Job Description



The IRC WISH M&E Manager is responsible for providing M&E leadership and support across the IRC WISH programme in Somalia, Uganda, South Sudan and Ethiopia, ensuring timely and accurate submission of data and adherence to WISH2ACTION protocol, standards, and timelines. The MEL Manager will work with in country M&E coordinators to integrate WISH2ACTION M&E processes within their organization’s systems, liaising directly with Regional Measurement Coordinator and building local-level capacity to collect and use high quality, robust data to improve WISH programming in the Focus Countries. The Country ME&L Manager proactively identify, troubleshoot and escalate issues related to M&E and data. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub.



KEY TASKS



Data quality and collection



• Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training



• Ensure timely submission of monthly data of all IRC WISH countries including proactive supervision and follow-up with country teams to ensure ongoing data collection.



• Ongoing review of data to assess completeness, accuracy, and quality standards are met including periodic review of data records at SDP level



• Provide technical support to service delivery sites across all service delivery sectors and channels within the WISH Project Implementation areas to support sound data collection and quality assurance processes and ensure auditable data



• Reconcile data from WISH sites in Ethiopia, Uganda, South Sudan and Somalia at least monthly



• Systematically respond to data-related queries from IPPF’s WISH2ACTION team and (when required) DFID’s Third-Party Monitoring agency



• Oversee regular and ad hoc rapid data quality assessments/ audits and support implementation of action plans for IRC WISH Countries



• Work with Country M&E focal persons to ensure Quality of Care data are routinely collected across all project sites and entered into the WISH2ACTION data platform



• Support Third Party Monitoring data audits and verification



Data systems



• Ensure use of IPPF’s WISH2ACTION Data Platform, including training and support in South Sudan, Ethiopia, Uganda and Somalia



• Coordinate with IRC Technical staff and Data Systems to ensure that the WISH2ACTION Data Platform meets needs of the WISH team for collecting, reporting, visualizing and using data in the Focus countries



• Ensure standardization of data definitions and mapping of SDPs, services and data codes from existing Local systems to WISH definitions, codes and systems



• Enforce data management practices and standards across the WISH countries



• Troubleshoot and escalate Data management related issues to the Senior RH Coordinator and Relevant Technical focal points.



Use of data for decision-making



• Participate in monthly data review meetings with IPPF’s WISH2ACTION team and support development of action plans as needed to course correct



• Coordinate monthly data review meetings with country teams including M&E staff, WISH program management, staff and service providers, developing action plans to strengthen data quality and course correct as needed



• Model and support use of data for supportive performance monitoring at Country Level, and consortium level( where IRC is the Lead partner)



• Support dissemination and uptake of evidence and learning across the programme



Monitoring and evaluation



• Coordinate annual client exit interviews and other periodic data collection initiatives including Barrier Analysis and PEER methodology at the country level, working in conjunction with external/ WISH Hub technical experts to:



o Ensure local ethics review



o Identify and contract local researchers and enumerators



o Ensure adherence to global protocol and timelines



o Support implementation, cleaning and entering data



o Use and dissemination of findings at the country level



• Draft monitoring and evaluation sections of reports and quality assure all quantitative and qualitative information



Capacity Building



 Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills.



 Based on findings, develop an M&E capacity building plan and support implementation of the same



 Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.



KEY WORKING RELATIONSHIPS:



• Support M&E WISH staff as relevant for country context/budget (e.g., branch and M&E coordinators, data entry clerks)



• Frequent and direct contact with IPPF’s WISH2ACTION Evidence & Learning team;



• External Donors - DFID’s Third-Party Monitoring Agency.



EDUCATION & QUALIFICATIONS



• First Degree in Statistics, Actuarial sciences, Economics or relevant degree.



• Master Degree in Project management or Data related studies will be an added advantage



• Competency in Use of Microsoft Office, Statistical packages- SPSS and STATA.



• At least 5 years work experience in Monitoring, Evaluation and Learning.



PROFESSIONAL EXPERIENCE



 Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages



 Experience with data management practices and procedures for large-scale programmes, ideally within Payment by Results programmes



 Experience implementing procedures and practices to ensure data quality and verification, including data quality assessments



 Experience using DHIS2 for data collection, reporting and visualization



 Experience with using supportive approaches to building capacity at service delivery points to accurately record, document, report and use data



 Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;



 Excellent interpersonal and problem-solving skills;



 Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;



 Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail



 Record of delivering successful and innovative solutions to challenges



SKILLS



 Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, and mixed method) and data collection and analysis methodologies



 Proven technical skills in data management including data collection, cleaning, analysis and use across complex, large scale programmes



 Skilled at and passionate about supporting the use of data for decision-making, strategizing and course correction



 Training and Facilitation skills.

Qualifications



  • Must hold a Diploma in Clinical Medicine or Nursing.

  • Training in Computer Science, Information Technology, Information Management Systems (IMIS) or Biostatistics.

  • Minimum of two years’ work experience in a busy government health facility with different EMR systems and proficient in accessing, copying and cleaning of EMR.

  • Excellent knowledge and experience in at least one statistical analysis package (SAS, STATA, SPSS, R): experience in managing electronic data collection In clinical settings added advantage.


Responsibilities



  • Participate in design of data collection tools.

  • Participate in data retrieval from the EMR, data entry, cleaning, analysis and interpretation.

  • Carry out date downloading end uploading from mobile devices, oversee data entry into the Remote Date Entry system.

The KEMRI-Wellcome Trust Research Programme is well known internationally for its work in improving global health. The Programme has a diverse clinical research programme that includes clinical trials of disease prevention, vaccines, management of acute illness, basic science and translation of research finding into global health policy.

Job Description: The Study Clinical Officer (CO) will be responsible for the managing one of the study sites in part of the clinical trial titled “Antibiotics for Children with Severe Diarrhea (ABCD) Trial”. She/he will oversee a study team responsible for screening, enrollment, follow up, and management of care study participants. She/he will also be responsible for performing physical examination, administration of study investigational product.


The Study CO will also be responsible for data collection, direct data entry, and responding to data queries She/he will be based in Nyanza where patient recruitment will be happening.


The Study Clinical Officer will report directly to the Study Coordinator and will be a part of a large clinical-research team located in Kenya and the United States.


Qualifications



  • Diploma in Clinical Medicine

  • At least three (3) years working experience in clinical research or in a busy clinic setting

Responsibilities



  • Screen and consent study participant who meet the eligibility criteria

  • Perform baseline and follow up physical examination

  • Attend to study participants at the health facility and do daily ward rounds

  • Administer the investigational product to the enrolled study participant

  • Management and recording of incidental illnesses and any side effects from the study investigational product

  • Make diagnoses and decisions to admit patients per the study protocol

  • Ensure accuracy, correctness and completeness of questionnaires by performing quality control

  • Ensure real time data entry of the questionnaires into the database within 24 hours

  • Present weekly and monthly reports of clinic activities on patients enrolled and all excluded patients and reasons for exclusion where applicable plans for follow up

  • Record and report any SAEs observed or reported by the care giver immediately within 24 hours of becoming aware

  • Maintain a chart of initial and follow up visits by clients to track their progress and clinic attendance

  • Collect specimens and ensure tracking to ensure delivery oversee the work in the laboratory

  • Perform verbal autopsy on all cases of mortality occurring at home

  • Maintain proper communication between clinic and Study Coordinators office

  • Manage study clinic staff at the study site

  • Manage stock inventory within the study site

  • Make weekly reports on the administration of aspects of responsible study site

  • Address weekly data queries

  • Fill-in for site staff members when necessary

  • Perform other duties that may be given by the Study Coordinator and investigators

Location (negotiable): Kenya is our most preferred location for this role. The role entails traveling up to 40% of the time to work with the DDD offices, subcontractors and clients.


SUMMARY OF POSITION


DDD seeks a Head of Global Operations to join its senior management team. This position reports to the CEO/President and holds both strategic and tactical roles in managing all operations function across DDD. These include operations in Cambodia, Laos, and Kenya with over 1,500 total staff with a possible expansion to India, United States, and the Philippines. DDD also has ongoing relationships with subcontractors located throughout Asia and Africa. The Head of Global Operations manages these operations through direct reports individually responsible for each location.


KEY RESPONSIBILITIES



  • Deliver financial results and operational excellence:

    • Assume responsibility for delivering projected gross margins for DDD’s business.

    • Direct and lead operations function to successfully deliver contractual obligations, meet agreed service levels, and perform on key performance indicators/project milestones, for example, productivity improvement, quality, on-time delivery, responsiveness to customers.

    • Optimize existing operations by implementing operational efficiencies leading to sustainable margin improvements.

    • Drive organic growth through high customer satisfaction and provide customer facing delivery leadership.



  • Lead DDD’s business operations team:

    • Supervise the leadership of all business operating departments including Production, Project Management, Quality, IT and Solutions.

    • Set goals for and manage performance of the management, staff, vendors.

    • Respond to the demands of growth and catalyze growth by developing and implementing delivery strategies around new planned service offerings



  • Lead IT and Solutions:

    • Provide ownership and leadership for IT infrastructure and security, business continuity and disaster recovery.

    • Build and manage IT groups that develop the software necessary to support production and process engineering in operations.
      Provide domain and technical thought leadership, develop solutions and resource competencies to meet client requirements.



  • Develop and implement strategic operations plans:

    • Participate in strategic planning, program development, and decision-making as a member of the Senior Management team.

    • Lead expansion of operations at both the strategic and tactical level as the business continues its organic growth.

    • Maintain DDD’s technology and skills roadmap in support of new service offerings.




REQUIRED QUALIFICATIONS AND TRAITS FOR SUCCESS



  • 10+ plus years of relevant delivery leadership experience in leading BPO services delivery including, but not limited to managing and scaling multi-country, multi-location BPO operations with headcount of 5000+ FTE’s.

  • Possesses strong business and industry acumen with an entrepreneurial mindset.

  • Proven ability in developing reporting of results, insights gained and implementing a continuous improvement process and culture.

  • Be a ‘change agent’ in using technology, tools, and processes to transform delivery operations into a competitive advantage.

  • Must be able to work effectively in a multicultural environment. Possess extensive experience managing large groups; experience managing staff divided among multiple locations preferred.

  • Proven ability to attract high quality operations talent across all levels in the Operations team.


PREFERABLE ATTRIBUTES



  • 10+ years of relevant domain expertise in content digitization and data services.

  • Experience in machine learning and AI services including training data services, computer vision, and natural language based offerings will be highly valued and experience in AWS Cloud is an advantage.
