The Mitchell Group, Inc., an international development consulting firm based in Washington, DC, is currently seeking expressions of interest from qualified consultants for an upcoming USAID/East Africa project to provide qualitative, quantitative and analytical information to support USAID/Kenya in making informed program management decisions.

Background & Objectives

The purpose of the project is to provide support to the Government of Kenya and other development partners who are supporting USAID/Kenya overall goals.

Monitoring and Verification (M&V) Manager

The USAID/Kenya program covers a wide range of activities under the following assistance programs: Health, Population and HIV/AIDS; Basic Education; Youth; Governing Justly and Democratically; and Economic Growth, Environment and Natural Resources Management.

The Nairobi-based, M&V Manager will undertake activity-level monitoring and verification of results in the field in order to ensure that all USAID implementing partners’ data are complete, accurate, and consistent with agreements and reports, and with USAID’s regulations.

M & V Manager responsibilities shall include:

Establish protocols for, train and manage a team of Regional Supervisory Field Staff and Intern-Level, Field-Based Monitors that will become familiar with all Mission projects and randomly select and visit activity sites to monitor and report on:monitor project performance and partner data collection methods and quality;activity-level environmental compliance and mitigation measures, as required in ADS 204 and activity/project Initial Environmental Evaluations (IEEs) and Environmental Reviews (ERs), taking into account USAID Environmental Guidelines, and including the Pesticides Evaluation Report and Safer Use Action Plan (PERSUAP), when appropriate; andcompliance with IP approved USAID Branding and Marking plan, per ADS 320.Based on the above, provide real-time, flexible, activity-level data analyses and reporting utilizing “EpiSurveyor” – an electronic data collection system that can aggregate data and provide it in real-time to AORs/CORs.A graduate degree in the field of evaluation, international development or a related technical field.At least 7 years’ of international experience in the management, monitoring and evaluation of development programs, including experience developing monitoring tools, and training and managing staff in effective use of those tools.Excellent American English writing skills and speaking ability.How to apply:

Senior AMIS Advisor

The Nairobi-based, full time AMIS Advisor will perform an analysis of USAID/Kenya’s programs and performance management needs - including external reporting requirements - and work with USAID‘s CIO to customize the USAID Activity Information Management System (AMIS) to meet those needs.

Senior AMIS Advisor shall:

Maintain performance management and reporting database systems that enable USAID/Kenya to fulfill performance monitoring, evaluation, reporting, and dissemination requirements as mandated in the ADS.Develop a roll-out strategy for implementation.Provide any training required for successful adoption of the system to USAID/Kenya and implementing partner staff.Establish and maintain the system, and troubleshoot system use.Insure report generation, system integrity, and information flow from USG project implementers to the AMIS.The Senior AMIS Advisor must have:At least 15 years’ of professional experience in designing and maintaining management information and reporting systems, with at least 5 years’ of international experience.A Master’s degree in information management or a related technical field.Demonstrated experience successfully communicating with users to create systems that meet individual and organizational needs, and to gain adoption of those systems.How to apply:

Senior Recruitment Specialist

The full-time Recruitment Specialist will create and/or maintain an extensive database of qualified experts (both international and local) that can be mined for task orders; to establish protocols with a variety of advertising mechanisms so that solicitations can be quickly placed as needs arise; and to efficiently and effectively manage the personnel screening and selection processes. 

This person will also work closely with field-based recruitment staff to ensure effective parallel recruitment processes and relationships are built in Kenya for local STTA.
