Job Title: Nutrition Coordinator
Background: Established in 1984 in the UK, Islamic Relief (IR) is an International NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities. We aim to help the needy regardless of race, religion or gender.
 Job Summary: This position demands both the technical knowledge and the work experience, needed to coordinate a nutrition programme. The Nutrition Coordinator is responsible for leading the Wajir nutrition team and providing technical support and capacity building of IRK nutrition team and MOH staff for successful planning and implementation of the High Impact Nutrition Interventions (HINI).
The position requires working closely with MOH, WFP, UNICEF and other partners working in Wajir. The Nutrition Coordinator will be responsible for ensuring management of the nutrition programme is in line with international and national humanitarian standards and donor guidelines with the assistance of the Nutrition Advisor and the Head of Programmes.Support the management of the health and nutrition programmes including the provision of technical support, training and capacity building for the field teams and MOH staff.Ensure that the implementation of the nutrition programmes conforms to internationally accepted standards; country and county guidelines. Vacancy: Regional HR Manager – East Africa
Reporting To: Reports primarily to Regional Director of EA with matrix link to Head of HR in IRW/HQLine Management Responsibilities: Lead, performance-manage and motivate the regional HR teams, primarily across the East Africa, ensuring that they are aligned to the global strategy and regionalisation plan.
 Purpose of Division: The Human Resources and Organisational Development Division manages the organisation’s staff related matters from the start to the end of the employment relationship, as well as continuous learning and improvement.
It does so through providing comprehensive HR and L&D services and through its evaluation and audit functions. 
Equally importantly, this division inspires IRW colleagues anywhere to contribute to the development, deployment and pro-active monitoring of IR’s organisational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focussed and regularly reviewed and updated.
 Job Purpose: To provide leadership, capacity building, and strategic direction to the regional human resources teams and local HR Managers and over human resources matters in the region.
As a key member of the regional leadership team the role has to: Take shared responsibility for the transformation of the region to a new operating model whilst also delivering Islamic Relief Worldwide’s strategy within the region. Act as the trusted partner of the Regional Director and his/her immediate team on all people related matters, support and enable countries in the East Africa and beyond, to meet International Programme Division standards and manage and develop their people. Be accountable for the implementation of the Global HR Strategy within the Region.Be responsible for managing the delivery of a HR service that supports Country Directors and their teams. Lead on the development and implementation of key aspects of the regional work plans and systems, including salary reviews and policy development etc.Maintain a strong working relationship and offer a strong advisory service to regional director, country directors and senior management teams.Support the Head of HR on key projects and team deliverables as requiredLiaise with regional employment lawyers and advisors to ensure IRW policies and practices are in line with local legislative requirements.Required to interact with external HR contacts and peers such as People in Aid, UN cluster meetings etc.Support the Head of HR with building relationships with field and partner offices.
Scope of the Role: Reporting to the Head of HR, the Regional Human Resources Manager has responsibility for providing expert HR advice to senior management, directors and staff across the region. The role acts as a key agent in the direction, support and management of change within the organisation and provides senior management coaching on all HR issues.

 Position: Nutrition Officer - Mandera

Pharmaceutical Technologist (Aids Relief Project)

Purpose: To manage the ARP pharmacy, and coordinate all activities of stock and inventory management pertaining to HIV/AIDS drugs for the AIDS Relief program.

Duties and Responsibilities:

Project Coordinator

Purpose:

The role of the Project Coordinator is to ensure that the project is implemented in accordance with contractual obligations and meets the highest standard of implementation.

 Purpose:
The Project Accountant performs all bookkeeping, budgeting, financial analysis and reporting related to project administration and provides technical support to the partners’ financial operations, reporting and management.

Key Skills, Qualifications and Experience:
Bachelor’s Degree in Commerce- Accounting or Certified Public Accountant part II
Knowledge and experience on the use of quick books accounting software.
Three years minimum experience in donor/NGO project accounting; experience in accounting for external donor-funded projects an advantage.
Experience of field accounting processes with NGOs and CBOs and implementing cash for work procedures a plus.

Project Officer - Organizational Development Officer

Based in Makindu.

Purpose:
The Organizational Capacity Building Officer is responsible for carrying out all activities designed to strengthen partners’ capacities to manage their organizations and provide quality services to their members, focusing on the specific aspects of the project.

The Organizational Capacity Building Officer will work with the partners to develop and implement capacity strengthening plans that allow them to manage themselves in a transparent and democratic manner

Key Skills, Qualifications and Experience:

Bachelor’s degree in community development, organizational development, business administration, or other relevant discipline.
Advanced degree a plus. At least 3 years’ experience in the design, management, implementation, monitoring, and evaluation of community development projects.

Project Officer - Natural Resources Management
Based in Makindu.

Purpose:
The Natural Resource Management Officer’s core function is to coordinate the implementation of all the environmental conservation aspects of the project that include supporting the construction of water structures, soil and water conservation, catchment rehabilitation and protection measures and tree planting.

Key Skills, Qualifications and Experience:

Bachelor’s degree in natural resource management, engineering, hydrology, environmental studies, agriculture, forestry or other relevant discipline, or equivalent experience.
At least 3 years’ experience in the implementation of watershed management, conservation or environmental protection and mitigation activities.

Background

Catholic Relief Services –USCCB is the official agency of the United States Conference of Catholic Bishops for relief and development overseas.

CRS supports programs in over 100 countries and works through local partners. CRS has been implementing development and emergency relief efforts in Kenya for the past forty years.

Catholic Relief Services is responding to the drought crisis in Kenya in several severely affected districts.

Though the rains have returned to the majority of the country, food insecurity, lack of access to water, conflict mitigation, early recovery livelihoods and Disaster Risk Reduction interventions are critical in returning drought affected families to normalcy and improving their resilience to future disasters.

Primary Responsibilities:

Under the direction of the Emergency Response Coordinator the Emergency Response Manager will ensure high quality implementation of the emergency response and recovery programs under his/her direct management and supervision.

Project management includes both technical and budgetary oversight, working closely with CRS colleagues and local implementing partners.

The ERM will be responsible for preparing donor and other external reports, as well as for maintaining close professional relationships donors, Government Officials (both local and national) and relevant cluster leads.

The Finance Manager- Somalia will be a full-time member of the Horn Relief staff, working with the teams in HQ, country offices and the field.

Financial Management

PURPOSE: The primary function of the Relief Program Director is to provide management and oversight to World Concern Development Organization’s humanitarian relief efforts in the Horn of Africa.

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS: • Review disaster situation, and provide strategic vision and program design for the short and medium term. • Liaise with donors, seek new funding opportunities, and prepare proposals, in conjunction with the Country and Seattle offices. • Build and maintain team spirit/ work within the disaster response team and the support team at the country office base. • Work with the field managers in the planning of project activities and set high-quality performance targets ensuring adherence to technical sphere standards, best practices, and donor guidelines. • Use appropriate project management tools to plan, monitor and track progress on project implementation in a timely manner. • Ensure proper management and utilization of project resources. • Ensure efficient logistical coordination with high level of integrity. Ensure adherence to professional procurement, shipping storage, and distribution practice. • Ensure a strong M&E system is in place to maximize project impact on beneficiaries and to effectively report to donors and other stakeholders. Prepare and submit required donor project reports, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region office, or headquarters. • Security: Closely monitor events in the areas of operation (humanitarian situation, politics, and security, etc.) for timely decision making. Ensure staff compliance with prepared security plans and procedures. • Maintain regular communication and good working relationship with the Kenya Country office to ensure adequate and transparent information dissemination. • Ensure that program strategic objectives and results are fully accomplished and meet expected technical quality standards. • Ensure organization representation at task force meetings, assessment missions, coordination meetings and INGO coordination meetings as appropriate.

BUDGETING, FINANCIAL PLANNING, AND REPORTING: • Ensure proper financial management systems are in place and followed in coordination with the Country Program finance team. • Ensure grant management compliance with donor’s regulations with support from the Country Program Compliance team. • Work closely with local partners to ensure timely and quality advance tracking and liquidation as per WC guidelines.

The positions will be based in the field in Eastern and North Eastern Counties.

1) Project Officer - Emergency

Ref. 2011/12

Duration: Six months

Purpose: To ensure overall quality management of the drought emergency program.

Summary of Key Responsibilities and Accountabilities

The officer will work closely with Emergency Program Manager, other Program Managers, emergency team and partners to ensure overall quality management of the CRS drought emergency response.

S/he will work very closely with partner field staff to build their capacity and assist with the implementation and management of project activities, provide oversight of commodity management and distributions and monitor the use of relief goods as appropriate.

S/he will produce accurate and timely reports (e.g., weekly and monthly) on progress towards objectives; highlight issues of concern as identified.

The incumbent will also conduct random interviews of beneficiaries to determine the efficiency of the program and make recommendations for improvement. S/he will represent CRS to the local authorities, GOK offices, NGOs and other agencies operating in the area.

The Officer will produce accurate and timely reports on the progress towards objectives; highlight issues of concern as identified, ensure quality emergency programming in the protection sector.

S/he will promote initiatives that address change in harmful social norms and structures that condone or promote gender-based violence (GBV), child maltreatment and stigma and discrimination by improving and expanding social and protective systems and services.

The Officer will participate in liaison meetings with partners, GoK officials, NGOs and other agencies operating in the same areas and provide feedback as well as being a team member in ongoing monitoring and assessment of program and project activities in the intervention areas

The Officer will be responsible for verifying and receiving incoming goods and supplies against documentation, safe keeping in appropriate storage, issuing and/or dispatching as duly authorized and maintaining records thereof.

S/he will assist in travel and accommodation bookings for staff and partners in Consultation with Project and Administration Staff.

Provide support in security related matters in liaison with the Administration Manager.

Conduct frequent inspections of the stores, carry out stock takes, prepare and submit the relevant reports to the appropriate authorities.

S/he will monitor stocks and ensure a continuous availability of operating supplies.

Position Title: Chief of Party - AIDS Relief Region 2

Representation

In coordination with the KEC health commission representatives, serve as primary representative of the AIDS Relief project to the Kenyan Government. Serve as serve as primary representative of AIDS Relief to senior staff members of the Kenya Episcopal Conference-Catholic Secretariat (KEC-CS), and the AIDS Relief consortium members. In coordination with the KEC, serve as the primary AIDS Relief spokesperson to local and international press for AIDS Relief. Ensure that AR staff relate with local partners and clinics consistent with partnership principles. Program Planning, Coordination, Communications and Reporting:
Lead coordination and planning of project goals and objectives for AIDS Relief in Region 2(including the annual Country Operational Plan submission) and ensure collaborative approach among CMs; Lead the development and ensure the timely completion of annual SOWs and budgets for each CM, along with an overall results framework for AIDS Relief Kenya; Document and ensure appropriate application of programmatic best practices; Utilize and develop appropriate tools to track program performance (dashboard, regular financial analysis, viral load, patient retention, etc…); Work closely with CMs to ensure in-country and partners’ systems are in place to guarantee timely and effective implementation of project activities: M&E, training, community development, technical assistance, staffing, materials, equipment, medical drugs, and reporting; Ensure necessary training and technical assistance is made available to local implementing partners to develop capacity to implement ART project. Ensure participatory processes, quality of analysis and timely feedback of all assessments to CTCT, Points of Services and Centers of Excellence; Conduct regular supervisory visits and provide recommendations to Program Managers, CMs and local partners as necessary; In coordination with the Head of Programming, facilitate the integration of the ART Kenya program into KEC overall health and HIV/AIDS programming. Work closely with the KEC Kenya Finance and Compliance unit to ensure CM and LPTF compliance with relevant USG regulations and to ensure timely and accurate financial reporting of CRS activities; Finalize and ensure the timely completion of accurate and consistent financial and narrative AIDS Relief reports for both local and international audiences; Ensure regular financial reviews and analysis of program spending; make adjustments as necessary to ensure spending within 5% of annual budgets Lead efforts at program innovation; foster regular discussions with key stakeholders as appropriate; design program modifications as needed; Provide regular analysis, recommendations and feedback to the Consortium members and other stakeholders on the program strategy and implementation in Kenya; Spearhead AIDS Relief plan for transition, ensuring a transparent, collaborative and comprehensive approach; Lead AIDS Relief plan for health systems strengthening in Kenya, coordinating closely with local and external actors; Lead AIDS Relief communication efforts, drafting a communications plan to include focus on communicating the AIDS Relief identity, necessary protocols; development of promotional materials; guidance on dealing with the press, etc….; and KEC/ Program Responsibilities:

The CoP will also participate as a full member of the KEC/ Program Department team. This will include active involvement in all Program Department activities; with particular emphasis on coordination with other HIV/AIDS program staff.

Specific responsibilities include:

Participate in review of project proposals; Participate in Program Department meetings and contribute to development of Program Department priorities; Research, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs, that can be useful for CRS/Kenya HIV/AIDS programming; Participate in and share information from relevant trainings and workshops, as requested; Participate in CRS/Kenya strategic planning and implementation of strategic priorities Key working relationships:

Qualifications:

Medical degree (MD) preferred or advanced degree in public health or management Minimum five years in the developing world in project management positions. Experience in coordination of multi-agency programming. Strong preference for candidates with at least five years experience in HIV/AIDS programming and providing technical assistance to partner organizations. Ability to professionally represent KEC to host government and other organizations and strong diplomacy skills. Knowledge of KEC policy operations and procedures highly desirable. Proven leadership and ability to build and motivate diverse and talented teamsAbility to work both in a team and independently and ability to transfer knowledge through formal and informal training. Experience in, and a commitment to, working with local church structures. Experience with public grant proposal writing, implementation and reporting.
