Reports To: HMIS Chief of Party
Established in 1971, Futures Group develops and delivers innovative, locally relevant, evidence-based solutions to improve the health and well- being of people around the world. We have assisted governmental and nongovernmental agencies, foundations, and the private sector by designing, implementing and evaluating programs in HIV, sexual and reproductive health, population and family planning, maternal and child health, infectious diseases, and gender. Futures Group has deep expertise in policy and advocacy, research and strategic information, health markets and private sector engagement, modeling and economic analysis, patient monitoring and management/HMIS, strategic consulting, and program management.
Futures Group provides HMIS support to the Government of Kenya (GoK) and the Centers for Disease Control and Prevention (CDC). Under a new contract, the Futures team provides a range of technical assistance including: support for the continued development and implementation of the national HMIS strategy; improving information flow to guide policy and program decisions; facilitating interoperability between disparate HMIS including specific efforts to harmonize and integrate laboratory, pharmacy, and electronic medical records (EMR) sub-systems; and developing a data warehouse.The clinical consultant located in Kenya will advise and provide technical expertise to the Chief of Party, and the broader project team. The individual will provide guidance and clinical expertise to aid the team in laboratory, disease selection and pharmacy drug mapping during the EMR roll out. The clinical consultant must possess clinical knowledge in mapping the national accredited pharmacy list with laboratory tests. The work requires innovation, often with very little guidance. This work is very technical in nature and knowledge is specialized. The individual must be familiar with the Kenyan health environment and would be required for the most accurate mappings in both laboratory and pharmacy. The successful consultant must be ready to take up the task soonest possible.
 Minimum Qualifications, Skills and Knowledge:A trained Medical Doctor with Postgraduate education, with extensive health facility-anchored skills both as a doctor and as a health informatics expert.Experience on Comprehensive HIV/AIDS Care and Treatment Programs (ART)Understanding of public health information systems in Kenya, including EMRs.A minimum of 3- 5 years in the development of software systems, testing, solution implementation and training with particular emphasis to health informaticsIQCare knowledge/or experience preferredExperience working with the Ministry of Health, experience with EMRs desired but not requiredExperience in LOINC for laboratories systems, ICD10, HL7, and drug mapping is an added advantageMap the current set of laboratory tests found in EMR systems including IQCare with the LOINC codeMap the current set of HIV diseases found in various EMR systems with the ICD10 codeMap the current set of pharmaceuticals found in EMR systems with the pharmacy national drug codeEquipment to be used: General office equipment; Computers

Purpose

Futures Group International develops and enhances strategic information (SI) systems at health facilities to collect and track data to improve patient and project outcomes, including reports for the US President’s Emergency Plan for AIDS Relief (PEPFAR) indicators, National Ministry of Health (MOH) indicators, and specific project indicators. 

This information is essential to provide high quality care and treatment, procurement activities, tracking progress, providing accurate reporting to both the MOH and US Government and to be used by health facilities for adaptive management.

Position Summary

The Strategic Information and Tech Associate will be responsible for automating collection and reporting of Health Information at health facilities and delivering technical support and supervision. 

She/he will be responsible for ensuring that data reporting is comprehensive, clean and valid, and ensuring the further deployment of IQCare Electronic Medical Records System (EMR) and IQTools to all service delivery outlets in the network. Additionally, the SI and Tech Associate will contribute in HMIS development, through testing, recommending and implementing new system functionality and features. The position is open to Kenyan nationals.

Key Responsibilities

IT troubleshooting and bug reporting at health facilities that have technical difficulties Assist the SI team to remotely connect to the health facilities’ databases Build capacity of local partners to manage, analyze and make use of their data Assist in the capacity building efforts of the strategic information team. Continued development of IQTools and IQCare via 
Programming of SQL queries for all new clinical reports requested by the Clinical lead team and local partners o Programming of IQTools reporting system to incorporate changes in user requirements
Building and designing of data collection forms used in IQCare EMR system
Requirements gathering
Documentation of indicators and systems in use. 
Assist the strategic information team to deploy and manage the IQCare (EMR) rollout and maintenance at health facilities Other responsibilities as neededQualifications

Minimum Requirements

B.Sc. Position Summary

The Deputy Strategic Information Advisor will be responsible for automating collection and reporting of Health Information at health facilities and delivering supportive supervision, monitoring and evaluation, and performance reporting, and managing a team of Strategic Information Associates and tracking technical deliverables.

The position will initially run from March 15th 2012 until October 2012 after which the position will be renewed annually. The position is based in Nairobi Kenya.

Key Responsibilities

Coordinate all monitoring and evaluation for a PEPFAR project including Global Health Initiatives (GHI) and Next Generation Indicators (NGI)
Supervise and coordinate the collection of accurate monitoring reports from the health facilities (monthly, quarterly, semiannual and annually) on all required indicators
Support information technology infrastructure and management for data management tools
Coordinate technical SI needs at sites (computers and hardware)
Build the data culture at health facilities to improve data demand and data use
Manage and provide training for data analysis at the service delivery outlets and coordinate technical assistance to sites in the analysis of data to address gaps in the program and services
Help the project to demonstrate that project interventions result in observable and measurable improvement in the quality of HIV care and treatment services and clients served.
Increase LPTF demand for quality information, methods, and tools, and facilitation of information use in decision making
Oversee coordination of data entry and set up SOPs to ensure there is no backlog; ensure that databases are backed-up on routine basis
Build and improve relationships with health facilities and partners
Liaise with prime recipient on routine basis to alert them to challenges and difficulties performing our work; highlight successes
Develop work plans and monitor it on monthly basis in coordination with SI Advisor
Other activities as identifiedQualifications

Technical Experience

Master’s in public health, epidemiology, statistics, or related field with 3-5 years significant experience or Bachelor’s degree with at least 6-10 years extensive experience in Strategic Information/M&E of health programsExperience in clinical setting is preferred
Experience working with Patient Management and Monitoring Systems (PMMS) and monitoring and evaluationAt least 3 years of experience in monitoring of HIV projects; andExperience and familiarity with USG and MOH (e.g. KePMS and DHIS) reporting systems
Familiarity with information dissemination at national and international level
Knowledge and experience in HIV patients’ data analysis and use of statistical data analysis packages e.g: Epi Info, SPSS, CSpro etc.Strong leadership and communication skillsExperience working with and designing tools to support decision making,

The Data Warehouse Senior Technical Manager will advise and provide technical expertise to the Chief of Party, and the broader project team.

This individual will lead the project’s strategy for and implementation of the data warehouse, define the business and information requirements, resolve high-level business and information issues, coach both the HMIS/NASCOP and Futures Group team in the development of the data warehousing solution, provide continuity in all major data warehousing solution decisions, and determine how technology can be applied to meet the client’s needs.

The work requires innovation, often with very little guidance. There is an organizational reliance on the knowledge, initiative and experience of the Data Warehouse Senior Technical Manager. Work is very technical in nature and knowledge is specialized.

Minimum Qualifications, Skills and Knowledge:

Demonstrated technical expertise in design, development, deployment and maintaining large data warehouse (DW) or very large databasesDeep technical understanding of data warehouse model and design methodologies, ETL, Data Marts, OLAP, OLTP,Metadata, normalization, 3NF, Dimensions, SCD Slowly Changing Dimensions,Experience in requirements gathering for DW, creating Use Cases, UML , Enterprise Architect, ER Diagrams, Data Dictionary, Test Cases,Demonstrated technical experience integrating different data sources (e.g health, finances, vital statistics, education, planning) from different databases (MySQL, SQL Server, Oracle) while addressing issue of data quality;Strong operational experience in improving in database performance, optimization, data aggregation, SQL queries for coding for interactive dashboards, charts and reportsA minimum of 5 - 7 years’ proven technical experience is requiredDesired Datawarehouse business intelligence (BI) experience, software tools (Business Objects, Cognos, Microstrategy) or any open source BI software tools (Pentaho, JasperSoft, SpagoBI, icCube)Strong understanding of public health information systems in Kenya, including EMRs.Oral and written communication skills, Good writing skills are required to develop and articulate data warehouse strategy and implementation plan and present ideas to various audiencesA university degree in computer science or information technology or any related discipline is required as a minimum, post graduate qualification and /or relevant certification courses will be an added advantageDesign , develop, test, deploy, maintain, large, robust data warehouse at MOHLead technical responsibility for development of national health data warehouse and identified data sourcesLead in design, modeling, architecture of robust data warehouse platform;Lead technical responsibility to integrate data from different data sources (health, finances, vital statistics, education) into data warehouse solutionLead the information gathering and documentation process in consultation with the Ministries of HealthLead in development of data warehousing standards and SOPs , and test casesResolve performance, database issues associated with maintaining and enhancing large data warehouseAdditional Information
