East and Central Africa Office
Save the Children Sweden started working in Eastern and Central Africa in 1965. Today, we have offices in Addis Ababa, Ethiopia; Nairobi, Kenya; and Khartoum, Sudan.
Through long-term child-rights based development programs, we focus on building the capacity of local
people, community-based structures and organizations by working with local partners. In Eastern and Central Africa, we work with more than forty different non-governmental organizations and government bodies.
All of the work in the region focuses on children’s rights, and tackles issues that affect marginalized children. The core of the work focuses on children affected by conflict, education, discrimination, abuse, exploitation, and HIV/AIDS. The Nairobi Regional Office is seeking a Finance Assistant
The Finance Assistant will provide support to the finance team in completing the relevant financial activities within the Regional Office. The Finance Assistant will report to the Regional Finance Manager.

The Embassy of Sweden in Nairobi represents Sweden in Kenya, Somalia, Seychelles and Comoros. The Embassy also represents Sweden in UNEP and UN-HABITAT.
The Embassy represents and advances Swedish policies, interests and values in political and economic relations, development cooperation, in trade and investment promotion and in cultural and information matters. It provides consular services to Swedish nationals and migration services to non-nationals. There is 66 staff working in the Embassy of Sweden in Nairobi, which makes it the second largest Swedish Embassy in the world.

Sweden has been actively engaged in Somalia for over 18 years. The Swedish cooperation programme in Somalia is a combination of humanitarian assistance and support for reconstruction and development. Swedish assistance is mainly implemented through various United Nations Agencies as well as through International and Swedish NGOs.

The Somalia Section of the Embassy is now looking for a National Programme Officer responsible for the handling of the health system development programmes.

Main Duties

In close cooperation with other donors (particularly DFID) assess the health sector and developments and identification of strategic interventions for Swedish support.Actively contribute to the development of the new Joint Health and Nutrition Programme and related coordination processes.   Promote Swedish health policy priorities in dialogue with partners, such as Sexual and Reproductive Health and Rights (SRHR). Plan, administer and follow up on Swedish funded projects by, inter alia: assessing and approving funding applications including budgets; preparing decisions/contracts and agreements; reviewing and approving narrative, financial and audit reports. Responsibility for general quality assurance of the portfolio, with emphasis on agreement conditions and anti-corruption. Financial management, including follow up of disbursements and payments, using the in-house financial system: PLUS. Contribute to the development of Swedish strategies and policies for Somalia. Operational/strategic planning and reporting. Represent the Embassy and Sweden and actively participate, in coordination fora, steering committees, program reviews and field visits.Build relationships and develop networks through interaction and continuous dialogue with a multitude of actors, bi laterally and multilaterally.Report and update relevant stakeholders on relevant emerging issues in Somalia.Travel to Somalia as necessary.Academic Degree in social sciences preferably with a focus on development issues or other relevant academic background.Minimum 5 years relevant working experience with development assistance, at least two of which have involved social sectors preferably health.Grants management experience from working with donors, international agencies or international NGOs. Experience of working in a fragile state context.  Knowledge about the political and development context in Somalia highly desirable.Ability to seek information independently and be able to analyse complex data in order to make assessments.Excellent command of written and spoken English. Swedish would be an added advantage.Administrative competence and computer skills (incl. Word, Excel, Power Point)Good drafting and reporting skills are essentialExperience from working as consultant in the above mentioned programme areas and/or working with NGOs or regional organisations in Africa.Experience working with development co-operation based at an Embassy or a Development Agency.Ability to adjust to changing priorities and undertake multiple tasks simultaneouslyRespect for cultural diversity, with the ability to fit into a diverse team and to establish networks.Excellent organization skills, strong oral and written communication skills with good command of English.Self driven with ability to work unsupervised.Indicative start date for the position is September 1, 2012.

The Nairobi Regional Office is seeking an Information Technology Intern

Internships with SCS ECAf provide an opportunity for recent graduates to gain experience within an international NGO, ensuring professional development, and practical application of skills and knowledge.

Internships are voluntary positions.

The Internship is available for a period of 3 months, starting as soon as possible.

Personal Assistant / Social Secretary to the Ambassador

The jobholder will work closely with and under the Ambassador and the overall role is to provide administrative assistance and other support functions to the Ambassador and ensure that the Ambassador’s office is run efficiently in line with the Embassy’s policies and procedures.

Internally the jobholder will be in regular contact with most staff. Externally, contact will be with the international community, Kenyan and Swedish government, Swedish business interests and civil society.

The main duties are, but not limited to:

Operations Controller

The Controller function at the Embassy of Sweden in Nairobi is divided between the Swedish expat Financial Controller and the locally employed Operations Controller.

The two controllers for the Regional, Kenya and Somalia Sections will decide on the internal division of labour in consultation with the three Heads of Section and shall report to the Head of the Kenya Section.

The purpose of the Controller function is to contribute to assuring the quality of the development co-operation work carried out by the Embassy, both in terms of contents and procedures and in terms of financial administration and shall aim at adding value to the day-to-day work of the Embassy.

The Controller Function forms part of the overall quality assurance system within the Embassy, which also comprises i.a. the Embassy By-laws, and is designed to support decision making and control relating to the development co-operation programme.

The Operations Controller shall also be able to take on financial controller tasks as agreed.

The main duties are, but not limited to:

Ensure that agreements and contracts which go through the Embassy Appraisal Committee are adequately drafted and in line with Sida guidelines and formats and that audit and reporting mechanisms are defined in agreements on support on development cooperation.Ensure that the procurement within the sections is undertaken in line with Sida’s rules.Together with the Financial Controller, follow-up on comments from internal audits etc, including design of corrective measures.Together with the financial Controller and the Head(s) of Section, ensure that Sida’s rules and guidelines, including the rules and guidelines governing the work of the Embassy are known to the programme staff.Follow up and support Programme Officers in ensuring that audits, evaluations and other reports are carried out according to plans and agreements and follow up actions taken, especially that a Management Response is made for each evaluation and audit report related to our programmes.Together with the Financial Controller, ensure that Sida’s anti-corruption guidelines are known and adhered to by the staff.Together with the Financial Controller, ensure that the Embassy’s anti-corruption strategy is regularly updated to include lessons learned.The preferred candidate will meet the following requirements:

We are looking for an individual with strong communication skills and with proven experience in coordination and support of partner organisations in various programme issues in a busy multicultural Non Government Organization (NGO).

Major Duties and Responsibilities for This Job:

Diakonia Sweden has secured funding from the European Union (EU) to implement the Developing Vocational Training for the Informal Economy in Somalia (DVTIES) project in Puntland, Somaliland and Central South Somalia.

The project is implemented by a consortium consisting of Gothenburg Initiative (GI) and International Aid Services (IAS), in which Diakonia Sweden is the lead agency.

The project will be implemented in dose collaboration with the Ministries of Education and Labour and alongside training institutions and other stakeholders in the WET sub-sector.

The overall objective of DV1ES is to improve the employment opportunities of disadvantaged Somali youth through the provision of skills training and literacy education.

Given this development, we are looking for dynamic and highly motivated individuals to fill two positions; Programme Manager and Finance and Administration Officer on a two (2) year fixed term contract.

Programme Manager

Reporting to the Country Representative, the individual will be responsible for overall leadership and management of the project in Somaliland, Puntland and Central South Somalia.

The major roles and responsibilities include:

Assist the consortium member project staff in identification process of local implementing partners, host training centres, technical institutions, to implement WET activities.Assist the consortium member project staff in the process of identifying training skill areas based on the findings of local labour market surveys and local economic development studies and other studies.Develop and undertake appropriate and effective project implementation strategies.Prepare project action plans and cash flows and ensures implementation of the same.Prepare handbooks, guidelines and related materials to be used by different actors to generate employment opportunities for youth to participate in human rights, governance, sustainable development and peace building.Identify trainers from the neighbouring countries for the training of trainers in master craftsmanship.Play a pivotal role in development and implementation of appropriate cost recovery system for technical institutions and institute based technical vocational education and training (1BTVET) centres and their sustainability.Provide technical support and follow up capacity building activities of the relevant government departments, partners and staffs in areas such as data collection and analysis, participatory assessment methodologies, project cycle management, gender and micro-enterprise development.Develop terms of references for the various consultancy assignments in the project, i.e. baseline assessments, tracer studies and labour market surveys as related to the project.Plan, coordinate and lead baseline assessments, tracer studies and labour market surveys as related to the project.Liaise with relevant actors and stakeholders in the country and ensure the project benefits from the coordinated and collaborated initiatives.Develop monitoring systems and tools and ensures that project progress are documented, reported and appropriate actions/decisions are taken timelyGuide and supervise project staff recruited for the project within the lead agency and the consortium member officesIdentify future intervention area with regards to skill trainings and youth employment; present project ideas and develop project proposals.Identify operational/technical and management problems arising during the implementation of the project activities by lead agency, consortium members and other implementing partners to the responsible line manager in the organisation and ensure that timely action is taken.Document best practice and lessons learnt from the implementation of the project activities.Arrange and lead the Executive Committee Meetings at Nairobi level, with all the consortium member organisations.Arrange and co-host Steering Committee Meetings at the field level, alongside other WET stakeholders and local government authorities.Qualifications and Experience:
Must be a holder of a Bachelor’s degree in Social Sciences - Community Development, Business Administration, Education or related field.Must have undertaken relevant professional courses in project management, M &E etcMust possess a minimum of four (4) years progressive relevant experience in a fast paced multi-cultural NGO with specific experience in youth employment and skis training.Proven experience in implementation of EU funded projectsExperience in Participatory and Rights Based ApproachesCapacity building and civil society developmentExperience in managing administrative and financial processes including budgets, reporting, resource management etc within a project/programmeExperience and clear understanding of the dynamics in SomaliaExcellent report writing, networking and negotiation skills. Proposal writing skis will be an added advantageWorking knowledge of Information and Communication Technology. Use of project management information systems will be an added advantageGood leadership, management, training and facilitation skillsGood interpersonal skills to be able to relate to people of diverse backgroundsBe a team player and self driven with ability to work with minimal supervisionFinance and Administration Officer

Reporting to the Programme Manager, the individual will be responsible for providing effective leadership in financial and grant management of the project in Somaliland, Puntland and Central South Somalia.

The major roles and responsibilities include:

Disseminating the financial reporting formats as stipulated in the DVT1ES contract.Providing guidance and training to consortium member finance staff in producing good quality financial reports.Ascertaining that consortium member financial reports are eligible, correct, accurate and well supported.Collecting, collating and consolidating the financial reports to the donor.Keeping copies of financial documents from consortium members in readiness for audits.Disseminating the monthly currency exchange rate to the consortium members.Ensuring that procurement guidelines are adhered to within the project.Keeping a record of all inventories within the project for reporting.Developing the terms of reference for auditors to carry out expenditure verifications.Engage auditors during the audit period.Prepare budget revisions and amendments, when required.Prepare budget forecasts and ensure that expenditure threshold is reached every year.Ensuring that expenditure and activities implementation is matching.Prepare funds requisitions for the donor.Prepare financial reports for the organisation, for regional and head office requirements.Qualifications and Experience:
Holder of a relevant Bachelors degree in Business or finance related field from a recognized universityMust possess a professional accounting qualification of CPA II or another comparable qualification. ACCA accreditation is a significant advantageHas at least four (4) years experience in a busy finance/accounts office with a Non Governmental OrganizationAbility to maintain timely & accurate accounting records and prepare, analyze and interpret financial reportsPossess working knowledge of computerized accounting and application packagesExperience with EU funded projectsExperience and clear understanding of the dynamics in SomaliaShould possess strong analytical and communication skisEffective communication in both oral and written EnglishAbility to work with minimal supervisionAbility to negotiate, communicate accurately and meet strict deadlines is also criticalWorking knowledge of computerized accounting and other computer application packagesHigh integrity to be able to manage cash and cash related transactionsGood interpersonal skills, multicultural orientation and ability to relate to people of diverse backgroundsSend your application accompanied with a detailed CV and names of at least three (3) professional referees and daytime telephone contact to reach the address below before the close of business on Friday 24th December 2010.
