Global Fund HIV Grant Implementation Call for Proposals (Deadline Extended)

This Call for Proposals is an open tender for eligible organizations interested in implementing the Global Fund HIV grant to apply as sub-recipients under the KRCS GF Program to implement priority interventions in selected counties.
 



Background Information
 



Kenya Red Cross Society (KRCS) is the largest humanitarian organization in Kenya with a vision is to be the most effective, most trusted and self-sustaining humanitarian organization in the country.
 


 


KRCS was appointed by the Kenya Country Coordinating Mechanism (KCM) as the Civil Society Principal Recipient (PR) to manage resources in the Country’s Global Fund HIV grant under the New Funding Model. 



KRCS GF program seeks sub recipients that can implement in at least one of the nine target counties.




Scope of Work
 



The successful applicant will be required to contribute to achieving Vision 2030 through universal access to comprehensive HIV prevention, treatment and care for all in nine (9) counties as follows:

The specific interventions to be implemented are:

  1. Prevention program with adolescents and young people aged 10-24 years

  2. Prevention of mother to child transmission of HIV

  3. Community support for treatment, care and support programs

  4. Preventions programs with key populations (sex workers and their clients, and MSM).


To ease coordination and grant management, KRCS requires that the applications focuses on a specific KRCS region.




Eligibility Criteria
 



Applicants will have to be a legal entity registered in Kenya with the right to enter a contractual agreement with Kenya Red Cross Society. 



The applicant must have the mandate to work in the geographical location applied for.



It must have no history of legal proceedings related to fraud or corruption. 



The applicant could be any type of organization that fulfills the above criteria.




The applicant must demonstrate:


  • Local presence for the last 3 years in the proposed areas of operation

  • Willingness and ability to work with County Government and local community to implement the grant activities

  • The necessary technical skills and experience to manage and deliver the grant.

  • Sound financial management capacity and internal controls.

  • The capability to manage and account properly for the total grant funds.

  • Experience in implementing health projects in the proposed areas of operation. (Experience in community HIV prevention and care projects will be an added advantage)

  • Experience working within the Community Health Strategy


Technical and financial proposals in different envelopes clearly marked, enclosed and sealed in one plain envelope.




The proposals must be submitted as different proposals for each region otherwise they shall be disqualified.

The applications should be submitted not later than September 16th 2015, 11:00 AM and placed in the Tender Box at the Main reception of the Kenya Red Cross Society Head office situated in South C, Nairobi, off Popo Road.




NB: All participants are invited to attend the Tender opening soon after on the same day at the Kenya Red Cross Society Head Office, Third Floor Boardroom.




Sub-sub recipients are not eligible in this grant.
