Health Poverty Action works with some of the poorest and most marginalised communities in Africa, Asia and Latin America, often in very difficult environments.

We work to enable these communities to achieve improvements to their health, promoting this as one of their fundamental human rights.

In June, 2012 HPA received funding from Department For International Development (DFID) to implement an MCH project in Mandera County, North Eastern, Kenya. The project will be implemented in close partnership with the local NGO, Emergency Pastoralist Assistance Group (EPAG) and the Ministry of Health

The overall objective of the project is to improve maternal and child health (MCH) outcomes for marginalized pastoralist communities in Mandera, Kenya towards the achievement of MDGs 4 and 5.

The objectives of the baseline survey include

1) To determine the current levels of knowledge, attitudes and practices of community members in the greater Mandera County in the areas of maternal and child health (MCH) including immunization, maternal health emergencies, Harmful Traditional Practices (HTPs), HIV/AIDS, TB  and other STIs, 2) To collect data relating to the indicators in the project log frame, that will be used to monitor the project, and 3) To determine the status of indicators relevant to the target health facilities, located in the greater Mandera County

Background Information

Save the Children Kenya, Care International in Kenya, Islamic Relief and FH Kenya have on going programmes in Northern Kenya that seek to meet immediate needs and build the capacity of households and communities in Arid and Semi Arid Lands (ASALS) to withstand future shocks.

The areas of operation include: Marsabit, Moyale, Wajir and Mandera and the project’s thematic areas are: Food Security, WASH and Health.

Following the 2010-2011 protracted drought that affected pastoralists in Northern Kenya, these four organizations with funding from DFID agreed to form a Consortium under Improving Resilience and Reducing Dependence Project (IRRD), led by Save the Children Kenya Programme.

The goal of the programme is to save lives, alleviate suffering and maintain dignity amongst drought affected communities in Northern Kenya, which will directly contribute to stabilizing food security and protecting the livelihoods drought affected households in Northern Kenya.

Its main purpose is to meet the immediate needs of young children and their families while protecting livelihoods and restoring community resilience. The project started on August 01, 2011 and closes March 31, 2012.

About the Consultancy assignment:

The evaluation is required to examine the extent to which the project satisfactorily achieved its three outputs in terms of effectiveness, efficiency, impact, coordination as well as sustainability.
Critical Issues to consider include; Relevance and Appropriateness, Timeliness, Efficiency (Value for Money), Effectiveness/performance, Impact and Sustainability.

The consultant shall report directly to IRRD DFID Consortium Manager and evaluation methodology requires each Prospective consultant to submit a detailed methodology based on their interpretation of the evaluation objectives.

The consultancy shall be completed within a period of 30 days and as part of Evaluation Process, the Consultant will prepare and submit the proposed evaluation methodology based on his/her interpretation of the evaluation objectives, Evaluation Workplan, Field Visits schedule, findings, a draft and then final evaluation report.

Consultant Specifications/ required competencies:

Monitoring and Evaluation Expert with at least 10 years experience in evaluating humanitarian programmes in developing countries;Extensive knowledge of Core Humanitarian Sectors- Food Security, WASH and Health;Fluent in English and one or more of the following languages Kiswahili and/or Somali;Fully acquainted with project lifecycle management;Experienced in the pastoral areas of Kenya;Willing to work in Mandera, Wajir, Marsabit and MoyaleApplication process:

Introduction
Tr?caire has received funding from the European Commission to implement interventions geared towards improving access to justice, and enhancing accountability and protection of human rights in Kenya for a period of 23 months. This funding will support Tr?caire and 4 Kenyan NSAs:

• To enhance the capacity of NSAs to influence and monitor justice sector reforms and,
• To facilitate improved access to justice for the most vulnerable, marginalized and poor

The expected results of this action are:

• Involvement and participation of NSAs in policy design and reforms in the administration of justice sector increased
• Access to justice for the most marginalized, vulnerable and poor in rural and urban areas and penal institutions improved

One of the key strategies of this action will be use of advocacy to rally support for and bring legislative, policy and administrative changes at local and national level in order to enhance access to justice in Kenya. The media, both print and electronic have become a critical tool for awareness raising, shaping opinion and influencing change locally and globally. In appreciation of this critical role, and the need to engage with the media in a strategic and consistent manner that delivers results for Kenyans, a collective training will be organized for partners of the implementing organ early on in the roll out of the project.

The objectives of the training are as follows:

• To enable participants appreciate the vital role the various media play in advocacy and in particular governance and human rights-related advocacy;
• To equip participants with the necessary knowledge and skills to engage media in public advocacy.

Duration

The training is scheduled to take 4 days; 7th to 11th February 2011

Expected Outputs of the Training

• Conduct a 4 day training for 10 participants;
• An understanding of ‘how to do advocacy through media’ guide will be developed
• A workshop report and a partner-specific media advocacy work plan;
• Recommendations on how best to follow up on the training
