Kirinyaga County Public Service Board
The Kirinyaga County Public Service Board wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to the constitution of Kenya article 176 and the County Government Act No.17 of 2012.
 a. The Kenya Civil Aviation Authority is a State Corporation under the Ministry of Transport established under CAP 394 of the Laws of Kenya with a mission ‘to develop, regulate and manage a safe, efficient and effective Civil Aviation System in Kenya’ is seeking to recruit qualified Kenyan citizens to fill the following positions.
1. Airworthiness Inspectors – 5 Posts
Reporting to the Manager Airworthiness, the inspector’s job purpose is to perform inspection, audit and surveillance activities with respect to aircraft maintenance and airworthiness in order to ensure compliance with aviation safety standards, regulations and recommended practices.Plans and supervises the inspection and surveillance activities for a team of Inspectors.Reviews Inspections reports during certification process, surveillance reports, as well as other evaluations and tests conducted by Inspectors.Trains and coaches inspectors and trainee inspectors.Performs inspections, audit and continuous surveillance and follows-up on corrective actions.Examines current and new international and foreign Airworthiness standards related to continuing Airworthiness and determination of the need for adoption.Confers at National and international levels on matters relating to the regulation of Airworthiness.Performs continuous, planned and random surveillance of aircrafts, including ramp inspections and prepares task report for approval.Participates in combined air operator inspections with Flight Operations Inspectors for the purpose of issue/renewal of AOC and random surveillance inspections.Evaluates aircraft maintenance organisations for approval purposes and performs continuous surveillance of such organisations.Evaluates, for approval purposes, aircraft airframe and power plant modifications.Assesses and evaluates technical documents of the industry for the purpose of approval and conducts audits as appropriate.Performs any other duties as may be assigned by the supervisor.A holder of a diploma in aeronautical or mechanical engineering.Aircraft maintenance engineers licences in Category A (Airframe) and C (Power plant).At least two type courses or two type ratings in category A and C on Light aircraft.A degree in aeronautical or mechanical engineering will be an added advantage.At least 2 years experience as an airworthiness inspector or at least 7 years experience as an aircraft maintenance engineer.Ability to identify non-compliance issues and unsafe practices and to advise operators on remedial actions.Ability to coach for high performance.Knowledge of the inspection process, with an ability to diagnose issues and propose improvements in the process.Supervisory and coaching skills.Proficiency in office suite and desktop publishing tools.2. Flight Operations Inspectors – 5 Posts
Reporting to the Manager Flight Operations, the inspector’s job purpose is to organize and supervise the inspection and surveillance activities with respect to general aviation to ensure compliance with aviation safety standards, regulations and recommended practices.Performs inspection and surveillance duties with respect to General Aviation.Evaluates the appropriateness of the operator’s training programmes for pilots, including training facilities, equipment and simulators with respect to the aircraft being used.Evaluates, for approval purposes, the training programmes / curricula offered by training organisations, including the appropriateness of facilities, equipment and training personnel.Performs continuous surveillance, ramp and en route, of Kenyan registered aircrafts as well as foreign aircrafts operating in Kenya and reports on incidents and occurrences.Prepares and conducts, and / or oversees where outsourced, the processes leading to pilot licensing, such as, preparation of examination and evaluations, including carrying out flight tests to evaluate pilot proficiency for aircraft type endorsement for check airman approval.Works closely with Airworthiness, Licensing and other departments as and when required.Maintains and updates own level of professional knowledge and standards.Performs duties at the satellite stations as may be assigned by the Chief Inspector Flight operations.Performs any other duties as may be assigned by the Senior Inspector Flight Operations.Ordinary level certificate of education with mean grade c+ or its equivalent.Commercial pilot’s license which must be current.Type rating on at least two aircraft types in the Kenyan register.A bachelor’s degree in a related field, such as, Aviation is an added advantage.At least 5 years flying experience (civil or otherwise).Ability to identify non-compliance issues and unsafe practices and to advise operators on remedial actions.Establishes follow-up and monitoring mechanisms with operators on issues identified by audits.Ability to coach for high performance Knowledge of the inspection process, with an ability to diagnose issues and propose improvements in the process.Good verbal and written communication / reporting skills.Proficiency in office suite and desktop publishing tools.Interested candidates who meet the above qualifications and experience are requested to send their application letter attaching copies of certificates, other relevant testimonials and an upto-date CV indicating day-time telephone contact and full contacts details of three referees so as to reach the undersigned not later than 14th September 2012.

Resident Engineer

The overall responsibilities will include

Coordination of site supervision of Civil/structural works including interpretation of drawings, setting out and general quality control in liaison with the Contractor’s Site Agent.Will also present RE’s Reports during Site meetings and at other meetings where required.Candidates should have a B.sc Civil Engineering degree, 15 years experience, be registered with ERB and have a current Practising License.

Assistant Resident Engineer (Materials Quality Control)

Will generally be on the construction site assisting the Resident Engineer in:

general setting out for the civil/structural works elements;ensuring that placement of reinforcement is in accordance with the drawings and bar bending schedules;ensuring quality control and testing for onsite materials;preparing Daily Reports on site operations including labour and contractor’s equipment utilization patterns, weather, etc.updating drawings and keeping records for as built drawings;any other relevant duties assigned by the Resident Engineer.Candidates should have a B.sc Civil Engineering degree, 5 years experience, be registered with ERB and have a current Practising License.

Assistant Resident Engineer (Logistics and Works Inspection)

Will generally be at the Contractor’s concrete batching plant assisting the RE in:

monitoring of concrete materials quality through sampling and testing;ensuring only approved materials are stocked and used for concreting;monitoring and keeping records for concrete leaving the batching plant for the site;preparing Daily Reports on site operations including labour and contractor’s equipment utilization patterns, weather, etc.any other relevant duties assigned by the Resident Engineer.Candidates should have a B.sc Civil Engineering degree, 5 years experience.

Inspector of Works (Logistics and Works Inspection)

Will generally be on the construction site assisting the ARE (LWI) in:

accurate setting out dimensions for the civil/structural works elements;checking shuttering for sturdiness, plumbness, gaps, any defects and ensuring that conduits, pipes and openings are correctly positioned;checking reinforcement bending, cleanliness and fixing and ensuring placing and curing of concrete is as per the approved sequence and specifications;Inspection of road and drainage works to ensure that proper materials and workmanship is maintained;Assisting in the compilation of the Daily Reports through documentation of day’s activities including unusual happenings e.g. accidents, delays, etc.any other relevant duties assigned by the Resident Engineer through the ARE (LWI).Candidates should have a National Diploma in Civil Engineering, 5 years experience.

Inspector of Works (Materials Quality Control)

Qualifications & Experience:

BSc or MSc Degree in Agriculture with a strong bias in crop protection and soil science.Minimum 5 years experience in Agrochemical Field Trials involving designing and developing experiments. Qualifications & Experience:

BSc Degree or HND in Analytical Chemistry /Biochemistry.Minimum 4 years experience in a busy pesticides residues analysis laboratory using high end GC-MS and LC-MS techniques.Demonstrate detailed understanding of modern chromatography techniques and have extensive knowledge of chromatographic sample preparation in food, water and soil matrices.Ability to perform routine Gas & Liquid Chromatography - Mass Spectrometry analyses, as well as perform routine maintenance on instrumentation.Good interpretation of GC-MS /LC-MS data and processing of results. The ability to interpret data for field studies and research work will be essential for these positions.Deliver thorough applications solutions for various samples preparation with GC-MS/ LC-MS and detection methods.Demonstrate clear knowledge of GC-MS/LC-MS Quality Control and acceptance criteria in the laboratory analysis processes.Develop applications and validate data to improve proficiency in testing new and existing samples in support of field studies.Be familiar with local and international test methods for trace elements and residue analysis in environmental work.Have a good understanding of experimental designs and be well-versed in the scientific method of cross data correlation and interpretation techniques.Good knowledge of ISO 17025, ISO 9001:2008, Good Laboratory Practice (GLP) systems and quality control processes with a strong bias in statistical quality control.Good skills in procedure writing, data interpretation and report writingTeam player with good interpersonal and communication skills.Be at least 28 years of age.Vehicle Inspectors
