Data Integration Specialist (SQL Developer)

Reporting to the Project & Group Projects Manager, The Data Integration Specialist works as part of the Projects Team based in Kenya, and is primarily tasked with producing and enhancing the company’s implementation of data conversions and database solutions.

Main purpose of job

The Data Integration Specialist is responsible for data conversion and integration based on one to multiple data source(s) and destination(s), to proactively meet customer needs as defined in a Functional Specification.

EAC Regional Integration Consultancy

Main Function

Terra Nuova (Terra Nuova) Terra Nuova is an International Non-Governmental Organization founded in 1969 and headquartered in Italy. It focuses on promoting equitable and sustainable socio-economic development in various African and Latin America countries, with operational hubs in Mali, Kenya, Peru and Nicaragua. Terra Nuova works in partnership with pastoralists, smallholder farmers, entrepreneurs in the urban and rural informal sector and local communities with the aim of improving their socio-economic status and understanding of domestic, regional and global dynamics. TNEA has a recognized experience in the rehabilitation of the Somali livestock sector having started its operations in the region in 1994. It has implemented a number of relief and itinerant training projects in the livestock sector with the aim of clearing trans-boundary diseases and restoring a veterinary system that meets international standards and supports livestock export for the whole Somali ecosystem. Terra Nuova has to date paid enormous attention to responding to the needs of building the capacity of animal health workers to be able to sustain and protect the livestock export industry.
1. Objective of the Consultancy and Rationale

In consultation with the different partners and institutions engaged in the livestock sector, existing Somali zonal authorities and administrations, the private sector working in Somalia the consultancy will produce building upon the first consultancy report the strategic framework orientation that will be the backbone for better integration and coordination of the proposed livestock development framework (LDPF) in Somalia taking into account the livestock sector related policies and master plans while ensuring consistency towards the adoption of the partnership principles in program implementation .

A tentative Livestock Development Program Framework (LDPF) proposed in the first consultancy report 2009 appears to be suitable tool to promote integration among different interventions addressing the main gaps in the Somali Livestock sector development initiatives.

Building upon the proposed livestock development framework (LDPF) this second year consultancy report will address issues pertaining to the implementation modalities of the LDPF towards greater adoption of partnership principles by all involved Somali stakeholders.

The consultant is expected to draw from the main outcomes of the previous consultancy report through an incremental approach focusing on the identified challenges and gaps

2. Expected Result

As part of the overall development of the strategic framework towards partnership principles adoption in the livestock development initiatives implementation, the consultancy will undertake the following components.

3. Sector analysis

It will specifically address:
?The partnership principles approach adoption in livestock development initiatives
?The main reference of existing coordination mechanism in the livestock sector in Somalia;
?The main reference of existing information sharing platform in the livestock sector in Somalia;

4. Problem analysis

While sustained external support to the Somali livestock sector has been a key element for many donors and development partners, and a very large number of interventions were carried out in the past 15 years, insufficient attention was devoted towards the involvement of Somali livestock sector stakeholders.

Among the weakest links identified with previous efforts to support the livestock sector was the lack of comprehensive monitoring tools for better integration and coordination of livestock development programme implementation.

Taking into consideration the regional and national context and paying particular attention to any potential institutional ramifications, this section emphasizes on issues and challenges to be addressed at the various Somalia stakeholders’ levels towards better integration and coordination of the LDPF in Somalia ensuring prioritization of these problems.
It will specifically address the issues and challenges towards the adoption of approach based partnership principles in the implementation of the LDPF

As such the problem analysis will focus on the following sub theme:

•Linkages to existing coordination mechanism
•Linkages to existing livestock sector information sharing platforms
•Ownership of livestock development intervention
•Alignment of livestock sector development initiatives
•Harmonization of livestock sector development intervention
•Management of livestock development results
•Mutual accountability of livestock development results

5. Strategic framework towards the adoption of the partnership principles within the proposed livestock development program framework (LDPF)

Based on the findings of the two previous sections, the overall strategic framework leading to the adoption of partnership principles based approach will be presented, including:

•Identification of the issues, challenges and deficiencies to be targeted under this overall strategic framework
•Rational for incorporating these issues, challenges and deficiencies in the overall strategic framework
•General policy guidelines for integration of coordination mechanism and information sharing platforms within development initiatives
•Proposed policy objectives for integration of coordination mechanism and information sharing platforms within development initiatives
•Consistency of these objectives with existing Somali livestock sector policy and master plans as well as regional and continental policies and treaties
•Proposed strategies for achieving these objectives and related interventions;
•Expected benefits of proposed strategies from both donors/implementing body side and Somali livestock stakeholders side
•Risks or potential hindrances to success of proposed strategies and assumptions

6. Detail presentation of the strategic framework for towards the adoption of partnership principles within the proposed livestock development program framework (LDPF)

This section will focus on the strategic orientation of each identified priority areas

•Schedule of transition from current state of livestock sector development initiatives towards strategic interventions proposed through the strategic framework
•Possible instruments and platforms for coordination mechanism of these strategic interventions proposed at local, national, regional and continental level
•Identification of potential partners for the implementation of these interventions;
•Locally available means or support mechanisms that could be mobilized in support of these interventions;
•The assumptions underlying the expected outcomes of these interventions and possible risks associated with these outcomes; and
•Possible monitoring and evaluation mechanisms for these interventions.

7. Work plan
On the basis of the proposed time schedule outlined below, the consultant will prepare a detailed work plan, which will include the following elements:

•Literature review/fact finding/data collection/workshop
•Review of the previous RoO III consultancy on livestock program integration.
•Workshops, consultations and other means of ensuring broad participation of local and regional stakeholders, donors and implementing agencies;
•Consultations and other means of ensuring broad participation of local and regional stakeholders, donors and implementing agencies. Stakeholder participation is fundamental to the success of this consultancy expected to conduct thorough information collection and analysis.
•Identification of possible options for the proposed strategic framework;
•Briefing report summarizing the proposed options;
•Consultation meetings with the Terra Nuova Regional Director/RoOIIIP PM to identify the preferred option; and
•Preparation of the draft and final strategic framework document.

8. The consultant may propose alternative approaches of collecting information and to carrying out the strategic framework of the livestock development program implementation

9. Expertise required, Qualifications, Experience and skills

The consultant must specify the qualifications and experience to be assigned the study, curriculum vitae, of no more than four pages detailing the relevant experience should be provided to the Terra Nuova
The specialists provided will have the following qualifications:

Senior Consultant – Sector Development Expert:

•Degree in veterinary medicine with specialization in Animal Production or Livestock Development Program
•University degree in agro-economics or rural development;
•At least 10 years of professional experience in developing countries;
•Good knowledge of livestock farming systems in arid and semi–arid countries;
•Demonstrated experience in livestock sector development programmes, livestock sector capacity building and participatory planning;
•The consultant should have thorough knowledge of the Somali livestock sector
•Have at least 10 years undertaking livestock sector mapping/diagnostic activities
•Possesses adequate understanding and knowledge on cross-cutting issues in livestock development.
•Experience in applied PCM;
•Fluent in English, both reading and writing;
•Working experience in the region would be an advantage.

10. Reporting
Reports shall be submitted in English to Terra Nuova Regional Director as follows:

•Work plan: As indicated above, the consultant will provide a detailed work plan and budget, outlining the proposed methodology and time schedule.
•Briefing notes: The consultant will present short briefing notes (1 to 2 pages) ahead of the briefing meetings with Terra Nuova and RoOIIIP.
•Draft report: The consultant will submit to Terra Nuova Regional Director a draft report with the same elements listed for the intermediate report and taking into consideration any comments made by Terra Nuova Regional Director and RoOIIIP PM on the intermediate report.

A presentation of the draft report will be made to Terra Nuova Regional Director for feedback.

Ten days after the receipt of the comments from Terra Nuova Regional Director, the consultant will be expected to deliver the following output:

•Final draft of towards partnership principles adoption in the livestock development program framework incorporating (i) the sector analysis; (ii) problems analysis; and (iii) strategic orientation.

11. The reports mentioned above should be submitted both in hardcopy and CDs. All electronic versions of the documents shall be in MS Word.

12. Accountabilities and Responsibilities
Terra Nuova Regional Director is responsible for
1. Overall responsibility and accountability for smooth carry out of the task at various levels
2. Review and approval of deliverables
3. The selected expert consultant will report directly to Terra Nuova Regional Director

RoOIIIP will ensure the overall coordination of this assignment and liaison with partner’s agencies.
RoOIIIP PM is responsible for
1. Overall coordination of this assignment and liaison with partner agencies in Somalia
2. Provision of guidance and technical input throughout all phases of execution

13. Consultations
Throughout the consultancy, extensive and regular consultations will be held with the different partners and institutions engaged in the livestock sector, AU-IBAR, Terra Nuova, RoOIIIP, Somali authorities and administrations, the private sector working in Somalia. The consultant will facilitate a validation Workshop to initiate discussions on the tentative Livestock Development Program Framework and interact with the key stakeholders in the Somali livestock sector. for discussing the study findings and taking inputs from key stakeholders including Government agencies and NGOs and INGOs and present findings of the study to the stakeholders in the workshop for validation of the study report and finalize recommendations

14. Timeframe
The total duration of the consultancy will be one months, while the time frame for the assignment is to be mutually agreed between the consultant and Terra Nuova Regional Director.

15. Logistics
The consultancy will be based in Nairobi, with extensive travel to and within Somalia.
In Nairobi, Terra Nuova and RoOIIIP will support the consultant and facilitate the administrative, logistical and security–related elements of the consultancy, including visits to Somalia.
Terra Nuova/RoOIIIP will avail all logistics required to carry out the consultation.
