Vacancy: Roving Deputy Field Coordinator - Kakuma

Job Purpose / Objective:
This position will be based 75% in Kakuma and 25% in Lodwar and Hagadera. Under the supervision of the Field coordinator, the Deputy Field Coordinator shall be responsible for the overall designing and implementation of IRC Kakuma programs that encompass Nutrition, HIV, CHP, Clinical Services and Safe programming sectors. S/he will also be responsible for implement evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp and for ensuring that the safe programming component delivers on streamlining protection mainstreaming within programs. He/ she will also be responsible for ensuring that the programs deliver as appropriate on work-plans and spending. General Description of the Program

GOAL first started working in South Sudan in Mid-1980, originally through short term emergency intervention.

GOAL South Sudan currently has 3 programme sites Twic County, Warrap State, Abyei Administrative Area (AAA) and Malakal / Sobat in Upper Nile State.

At these sites GOAL South Sudan operates public health programmes activities including curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction / rehabilitation.

Key Objectives of this role
1. Support GOAL to reach key gender mainstreaming targets within the next six months, this will include:
a. GOAL gender documentation and tools developed to an satisfactory standard that adheres to gender best practice standards;
b. Completion of gender audits in all country programmes;
c. Training of key staff.

Key Duties
1. Advisory function to all GOAL Country programmes on GOAL organisational Gender Policy.
2. Review of all GOAL gender documentation and mainstreaming tools. Finalise or up-date these tools are required.
3. Documentation of what has been achieved to date in relation to organisation- wide Gender mainstreaming and identify gaps.
4. Establish remote support to all GOAL country programme Gender Focal points.
5. Support visits to at least 4 GOAL country programmes to assist with gender mainstreaming and staff training.
6. Conduct regional gender training for GOAL staff (possibly in Nairobi).
7. Support M&E of Gender mainstreaming and the development of indicators which will provide data in relation gender targets.

Education and Experience Requirements

Essential
1. Degree level education in relevant topic;
2. At least 5 years of work experience in development work with an NGO.
3. Demonstrable experience in gender policy development and implementation;
4. Practical experience of gender mainstreaming at a country programme level;

II. Organizational Context

Under the guidance of the DCDO, the Roving Operations Manager acts as an advisor to the Heads of Sub Offices on all aspects of Sub Offices management and operations. This includes their strategic financial and human resources management, efficient procurement and logistical services, ICT and UN common services consistent with UNDP rules and regulations.

The Roving Operations Manager supports and guides the Sub Office Operations Teams and fosters collaboration within the team, with programme staff and with other UN Agencies with a client-friendly oriented approach.

The main roles are:
a) to oversee all the operations teams in the field through a regular task management system to ensure a smooth functioning of the programmes / projects operations, timely services delivery and constant evaluation and readjustment of the operations teams to take into account changes in the operating environment.
b) To exercise quality control and efficient delivery of common services, including common premises management and related matters and liaise in the field with all other agencies on operational issues;
c) To advise programme and project managers on capacity issues with implementing partners and counterparts, participating to capacity assessment if and when required.

The Roving Operations Manager works in close collaboration with programme and project teams in the CO and Sub Offices, staff at HQs and in other UN Agencies, and Government officials to successfully deliver operations services. Hence S/he is part, as head of the field team units, of the senior managers in the CO.

? Performance of Manager Level 2 role in Atlas for vouchers for approval of pending disbursements as the “third authority” (, bank transfers, EFT).
? Act as co-manager of cost-recovery mechanisms for CO services provided to projects and UN Agencies, including ensuring preparation of proforma invoices for UN agencies for common services in Somalia.
? Oversight of SO cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site.
