Assistant Persons with Specific Needs (APSN) Officer– Based in Nairobi


(Position open to Kenyan nationals only)


HIAS Refugee Trust of Kenya (HRTK) is a non-profit non-governmental organization committed to the assistance, protection and durable solutions needs for refugees at heightened risk in Africa, through the provision of direct psychosocial, social and resettlement services as well as through community outreach and capacity building for partners.


HRTK seeks to recruit a qualified and well experienced Assistant Persons with Specific Needs (PSN) Officer. Under the direct supervision of the Persons with Specific Needs (PSN) Officer, the incumbent will deputize the PSN officer and assist in the following functions:


· Identify and address discrimination and develop and sustain inclusive environment for PSN


· Monitor the situation of PSN and be attentive to discrimination and stigma faced by PSN and ensure programs are inclusive and accessible


· Provide training and raise awareness on PSN and attitudes about PSN


· Facilitate access to services for PSN including assistance, protection and solutions


· Conduct vulnerability assessments and link to assistance including


· Build capacity of PSN


· Develop accessible IEC material for PSN


· Train and support PSN peer educators


· Facilitate inclusion and participation of PSN in development implementation


· Establish community based support mechanisms for delivery of assistance, monitoring and work with care givers to ensure special needs, concerns and capacities of PSN are taken into account in all intervention


· Develop effective referral systems to ensure special needs and rights of PSN are met


· Prevent and Respond to abuse exploitation and neglect of PSN


· Provide information on how and where to direct grievances on violation of rights/ discrimination


Qualifications:


Education:


· University degree preferably in the social sciences.


· Good knowledge of PSN issues and human rights doctrine.


· Experience working with refugees is an added advantage.


Skills and competencies:


· Computer literacy a must – knowledge of MS Office required;


· Strong advocacy, research, capacity building, analytical and report writing skills;


· Strong coordination, communication and interpersonal skills;


Experience:


No less than two years work experience.


Experience working with PSN and work in the field of refugee protection and assistance a distinct advantage.


Languages:


Proficiency in English and Swahili.
