Gedo Regional Manager

The position:

The Gedo Regional Manager is responsible for ensuring a sound management of the Mandera team, through leading the team to effectively manage the health & nutrition and the education programmes in Gedo region (Somalia), as well as delivering on the accountability and compliance requirements.

Specifically, the position holder will coordinate Programme implementation and development, Administrative, Finance and Logistics functions at the Mandera/Gedo level, overall team management, security, communication and public relations, as well as represent the organization at the Mandera/Gedo level.

This position will be based in Mandera, with regular visits to Nairobi office and to Somalia when security allows.

Competencies:

The candidate must have a Masters degree or equivalent in Public Health or community development, with at least 5 years of experience in programme management, working with local authorities and communities, particularly in supporting local capacity building.

Should also demonstrate a sound experience and knowledge of effective financial and budgetary control and grant management, proven track record in key senior management roles (programme, financial, HR, logistics), and in high quality reporting and proposal preparation
for donors.

Other desirable skills include; strong leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; be flexible and adaptable to work in an unstable environment and have the ability to work under pressure with limited support.

The candidate should also be computer literate, comfortably handling the Microsoft Office products.

Finance and Administration Officer

The position:

The Finance and Administration Officer is responsible for both Health and Education Programme in Mandera on Financial and Administrative matters to ensure that programme support activities at Mandera office are conducted with efficiency, within the budget and in accordance with Trócaire policies and procedures.

The holder will aim to achieve the strategic and operational goals of the programme by monitoring cash flows and trends, ensure adherence to project budgets by tracking income and expense accounts against budgets, analyzing financial data and preparing financial reports, statements, and projections, in addition to coordinating programme support activities in Mandera office.

This position will be based in Mandera, with regular visits to Nairobi office.

Competencies:

The candidate must have a Bachelors degree in Finance/Accounting or Business Administration from a recognized University with strong finance and management background, in addition to CPA (III) or ACCA Level II.

A minimum of 5 years experience budgeting and reporting for donor funded projects preferably from the field level of an International NGO.

The candidate should also be computer literate with hands on experience using an advanced and computerized accounting system. Audits and office management skills is essential.

Other desirable skills include strong analytical, supervisory and leadership skills, ability to prepare and present concise and accurate financial reports, strong organizational skills, with the ability to plan, organize and implement various activities within a time pressured environment.

Finance Officer (Emergency Intervention)
9 month fixed term position

The position:

Finance officer will support the finance team during the period of the emergency drought intervention to ensure adherence to quality financial stewardship, internal control and compliance with Audit requirements for the Somalia Programme.

The position has a key focus on financial document review and data capture of financial operations and reporting related to the emergency interventions. This position is Nairobi based.

Competencies:

The candidate must have at least a Bachelors degree in Finance or Accounting from a recognized University in addition to a CPA (III) or ACCA Level II. A minimum of 5 years experience in a similar role is essential.

The candidate should also be computer literate with excellent knowledge and ability to use advanced and computerized accounting systems.

Technical Logistician - Nairobi

The position:

Under the supervision of the Logistics Coordinator, the Technical Logistician is responsible for management of equipment, vehicle pool and general installation and rehabilitations of Trocaire’s facilities. The Technical Logistician will also compliment and support the Supply Logistician in routine supply chain functions including procurement, storage and transport management.

The Technical Logistician is expected to be a flexible multiskilled person capable of providing technical support in different areas of the logistics function in the daily running of project activities.

The position is based in Nairobi with occasional travel to Mandera.

Competencies:

The candidate should be an experienced logistician with technical skills in at least 3 or more of the following areas; supply management, IT, radio communications, vehicle mechanics, energy/electricity and construction.

Minimum 5 years experience as a logistician with a humanitarian organization, computing / office technology, general principles of procurement and supply chain, basic knowledge of customs clearance procedures, and a valid driving license.

A graduate diploma from the Chartered Institute of Purchasing and Supplies (CIPS) or its equivalent is desirable.

The holder should also be a good communicator, both verbal and written, as well as have the ability to work both independently and as part of a team.

Description of the unit / department:

Trócaire works in partnership with local organisations to overcome poverty and promote justice in developing countries. The Horn & East Africa Regional Office (HEARO) in Nairobi is responsible for the management and implementation of Trócaire’s development and humanitarian programme work in Kenya, Ethiopia, Sudan, Somalia, and Uganda.

Background to the Role:

Given the frequency of natural disasters and conflict in the Horn & East Africa, the humanitarian response programme is the largest programme in the region and continues to grow.

This role plans and coordinates all of Trócaire’s humanitarian interventions, provides technical advice to programme staff and partners on proposed humanitarian interventions, and consolidates the trainings conducted in recent years with partners on Sphere, Good Enough Guide and LEGS

Reporting to: Regional Manger

Managing: One Humanitarian Project Officer, One Programme Assistant and providing technical support to two humanitarian programme officers

Contract Type: Temporary

Contract Duration: 2 years

Grade and Scale: Overseas Programme Officer

Location of Position: Nairobi, Kenya, Trócaire Horn & East Africa Regional Office with frequent regional and international travel

Scope of the Role: In close collaboration with Trócaire staff and partners, the post holder will manage and technically advise on humanitarian programme work and projects in the region.

The post holder will formulate contextually sound humanitarian management guidelines to include prevention, mitigation and response; plan and conduct assessments of potential emergencies; evaluate emergency response; build local emergency response capacity; ensure surveillance systems enable early identification of potential emergencies; provide the lead for early emergency response and : lead on fundraising and donor liaison for humanitarian interventions

Key Duties & Responsibilities Programmes

Assess and manage humanitarian and Disaster Risk Reduction (DRR) programmes and projects in the region, including review of proposals from partners, monitoring visits, review of partner reports, provision of support to partners;Assess current and potential local capacity in region, and the capacity of partners, to appropriately respond (pro-actively) to (emerging) humanitarian situations;Provide technical leadership and support for Disaster Preparedness and Emergency programmes leading to the development of a DRR approach;Support country programmes in the region and provide appropriate support, advice and direction in approaches and technical areas of emergency preparedness and disaster mitigation programming to the Programme Officers and LNGO’s in the Horn & East Africa;Ensure that partners are familiar and compliant with donor regulations in the areas of procurement and budget expenditure, and that legal requirements are fulfilled;Provide or facilitate appropriate training for LNGO staff in the design and management of high quality programmes in emergency response and DRR;Develop and implement a concept for dissemination of International Humanitarian Law, Code of Conduct and basic humanitarian principles amongst partners;Submit periodic reports and programme reviews detailing the impact of programmes and lessons learned;Assist the PO’s in monitoring and analysis of disasters in the region, including the political dimension, in order to enhance both response and advocacy;Provide regular information/situation updates to HEARO and Maynooth/Belfast.Systematically reflects on Humanitarian programme experience, research, and overall trends in order to feed into the regional programme;Facilitate project reviews and evaluations as required and ensure their documentation and dissemination;Ensure monitoring visits to partners are continuous and constant. Report written on each visit;Ensure appropriate responses are made to emerging trends in region, including discussion with partners on strategies and programme modification if required.Strengthen and build on existing relationships with Humanitarian networks and key stakeholders at different levels including like-minded agencies such as CAFOD, CIDSE / Caritas partners, etc.Identify new initiatives/partners, where Trócaire might wish to have a greater focus in the future;Maintain relationships with donor agencies, Church partners and other groups working on humanitarian programmes, so as to keep informed of main developments;Where necessary, liaise with local government officials and ensure that partners keep local authorities informed of Trócaire-supported programmes;Accompany visitors (Trócaire or external) to the programme and carry out promotional or media work as required.Monitor programme budget and expenditure to ensure efficient and effective use of Trócaire and donor funds and resources;Enhance the financial capacity of local partner organisationsSeek appropriate co-financing opportunities;Report to donors on progress and variations on budget expenditures.Oversee preparation of quality reporting for Trócaire and donors;Keep HEARO staff regularly informed of progress, impact of programme and any problems encountered.Participate in appropriate networks to ensure Trócaire is properly represented with regard to humanitarian intervention, including relevant UN cluster meetings;Work with the media to ensure that Trócaire’s humanitarian work is profiled nationally and internationally.Undertake other agreed tasks, related to Trócaire’s overall HEARO programme and the restructuring within Trócaire, at the request of the Regional Manager.Person Specification – Essential (E)

Qualification:

Trócaire Horn & East Africa Regional Office (HEARO) seeks to fill in the following 3 positions within its Regional programme.

Trócaire is the development agency of the Irish Catholic Church which works in solidarity with local development actors in over 30 countries throughout the world.

Trócaire works through local partners to implement programmes in the areas of Building Sustainable Livelihoods, Governance & Human Rights, Preparing & Responding to Emergencies, Responding to HIV/AIDS, Promoting Gender Equality and Demanding for Environmental Justice.

1. Country Representative -Somalia

The position: Based in Nairobi with occasional travel to Mandera and Somalia, the Country Representative will be responsible for providing leadership, management and strategic direction to Trócaire’s health, education and advocacy work in Somalia and aligning this work within the programming and advocacy agenda of the wider organization.

The role holder will represent Trócaire’s interests in Somalia, in particular liaising with stakeholders and working with the country, regional and HQ teams.

Competencies: Must have a postgraduate degree in Public Health, Development Studies, or a related field, coupled with at least five years’ management experience working with an international organization in the health sector, preferably in conflict or post-conflict situations.

Experience of managing operational programmes, good understanding and experience of project cycle management, budget management and a proven track record of securing donor funds and managing donor relationships in addition to strong writing, analytical skills and good security management skills are essential.

2. Advocacy and Grants Officer (Re-advertisement)

The position: Based in Nairobi, the Advocacy and Grants Officer will be responsible for coordinating Trócaire’s advocacy and grant management activities for Somalia. The position will work in close collaboration with the Country Representative, programme teams and advocacy and finance staff at country, regional and HQ levels.

Competencies: Must have at least a degree or its equivalent from a recognized university and a minimum of five years experience of working with an international organization.

Must have experience of managing advocacy work in in complex and politically sensitive environments, a good understanding of proposal development, project cycle and budget management and a proven track record of securing donor funds and managing stakeholder relationships.

Strong writing skills with ability to collate and analyze information are essential.

3. Assistant Finance Manager

The position: Based in Nairobi with occasional travel to various partners in the region, the position holder, in collaboration with the Regional Finance Manager, and other teams will ensure adherence to financial stewardship, internal control, promotion of good financial management practice and compliance with audit requirements for Trocaire regional programmes and partners.

The position comprises of day to day financial management support with special focus on partner assessment and development, audit coordination and follow up, proposal development and reporting for donor contracts.

Competencies:

Must possess a Bachelors degree in Finance or Accounting and a full accountancy qualification such as CPA-K, ACCA or CIMA with a minimum of 5 years experience in a similar role.
Extensive experience in financial management of EC and other institutional donor contracts, proposal review and development, management reporting, review and setting up internal control systems as well as carrying out audits of partner organizations.
Proven experience in use of financial management software (working knowledge of Agresso Business World an added advantage), strong analytical abilities, and ability to prepare concise and informative financial reports.
Good professional verbal and written communication skills.
