Job title: Finance / Admin and Compliance Manager, Kenya
Location: Nairobi, Kenya with a frequent travel to Isiolo, Baringo and Tana River counties of Kenya
 Responsible to: Country / Representative and Programme Steering Committee

Background: The Pastoralist Resilience Consortium consisting of Regional Centre for Pastoralist Elders (RCPE), Global Peace and Prosperity Initiative (GLOPPI) and GTDO would like to recruit a dynamic and energetic person as Finance/Administration and Compliance Manager in Kenya. This position reports to the project steering committee and Country Representative/Director-GLOPPI who is also the programme director/leader of the consortium. The position forms part of the Senior Management Team of the Pastoralist resilience consortium in Kenya. Final offer of the position will be subject to the approval/release of funds.

This is a great opportunity for experienced finance professionals to play a key role in achieving our visions by providing effective financial management and accounting support to the consortium and to the organisations.Provide financial management support across the consortium programDevelop, implement and monitor internal financial control management systems.Develop or review and update financial policies and procedures and ensure approval of any changes.Ensure timely financial reporting in accordance with consortium financial policiesReport timely on financial matters and operational matters of projects to donors and Country Representative/Director and Programme Steering Committee.Develop quarterly financial reports of the programme and submit to the donor. Ensure financial reports are produced timely and in accordance with consortium policy and procedures and donor requirements.Ensure that budget is available for all the financial transactions and appropriate supporting documents and avoid over-spendingEnsure that the financial system is effectively functioning and authorization levels are appropriate to the structure of the country programme.Ensure financial, procurement and budgetary guidelines and controls are in place.Manage and supervise the finance staffMonitor the financial position of the consortium and propose measures to guarantee continuous liquidity for attainment of consortium goals.Enhance financial management capacity of partner NGOs and community based organisations such as pastoralists’ associations(PAs).Train the finance team and PAs on project financial management.Develop the bank reconciliation reportsEnsure effective grant management as per the consortium policy and performance targets.Ensure that effective financial systems is in place in line with donor regulations/requirementsEnsure timely request for transfer of funds from the donors through established procedures.Ensure that no expectations are raised in the field for which budget is unavailable.Ensure that the programme administrative system is update and up to the international standardsEnsure that contributions of the personnel to the programme is documented and appropriately filed.Assure that all assets are well registered, maintained, and filed in line with donor regulation.Ensure that HR system is functional and that all staff issues are addressed timely.Ensure that programme complies with donor policies/requirements and organizational policies and procedurePay regular visits and ensure the field offices comply with the donor requirements/donor and organizational policies and procedures.Ensure that consortium complies with income tax regulations of Kenya.Qualifications/Competencies and Experience:The ideal candidate will have a University degree majoring in finance, with a professional qualification in the field of Accounting (ACCA, CPA, ACEA, ACA, AMCA or equivalent).You will have at least 3 years working experience in finance management in an INGO environment, with three years grant accounting experience.Relevant experience in setting up training in project finance.At least 2 experience in managing consortium financeAt least 3 years experience in developing financial systems (policies and procedures) for a consortium programme and/or for organizations.At 2 years experience in launching a programme financial system and Sun System etc and ensuring its effectiveness and efficiency.At least 2 years experience in capacity building of partners in financial management.At least 3 years experience in working with institutional and non-institutional donors and intergovernmental organizations.Experience in working with pastoralist communities and in Arid and semi-arid lands preferably Isiolo, Baringo and Tana-river counties.You will have practical knowledge of accounting packages and software (Excel and or Quick books, SUN systems etc preferably Sun-system) and proficiency in Microsoft office.Excellent communications skills and commitment to the consortiums’ vision, mission and values. Job Title: Kenya Arid and Semi-Arid Lands (ASALs) Resilience Programme (ARP) Livelihoods Project Officer
 Reporting to: Senior Programme Officer, ARP
 Department: Kenya Country Programme
 Location: Nairobi, with frequent travel within the ASAL regions of Kenya
 To be an active member of the Kenya ASALs Resilience Programme (ARP) team contributing to the delivery of its integrated livelihoods/DRR/humanitarian programme. In particular, to provide dedicated support to a new project funded by DFID, especially in the preparation of quarterly donor reports. The project will be implemented with the Diocese of Lodwar, Turkana, and carried out in collaboration with government offices, such as the NDMA, as well as other implementing agents.
 In recognition of the chronic and cyclical nature of drought in Kenya’s ASAL regions, Trócaire has modified its programmatic approach and developed an integrated ASALs resilience programme. Within the ARP humanitarian responses are situated within a broader and longer term DRR and sustainable livelihoods context. In addition, components from other programme areas, such as Governance and Human Rights, are incorporated to address underlying mechanisms that currently undermine coping strategies. The programme has a team of 3 led by a Senior Programme Officer (SPO).

Scope of Role:

Key Areas of Accountability: 

The regional Child/Youth Resilience Advisor will work towards outcomes on four levels:Child and youth resilience. Ensuring that programmes in country have sufficient resources and expertise at hand to build capacity, to monitor, to ensure quality and to develop further in their ability to meet the psycho-social needs of children and adolescents. The advisor should also trigger advocacy efforts related to the resilience programmes and drive learning and innovations in liaison with other key stakeholders.Regional programme support. The regional advisor will work closely with the Child Protection Initiative and regional programmes to integrate Save the Children Denmark tools and lessons learnt on psychosocial support, youth and child empowerment and sexual violence into programming in humanitarian and development strategic and tactical planning.Fundraising. Identification of funding possibilities for psycho-social support, specifically child resilience and action against sexual violence, and with the active participation in policy-building on regional and local level.Child Protection In Emergencies - deployments. The regional advisor will be available for Child Protection in Emergencies deployments and undertake deployments for Save the Children International for up to 3 months per emergency.Skills and Behaviours Accountability: The position is professionally ultimately accountable towards the children.Collaboration:The position requires a high degree of self-motivation, while demanding the capacity to coordinate with a series of internal and external stakeholders.Creativity & Innovation: The field of psycho-social support to children is often suspected to be a rather “soft”, un-measurable discipline. The advisor should also trigger advocacy efforts related to the resilience programmes and drive learning and innovations in liaison with other key stakeholders.

Regional programme support. The regional advisor will work closely with the Child Protection Initiative and regional programmes to integrate Save the Children Denmark tools and lessons learnt on psychosocial support, youth and child empowerment and sexual violence into programming in humanitarian and development strategic and tactical planning.

Fundraising. Identification of funding possibilities for psycho-social support, specifically child resilience and action against sexual violence, and with the active participation in policy-building on regional and local level.

Child Protection In Emergencies - deployments. The regional advisor will be available for Child Protection in Emergencies deployments and undertake deployments for Save the Children International for up to 3 months per emergency.

SKILLS AND BEHAVIOURS Accountability: • The position is professionally ultimately accountable towards the children.

Collaboration: • The position requires a high degree of self-motivation, while demanding the capacity to coordinate with a series of internal and external stakeholders.

Creativity & Innovation: • The field of psycho-social support to children is often suspected to be a rather “soft”, un-measurable discipline. Save the Children Denmark is spearheading Monitoring & Evaluation systems, including quantifiable and verifiable indicators of outcome and impact. The position is expected to contribute to this endeavour.

Integrity: • Firm knowledge of Child Safeguarding and Protection standards and high professional and moral integrity are indispensible.

Mobility • The position requires extensive travel in the region in emergency and non-emergency contexts (50% of working time).

QUALIFICATIONS AND EXPERIENCE

• University degree in Humanitarian Affairs, Human Rights, Human Geography, Project Management, International Relations, Disaster Risk Reduction/Disaster Management, Social Work, Psychology or related field.

• Demonstrated active planning and responding role in Child Protection in several humanitarian settings.

• Solid experience in psycho-social programming in emergencies and non-emergencies a strong asset.

• Working knowledge with NGOs, especially Save the Children, highly desirable.

• Experience in conducting training and capacity building highly desirable.

• Fundraising and reporting experience with bilateral and multi-lateral donors. Knowledge of ECHO application and reporting procedures an asset.

• Proven output-oriented networking capacity a requirement.

• High level of computer literacy a must.

• Knowledge of East Africa an asset.

• A sense of humour even in stressful situations wouldn’t do any harm.

Background Information

Save the Children Kenya, Care International in Kenya, Islamic Relief and FH Kenya have on going programmes in Northern Kenya that seek to meet immediate needs and build the capacity of households and communities in Arid and Semi Arid Lands (ASALS) to withstand future shocks.

The areas of operation include: Marsabit, Moyale, Wajir and Mandera and the project’s thematic areas are: Food Security, WASH and Health.

Following the 2010-2011 protracted drought that affected pastoralists in Northern Kenya, these four organizations with funding from DFID agreed to form a Consortium under Improving Resilience and Reducing Dependence Project (IRRD), led by Save the Children Kenya Programme.

The goal of the programme is to save lives, alleviate suffering and maintain dignity amongst drought affected communities in Northern Kenya, which will directly contribute to stabilizing food security and protecting the livelihoods drought affected households in Northern Kenya.

Its main purpose is to meet the immediate needs of young children and their families while protecting livelihoods and restoring community resilience. The project started on August 01, 2011 and closes March 31, 2012.

About the Consultancy assignment:

The evaluation is required to examine the extent to which the project satisfactorily achieved its three outputs in terms of effectiveness, efficiency, impact, coordination as well as sustainability.
Critical Issues to consider include; Relevance and Appropriateness, Timeliness, Efficiency (Value for Money), Effectiveness/performance, Impact and Sustainability.

The consultant shall report directly to IRRD DFID Consortium Manager and evaluation methodology requires each Prospective consultant to submit a detailed methodology based on their interpretation of the evaluation objectives.

The consultancy shall be completed within a period of 30 days and as part of Evaluation Process, the Consultant will prepare and submit the proposed evaluation methodology based on his/her interpretation of the evaluation objectives, Evaluation Workplan, Field Visits schedule, findings, a draft and then final evaluation report.

Consultant Specifications/ required competencies:

About the Role

You will develop resilience programmes in the country in line with the agreed resilience programme strategy.

You will primarily focus on the delivery of the DFID funded CHSJ PPA and the general PPA but will also play a key role working with the secure livelihoods, climate change and emergency program officer in the implementation of high quality resilience programmes across the country programme.

You will maintain project financial records and financial and narrative report to DFID, keep partners and country colleagues informed about contract and compliance procedures, provide support to partners based on frameworks agreed with country team, present case studies of work undertaken to a variety of audiences, represents Christian Aid and the PPA programme externally with DFID, partners, other NGOs, and other agencies.

You will appraise, monitor and review programmes in line with CA and external requirements, develop new initiatives and recommend actions to be taken to further resilience work in country. Liaise with relevant stake holders to improve accountability, participation in decision making, information sharing

About You

You will have a good understanding of program cycle management approaches and tools – including Participatory Vulnerability and Capacity Assessment, and Planning.

You will be familiar with issues of governance, power and rights, financial controls and procedures. Able to work independently, you will have a good knowledge of approaches to livelihoods and resilience, direct experience of programme appraisal, monitoring and evaluation and of developing partners’ capacity.

You will have a good understanding of emergency relief, preparedness and humanitarian aid and their link to development work, experience of disaster risk reduction work, understanding of advocacy, campaigning and lobbying, experience of facilitation and training and project reporting to major institutional donors preferably on a large scale.

You will also need skills in network and alliance building, understanding of partnership approach to international development, gender and exclusion.

You will have a good working knowledge of institutional donors, particularly DFID, EU, ECHO policies and funding modalities and rules.

This role requires a university degree in development studies or similar; experience in DRR, monitoring & Evaluation, understanding of financial controls and procedures.
