OVERALL RESPONSIBILITIES:

The Data Manager will work closely with provincial and district Ministry of Health (MOH) Records Clerks providing training and necessary support for data collection, analysis, dissemination, and use at all levels of health service delivery. He/she will assist facility based health workers and community-based groups to develop and maintain a system that facilitates use of data and information for their day-to-day functions and to track their own progress, compare their services to others, and better understand the value and meaning of the data they collect.

SPECIFIC RESPONSIBILITIES:

Train staff in all health facilities to make them aware of the provisions of the Government of Kenya (GOK) National Health Information System, NASCOP and the President’s Emergency Plan for AIDS Relief (PEPFAR) data and information needs and their role in meeting these needs.Ensure that appropriate data collection tools (e.g. Dispensing Register for Rural Health Facilities and other forms) are available in all departments of hospitals and at health centers and dispensaries.Develop standard operating procedures and systems for collection, storage, and analysis of data.Coordinate and provide training for data collection and analysis for Health Workers and Records Officers.Monitor the quality of data that is being entered into the data collection tools (forms and registers).Manage collection, compilation, analysis, and presentation of service data from participating health facilities and community groups.Conduct regular site visits to health facilities and provide support to data collection and management activities.Assist the Provincial Health Management Team (PHMT) and Project Director in preparing quarterly and annual work plans and reports to MOH and the United Stated Agency of International Development (USAID).Perform other duties as required.

QUALIFICATIONS:

A degree in Statistics/Health Statistics required. Masters degree in Biostatistics preferable.At least two years experience in monitoring and evaluation of public health programs.Knowledge of HIV/AIDS monitoring and familiarity with the PEPFAR indicators.Computer skills in word processing, spread sheets, and database management packages.Knowledge in management, maintenance, and trouble shooting computer systems including LAN preferred.Fluency in English. Swahili an added advantage.Willingness to be based at Garissa (NEP).

Organizational Context: Jesuit Refugee Service is an international Catholic organization, with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. JRS has a priority to work wherever the needs of displaced people are urgent and unattended by others, and offers a human service to refugees and the communities through a wide range of rehabilitation and relief activities most of which centre around formal and informal education needs.

Description Community Service Learning Track Facilitator (Psychosocial Case Management) and JC-HEM Diploma in Liberal Studies Liaison.

The position serves within newly developing pilot online tertiary education partnership between JRS and number of Jesuit Universities in the USA called Jesuit Commons – Higher Education at the Margins (JC-HEM). The position is based in Kakuma refugee camp, Kenya.

The CSLT Facilitator and JC-HEM Diploma in Liberal Studies Liaison will be responsible for development/improvement and delivery of a 15-week (150 hrs total) professional course in Psychosocial Case Management (PCM) for refugees and host community members in Kakuma. At the same time, the position serves as a Liaison for 35 students of online Diploma in Liberal Studies program established through JC-HEM.

Key Responsibilities - Collaborate with identified faculty member(s) at a US Jesuit University to design/improve the curriculum for 15-week (150 hours) Psychosocial Case Management (PCM) CSLT - Design lesson plans for PCM – CSLT - Facilitate transparent and efficient recruitment process for refugees and host community members to participate in PCM – CSLT - Carry out teaching, on-going assessment and student support for PCM – CSLT students - Maintain M&E and detailed reporting for PCM-CSLT - Develop and maintain partnerships with UN agencies, NGOS, CBOS and other partners for service learning component of the PCM-CSLT - Serve as liaison for JC-HEM Diploma in Liberal Studies students in communication with JRS administration, US based faculty members and Kakuma based team members supporting students with tutoring - Carry out quarterly individual meetings with JC-HEM Diploma in Liberal Studies students - Assist with recruitment, regular student meetings and special events for JC-HEM Diploma in Liberal Studies students

Qualifications: - Master’s Degree in Social Work or related field OR Bachelor’s degree in Social Work and relevant professional experience. - 2 years of professional experience in the field of case management, public service, social work or related field - Experience with teaching adults in multicultural environment or willingness to learn - Experience and commitment to working with marginalized communities will be an added advantage. - Ability to develop or improve curriculum and lesson plans relevant to refugee audiences - Excellent computer skills and comfortable with computer-based communication - Interest in program development - Excellent communication skills in English (written and oral) - Flexibility, resilience to stress and ability to adapt to working in remote area with adverse climatic and environmental conditions

PURPOSE OF POSITION:

Provide technical leadership in regional security management and assist national offices implement sound security practices into World Vision operations so as to enhance the safety & security of World Vision staff, assets & programmes and to minimize operational risks to World Vision.

KEY RESPONSIBILITIES:

Strategy Lead the development and implementation of the regional security strategy. Develop an annual business plan in alignment with the regional security strategy and WV security policy and international best practice. Contribute to global security & risk strategies, priorities and plans ensuring that strategy concerns of the Africa Region are integrated and prioritized. Collaborate with the other regional functions to ensure that the regional security strategy appropriately supports the operational program priorities of HEA, Advocacy and Development.

Technical Support Provide technical advice and support to the Regional Leader and the regional team on security issues and its likely impact to World Vision’s strategies and programme operations. Work closely with national office security staff providing critical guidance and input in the area of security management. Recommend on the safety, security and protection of the organisation and its staff, particularly in insecure complex humanitarian environments or during potential security risks and threats arising from changing political, social and economic situations in the national offices. Contribute to development of global policies, guidelines and standards relating to security and provide leadership in contextualizing and mainstreaming them within the region. Support and advice national offices in carrying out Security Risk Assessments, using standard tools and processes.

Operational Support Provide sound technical leadership in managing critical incidents in the region and provide input to the regional senior management team in crisis management situations and reviews of critical incidents/. Review Country Risk Ratings in the region and engage with national offices to develop mitigation strategies that are compliant with World Vision’s Core Security Requirements (CSR). ) Guide national offices in the development of security, evacuation and contingency plans in alignment with the Security Risk Assessment. Monitor regional security incident reporting and ensure the appropriate dissemination of information during emergencies. Manage ‘surge capacity’ requirements for critical incidents that are beyond the scope of national offices (i.e. facilitate consultancies etc)

Capacity building Coordinate assessment, development and implementation of regional capacity building plan for security management based on regional & national program Security Risk Assessments. Engage with national offices and regional programme directors to raise the awareness of security management as per World Vision Corporate Security policies. Identify, share / facilitate access to security tools, resources and materials as well as learning and support opportunities for national offices. These may include facilitating, conducting training, engagement of trainers, establishing institutional links and identifying opportunities for staff exchange or mentoring.

Knowledge Management Lead the process of continuous learning on international best practice in security management and identify tools and processes that can be implemented into World Vision operations in the Africa region. Encourage mutual learning on security management issues within the region and globally. Facilitate formation and coordination of regional security forum/network that promotes the embedding of security management in all layers of World Vision’s programmes. Facilitate the documentation of best practices and contribute to the community of practice and center of excellence.

Quality Assurance: Review minimum-security standards in the Africa region and promote alignment with World Vision’s Core Security Requirements. Support and advise national offices in observing the appropriate security standards in accordance with the country risk rating. Support the Regional Leader in addressing ministry quality issues and needs related to security.

Internal Liaison & Coordination Act as a strategic link for regional security connecting national offices, support offices and global centre. Liaise with the World Vision security network on Africa security issues and provide analysis on the potential impact on World Vision operations. Regional Leaders and actively contribute in the partnership forums, working groups and networks related to security management. Work with other members of the Africa functional groups so as to ensure that they are adequately aware of potential security issues. Work closely with the Office of Corporate Security so as to promote mutual learning, support and accountability.

Others Carry out additional responsibilities as assigned by the SDO and the Office of Corporate Security Attend and participate in devotional meetings.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED: Relevant undergraduate degree; and/or relevant work experience in the professional security arena. High level computer literacy and knowledge of spreadsheet applications Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls At least 3 years experience in NGO or UN Security Management. Work experience in African countries preferred. At least 5 years work experience with diverse team in nonprofit organizations. Sound knowledge of the security risk assessment process, security & contingency planning and crises management in the humanitarian context. Understanding of implementing Minimum Operating Security Standards (MOSS), or equivalent. Excellent oral and written (English) communication skills. Solid interpersonal, negotiating and networking skills. Strong analytical (tactical & strategic), organizational and problem solving skills. Ability to work under pressure.

They operate with a simple goal of delivering added value to customers through solutions by which technology may enhance efficiencies.

Whilst its primary skills are technology- based, the success of their company is built upon recognizing the value of relationships and thus management and people skills are considered critical.

The Systems Support specialist will be expected to work well in a team-oriented environment. S/he will work closely with the Systems Manager and lead staff team in making decisions about technical and systems development within our client’s organization.

As the key technical resource for the organization, the incumbent will exercise a high degree of independence and autonomy in setting the direction for technical developments and overseeing implementation of projects.

This position has broad latitude in planning and scheduling work, and may deploy staff and equipment to achieve Unit goals and objectives.

The Systems Manager is primarily interested in the results of the positions’ actions: smooth and consistent operation of our client’s systems, the timely implementation of new systems to meet clients’ needs, the quality and quantity of work performed by incumbent, effective project management, and thorough documentation of technical projects.

Primary Responsibilities

(50%) Technical Support

Manage all projects in the areas of system administration, software development and network security and provide direct technical support in at least one of these areas.

1. Software Implementation, Support and Documentation

a. Collaboration with internal staff, clients and IT management to ensure that the current suite of Internal Systems is meeting the needs of clients and technical support staff. The Internal Systems include:

4. Network Security and Development

i. Implement Microsoft ISA for firewall, policy and intrusion detection

iv. Ensure secure operation of all servers and services through the use of security and encryption tools such as SSH, SSL, PGP, GnuPG, and through extensive staff training and documentation
v. Maintain network management software

viii. Support the DHCP, DNS, Proxy infrastructures

c. Investigate, specify and project manage integration between the Monitoring System and Microsoft CRM
d. Train technical and operations staff in the use of the Monitoring System
e. Manage ongoing operation of the Monitoring System by our client’s technical and operations staff

(25%) Supervision and Training

1. Meet regularly with lead staff and the Systems Manager to assess progress on projects
2. Conduct annual performance evaluations for all direct reports
3. Develop appropriate internal training for internal systems

(20%) Project Planning and Analysis

1. Develop proposals as necessary for upgrading existing systems and developing new systems
2. Ensure consistent documentation of all technical projects
3. Stay abreast of emerging technologies to plan for the future
4. Prepare estimated budgets for technical projects (time and materials)
5. Develop strategic plans for our client’s long-term development. Participate in Lead staff retreats
