Call for Consultancy Services - Development of Management Information System
Kenya Red Cross Society (KRCS) is a humanitarian relief organization created by an Act of Parliament, Cap 256 of the Laws of Kenya on 21st December 1965.
Its vision is to be the most effective, trusted and self-sustaining humanitarian organization in Kenya. The organization’s core business areas are broadly classified into six major departments including Disaster Management, Health and Social Services, Water and Sanitation, Nutrition, Organizational Development and Emergency Operations. In 2010, KRCS was selected as the Civil Society Principal Recipient to manage resources under the Country’s Global Fund Round 10 Grant for HIV and AIDS.
The Global Fund Management Unit of the KRCS manages the Global Grant for HIV and AIDS interventions as the Civil Society Principal Recipient and implements through 52 selected sub recipients.KRCS seeks the expertise of a consultancy firm to design and develop an interactive, user friendly Information system for reporting, data management and archiving. This will enable the Kenya Red Cross Society to improve the management of its data/ information and reporting function across all program areas.

Major Duties and Responsibilities:

Under the direct supervision of the Programme Officer, the incumbent will be responsible for the following duties:

Director of Strategic Information and Research (Kenya)

Position Summary:

ICAP at Columbia University (CU) works with the Government of Kenya and other in-country partners to strengthen and scale up comprehensive HIV prevention, care and treatment programs in Kenya. ICAP is seeking a Director of Strategic Information (SI) and Research for Kenya who will direct and coordinate all routine monitoring and evaluation (M&E) and research activities within ICAP Kenya.

Major Responsibilities:

Overall coordination of ICAP-Kenya routine M&E activities across programmatic areas, including HIV care and treatment, PMTCT, TB/HIV, counseling and testing programs, palliative care, cervical cancer, prevention in care and treatment settings, and adherence support. This includes strengthening paper-based and electronic M&E tools at all levels (facility, district, and national), developing and implementing data management and quality assurance procedures at all levels, ensuring timely and efficient flow of data from facility to regional office to central office and to the ICAP/CU-New York SI Unit, and strengthening data analysis and regular feedback to the technical and leadership team and the ICAP regional teams and sites.

Provide technical direction for and supervise the SI team in the Nairobi office, and co-supervise SI staff at regional office to implement routine M&E activities, which will include developing and revising M&E plan(s) and staff workplans, and ensuring adequate allocation of resources for facilities and regional offices.

Lead efforts to build capacity of provincial, district, and facility teams to improve national M&E systems including the national DHIS, using data for program improvement and timeliness of reporting.

Oversee adaptation and implementation of DHIS as ICAP’s internal aggregate database. This includes ensuring all M&E staff are trained to use the system; overseeing database customization, data entry, quality assurance and development of useful outputs from the database including charts, graphs and pivot tables.

Ensure all ICAP reporting obligations are fulfilled, including the generation of semi annual and annual progress reports, training reports and other reports as assigned.

Generate and track ICAP-Kenya targets for facilities and regions.

Perform data analysis and presentation for presentations and reports and coordinate the writing of abstracts and scientific papers

Manage all ICAP research activities including developing concept sheets and proposals for new research projects, developing protocols and data collection instruments; project tracking; hiring and training of research staff including study coordinators, interviewers, and data entry clerks; obtaining CU, local and other ethical approvals; developing analysis plans, and as appropriate, conducting analyses and drafting publications

Routine communications with key stakeholders, such as Ministries of Health, CDC, USAID and other implementing partners on M&E related issues.

Represent ICAP/CU-Kenya in national and international for meetings related to monitoring and evaluation

Education:

Masters level degree in public health, (epidemiology, biostatistics, health services, maternal and child health) or any other relevant social science required (PhD/MD preferred).Experience, Skills & Minimum Required Qualifications:At least 5 years professional experience planning, evaluating and implementing health programs, HIV program and research activities.Program development, project management and research experience.Field-oriented and comfortable with a team approach to program implementation and able to manage multiple major activities simultaneously.High-level computer skills, including ability to rapidly process and analyze data using MS Excel and statistical packagesLeadership and management skillsProven communication and negotiation skillsExperience, Skills & Preferred Qualifications:Medical degree an advantageExcellent writing skills and communication abilities in both English and SwahiliHigh-level computer skills, including ability to rapidly process and analyze data using a standard statistical package.Advanced knowledge of electronic medical records systems and deployment of database systems for patient monitoring.This is a local hire position and the successful candidate will be an employee of ICAP-Kenya and subject to the local terms and conditions of employment which includes a competitive salary and benefits package.

Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the head of the Agriculture Marketing Unit, the Marketing Information Systems Officer will provide technical support in the establishment of an effective Marketing Information System (MIS) for agricultural produce and commodities in Somalia (South Central and Somaliland). In particular he/she will:

Oversee the establishment of a marketing information and linkage system to provide reliable market information to Somali farmers and traders on regular basis. This will entail the following: • Establish a Short Messaging Services (SMS) in collaboration with the contracted service providers; • Process and disseminate information through bulk SMS back to end users (farmers and traders). • Set up a website for the MIS; • Technical contact with the solutions provider and management of the web based bulk SMS Solution; • Compile and manage database of subscribers; • Installation of appropriate computer software to support the MIS;

Carry out training and capacity building session to the extension officers, Marketing Trade Officers, and technicians on the efficient use and application of the Marketing Information System.

Follow up on the implementation of marketing interventions and further link the development of the commercialization model of the FAO Somalia programme to the Marketing Information System (MIS).Timely preparation of progress reports.Carry out any other responsibilities assigned by the Supervisor and/or Officer in Charge.

MINIMUM REQUIREMENTS

Candidates should meet the following:

• Degree in Agricultural Marketing or equivalent combined with specializing in Information Technology from a recognized institute. • Have a minimum of 5 years of proven experience in identification, design and establishment of MIS. • Proven skills on data collection, database management, short messaging services, establishment of websites and information dissemination. • Knowledge and proven experience on training of users on the MIS system. • Knowledge and skills on market information monitoring and evaluation. • Knowledge and experience on project management and gender involvement skills is an added advantage. • Working knowledge (level C) of English and working knowledge of the most widely used local language. Somali language is a must.

Terms of Reference – Senior Information Technology Specialist
The African Virtual University (AVU) www.avu.org is a Pan African Intergovernmental Organization established by charter with the mandate of significantly increasing access to quality higher education and training through the innovative use of information communication technologies. A Charter, establishing the AVU as an Intergovernmental Organization, has been signed so far by eight (8) African Governments - Kenya, Senegal, Mauritania, Mali, Cote d’Ivoire, Tanzania Mozambique, and Democratic Republic of Congo. The AVU has its headquarters in Nairobi, Kenya and a Regional office in Dakar Senegal with Host-Country Agreements and Diplomatic Status with the two governments.
The AVU Business Plan 2009-2014 has two main thrusts: (a) Educational and support services provided on a fee basis; and (b) Not-for-profit development services. The, Not-for-profit development services, aims at building the capacity of AVU Partner Institutions (PIs) with an objective of increasing access to quality education through the following activities: updating and developing content; Open Educational Resources (OER) Development; AVU Capacity Enhancement Program (ACEP); set up/upgrade ODeL centers; developing professional networks through Communities of Practices; Research and Development; and Quality Evaluation and Benchmarking.
Some of the Not-for-profit development services were delivered from 2005 to 2011 through the AVU Multinational Project I, funded by the African Development Bank (AfDB) and implemented in 10 African countries.

Position Summary

The GIS Analyst will be responsible for providing leadership in GIS mapping and spatial database development at scale. S/he will ensure timely and efficient utilization of GIS and remote sensing applications in furtherance of project objectives.

The GIS Analyst for this WASH Program is responsible for determining the spatial information needs of the project partners with regards to mapping of WASH infrastructure, migratory corridors, markets, pasturelands and status of resource use.

Specific Roles And Responsibilities

Provide technical leadership in the mapping and coordination activities including the use of existing data and the collection, storage, analysis and presentation of new geographical information; Support preparation of simple user-driven interfaces and decision-support tools for selected agencies; Supporting identification of data requirements to support WASH planning, protected area system and spatial planning; Validation of data (GIS imageries, maps, spreadsheets, reports, tables) sources from providers; Collated data formatted to ensure integration into the WASH-related databases of the Government of Kenya and other critical partners; Identification of GIS hardware, software and networking infrastructure needs for the program and development of internet-based applications for presenting the analysed GIS datasets; Establishing data access and data maintenance protocols; Working with all partners ensuring cross coordination of mapping activities and harmonization of information; Building the capacity of communities to map their own resources.Skills And Qualifications

The successful candidate may have “not-for-profit” experience and/or development partner experience.
