The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen regional office is based in Nairobi with country programmes in Somalia, Kenya, Ethiopia and Yemen.
 Purpose: The Protection Officer will support DRC’s child protection work in Somalia through technical support to the entire project team in preparation of reports, quality analysis, and further verification of data as well as follow up action points. The position will provide additional support to the Protection Sector on need basis.

National Position based in Nairobi - Kenya

The Project Manager will be responsible for implementation of all aspects of HSNP Social Protection Rights Component and for the day-to-day management of all programme human, capital and financial resources. This project manages the accountability framework for the Government of Kenya run HSNP. HSNP is an unconditional cash transfer (CT) programme, geographically focused in the 4 poorest counties of the Arid and Semi-Arid Lands (ASALs): Turkana, Marsabit, Mandera and Wajir. It offers an alternative to food aid and aims to reduce poverty, food insecurity and promote asset retention and accumulation in poor households. Independent evaluations of HSNP Phase I shows it works effectively as a safety net, particularly for the very poorest.

S/he will actively engage with other agencies involved in the implementation of the wider HSNP and will represent HelpAge in national-level programme coordination meetings. S/he will engage in wider social protection learning and spearhead reporting and donor engagement on behalf of HelpAge in Kenya.The post-holder should possess a degree in social sciences, development studies or related field. An understanding of social protection and right-based programming as well as strong facilitation, community level communication, mobilization and mediation skills.

The NRC Horn of Africa mission is an expanding program. From operating in Somaliland (SL) since 2004, in Puntland (PL) 2006 and in South Central (SC), with presence in Mogadishu, NRC, in 2007 started operations in the refugee camps in Dadaab, Kenya and has since then expanded to Ethiopia in 2011 (Dollo Ado, Shire, Assosa, Gambella and Jijiga), in Yemen (Saa’na, Aden and Harradha),Djibouti in 2013. In 2014, NRC Horn of Africa took over programmes in South Sudan (Northern Bar-eGhazel, Warrap state, Central Equatorial, Eastern and Late state) and Uganda (Adjumani) and light foot print in Eritrea in 2013.The programme activities comprise all 5 NRC global core competencies: Shelter; Water, hygiene and sanitation (WASH); Education including youth education and teacher training; Food security, livelihoods and distribution; and Information, Counselling and Legal Assistance (ICLA). Protection is emphasized and should be mainstreamed across all sectors. The scope of the programs range from emergency response to acute crises, to supporting durable solutions for displaced persons. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia. Advocacy activities based on experience from the ground is an important global and local tool to increase displaced people’s access to humanitarian assistance and protection.
The purpose of the Protection and Advocacy Adviser (PAA) is to strengthen NRC's advocacy, protection and information work in the Horn of Africa region, and to facilitate implementation of, and consistency with, NRC’s global strategies and policies within the regional programme. It is a strategic advisory position reporting to the Regional Director (RD), supporting the Country Directors (CD) and Area Managers in the field, and managing the regional Information officer. The PAA is a member of the Regional Management Team and can undertake representation on behalf of NRC as agreed with the RD. The position-holder is the focal point for the programme on advocacy and information work, and will be required to closely interact with programme staff, the NRC Head Office, NRC in Geneva/IDMC, NRC Europe (Brussels) and other NRC country offices with the knowledge and approval of the RD.

Protection International is looking for a Regional Programme Officer based in Nairobi, Kenya - French Speaking

Background: Human rights defenders (HRDs) work towards the protection of internationally recognized human rights, document violations and seek justice for victims. Their work greatly contributes towards the struggle against impunity and towards democracy and accountability.

Despite international declarations and commitments by governments to respect their rights, human rights defenders continue to face intimidation, persecution, defamation as well as arbitrary arrest and physical mistreatment for their legitimate work.
PI is an international non-profit organization researching strategies and security management tools that protect human rights defenders and sharing its expertise in this area with people at risk for their human rights work all around the world. 
PI sees human rights defenders as agents of change who form a pillar of free and just societies. In many parts of the world, HRDs face threats from state and non-state actors for their human rights work. PI works with human rights defenders to develop strategies tailored to their profile and context.

The Role: PI Regional Programme officer is responsible for implementing PIs work in the region of the East and Horn of Africa and the wider African continent (except DRC) under supervision of the Representative. The RPO will have a focus (but not work exclusively) on French speaking African countries. 

The PI RPO is part of a team of four, based in Nairobi. (S)he travels regularly in the region and occasionally beyond.

Key Responsibilities: This job will entail some work in Francophone Africa where the RPO will be expected to know how to prioritise their work keeping in mind the regions PI works in. The candidate must also be fluent in spoken and written French.

Capacity Building

Impact Evaluation of Dadaab Child Protection Program, Kenya

Terms of Reference

Duration of Assignment: Approximately 60 days over four month period

Expected Start Date: 15 April 2013

The child protection program in Kenya is highly strategic for Save the Children and demonstrates a model of how to implement prevention and response interventions in a very complex and challenging camp environment. The program uses a child protection system approach to strengthen institutional and community-based child protection facilities and systems in the Dadaab refugee camps.

After five years of programming, a rigorous impact evaluation is needed to assess the appropriateness and effectiveness of the approach in Dadaab. A rigorous evaluation of the program, focused on measuring change in children’s and families’ outcomes and the longer-term impact of interventions over the last five years, will serve to strengthen the evidence base and demonstrate what works, and which strategies are less effective, in a chronic camp context. 

The Dadaab program is one of the largest child protection programs within Save the Children globally, therefore this learning and evidence will be extremely valuable for informing future work in Kenya and will also be useful for global learning regarding response in other fragile environments.

The scope of the evaluation will cover the three key outcome areas of the program: child- level; family and community-level; and outcomes at the level of the duty bearers, with a close focus on the linkages and interconnectedness between the program components and outcomes at different levels.

Securing an income for older people through social protection mechanisms and in particular through social pensions is a strategic priority area for HelpAge.

HelpAge seeks to recruit a Social Protection Programme Manager for Kenya who will provide overall management and implementation of the Hunger Safety Net Programme Phase II social protection rights component which takes forward the grievance mechanism developed in Phase I along with payment processes and grievance management to 150,000 households.

Reporting to the Deputy Director Programs, the Women Protection and Empowerment (WPE)) Program Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s Gender Based Violence (GBV) programs throughout Kenya. The GBV Program Coordinator will also coordinate IRC’s GBV programs and contribute to external coordination efforts and initiatives. This position will be based in Nairobi with frequent travel to IRC programming areas in Dadaab, Eastleigh and Turkana reagions.
Essential functions
The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Eastleigh, Dadaab, and Turkana to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The WPE Coordinator will be expected to spend at least 40% of their time in Dadaab supporting the WPE programming.
Program Quality
* In collaboration with WPE program staff, the Technical Advisor and the Deputy Director, oversee WPE programming in Kenya through regular monitoring and evaluation
* Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for GBV analysis, planning, evaluation, and advocacy
* Ensure regular communication with the Women’s Protection and Empowerment Technical Advisor based in the Headquarters Technical Unit and integrate technical unit priorities, where possible, in program design
* Ensure effective team communication and support between team members based in Nairobi and the three field sites, including opportunities for debriefing and staff care
* Provide guidance and technical support to sector-specific design and implementation through regular field visits.
Management
* Manage field-based staff (including GBV Managers and Officers) through regular feedback and contributing to their performance reviews
* Assist with the recruitment of GBV management-level staff, in coordination with HR and the Technical Unit
* Ensure training and ongoing capacity building opportunities for staff on GBV-related and project management skills
* Focus on the eventual nationalization of management-level positions throughout the GBV programs in Kenya
* Assist in developing and overseeing program budgets to ensure an appropriate and efficient use of resources, and that IRC GBV projects comply with internal and external requirements
* Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs.
* Support partnerships on GBV programming with Local Non-Governmental Organsations
Program Development
* Develop and implement a country sector strategic plan for Kenya, ensuring that program growth and start-up are in line with country strategic plans
* Actively contribute to the broader strategic planning processes in Kenya, ensuring that GBV interventions and related advocacy are taken into account
* Participate in emergency response and emergency assessments, providing guidance and recommendations for new programs and initiatives that maximize safety for women and girls
* Lead proposal development activities through planning and program design with relevant field-based staff, ensuring technical standards are taken into considering before submission
* Coordinate with other IRC staff members implementing protection, health, and livelihood programs linked to GBV to provide relevant input and support, whenever required.
Representation and Advocacy
* Actively develop and maintain effective working relationships with key stakeholders in Nairobi, including donors, government actors, UN agencies (including UNHCR), international and local NGOs, and other relevant actors.
* Develop strategic partnerships with local, Kenya-based organizations, wherever possible
* Regularly attend GBV sub-cluster meetings and feed in IRC priorities at Nairobi-level meetings
* Upon request, organize and facilitate field visits for stakeholders interested in IRC GBV programming in Kenya
* Interact with the media and respond to media requests involving GBV programming, when relevant and necessary
* Ensure field concerns and challenges are brought to relevant Nairobi stakeholders to push for standards and procedures that systematize how GBV is implemented and coordinated at the field level.
Minimum requirements
* MA/S or equivalent in health (MPH), social science, humanities or other related degree
* At least five years of overseas experience, including substantial management experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence
* Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
* Previous experience in emergency preparedness and response, preferred
* Demonstrated experience in capacity building and mentoring of national and international staff
* Knowledge, skills and experience in participatory methods, community development and partnership
* Demonstrated leadership, communication, and facilitation skills

Handicap International (HI) is an INGO specialising in the field of disability and development. A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.
From the 1st of November, HI has launched the Ubuntu care project with the ultimate goal to end violence against children through social cohesion. This multi- countries project (Burundi, Rwanda,
Kenya) aims to address the root causes and to mitigate the consequences of violence against children, especially those with disabilities. The strategy is to translate effectively the international commitments in regard of children’s rights, in particular the Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities (CRPD) into practical actions on the ground through improved response mechanisms to Sexual and gender based violence against children at all levels. This project will engage with children and empower them as key stakeholders in their own protection, through a Community Based Rehabilitation (CBR) approach. This involves empowering children, their families and community regardless of gender, or type of disability, through: raising awareness, promoting inclusion, skills development, eliminating stigma, and facilitating access to health, education and legal opportunities.
The Project Manager will be in charge of the implementation of the Kenyan part of the project.

• Assist the SGBP Program Manager on all matters relating to refugee protection;

Qualifications:

Social Protection Actors Forum (SPAF)
The Social Protection Actors Forum (SPAF) is a coalition of Civil Society Organizations (CSOs) and other Non-State Actors (NSAs) committed to support social protection in Kenya, through promotion of citizen’s engagement in the development, implementation and evaluation of social protection interventions in Kenya. SPAF advocates for the establishment of strong formal institutions for social protection in Kenya and is currently implementing an advocacy project whose overall objective is to ensure vulnerable populations realize social protection, and the right to social security as provided by the Constitution of Kenya. The project aims to stimulate demand for establishment of formal institutional frameworks to legally entrench social protection, enhance social services delivery and coverage.
SPAF conducts applied budget work to inform public policy making and investment in Social protection in Kenya and wishes to identify and articulate policy problems and concerns facing social protection in Kenya and will periodically research, analyze and publish information on policy developments and trends. This will ensure reduced ambiguity and enhanced focus on the most pertinent policy issues. The outputs of such analyses will be prepared and packaged to include viable policy alternatives developed with strong evidential support (quantitative and qualitative) to ensure the best chance of success for the advocacy agenda.
Applied budget work is critical to enabling citizen engagement with policy makers on matters relating to resource allocation and expenditure, including: transparency, accountability, participation, adequacy, priority, progress; and equity.
The purpose is to work with SPAF to raise the level of budget literacy among civil society, and bring in more people into the policy debate, thus enhancing the quality of the national budget with respect to social protection.
Specifically, the consultant will: 
a. Lead in Budget Analysis by facilitating forum members, consultants and stakeholders to scrutinize the National Budget, so as to ascertain the extent to which fiscal allocations and expenditure reflect the government commitments to social protection;
b. Lead in  the establishment of Public Expenditure Tracking project at the national and county levels, through which  forum members, and civil society in general, can monitor public expenditure with a focus on  efficiency, adequacy and coverage of social protection benefits; 
c. Lead in the establishment of Participatory Budgeting model, through which communities can participate in preparation of budgets based on consultations at the County level.

3. Approach to the Assignment

Under the supervision of the SPAF National Coordinator and with technical support from Concern Worldwide Advocacy Programme Manager, It is expected that there will be two main areas of work: 
a.Economic analysis of social protection in Kenya:
The position will perform or supervise application of advanced quantitative methods to assess the relationships between fiscal expenditure and indicators economic and social rights realization;
Recommend an advocacy agenda to leverage increased public investment in social protection.
 a.An Analysis report of the 2012/13 National Budget, with reference to challenges and opportunities for implementation of the National Social Protection Policy;
b.Expenditure tracking and participatory budgeting at county level.
 The assignment is to be completed within a period of 5 months and is to commence in September 2012.
