Project Summary: Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year project sponsored by USAID/Kenya and Feed the Future (FTF) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks.

REGAL-IR is led by Adeso and is implemented by a consortium of partners. The project focuses on engaging communities and strengthening local institutions to improve their social, economic, and environmental resilience. It has six thematic areas:

Strengthening and diversifying livelihood opportunitiesAdvancing value chain inclusivenessImproving management and productivity of natural resourcesImproving conflict managementImproving drought managementImproving consumption of nutritious foodsAn intensive community engagement process - Participatory Learning, Planning and Action (PLPA) - guides program implementation in the six thematic areas above and in 5 counties: Isiolo, Garissa, Wajir, Marsabit, and Turkana. REGAL-IR situates its efforts within those of a larger family of resilience actors including REGAL-AG, the Millennium Water Alliance and the World Food Program.
 Consultancy Description: REGAL-IR intends to develop and promote profitable non-livestock based business enterprises to provide increased incomes at household level, create more employment opportunities, and have important spin-off effects on the local economy. Investment and growth of locally based non-livestock enterprises offer feasible livelihood diversification opportunities for pastoral households whose traditional livelihoods have been vulnerable to the vagaries of weather. Despite existing internal and external production and market potential for non-livestock products in Kenyan ASALs, investment by pastoralists into non-livestock based enterprises has not been forthcoming. This has been due to both external factors such as market failure, challenging climate conditions and governance, and internal factors including illiteracy, lack of capacity and low entrepreneurship acumen among pastoralists. REGAL-IR is banking on improving the resilience of pastoralists and ex-pastoralists through supporting investment in non-livestock based enterprises. The project has adopted a Self Help Group (SHG) approach through which individuals and groups have been mentored to identify profitable non-livestock enterprises which offer promising growth opportunities and suit their skills, knowledge and abilities. Upon self-identification of enterprises by SHGs, REGAL-IR provides niche trainings, mentorship sessions, linkage to service providers and financial institutions and small grants (matching funds) to spur the growth of their enterprises.
A value chain study on vegetable products in Garissa County is being sought so that appropriate linkages to markets, service providers and financial services can be modelled during the project implementation. In addition to the vegetable products value chain, the consultant is also required to conduct a desk review of two (2) other non-livestock based value chains relevant to the County; the consultant(s) are required to propose these two (2) value chains during the tender submission stage and are encouraged to use the recent county ASDSP studies, KAPP reports and other relevant studies as the basis for this proposal.
For both the primary study and the desk studies, the consultant(s) will map the value chains to identify weaknesses and opportunities for support at product, process, technological, institutional and market levels. The consultant(s) will recommend specific interventions that producers and actors within the value chain will implement to improve marketability and profitability.
The consultant(s) are required to identify with the help of REGAL-IR field staff at least one SHG that is currently undertaking vegetable production and develop a business model that the group can use for to develop production, technology transfer, market linkages and financial support for the vegetable value chain.
The key audience for the study is the local communities of the project area, priority value chain actors and potential investors in value chains, since the study will help them to understand the local market dynamics. Additionally, the study findings will be of significant value to multiple stakeholders including decision makers, public policy makers and NGOs.
Objectives of the Value Chain Study
The overall objective is to undertake a value chain study of vegetable products in Garissa County and a desk study of two other viable non-livestock value chains.
To collect relevant data on the vegetable products value chain, including volumes/quantities, prices, actors involved (including women/youth).To identify the key constraints that need to be addressed to turn the vegetable and other proposed value chains into robust market oriented value chains.To make recommendations on how the proposed value chains should be supported to become become more robust.To map out the supply chain within the value chains in Garissa County.These objectives will be achieved by:
a) Reviewing value chain studies carried out by other actors which include, ASDSP, KAPP, NDMA etc.
b) Primary data collection on the vegetable products value chain in the field.
 The consultant(s) will characterize trade of products within the priority value chains by identifying:
a. Supply chain of vegetable products
b. Volumes of product availed in the market
c. Value addition, packaging and pricing along the supply chain
e. Market potential and actors at the end market
f. Characteristics of supply chain actors
g. Relationship among supply chain actors
h. Linkage between producers, traders and processors
 a. Establish market size (local and external) and extent of market penetration by local producers.
b. Conduct a value chain analysis to identify the different actors in the chain, systemic constraints, and value shares accrued at different stages on the chain.
c. Identify constraints that limit market growth.
d. Missing or inadequate inter sectoral or crosscutting markets.
e. Estimate market potential of the prioritized products within the value chains.
f. Identify the end markets locally/externally for the identified products.
 III. Collective Marketing and Chain Efficiency
a. Assess the utility and potential for improving market efficiency through collective marketing, propose ways of achieving this and minimum quality standards required.
b. Determine the level of market orientation and market integration by producers.
c. Recommend process for institutional formation to facilitate collective marketing perspective for the products prioritized.
d. Suggest improvements in the value chain system to ensure direct linkages of the producers with the major markets and increased incomes from their products.
1. In-depth analysis of the vegetable value chain, including proposed program designs for engagement, report to include:
a. Supply chain map, identifying the market actors, establishing value shares at each stage in the supply chain.
b. Market size and level of market penetration by producers.
c. Recommendations on sustainability of the market for selected products and requirements for producers to sustain production in the medium to long term.
d. A business model for at least one SHG to engage in market-oriented vegetable production.
2. Desk review of two other viable value chains for communities/producers in Garissa County.
The ideal consultant(s) for this assignment should have the competencies and experiences as indicated below;A minimum of masters in Agricultural sciences/Agricultural economics/AgribusinessProven track record in value chain development, market systems development and business development services (BDS).Demonstrable ability to work and link with the private sector and relevant government departments.Proven experience in undertaking value chain assessments.Experience working in the ASALs.A trainee/trainer of the regional value chain and market capacity development program is an added advantageThe proposal, to be submitted in English, shall include:
A) A technical proposal incorporating;
i. A short description of deliverables, clear work plan (dates and activities) with a proposed methodology and which shall include full justification for procedures to be adopted;
ii. CVs/Profile of the firm or individuals to be engaged including experience relevant to this assignment;
iii. At least three referees for similar or related work completed.
B) A financial proposal indicating fees for the consultancy, including all costs to conduct this assignment (this should indicate man-days and fees including VAT, operational costs of collecting data).
C) A sample of a recently written report for a similar assignment.

 Position Summary: The Grant Compliance and Internal Control Manager will report to the Chief Financial Officer – CFO by monitoring and reporting results of the assessment of compliance procedures of Adeso and in providing guidance for the senior management team on matters relating to compliance.
The post-holder will undertake real time risk analysis of Adeso operations with regards to adherence to internal controls and donor compliance and will provide targeted context-specific sensitization, prevention measures and guidance on minimizing all major risks. Key to this will be the compilation of an operational risk register with detailed action plans and continuous updates on risk rating and mitigation activities.
S/he is responsible for providing efficient and effective management of the programme’s overall grant portfolio. S/he is member of the country programme core Senior Management Team is responsible for ensuring appropriate grant management, ensuring compliance with donor and internal organisation requirements, and overseeing information management related to grant and programme implementation. S/he will have authority to implement all necessary agreed actions to ensure achievement of the objectives of the compliance program. S/he will also makes recommendations for the Senior Management team to ensure on-going compliance.
 Position Purpose: The purpose of this role is to work alongside the country team and in close co-operation with the finance, procurement and human resources units to minimize operational risks in relation Adeso operations; specifically risks that arise from non- compliance with Adeso global policies and non-compliance with donor regulations
The Grant Compliance and Internal Control Manager will also perform on request investigations in relation to fraud, corruption and bribery and promote adherence to related policies.
Specific Roles and Responsibilities
 Donor compliance and Grant Management systems:Ensure full compliance with Adeso minimum operating standards for grant management, Internal control work with implementing partners when requiredImplement and manage Adeso process for grant management, equitable cost recovery, grants close out and sub-grant management when requiredCoordinate grant management between fields based programme staff, Nairobi and other offices.Work with Budget Holders and Finance Team to monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant request; and also monitor expenditures to ensure compliance with budgets.Organise and participate in grant opening, mid-term review and closure meetings and develop, with support of the Country Directors, a mechanism to hold Budget Holders accountable for deviations from the grant contractsAct as a central point of organisational expertise on donor compliance requirements, ensuring that relevant staffs of all departments are informed of donor requirements; work closely with all departments to ensure compliance. Project Summary: PROWOPP is a two year initiative funded by the EU which is being implemented by Adeso in Puntland, Somalia. 

The project is aimed at promoting gender equality and women’s empowerment and political participation in Somalia to foster the development of an inclusive, transparent and accountable society. PROWOPP expects to reach 300 women including councilors and women civil society organizations. In addition it will closely work with Puntland Ministry of Women Development and Social Affairs to efficiently implement the United Nations Security Council Resolution (UNSCR) 1325. It will also provide technical and capacity building support to the MOWDAFA to prepare their 2012 – 2014 Strategic Plan and a consolidated gender strategy that will engage Somali women from different walks of life in their own peace and reconstruction efforts.
The initiative will provide consistent capacity development through technical support, institutional capacity building and training on various thematic areas, including: policy and advocacy; conflict resolution; and monitoring evaluation. In addition, 100 men will receive training on inclusion of women in local governance issue, decision making and peace processes in order to make more space for women’s participation in political and civil processes.
 Scope of Work: Adeso is seeking the services of a video producer/director/videographer to visually document the program’s areas of operation, showing how PROWOPP has impacted the target districts and beneficiaries. The pictures and short video will be used to create awareness about the program’s achievements in the lead up to its closing in September 2014. Photographs will be used in online and print publications. The videos will be used online as well as shown and distributed for external use.
The consultant will be expected to travel to four regions of Puntland in Somalia (namely Bari, Mudug, Sanaag and Sool) and:Take pictures of women councilors and women civil society members conducting activities that promote women’s participation in politics and peace building processes.Carry out short 2-3 minute Vox-Pop type interviews with community members, Adeso staff, local authorities and Ministry of Women’s Development and Social Affairs officials about the impacts of PROWOPP on their lives.Produce a project video that highlights accomplishments of the project to date.It is expected that the consultant will have good understanding of video producer and documentation. The ideal candidate(s) should possess the following qualifications and experience:Bachelor Degree in Communications or Equivalent subject;Outstanding videography skills;Outstanding photo and video editing skills;Five years experience working in Somalia;Proven ability to create and deliver effective training sessions;Experience working in remote areas, experience in Somalia preferred;Proven ability to work in multicultural environment.Consultancy Period: The consultancy will entail 10 days of work, with field travel from June 17th – 26th 2014. Position Purpose

POSITION SUMMARY

The Chief of Party will assume the leadership role within this WASH Program. S/he will be responsible for overall strategic leadership and oversight of the project and will ensure timely and efficient delivery of project’s results. S/he will be responsible for designing and sequencing activities, ensuring sound technical implementation, overseeing monitoring and evaluation, coordinating with key partners, engaging stakeholders, managing human and financial resources and donor reporting.

The COP WASH for this Program is responsible for leading and managing an experienced team focusing on these key objectives: • Increase water storage capacity in arid lands, through improving natural and artificial storage. • Improve WASH conditions at health facilities and nutrition centers frequently utilized during emergency response. • Improve access to safe drinking water sources, improve access to and usage of point of use water treatment products, promote good hygiene behaviors and use of sanitation facilities as a means of reducing diarrheal disease in areas with recurrent emergency levels of malnutrition and around areas of improved water storage. SPECIFIC ROLES AND RESPONSIBILITIES • Provide overall strategic and programmatic leadership and oversight within the consortium of project partners; • Ensure that project activities are meeting client and stakeholder expectations and that project results are pro-actively disseminated; • Work closely with the USAID, Government of Kenya, and other critical counterparts, to provide oversight of all project operations and reporting, ensuring the project is implemented successfully in full compliance with the USAID and GOK objectives, rules and regulations; • Provide oversight and leadership to project technical staff in the area of Mapping and Coordination, Sustainable livelihoods through WASH interventions, Sustainable Service Access, Natural Resource Management, Governance and Enabling Environments, Gender and Cross Cutting Issues, and Environmental Compliance; • Ensure synchrony and collaboration between technical staff from the various partner organizations and work with them to bring ideas, findings, and lessons learned to project leadership and the donor agency; • Prepare timely annual work plans and reports for the donor; • Supervise, mentor, manage and motivate staff for optimal performance of the project; • Co-ordinate and collaborate with partners and key stakeholders; • Document and disseminate project achievements and lessons on a timely basis; • Ensure strong stewardship of project resources including staff, finances and physical assets:

The successful candidate may have “not-for-profit” experience, or development partner experience, or both. The ideal candidate will have experience in developing and implementing WASH projects, and with working with like-minded teams and organizations. They must demonstrate achievements in their field, be service-minded and embrace principles of community-led and -driven development.Minimum of 10 years work experience in WASH engineering. Previous experience working in Kenya and/or East Africa strongly preferred; Demonstrated success in implementing programs aimed at increasing access to water and sanitation services, and/or small-scale wastewater treatment; Demonstrated knowledge of best practices in emergency and sustainable water and sanitation services from source to tap; A civil engineering degree with specialization in WASH or in the environmental sciences.

The GIS Analyst will be responsible for providing leadership in GIS mapping and spatial database development at scale. S/he will ensure timely and efficient utilization of GIS and remote sensing applications in furtherance of project objectives.

The GIS Analyst for this WASH Program is responsible for determining the spatial information needs of the project partners with regards to mapping of WASH infrastructure, migratory corridors, markets, pasturelands and status of resource use.

Specific Roles And Responsibilities

Provide technical leadership in the mapping and coordination activities including the use of existing data and the collection, storage, analysis and presentation of new geographical information; Support preparation of simple user-driven interfaces and decision-support tools for selected agencies; Supporting identification of data requirements to support WASH planning, protected area system and spatial planning; Validation of data (GIS imageries, maps, spreadsheets, reports, tables) sources from providers; Collated data formatted to ensure integration into the WASH-related databases of the Government of Kenya and other critical partners; Identification of GIS hardware, software and networking infrastructure needs for the program and development of internet-based applications for presenting the analysed GIS datasets; Establishing data access and data maintenance protocols; Working with all partners ensuring cross coordination of mapping activities and harmonization of information; Building the capacity of communities to map their own resources.Skills And Qualifications
