job holder is responsible for the continuous improvement of production processes and ensures a smooth transition of new products and technologies into the company. He actively supports the production groups in increasing their efficiency and in decreasing their production cost while maintaining the required quality level.Supply Chain Plan, Budget ResponsibilityThe incumbent has planning responsibility within the framework of corporate and local specifications and is responsible for the plan (investments and maintenance costs) to the Managing Director. The job holder ensures that the objectives approved in the Supply Chain Plan regarding budget, quality, and quantities are fully met. He comments on variances using the existing reporting system. Roles and Responsibilities:

URC seeks a Project Officer-Quality Improvement to be based in Western Kenya for USAID funded project Applying Science to strengthen and Improve Systems (ASSIST). The project is a global leader in the implementation, advocacy, development and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle income countries.

Reporting to the Senior Quality Improvement Advisor in-charge of health service delivery and under the supervision of the Quality Improvement Advisor, the project officer will work closely with ministry of health officials in the target counties and other local implementing partners to lead in the applications of improvement methods in integrated clinical settings.

Under the supervision of the Regional Quality Improvement Advisor, the incumbent will:

· Provide project management support in selected counties and districts.

· Work closely with APHIA Plus and sub county level health management teams within selected counties to support improvement work in line with the Kenya Quality Model for Health (KQMH).

· Support regional Trainers of Trainers (TOTs) in quality improvement.

· Support Quality Improvement Teams and the Work Improvement Teams in the target counties.

· Provide support to develop quality indicators, data collection, analysis and reporting.

· Develop and update materials for training, coaching and learning sessions.

· Ensure project compliance with USAID rules and regulations.

Minimum Qualifications:

Required Experience & Qualifications

· A Bachelor of Science degree in nursing and registered with the Nursing Council of Kenya. Those with additional training in public health and project management will have an added advantage.

· Skills in management of projects and documentation; demonstrated leadership skills and ability to build networks and partnership; excellent verbal, written, facilitation, communication and presentation skills; administrative and financial skills.

· Ability to work and produce result within the set timelines.

· Proficiency in using Microsoft Word, Excel and PowerPoint.

· Prior experience of working with district/ sub-county health management teams.

· Ability and willingness to travel in the field as and when required.

· Fluent in English and Kiswahili.

The Associate - Data Collection and Quality is a member of the DQM team on the larger MLIS TEAM, and is responsible for ensuring the collection of quality data to meet ongoing program needs, with a primary focus on the specific program monitoring activities.

SHOPS Project Kenya - Capitation Quality Assurance / Monitoring & Evaluation Consultant
Purpose of Assignment: The purpose of the assignment is to provide technical assistance in the development and implementation of a monitoring and evaluation (M&E) Plan and monitor the insurer, provider and client perspectives for a capitation pilot in a health insurance company. The insurer intends to switch from a fee-for-service (FFS) reimbursement system to a capitation mode of payment for their corporate medical products covering out-patient care.
 Rationale / Justification for Assignment: Since FY 2013, SHOPS Kenya has been offering TA to an insurer on building their capacity for marketing and distribution. As continuation of this technical assistance, SHOPS Kenya will support the insurer as it pilots a capitation model of paying their network healthcare providers. Brief Background: In FY2014, SHOPS will continue to provide technical assistance to the insurer to facilitate the roll-out of their health insurance product in accordance to the distribution as well as marketing strategies. In addition, SHOPS will support the insurer design and pilot a capitation mode of payment.
Introducing prospective provider payment mechanisms such as capitation controls the negative provider incentives associated with FFS and presents a significant opportunity to control claims ratios
and administration costs for insurers. On the provider end, prospective payments give the advantage of pre-negotiated payments with a lower administrative burden and a predictable revenue stream. Capitation payment systems also allow providers to spend more time on patient care, which frequently increases patient and provider satisfaction.
This being a new concept, the insurer intends to monitor and document the capitation pilot to learn from the experience as they transition from FFS to capitation for all their clients, and support the improvement of the capitation model in subsequent iterations. SHOPS therefore intends to support the insurer with technical assistance to develop systems to identify indicators for continuous monitoring of insurer, provider, and client perspectives. SHOPS will also assist the insurer to develop systems that identify and mitigate challenges that arise during the pilot. SHOPS researchers will assemble this information in an end-term evaluation of the capitation pilot that may be used to advocate for future policy changes.
1. Under the guidance of the SHOPS capitation research lead, support the insurer to identify the challenges associated with capitation and indicators for monitoring the capitation pilot. This will include (but not be limited to) collecting data on the following:
a. Insurer: utilization data, claims incidence, diagnoses, claims ratios, administration costs, challenges and recommendations for improving capitation, comprehension of capitation, and other information relevant to informing rate negotiations with healthcare providers.
b. Providers: satisfaction and motivation in response to the capitation pilot, administration costs (at the beginning and through the duration of the pilot term), profits and sustainability of capitation payments (relative to FFS), challenges and recommendations for improving capitation, comprehension of capitation, and other information relevant to informing rate negotiations with insurance providers.
c. Clients: patient satisfaction, out-of-pocket spending, wait times, access and utilization of needed care, perceived coordination of care
2. Train insurers, providers, and survey teams to implement monitoring tools for use during the capitation pilot. This includes an audit checklist/tool for insurers that will ensure that providers deliver high quality services to clients, a customer satisfaction monitoring tool for a survey of capitated clients, and a survey for health facility administrators and providers around their experiences with participating in the capitation pilot.
a. Coordinate the collection of survey data through phone or facility interviews.
b. Manage a short-term team of data collectors to implement the survey.
3. Assist the SHOPS capitation research lead to develop a quality assurance/monitoring and evaluation plan for use during the capitation pilot and beyond the pilot as the insurer transitions from FFS
4. Implement a training program for the insurer managerial staff on how to use the indicators identified, tools designed and the quality assurance/monitoring plan.
5. Support the insurer in the monitoring of these indicators during the capitation pilot.
6. Provide inputs to an end-term evaluation of the capitation pilot including a report to document findings, lessons, successes and challenges (from insurer, provider, and client perspectives).
 Key Deliverables & Expected Outputs:
1. Identify indicators, design tools and develop a plan to monitor the capitation pilot along the insurer, provider and client perspectives
a. While overseeing a team of data collectors, the consultant will be responsible for the creation and cleaning of the following datasets (at baseline, mid-line, and endline):
i. Patient satisfaction survey
ii. Insurer satisfaction survey
iii. Provider satisfaction survey
2. Training of the insurer’s team on indicators and tools designed to monitor the pilot.
3. During the capitation pilot, the consultant will provide ongoing supervision and feedback to the insurer’s team for monitoring the pilot and quality assurance.
4. An end term evaluation that will document the pilot’s lessons, successes and challenges for future learning as the insurer fully transitions to capitation.

Procurement, quality control, chilling and dispatch of Raw Milk

Position Objective


Ensure adherence of specifications and quality procedures at all stages are followed in the production process

General Responsibilities / Duties

Oxfam, one of the world's leading humanitarian agencies, continues to fight to end poverty and suffering through combining emergency response work, long-term development programmes and campaigning for lasting change. The Horn, East, and Central Africa (HECA) Region is the largest region within Oxfam, covering 8 countries, including Ethiopia, Tanzania, Kenya, Somalia, Democratic Republic of Congo, South Sudan, and Uganda. The Regional Centre is based in Nairobi and is mandated to provide leadership and support to the Oxfam country programmes across the region in delivering their strategies within the context of programme quality, and efficiency.

The role We need your leadership to help improve the effectiveness of Oxfam’s in-country and regional programmes and the impact they have on poverty through the provision of coherent and coordinated support. That means developing a strategy for enhancing programme quality that puts poor women’s rights at the heart of programming and supports initiatives around design, monitoring, evaluation, accountability & learning (MEAL) systems and Partnerships. It’s about being proactive in building a culture of evidence-based decision making in the region and in support of programme staff and advisors on a variety of issues, in particular those around MEAL. It also means acting as a ‘helpdesk’ for queries on MEAL processes for the whole region.

What we’re looking for It is essential that you have a clear understanding of a broad range of programme quality issues, especially around theories of change and MEAL, underpinned with demonstrable understanding and direct experience of long-term development, humanitarian and/or campaigns and advocacy work preferably at management level. A good understanding of gender issues and the ability to contribute to strategy around putting poor women's rights at the heart of programming is key. Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice is essential, as is an excellent understanding and experience of partnerships & accountability when applied to programming. Results focused you’ll need good interpersonal and communication skills plus the ability to lead and motivate others.
