Baseline Survey on Wash Project (Machakos Pu Water Facility EC Grant)

Background

Plan is an international child-centred community development organization without political, religious or governmental affiliations. Child sponsorship is the basic foundation of the organization.

Overall objective: Children in Masinga and Matungulu Districts realize their rights to safe drinking water and hygienic sanitation in a clean environment

Specific Objective: Improve access to safe drinking water and sanitation, and improve hygiene practices of 180,000 people in 54 rural communities in Masinga and Matungulu.

Scope of work

The interested consultancy firm will be expected

Produce an inventory of existing water and sanitation infrastructure at household and institutional level.Determine the condition of the existing sanitation and water systems including levels of operation and maintenance.Determine the knowledge, attitude and practice of communities in respect to hygiene, defecation habits, disease and waste management.Identify any retrogressive cultural and/or socio-economic practices that may hinder effective utilization of resources.Determine the level of community involvement, with specific emphasis on women and children, in managing water resources and of existing measures to manage resources in a sustainable way, i.e. including willingness to pay.Assess the effects of inadequate access to water and poor sanitation on different community groups.Terms of reference

The ToR will include qualitative and quantitative data collection and analysis, tools development, and assessment of the Water and sanitation project - to include relevance, expected impact, sustainability and recommendations.

Interested consultancy firms are requested to obtain a copy of the full terms of reference upon payment of a non- refundable fee of Kshs. 5,000. Requirements

Plan Kenya invites eligible consulting firms or research institutions to forward their Expressions of Interest in providing these services. The consulting firms are expected to submit a technical proposal and a financial proposal, separately. The technical proposal should include an interpretation of the TOR, detailed methodology; elaborate work plan and Gantt chart.

The financial proposal should include a detailed budget proposal; proposed terms and schedule of payment; organizational capacity statement, past experience and activities related to the situation analysis; CVs for the consulting team; names, addresses, telephone numbers of three professional referees; detailed contact addresses and copy of registration certificate, VAT and
PIN.

The consulting firm must have undertaken similar works in East and Southern Africa in the last four years and the team must be well-grounded in social science, Public health, water and sanitation with excellent skills in research, design, monitoring and evaluation of rights based and child centered community development programs.

It must have proven experience in conducting participatory qualitative and quantitative assessments with superior literature review and analytical skills. The consulting team will sign and adhere to Plan Kenya’s Child Protection Policy (CPP).

The completed expression of interest documents in writing must be delivered to the address below or deposited in the Tender Box situated at the Reception of Plan Kenya, Machakos PU (located in Matuu town) so as to be received on or before 13/09/2011 at 1200 hours Kenyan local time. He / She should be able to maintain , identify and resolve faults within the complex, perform all tasks relating to caretaking and maintenance of the facility and knowledgeably supervise outsourced functions. The tasks of the selected candidate will include but not be limited to:

viii. Maintain fixtures and fittings including lighting, alarm systems, emergency generators, fire exits, smoke detectors, plumbing in line with Health and Safety procedures,

Education & Professional
Diploma in Electrical / Mechanical Engineering
Minimum ‘O’ Level with good overall grades
Good computer skills in MS Office

Experience
Minimum 3 years’ experience in a facility management role in a similar working environment.

BACKGROUND
The United Nations Human Settlements Programme, UN-HABITAT, is mandated by the UN General Assembly to promote the development of socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-HABITAT helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. This post is located in the Somalia Programme, Regional Office for Africa and Arab States/Technical Cooperation Division (RTCD).

The Human Settlements Officer (HSO) reports to the Programme Officer in charge of the Joint Programme on Local Governance and Decentralized Service Delivery (UN JPLG) concerning the day to day operations within the Joint Programme, and works closely with the Senior Management Team of the Somalia Programme.

RESPONSIBILITIES
The UN-HABITAT Somalia Programme is implementing projects in all three parts of Somalia for more than 25 years and is active in the areas of effective advocacy, monitoring and partnerships; inclusive urban planning, management and governance at national and local levels; improved access to land and housing, and environmentally sound basic urban infrastructure and services.

Under the areas of Local Governance and Service Delivery, this position contributes to the development of land management and land administration systems with regard to policy, legislation, regulations and tools development. The incumbent supports the development of innovative mechanisms for land dispute resolution; and provides for technical assistance to land sector interventions and programme coordination within UN-HABITAT, the UN and with partners under the framework of the UN JPLG. In addition, this post provides for day-to-day oversight in programme implementation for the UN-HABITAT Office in Hargeisa, in close collaboration with the National Programme Officer, and acts as a focal person for liaison with the programme and operations management in the UN-HABITAT Somalia Office in Nairobi.

Within delegated authority, the Human Settlements Officer (HSO) will be responsible for the following duties related to the above listed components:

Supports the development, implementation and evaluation of assigned programme/project components in land management and land administration, monitors and analyzes programme/project development and implementation; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;

Ensures an effective and efficient execution of land-related projects and programmes, within the limit of the allocated resources, by providing appropriate technical support to projects through project design, work planning, budget control, preparation and monitoring of project implementation instruments such as Cooperation Agreements, sub-contracts, recruitments, field visits, training, coordination and monitoring & evaluation activities;

Assists and advises in land policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;

Organises for and prepares written outputs, such as draft background papers, analysis, sections of reports and studies, and inputs to publications;

Provides substantive backstopping to consultative and other meetings and training workshops and conferences, to include proposing agenda topics, identifying participants, and preparation of documents and presentations;

Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;

Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget);

Assisting in the strengthening of inter-divisional collaboration to achieve better linkages between normative and operational support to better coordinate and support the implementation of the organization’s work programme;

Communicates and liaises with international partners and donor organizations as relevant to the land programme, as well as implementing partners on international, national and local level;

Performs other duties as required.

Work implies frequent interaction with the following: Counterparts, representatives and officials in national and local governments, officers and technical staff in the Somalia Programme, within UN-HABITAT and other UN agencies, non governmental organizations and consultants.

Results Expected: Programme/projects developed, implemented, monitored and evaluated. Well reasoned written contributions, such as background papers and progress/final reports, analysis, sections of reports, studies, and inputs to publications. QUALIFICATIONS
Education: Advanced University degree in Land Management, Geoinformation Science, Land Law or related discipline with emphasis on urban land management. Formal training in Land Information Systems is required.
Work Experience

Minimum of five years of work experience in land management of which at least three at international level

Knowledge of land policy, land law and urban land administration and development in different geographical contexts and in post-conflict environment

At least two years of experience in capacity building and governance-related work in the land sector in developing countries. Experience in post-conflict situations is desirable

Relevant work experience within an UN agency or other international organization is an advantage. So would be knowledge and experience in additional substantive areas.
Language
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
Other skills
Good communication (oral and written) and computer skills are required. Knowledge of computerised land information systems tools is a strong asset.

Position Title: Facility Manager
Reports to: Country Manager

Basic Purpose:
Management of multiple Facility Management contract of various complexities ranging from cleaning and janitorial to electrical maintenance. Member of the senior management team, the FM manager is expected to be a leading figure for all the staff

Key Responsibilities
* Electrical equipment – Apply electrical & electronic theories and related knowledge to test and modify developmental or operational electrical machinery and electrical control equipment and circuitry in industrial or commercial plants and laboratories. Install and maintain electrical control systems and solid state equipment.
* Construction – Provide technical assistance and resolution when electrical or engineering problems are encountered before, during, and after construction.
* Other facility services – Supervise, monitor, control and other services pertaining to the daily operations of the project
* Inspection / audit – Conduct inspections for quality control and assurance programs, reporting findings and recommendations. Review existing engineering criteria to identify necessary revisions, deletions or amendments to outdated material.
* Work plan – Plan, schedule and monitor work of support personnel to fulfil the tasks to be fulfilled as part of the contract. Perform supervisory duties such as recommending work assignments, approving leaves and completing performance evaluations. Record information as part of the contract in line with company policy
* Ensure compliance with hygiene, Health and safety
* Business Development – Take the necessary initiative to develop new range of services to capture additional contract or increase revenue within the contract
* Support the country manager in writing proposals when it comes to technical aspects

QUALIFICATIONS, EXPERIENCE, & SKILLS:
The ideal candidate will be expected to have:

SKILLS
* Computers and Electronics — Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
* Engineering and Technology — Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
* Mechanical — Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
* Design — Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
* Mathematics — Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
* Production and Processing — Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective Management and control of the project.
* Public Safety and Security — Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.

EXPERIENCE
* At least 4 year(s) working experience in a related field is required for this position.
* Candidate should have knowledge of programmable logic controller.
