Position: Health Coordinator (Maternity Cover)
Supervisor: Deputy Director Programs
Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.
This is a senior, international level position, within the Somalia Senior Management Team. The position will be responsible for ensuring implementation of all aspects of IRC’s health programs in Banadir and Galmudug regions of Somalia, while striving to expand the health programs in other areas and sub-sectors. 
The position will be particularly responsible for: overseeing the development and timely implementation of program activities in line with approved budgets and proposals and following up on the project’s monitoring and evaluation activities. The temporary assigned Health Coordinator will be based in Nairobi with travels to the field. This position will work with the incumbent Health Coordinator (HC), field site Health Managers and Senior Medical Officers to roll out and follow up on implementation of proposals as well as donor and government reports. In addition, the position will provide oversight to field based staff on implementation of primary and secondary healthcare and public health interventions.
The temporary Health Coordinator will report to the Deputy Director of Programs (DDP).

Specific Responsibility
 

Representation, Coordination and AdvocacyEnhance coordination and advocacy with other health stakeholders and avoid overlap and duplication of projects with other donorsRepresent IRC in external coordination meetings with the UN/NGOs, donors, partners and government in Nairobi and the field in collaboration with the DDP; participate actively in various coordination mechanisms including Health working groups and coordination meetings to develop and maintain internal and external relationships to promote program linkagesKeep the local authorities and other project stakeholders well informed of the progress of the programBe the donor liaison on Health technical issues for the Somalia Country ProgramProgram Development and PlanningLead the development and expansion of the IRC Health sector throughout Somalia, as opportunities arise. This will involve conducting quality assessments, development of quality concept notes and proposals and development of new projects and initiativesConduct gap analysis in Puntland to identify key community needs in the area of iCCM, and if appropriate, develop an iCCM concept paper with a budgetLead the process of planning and implementation of health projects and provide ongoing quality technical support to the field teams, including, development of monthly sector plans, detailed implementation plans for each grant and establish communication channels with the fieldProgram implementation and monitoring (M&E)Work with the field teams to develop specific M&E systems for each health grant, ensure timely submission of monthly and quarterly grant reports; weekly updates; and documentation and sharing of these case studies within the organizationGenerate health data to be used internally and externally by donors and cluster systems to influence donor policies with the purpose of generating more fundingMonitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapt program strategy and implementation accordinglyEnsure effective and high quality reporting, monitoring and evaluation systems for both internal and external use, capturing best practice to support program decision makingMaintain regular communications on program work to the DDPLead the development of realistic budgets for the health program and identify areas which require fundraisingEffectively manage health program and staff; ensure all PRs raised are in line with approved budgets, closely monitor the weekly and monthly PR tracking sheets and closely follow up on budget spending in line with budget holding responsibilitiesRequired Qualifications & Competence:Background in health preferable: medical doctorMasters degree preferably in public health or international developmentMinimum 5 years’ experience in developing, managing/coordinating health programs in a wide range of contexts such as developing/under developed countries, refugee settings, natural disasters, etcDemonstrated ability to work in insecure and inaccessible settingsExperience in nutrition interventions/integrating nutrition within primary care is highly desirableExperience in coordinating with MoH and other stakeholdersStrong management (including Remote management), assessment, project planning, organizational, interpersonal, and communication skillsProficiency in Microsoft Office Packages and Statistical Packages is a mustExcellent written and verbal communication skills in EnglishExperience implementing community outreach strategies for health is desirable

Full Time Faculty and Programme Director, Obstetrics and Gynaecology


Reporting to the Chair, Department of Obstetrics & Gynaecology and liaising with the Director, Postgraduate Medical Education, the incumbent will offer full time Obstetrics and Gynaecology clinical services as well as fill the role of Program Director. In the latter role, s/he will develop, implement and monitor the content and quality of the Obstetrics & Gynaecology residency program.
Applicants should hold a specialist qualification in Obstetrics & Gynaecology and be registered or eligible for registration and Specialist Recognition with the Kenya Medical Practitioners and Dentists Board. Candidates should demonstrate previous experience in a University Hospital environment including teaching, educational supervision and assessment of medical students and/ or postgraduates. The position is open to candidates with interests across the range of the speciality; training and experience in a clinical subspeciality will be particularly welcomed but generalists are also eligible.

Dental Surgeon (Nairobi, Kakamega, Busia, Arusha, Kampala)
The Dental Unit is a state of the art dental set up with fully equipped dental chairs. The Dental Surgeon will review patients and monitor patients’ progress on a regular basis.
S/he will be expected to work with a team of staff to ensure optimal delivery of quality patient care.
Applicants must have a Bachelor of Dental Surgery and be registered with the relevant Medical Board in the respective country. S/he should have at least three (3) years relevant practice including one year internship from a reputable institution (including composites, root canal therapy, crowns and bridges).
Radiation Therapy Technologist
The Radiation Therapy Technologist will be responsible for providing accurate, timely and efficient simulation and delivery of prescribed radiation treatment while maintaining quality patient care. S/he will maintain updated records and ensure proper operation and maintenance of equipment and accessories.
Applicants must possess a Diploma or Degree in Radiation Therapy or a Diploma in Radiography with a certificate in Radiation Therapy and at least 1 year’s working experience in a modern and busy radiotherapy department. Knowledge of working with linear accelerators and CT simulation will be an added advantage.
The Clinical Nurse will provide nurse/midwifery care in both in and outpatient settings. S/he will need to promote and maintain high standards of professional Nursing/Midwifery Care to meet the needs of Maternal and Child Health Clinics clients and Obstetric Unit patients. S/he will participate actively in decision making related to patient care and will ensure patients’ safety, dignity and respect are maintained at all times.
The clinical Nurse is responsible to provide nursing care in both in and outpatient settings. S/he will need to promote and maintain high standards of professional nursing care to meet the needs of paediatric and child health services. S/he will participate actively in decision making related to patient care and will ensure patients’ safety, dignity and respect are maintained at all times.
The ideal candidates for both Nursing positions should have a Diploma in Nursing (KRN/M or KRCHN) from an accredited School of Nursing. A Bachelor of Science in Nursing will be an added advantage. S/he should have current licensure with the Kenya Nursing Council and a minimum of 2 years continuous clinical experience from a recognized health institution. S/he should be BLS certified and have membership in NNAK. A Certificate and/or experience in provision of family planning services will be an added advantage for the Clinical Nurse - Maternity.
The Clinical Pharmacist will provide quality and efficient specialized pharmaceutical services to improve drug usage and therapeutic outcome including, but not limited to, advising physicians on issues concerning drug therapy that meets or exceeds the expectation of the patient and their relatives. S/he will provide effective pharmaceutical services to meet customer needs.
Applicant must have a Post graduate Diploma or Masters in Clinical Pharmacy and Bachelor of Science Degree in Pharmacy. S/he should have a Practicing License from the Pharmacy and Poisons Board of Kenya and registration with Pharmaceutical Society of Kenya. The ideal candidate should have a minimum of 3 years hospital experience working in pharmaceutical services.
The Pharmacist will ensure correct interpretation of prescriptions and physician orders at both in-patient and out-patient levels to ensure that compounding, dispensing, patient education and handling of pharmaceutical supplies for all orders. S/he will provide effective pharmaceutical services to meet customer needs.
Applicant must have a Bachelor of Science Degree in Pharmacy and a Practicing License from the Pharmacy and poisons board of Kenya. S/he must be registered with Pharmaceutical Society of Kenya and have a minimum of 3 years hospital experience working in pharmaceutical services.
The Pharmaceutical Technologist will ensure accurate compounding, dispensing, patient education and handling of pharmaceutical supplies for all orders. S/he will provide effective pharmaceutical services to meet customer needs.
Applicants for the position must have a Diploma in Pharmacy and a Practicing License from the Pharmacy and Poisons Board of Kenya.
S/he should be registered Kenya Pharmaceutical Association and have a minimum of 6 year’s hospital experience working in pharmaceutical services. Clinical pharmacy experience and evidence of continuous education will be an added advantage.
The Occupational Therapist will be responsible for conducting indepth assessment, monitor and review client’s needs and provide occupational therapy services using a wide range of treatment techniques.
Applicants must have a Diploma in Occupational Therapy and/or Bachelor of Science in Occupational Therapy from a recognized institution and 2 years’ experience as an occupational therapist.
Reporting to the Manager, Finance, the Accountant will be responsible for the preparation of monthly / quarterly / annual financial reports within specified deadlines and prescribed format.
S/he will handle bank reconciliations, fixed asset register, monthly financial reporting, funding requests, maintain student data, work closely with user departments and ensure timely closing of the General Ledger. The incumbent will also be expected to coordinate the annual external audit and the internal and grant audits when required.
Applicants should hold a first degree in Finance or equivalent with ACCA or CPA (K) qualification and at least 3 years’ relevant working experience. The ideal candidate will be proficient in Microsoft Application packages and have good understanding of International Accounting Standards.
Supervisor - Unsecured Section

The Supervisor, will ensure that the unsecured debt is collected as per agreed payment plan and within the stipulated period.
Applicants for the position should have a Bachelor of Commerce, CPA II or equivalent with a minimum of three (3) years’ experience in a busy Accounting/Credit Management and excellent computer skills.
The Plant Technician will carry out activities relating to plant equipment management involving maintenance, technical inspection, acceptance testing/handover and third-party service supervision, contract monitoring, new capital equipment, prepurchase technical appraisal and annual equipment replacement plan.

HelpAge international East, West and Central Africa Regional Development Center seeks to recruit a Regional Head of Programmes on maternity cover 25th June, 2013 for six months.

The incumbent will be expected to contribute to the growth and development of the East, West and Central Africa region by identifying strategic partnerships, defining and implementing relevant programme areas that advance HelpAge International’s regional strategy.

He/she will be responsible for the identification, development and monitoring of HelpAge International’s programmes in the region, working with strategic partners including affiliates and partners, overseeing fundraising activities by ensuring the design and implementation of quality programmes attract donor funding, strictly adhere to standard requirements and to specific donor terms and conditions. Description

The Head Nurse (Maternity/Theatre) is directly responsible to the Hospital Matron and is the overall in charge of the EMOC unit assigned to and would therefore work as both supervisor and team leader of the whole team. 

He / She will ensure the smooth running of the three components of the unit i.e. Maternity, theatre and the Newborn unit.

Key responsibilities

Program management:

Develop and provide SOP’s, policies and procedures on the running of EMOC facility services covering staffing-(establish the critical number of staff present in the unit) and equipmentEnsure adherence to polices and guidelines with reference to nursing practice, infection control and prevention, health and safety and health care waste management.Ensure adherence to nursing practice and procedures leading to an improvement in nursing care with emphasis on nursing care process, nursing procedures, documentation, partographingStrengthen linkages between the facility and CHP and Nutrition problems in the spirit of program integration to ensure achievements of the health program goals and objectives.The head nurse assigns duties to nurses and develops work schedules to ensure that patient areas have a full staff.
The head nurse sets performance objectives together with the nurses and performs interim and end of year evaluations.
The head nurse will be responsible for the orientation and training of new staff members in the patient area.

Program activities:

The head nurse performs inspections of patient rooms and areas to ensure Cleaning personnel maintain cleanliness standards.Lead nurses order supplies to the Hospital Matron for the patient area such as drugs, equipment and medical supplies or directs the activities of workers responsible for ordering materials. This includes maintenance of drug records for the patient area.Maintain a departmental work plan and monitor progress towards achieving overall objectives.Support the hospital matron to ensure that standards and protocols are followed.Arrange and submit weekly ward work schedule and plan daily duties and responsibilities for both health care workers in the whole unit.Convene weekly departmental meeting and submit minutes and attend monthly hospital meetings.Compile and submit quarterly inventory return/requisition of all drugs and supplies.Compile and submit monthly reports on all admissions, discharges, referrals and deaths.Maintain equipments in good condition and submit regular inventory report of the same.Report any significant changes in operations to the hospital matronCarry out any other additional duties as may be assigned by the matronQuality departmental planning and implementation of laid SOPs as well as organizational policies.Clinical services Program objectives on maternal mortalities and neonatal mortalities are achieved.Quality reports are produced and submitted on time.Cross-cutting issues are mainstreamed and integrated within the programme eg nutrition, community health, safe programming.Coordination with other programs and departments within the hospital is strengthened.At least 3 years experience in a busy hospital setup with reference to maternity and theatre departments.Cultural and diversity sensitivity, commitment and an understanding of the values of IRC and the principles of equal opportunities.Able to work under pressure and difficult environmental conditions.Demonstrate leadership skills and the ability to evaluate the work of other nurses on the floor. I. Position Information

Title: Support Services Associate, UNOCHA Somalia Type of Contract:Temporary Appointment (Local) - Maternity Replacement Level : GS6 Direct Supervisor: Administrative/Finance Officer Duration: Six (6) Months Duty Station: Nairobi, Kenya

II. Organizational Context Under the overall guidance and supervision of the head of administrative and finance, the Support Services Associate provides the overall administration and execution of varied and inter-related operational and logistical activities in OCHA/Somalia offices, ensuring high quality and accuracy of work. The Support Services Assocoate promotes a client, quality and results-oriented approach.

The Support Services Associate works in close collaboration with the Administrative Unit in Nairobi and Sub-Offices staff in Somalia and other UN agencies staff to exchange information and ensure consistent service delivery.

III. Functions / Key Results Expected

Summary of Key Functions:

Provide overall logistic and administrative support services focusing on achievement of the following results:

• Processing Travel authorization and estimation of related travel costs ensuring staff travels are in line with unit plan and budget. • Follow up on certification and approval of TA (Travel authorization) • Confirmation of travel approval to staff. • Provision of cost effective and time-saving travel and hotel arrangement to the staff • Arrangements for security clearance when required • Processing requests for visas for all UN travelers and follow up for timely visa issue. • Hotel reservations for visiting UN/UNOCHA officials • Update field staff movements and report to HQ and other relevant heads of units • Organization of Office receptions, meetings, workshops, conferences, retreats, etc... Handling all necessary arrangements (e.g. room reservations, guest/participant lists, invitations, catering, seating arrangements, background documentation, special equipment, etc • Handling meeting expenses ensuring these expenses are in line with OCHA Somalia meeting plan and HQ financial authorization. • Preparation meeting expenditure statement quarterly or as necessary.
• Coordination of travel agencies, and service and facilities providers

Manage travel related costs focusing on achievement of the following results:

• Estimation of travel costs as a part of TA requirements. • Clearance of travel claims in line with travel entitlements for staff, consultants, UN and visitors, ensuring that the travel arrangement follow the UN rules of most direct route and most competitive prices • Receiving and certification of Invoices from Travel agents and UNHAS and Hotels for payment

Administer and execute processes and transactions focusing on achievement of the following results:

• Full compliance of UN/UNOCHA rules and regulations, policies and strategies on travel management • Ensure implementation of cost saving measures through negotiation with travel services provider, arrangement of the most economic route and appropriate itinerary. • Follow up with UNDP contracted travel agent to ensure provision of high quality professional service and most competitive price • Conduct market price surveys in the assigned portfolio • Maintain up-dated all pertinent files.

Back up teams when the prime staffs are away from the office focusing on achievement of the following results

• Management of inventory and MoU activities • F10 and advances payment • Monthly update of staff list and leave plan, and report to HQ

Supports knowledge building and knowledge sharing in the OCHA Somalia, focusing on achievement of the following results:

• Training of subordinate staff on the administrative procedures • Briefing/debriefing of staff members on issues relating to area of work • Sound contributions to knowledge networks and communities of practice.

IV. Impact of Results

The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.
