Vacancy: Regional HR Manager – East Africa
Reporting To: Reports primarily to Regional Director of EA with matrix link to Head of HR in IRW/HQLine Management Responsibilities: Lead, performance-manage and motivate the regional HR teams, primarily across the East Africa, ensuring that they are aligned to the global strategy and regionalisation plan.
 Purpose of Division: The Human Resources and Organisational Development Division manages the organisation’s staff related matters from the start to the end of the employment relationship, as well as continuous learning and improvement.
It does so through providing comprehensive HR and L&D services and through its evaluation and audit functions. 
Equally importantly, this division inspires IRW colleagues anywhere to contribute to the development, deployment and pro-active monitoring of IR’s organisational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focussed and regularly reviewed and updated.
 Job Purpose: To provide leadership, capacity building, and strategic direction to the regional human resources teams and local HR Managers and over human resources matters in the region.
As a key member of the regional leadership team the role has to: Take shared responsibility for the transformation of the region to a new operating model whilst also delivering Islamic Relief Worldwide’s strategy within the region. Act as the trusted partner of the Regional Director and his/her immediate team on all people related matters, support and enable countries in the East Africa and beyond, to meet International Programme Division standards and manage and develop their people. Be accountable for the implementation of the Global HR Strategy within the Region.Be responsible for managing the delivery of a HR service that supports Country Directors and their teams. Lead on the development and implementation of key aspects of the regional work plans and systems, including salary reviews and policy development etc.Maintain a strong working relationship and offer a strong advisory service to regional director, country directors and senior management teams.Support the Head of HR on key projects and team deliverables as requiredLiaise with regional employment lawyers and advisors to ensure IRW policies and practices are in line with local legislative requirements.Required to interact with external HR contacts and peers such as People in Aid, UN cluster meetings etc.Support the Head of HR with building relationships with field and partner offices.
Scope of the Role: Reporting to the Head of HR, the Regional Human Resources Manager has responsibility for providing expert HR advice to senior management, directors and staff across the region. The role acts as a key agent in the direction, support and management of change within the organisation and provides senior management coaching on all HR issues.
Leading on the development and implementation of the Regional HR strategy, the role ensures it is focused on regional and divisional HR objectives. Works closely with the Regional Director and Country Directors to develop and drive the people plan to deliver high performance whilst acting as a strategic partner to drive change and transformation across the region. The role will evolve towards Matrix Management of local HR Managers within each country office. The region consists of several country offices within the East Africa region and support will need to be provided to other African field offices.The role has some budget responsibilities.Required to guide, support and on occasions manage other HR staff (people resources) including local HR managersRegular reporting to management on the progress of employee relation issues, including handling of sensitive documents and information resourcesAccess to confidential information (snowdrop, managing filing systems, maintaining databases, publications, and reports)Some responsibility for updating key information resources such as the extranet and the HR toolkit for field offices.The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The following are the main responsibilities that the role holder will be accountable for:

Background: The Constitution of Kenya provides for a devolved system of government whose main object, inter alia, is to provide the powers of self-governance to the people, and enhance their participation in the exercise of the powers of the State and in making decisions affecting them. 
Given that formal public participation is without precedent, the development and adoption of appropriate standards for citizen participation is a critical first step towards citizens’ realization of the right to participation and the powers of self-governance. Moreover, the challenges present in the Arid and Semi-Arid Lands necessitate new and innovative methodology to enable participation for all. It is for this reason that Concern Worldwide is supporting the County of Marsabit to establish appropriate mechanisms for citizen participation, as required by the County Governments Act 2012, through a grant from UK Aid.
Objectives & Scope of the Consultancy: The consultant will provide technical legal assistance including advisory, policy and legislative drafting and research services to the Marsabit County Government for the development of a Public Participation Bill and Policy.
Expected Outputs / Deliverables:

Country Director (DRC) Role

A.    Job Purpose:

The Country Director has overall responsibility for strategic development and effective management of the Concern DRC country programme in line with Concern Worldwide’s organisational and country specific strategies, policies and procedures. S/he will chair the senior management team and represent the organisation with Government, donors and other International Organisations.

* Graduate degree in Epidemiology, Statistics, Economics or health and Nutrition with strong statistical focus and strong survey/surveillance background.
* At least two years experience in surveys, surveillance and other assessment and previous experience in set up and running of surveillance systems.
* Excellent data management, analysis and reporting skills.
* Able to use statistical software (Epi Info, ENA, SPSS, STATA).
* Experience conducting surveys (SMART, SQUEAC and LQAS methodology ).
* Excellent written and public communication and negotiation skills.
* Humanitarian field experience is essential.

Finance Officer – Programme Support Unit (Psu)

Location: Nairobi

Type of Contract: Open-ended

Reporting to: Country Accountant

Job summary: The Finance Officer (PSU) you will primarily focus on ensuring all the fundamental accounting functions (bank, cash, authorisation controls) operate effectively in Nairobi and in compliance with Concern procedures.

He/she will also be responsible for the monthly payroll and the monthly upload of cashbooks/journals and support cost processes at the month end, managing donor grants and operational budgets among other duties.

A key part of the role will be the effective management of the balance sheet and the timely release of recharge information to other country programmes.

Summary of Essential Qualifications

* Accountancy qualification (CPA K or ACCA). A BCom degree will be an added advantage.
* 3 years work experience 2 of which should be in Accounting.
* Experience with computer accounting programmes, Ms Excel and Ms Word.
* Ability to report accurately and meet tight deadlines, prioritize and handle a diverse and heavy workload and to set priorities under ressure.
* Excellent organizational and planning skills and ability to do complex analysis
* Attentive to detail.

Nutritional Consultancy Survey

Background and Rational

Concern Worldwide has been working in Aweil West and North counties since May 1998 in the fields of food security, relief, nutrition interventions and more recently water/ sanitation, education and health.

Although the water/sanitation and education program was closed by the end of 2010. In March 2003, Concern initiated a Community-based Therapeutic Care (CTC) project in Aweil West and North, with support from Valid International, following elevated levels of malnutrition resulting from a very poor harvest the previous year.

The Community-based Management of Acute Malnutrition (CMAM, formally known as CTC) response has continued, but it’s main components - supplementary feeding for moderate acute malnutrition (SFP); outpatient therapeutic programme (OTP) for children with uncomplicated severe acute malnutrition; inpatient therapeutic programme (ITP or Stabilization Centre) for children with complicated severe acute malnutrition and community mobilisation – have been largely integrated into the broader primary health care programme that Concern began
implementing in 2007.

Main roles and responsibilities:

To determine the prevalence of global and severe acute Malnutrition among children aged 6-59 months, estimate both under 5 and crude retrospective death rates in three months prior to survey, immunization coverage for BCG, Measles and DPT 3 among children;To determine coverage of key health services, nutritional status of mothers, caregivers knowledge and practice regarding infant, prevention of Malaria, diarrhea, pneumonia and HIV/AIDS,To establish water source, management at households level, presence and use of latrine, nutrition trends, status, formulate and provide practical, sustainable intervention based on the survey findings to improve the nutrition status of the population;Develop and design survey tools using SMART Methodology, preparation for survey in two counties, coordinate with UNICEF, Train the survey teams, assume over all responsibility, supervise data team and analysis, lead the synthesis, produce two final survey reports and feedback findings submitted to Concern for review by CD, ACDP, Health and Nutrition Program Manager, Nutrition advisor and to MOH staff before leaving Sudan;For more details on the ToR, please write to the address below or write to nairobi.hr@concern.net
