Job Title: Research Officer, BBC Media Action



Reports to: Project Director, BBC Media Action



Based: Nairobi (with possible travel to other regions of Kenya, Uganda and Tanzania)



Contract: Part-time (approx. 2.5 days per week)



Duration: Fixed term-contract to December 2019



Start date: February 2019



Summary of the role



BBC Media Action is recruiting a Research Officer (RO) to support the research activities under a new media and communication project focused on strengthening the capacity of media professionals and technical experts to respond to the climate and weather information needs of audiences living in select regions of Northern Kenya, around the Lake Victoria shores of Kenya, Uganda and Tanzania, and the coastal strip of Kenya.



The RO will be responsible for implementing the project’s monitoring and evaluation activities, including training and mentoring media professionals on gathering data for ongoing audience research, monitoring practitioners’ development, liaising with experts to undertake content analysis on media outputs, and collating project and research data to report on key indicators periodically.



The RO will also be responsible for leading the project’s final qualitative evaluation. This will include assisting in the design of research tools, implementing and overseeing fieldwork and conducting the analysis and reporting of data. As such, the RO will be expected to have substantial experience in qualitative research methods (designing tools, conducting fieldwork and analysing/reporting on qualitative data). Experience in training non-researchers in research methods is desirable.



The role will be supported by a Research Manager (RM) based in BBC Media Action’s London office.



The role will be based at the BBC Media Action office in Nairobi.



The role is funded on a part-time basis of 10 days per month (approx. 2.5 days per week). There may be some need for flexibility in terms of when these days are worked in a particular month (e.g. during busy periods of fieldwork, it may be necessary to work more than 2.5 days in a week).

BBC Media Action, the BBC’s international development charity, uses the power of media and communication to support people to inform, connect and empower people around the world, helping them to improve their own lives.



Working with broadcasters, governments, other organisations and donors, BBC Media Action provides information and stimulates positive change in the areas of governance, health, and resilience and humanitarian response. In addition, BBC Media Action trains journalists and reaches audiences with local broadcast partners. In line with the BBC value of audiences being at the heart of everything we do, research with audiences is embedded across our project life cycle.



BBC Media Action’s Research Group conducts research in order to understand our audiences and the impact of our programmes. BBC Media Action has an integrated team of up to 100 specialist qualitative and quantitative researchers based both in the UK and our country offices. This team provides research and evaluation to support the development and impact assessment of our projects. We undertake research at audience, practitioner, organisation and system levels, including:



· Formative research to guide the development of projects, including literature reviews, qualitative and quantitative primary research.



· Pre-testing/piloting of media outputs with audiences, to feed into programme development.



· Monitoring project progress including audience reactions.



· Evaluation of the impact of our projects.



Job Purpose

The RO would be responsible for ensuring that research reflects the needs of the project, and ensuring that research findings are effectively communicated to all key stakeholders.



As the project involves training and supporting media trainees to conduct audience research, including qualitative data collection, analysis and reporting, experience in training non-researchers in research methods is desirable.



The position is based in Nairobi and may involve travel to other regions of Kenya, Uganda and Tanzania.



Main Duties



· Under the supervision of the London-based Research Manager, implement the project’s monitoring and evaluation activities. This will include designing qualitative research and tools and conducting fieldwork such as moderating focus groups and conducting in-depth interviews.



· Act as a central point for project and research data collected across the project, and reporting on key indicators at three key milestones.



· Provide training, mentoring and oversight to media practitioners on conducting audience research, and collate this research to report on project indicators



· Facilitate meetings between a panel of experts with experience in climate and weather services and media practitioners who are being supported and trained under the project



· Liaise with the panel of experts and project staff to undertake content analysis on media outputs developed as part of the project



· Work with project staff to monitor media practitioners ongoing development, using pre-designed tools



· Lead on the design and implementation of the final qualitative evaluation, including fieldwork coordination and logistics planning, data collection, analysis and reporting.



· Communicate effectively to all key project stakeholders to ensure effective project communications and management.



· Communicate effectively with the London-based Research Manager.



Essential Knowledge, Skills and Experience



· Experience of designing and managing qualitative research in support of practical outcomes.



· Strong qualitative data analysis skills



· Experience of undertaking qualitative fieldwork (including focus groups and in-depth interviews)



· Experience of adapting methods to challenging and resource-constrained conditions



· Strong report writing and presentation skills, communicating in non-technical language to a range of audiences such as media and development practitioners.



· Excellent track record of delivering research findings on time, and to a high standard.



· Ability to quality assure qualitative analysis and reporting.



· Strong time-management skills



· Fluent in written and spoken Swahili and English.



Desirable Knowledge, Skills and Experience



· Understanding of development issues in Kenya



· Experience of conducting training in research methods to non-researchers



· Experience in research around resilience issues such as climate change or adaptation.



· Experience working with media organisations in applying research



· Experience of conducting content analysis of media outputs/programmes



· Experience of using mobile phones/SMS to collect monitoring data

Job Description



The Grants and Budget Manager (WISH) is responsible for providing grants and budgets leadership and support across the WISH programme in Somalia, South Sudan, Ethiopia and Uganda. S/he will play a critical role in ensuring transparency, accountability, effective grant management and compliance in all aspects of the WISH Project. The Grants and Budget Manager is the focal point for donor reporting, information management, grants management and capacity-building efforts within the WISH programme. The Grants Manager also provides key support to the Senior SRH Coordinator (WISH) in programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations and other key functions as required.



KEY TASKS**



Grants and Budget Management



• Review, track, and analyze expenditures for the WISH Project from the Technical Unit and WISH country Programs



• Ensure project expenses are reasonable, allocable, and prudent and spent in accordance with the donor’s rules and regulations



• Work closely with Regional/ Global team to ensure all IRC WISH project budget monitoring, payments and booking of expenses by providing monthly budget versus actual reports to Budget Holders and in Country Teams.



• Work with relevant Country Finance Managers, Health Unit and HQ-based finance staff to ensure accuracy of the WISH financial reports and promptly identify and advise the Senior RH Advisor and DDPs and applicable grant leads on areas of concern



• Coordinate and coordinate approval of agreements, amendments, cost extensions and no-cost extensions for WISH Project.



• Identify and manage all financial, grants management, sub-grant awards and operational risks in collaboration with relevant Country and Technical Unit Staff.



• Supports WISH country programs(Somalia, South Sudan, Uganda and Ethiopia) in preparing, reviewing and modifying WISH related memoranda of understanding and sub-grant agreements as needed and ensures DFID T&Cs are met in such country engagements.



• Review financial controls and liaise with relevant country office leads to update policies and procedures



Donor Reporting and Compliance



• Preparation and timely submission of high quality programmatic and financial reports to by IRC WISH countries and the IRC Global to IPPF.



• Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial donor reports



• Support RH technical team as needed in development of proposals for new development opportunities, including review of concept notes, proposals and budgets.



• Manage OTIS (Opportunity Tracking Information System) workflow for the WISH grants, agreements and amendments.



• Assist in donor relations; participate in calls with select donors, represent the IRC WISH Team at donor meetings as required



• Ensure quality information management through regular maintenance of grant files, developing compliance sheets, updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.



• Monitor and facilitate compliance of programs with DFID donor and IRC requirements and raise issues affecting external/internal compliance to the Senior RH Coordinator (WISH) and the relevant Country and regional teams



Other support for the WISH project and ongoing RH initiatives



• Provide logistical assistance in the planning and execution of RH workshops, meetings, and trainings where needed



• Assist RH team members with development of external reports, Web content, presentations and technical tools as needed



• Works with the WISH Project Team at RH Unit and Country Level to prepare and support Third Party Monitoring activities as communicated by IPPF



• Support program development, monitoring and evaluation, communications and external relations activities as requested.



• Build grant management capacity of Country office staff by facilitating training, and providing one-on-one follow up support, in report writing, proposal development, WISH Budget Tracking and other topics



• Keeps a track of the IRC implementation of its contractual obligations on the WISH Project and maintains a schedule of project deliverables and reporting dates.

Frequent and direct contact with IPPF’s WISH2ACTION Finance and Compliance team; May be in contact with DFID’s Third-Party Monitoring Agency



EDUCATION & QUALIFICATIONS



 Degree in Business, Accounting, Finance, or related field relevant to the position requirements;



 Certified Public Accountant or other professional qualification in accounting is an added advantage



 At least eight years of experience in financial management for large complex projects, of which at least five years were working in the field of international development;



PROFESSIONAL EXPERIENCE



 Thorough knowledge of finance processes, systems and principles;



 Well versed in computerized accounting applications



 Record of delivering successful and innovative solutions to challenges



 Familiarity with international standards for key program areas (Sphere standards, health, protection, gender-based violence and livelihoods standards);

Responsibilities:



  • Develop company quality management policy and review every year as part of company commitment to quality matters.

  • Design Process flow charts and Standard operating procedures (SOPs) for each stage of production and ensure staff follow them.

  • Implement products traceability processes that help deal with quality issues, validating processes by establishing new and existing products specifications and quality attributes.

  • Train new and existing staff on quality matters and the company general quality Management system .Evaluate the effectiveness of the training every six months and give a report.

  • Undertake materials testing and sampling of items during production and keeping records of the same. Develop quality checks sheets for each production section

  • Highlight quality control points, setting quality performance goals for each section and giving monthly reports on the same.

  • Enforce any other quality control system that may be introduced by the management.

  • Undertake other duties as may be assigned by the Management.


Qualifications:



  • Hands-on work experience in Quality control Management systems in Auto accessories manufacturing /vehicles bodybuilding.

  • Insightful knowledge of techniques involved in metal fabrication, vehicle parts fitment, welding, CKD assembly, spray painting/powder coating and sandblasting, ROPs and other fabricated accessories.

  • Ability to use CAD software and CNC system, interpret drawings and jobs briefs.

  • Bachelor degree in Mechanical engineering/Management Science/Quality Management system. Quality

  • Management system or performance improvement systems certifications e.g. ISO, Kaizen.

  • Good communicator, able to give feedback and enable upward/downward communication. Excellent problem-solving skills, a curious and good eye for quality.

Proposal Development (40%)



· Identify specific funding opportunities (Institutional donors including, US, UN, EU and other Government funding) through necessary mapping and research in the 3 country programs/emergency operations and then provide proposal development support according to agreed priorities (preparedness and readiness to respond)



· Lead and/or coordinate the timely submission/response to calls including writing high quality concept notes and proposals



· Assist remotely as well as provide in-country support for the proposal development and writing process (including log frames, work plans, budgets and monitoring templates)



· Conduct the necessary research to support the technical content of concept notes and proposals (including liaison with relevant technical staff in country)



· Maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals



· Ensure that all rules and regulations required by the donor are adhered to and included in the proposal. This can include donor liaison when in the country



· Finalize, package and submit proposals in collaboration with the GFT in Geneva according to donor specifications and deadlines and LWF quality standards



Monitoring and Evaluation (15%)




  • Work closely with the M&E focal points in country and the Regional M&E Advisor to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked

  • Carry out regular and continuous site visits to track project progress, measure performance, and ensure accountability to the targeted communities as well as compliance with donor rules and regulations



Capacity Building (10%)




  • Provide training support and build capacity of the implementing project officers in the country programs. This will include internal workshops as well as identifying external training opportunities

  • Liaise with the GFT in Geneva to develop and conduct training modules with key staff in country programs (eg. ECHO, EuropeAid, USG etc).



Grants Management (30%)




  • Manage assigned grants’ proposal development, monitoring, timely reporting and close out of grants.

  • Ensure that the approved grants are in compliance with donor requirements

  • Maintain the relations with respective donors in country

  • Identify sources of co funding for new funding opportunities (including timely discussions with potential co funding agencies)



Other (5%)

Qualifications, Experience and Competencies



· Master’s degree in humanitarian or development work, and/or other related social science field



· Minimum of 5 years of professional experience in International humanitarian and development programs. Experience in project plan donor networks. Work experience with institutional donors including ECHO & Europe aid is required.

Key Responsibilities



· Assist the LWF Kenya-Djibouti-Somalia Program Manager or his/her designate in the overall coordination, management and support of all LWF projects in the Program



· Together with the Program Manager develop comprehensive and clear orientation, briefing and induction courses/programs for newly recruited staff and/or existing staff employed in a new capacity within the program



· Provide guidance to project staff in the design and execution of needs assessments, baseline surveys, community consultations and prioritization exercises

BACKGROUND
UN-Habitat has been active in the Somalia urban sector for more than 20 years and currently is implementing a portfolio of interventions worth USD 50 million with communities, local authorities and central government. The activities have evolved from responding to immediate local needs for reconstruction to systematic attempts to address sustainable urban development through integrated human settlement programmes. Somalia is faced with one of the highest urbanization rates across Africa and beyond, and there is a strong link between urbanization and displacement caused by natural disasters, civil unrest and other internal conflicts.



Currently, UN-Habitat’s portfolio and interventions are being aligned with the changed political and socio-economic context in Somalia in general and towards response to the needs of new member states and urban centres affected by rapid growth and large scale displacement in southern and central Somalia in particular.



UN–Habitat is an active member of the UN Country Team and works in support and the Somalia National Development priorities and the Somaliland NDP II as well as contributes to the Pillar Groups, and Durable Solutions initiatives. UN-Habitat Somalia provides support across the following thematic fields; local governance, shelter and protection in the context of urbanization, livelihoods, infrastructure and return and integration linked to durable solutions.
RESPONSIBILITIES
Under the overall supervision of the Officer-in-Charge of Somalia Programme, the incumbent will be in charge of the following responsibilities under the Dhulka Nabaada and EU Stabilization project.




  • Works with key clients to facilitate the development, implementation and evaluation of the Dhulka Nabaada and EU Stabilization project etc.; monitors and analyses specific aspects of projects development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

  • Carries out land related research on selected aspects of programmes, operations and other activities.

  • Provides substantive support for land related policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.

  • Assists with the setting up of land dispute resolutions.

  • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

  • Participates in land related survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions.

  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.

  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.

  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.

Education
Advanced university degree in law, land administration, political science or any related field.
A first level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.



Professional Experience
A minimum of four years of experience in legal technical advisory work, capacity building and development of training manuals and experience working with local institutions (municipalities, local government and academia). Experience working in post-conflict environment is required. Experience in Somalia is desirable.



Language
Proficiency in English (both oral and written) is required. Knowledge of Somali language is an advantage.

The Aga Khan Hospital, Mombasa is an institution of Aga Khan Health Services, Kenya which is an Agency of Aga Khan Development Network. The hospital is part of an integrated health system that includes Hospitals and outreach health centers across East Africa.


Responsibilities:



  • Dispense prescriptions accurately.

  • Communicate with prescribers any time a prescription order is unclear or potentially harmful for a patient.

  • Ensure patients’ safety by checking for potentially dangerous drug interactions.

  • Counsel patients on proper medication use and their potential side effects

  • Giving drug information to user departments

  • Checking pharmaceutical stock to determine inventory level

  • Anticipating needed medications and supplies and placing and receiving orders from stores

  • Collecting data on Medication errors, near misses and interventions and submitting on a monthly basis.

  • Perform administrative tasks including proper documentation, adequate inventory management and generation of adequate reports

  • Setting and enforcing workplace policies

  • Keep up to date on drug approvals, product recalls and ensure compliance with regulatory authority.

  • Educate doctors, nurses and other healthcare providers about new medications and drug therapy protocols.


Qualifications:



  • Bachelor’s Degree in Pharmacy

  • 2 years’ experience in a Hospital, retail or industry pharmacy

  • Registered with the Pharmacy & Poisons Board

  • S/he must demonstrate an understanding of quality initiatives not limited to JCIA and ISO

  • S/he should have strong leadership, people management, negotiating and influencing skills with the ability to build relationships and encourage consensus, partnering and networking at all levels.

  • Demonstrated critical thinking skills in the problem-solving process.

  • Ability to organize workload and identify priorities appropriately
