Job Description



The IRC WISH M&E Manager is responsible for providing M&E leadership and support across the IRC WISH programme in Somalia, Uganda, South Sudan and Ethiopia, ensuring timely and accurate submission of data and adherence to WISH2ACTION protocol, standards, and timelines. The MEL Manager will work with in country M&E coordinators to integrate WISH2ACTION M&E processes within their organization’s systems, liaising directly with Regional Measurement Coordinator and building local-level capacity to collect and use high quality, robust data to improve WISH programming in the Focus Countries. The Country ME&L Manager proactively identify, troubleshoot and escalate issues related to M&E and data. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub.



KEY TASKS



Data quality and collection



• Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training



• Ensure timely submission of monthly data of all IRC WISH countries including proactive supervision and follow-up with country teams to ensure ongoing data collection.



• Ongoing review of data to assess completeness, accuracy, and quality standards are met including periodic review of data records at SDP level



• Provide technical support to service delivery sites across all service delivery sectors and channels within the WISH Project Implementation areas to support sound data collection and quality assurance processes and ensure auditable data



• Reconcile data from WISH sites in Ethiopia, Uganda, South Sudan and Somalia at least monthly



• Systematically respond to data-related queries from IPPF’s WISH2ACTION team and (when required) DFID’s Third-Party Monitoring agency



• Oversee regular and ad hoc rapid data quality assessments/ audits and support implementation of action plans for IRC WISH Countries



• Work with Country M&E focal persons to ensure Quality of Care data are routinely collected across all project sites and entered into the WISH2ACTION data platform



• Support Third Party Monitoring data audits and verification



Data systems



• Ensure use of IPPF’s WISH2ACTION Data Platform, including training and support in South Sudan, Ethiopia, Uganda and Somalia



• Coordinate with IRC Technical staff and Data Systems to ensure that the WISH2ACTION Data Platform meets needs of the WISH team for collecting, reporting, visualizing and using data in the Focus countries



• Ensure standardization of data definitions and mapping of SDPs, services and data codes from existing Local systems to WISH definitions, codes and systems



• Enforce data management practices and standards across the WISH countries



• Troubleshoot and escalate Data management related issues to the Senior RH Coordinator and Relevant Technical focal points.



Use of data for decision-making



• Participate in monthly data review meetings with IPPF’s WISH2ACTION team and support development of action plans as needed to course correct



• Coordinate monthly data review meetings with country teams including M&E staff, WISH program management, staff and service providers, developing action plans to strengthen data quality and course correct as needed



• Model and support use of data for supportive performance monitoring at Country Level, and consortium level( where IRC is the Lead partner)



• Support dissemination and uptake of evidence and learning across the programme



Monitoring and evaluation



• Coordinate annual client exit interviews and other periodic data collection initiatives including Barrier Analysis and PEER methodology at the country level, working in conjunction with external/ WISH Hub technical experts to:



o Ensure local ethics review



o Identify and contract local researchers and enumerators



o Ensure adherence to global protocol and timelines



o Support implementation, cleaning and entering data



o Use and dissemination of findings at the country level



• Draft monitoring and evaluation sections of reports and quality assure all quantitative and qualitative information



Capacity Building



 Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills.



 Based on findings, develop an M&E capacity building plan and support implementation of the same



 Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.



KEY WORKING RELATIONSHIPS:



• Support M&E WISH staff as relevant for country context/budget (e.g., branch and M&E coordinators, data entry clerks)



• Frequent and direct contact with IPPF’s WISH2ACTION Evidence & Learning team;



• External Donors - DFID’s Third-Party Monitoring Agency.



EDUCATION & QUALIFICATIONS



• First Degree in Statistics, Actuarial sciences, Economics or relevant degree.



• Master Degree in Project management or Data related studies will be an added advantage



• Competency in Use of Microsoft Office, Statistical packages- SPSS and STATA.



• At least 5 years work experience in Monitoring, Evaluation and Learning.



PROFESSIONAL EXPERIENCE



 Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages



 Experience with data management practices and procedures for large-scale programmes, ideally within Payment by Results programmes



 Experience implementing procedures and practices to ensure data quality and verification, including data quality assessments



 Experience using DHIS2 for data collection, reporting and visualization



 Experience with using supportive approaches to building capacity at service delivery points to accurately record, document, report and use data



 Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;



 Excellent interpersonal and problem-solving skills;



 Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;



 Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail



 Record of delivering successful and innovative solutions to challenges



SKILLS



 Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, and mixed method) and data collection and analysis methodologies



 Proven technical skills in data management including data collection, cleaning, analysis and use across complex, large scale programmes



 Skilled at and passionate about supporting the use of data for decision-making, strategizing and course correction



 Training and Facilitation skills.

Responsibilities:



  • Develop company quality management policy and review every year as part of company commitment to quality matters.

  • Design Process flow charts and Standard operating procedures (SOPs) for each stage of production and ensure staff follow them.

  • Implement products traceability processes that help deal with quality issues, validating processes by establishing new and existing products specifications and quality attributes.

  • Train new and existing staff on quality matters and the company general quality Management system .Evaluate the effectiveness of the training every six months and give a report.

  • Undertake materials testing and sampling of items during production and keeping records of the same. Develop quality checks sheets for each production section

  • Design products blueprint using Autocad software’s and operation of the CNC machine and oversee its full roll-out phase. Maintain a soft and hard copy gallery of prototypes done.

  • Highlight quality control points, setting quality performance goals for each section and giving monthly reports on the same.

  • Enforce any other quality control system that may be introduced by the management.

  • Undertake other duties as may be assigned by the Management.


Qualifications:



  • Hands-on work experience in Quality control Management systems in Auto accessories manufacturing /vehicles bodybuilding.

  • Insightful knowledge of techniques involved in metal fabrication, vehicle parts fitment, welding, CKD assembly, spray painting/powder coating and sandblasting, ROPs and other fabricated accessories.

  • Ability to use CAD software and CNC system, interpret drawings and jobs briefs.

  • Bachelor degree in Mechanical engineering/Management Science/Quality Management system. Quality

ACDI/VOCA is promptly seeking a Monitoring and Evaluation Lead for the upcoming USAID Title II Development Food Security Activity (DFSA) in Kenya. The DFSA in Kenya is anticipated to be a multi-year project to address the underlying causes of chronic food insecurity. The activity will aim to sustainably reduce levels of acute malnutrition and increase food security in the most vulnerable households in northern Kenya. The Monitoring and Evaluation Lead, a member of senior management team, will play a critical role in generation and analysis of quality evidence and data through monitoring, assessments, and evaluations.S/he will lead design and development of monitoring systems, conduct data assurance and effectively promote evidence-based program management.



Responsibilities




  • Provide technical leadership for M&E to the project team to ensure USAID and Food for Progress M&E requirements are met

  • Guide data collection, management of the data, and display of the results including reporting and dissemination, building capacity of M&E and technical staff, and ensuring compliance

Background and Justification



UNICEF seeks to contribute to the realization of the rights of all children, especially the most disadvantaged. Since learning and skills development are key areas to achieve this envisaged impact, UNICEF’s Strategic Plan 2018 – 2021 in its goal area 2 includes a focus on strengthening education systems to effectively support children and adolescents to learn and to develop skills for personal empowerment, active citizenship, non-violence, gender equality and employability, both in and out of schools, including in humanitarian situations.





Investing in adolescents’ learning and skills development – including in particular, the most disadvantaged adolescents – is a priority that UNICEF has identified for the second decade of a child’s life. This priority links directly to the achievement of SDG targets, including those related to ending poverty in all its forms, enhancing education and life learning opportunities and promoting employment and decent work for all. Strategies adopted by UNICEF to provide better opportunities for adolescents to be productive and break intergenerational cycles of poverty include 1) accelerating programming for the retention of primary school students, transition to post-primary education and secondary completion with a focus on quality and learning outcomes; 2) investing in programmes that nurture adolescents as innovators and critical thinkers, both through formal or non-formal learning environments; 3) supporting social protection approaches that build the skills and knowledge required for employability and entrepreneurship; and 4) eliminating child labour, in particular hazardous work, for children who are old enough to work.



UNICEF is working towards strengthening policy and programme interventions that improve skills development for adolescent boys and girls (10-17 years) by contributing to their learning of content and skills and by providing them with increased opportunities for employment, entrepreneurship and citizenship. This area of work will follow a multi-sectoral approach and build on the evidence and expertise generated by the various sections within UNICEF (education, child protection, adolescents and social inclusion) as well as the expertise of other organizations.



Since issues of employability and employment require an approach that links both the supply and demand side, collaboration between key multilateral actors is a critical component of our work and it is built on 1) good practices in areas of learning and employability of adolescents; 2) the complementarity of roles between these organizations; and 3) lessons learned from existing regional/country level collaboration in the area of learning and employability.



UNICEF’s work on skills development has a clear focus on the most disadvantaged adolescents, both those who are 10-14 years and who dropped out of school or are at risk of dropping out, and older adolescents who are not in school or training or employment. Hence all programming aims to be multi-sectoral and address issues of exclusion, among others through social inclusion schemes, addressing social norms as well as providing better learning and employability opportunities for young people.





Scope of Work



  • Goal and Objective: Under the supervision of the Regional Education Advisor the consultant will provide technical advice for scale up of country office programming on skills for employment and transitions to the workplace. The consultant will bring an understanding of existing evidence and multi sectoral interventions in adolescent skill development and employability, including social inclusion, and apply a participatory and consultative process to the development of products and programs. The consultant will support the development of the programming documents for Ethiopia, Kenya and Uganda, with specific attention to the joint results frameworks (Including Theory of Change, Results and Indicators). The consultant will coordinate with country office focal points on planning and drafting programme documents and support timely and quality inputs on programme design from the involved agencies, the donor and the private sector. The programme design will be in line with the Global Visioning paper on “Inclusive Jobs and Education for displaced persons and host communities”.

  • Provide details/reference to AWP areas covered: This assignment supports output 1 of the Education AWP: Quality evidence and partnerships for risk-informed programming and financing to ensure that girls and boys including those with disabilities complete primary and secondary with grade level learning outcomes, under activity 5: undertake research on skills deployed in the informal economic sector in both rural and urban settings to inform better strategies for adolescent education and employability

  • Activities and Tasks:

  • Support country office partnerships with Dutch government (Ethiopia, Kenya, Uganda) with stakeholder engagement and participation: review and quality assure format and programme of consultations with stakeholder groups

  • Conduct regional mapping of actors involved in skills work in Ethiopia, Kenya and Uganda, along with other countries, in collaboration with those Country Offices.

  • Support country offices to produce high quality programme documents, by providing technical assistance and quality assurance to:




  • Intervention logic/theories of change

  • Results frameworks with clear monitoring, evaluation, accountability and learning plans

  • Strategic and impactful interventions and models under each outcome and output

  • Risks and mitigation strategies

  • Cost effective budgets that give value for money




  • Support country offices to develop quality, costed implementation plans, including agreement on the role of participating agencies and necessary collaboration

  • Support country offices with communication with Dutch government, as well as with responses to feedback.

  • Support UNICEF in its outreach to organizations to discuss potential deepening of cooperation (e.g. UNICEF focusing on second decade of life and transferable skills, World Bank Group focusing on skills, learning and employment, and ILO focusing on vocational skills and employability; UNHCR on education and skills among children on the move);

  • Develop guidance for COs on education programming for adolescents based on the Global Skills for All Framework, the Regional Adolescent and Young People Investment Case Framework and the mapping of current skills work

  • Support COs on equipping marginalized adolescents and young people with skills to succeed in life, livelihoods and work (e.g. alternative pathways, accelerated learning, second chance education, innovative approaches to secondary, blended learning).

  • Undertake research on skills deployed in the informal economic sector in both rural and urban settings to inform better strategies for adolescent education and employability.


  • Work relationships: The consultant will be engaged with ESARO Education, Child Protection and PPP teams: with Ethiopia, Kenya and Uganda UNICEF staff involved with the development of the Dutch partnership; and with UNHCR, ILO, IFC, World Bank and the Dutch government. The consultant will report to the Regional Education Advisor in the Education Section, ESARO.

    Desired competencies, technical background and experience



  • An advanced university degree in social studies, education or a related field (Master or above); with strong expertise in learning, education, skills and employability

  • At least eight years (8) of experience in the design, implementation and/or evaluation of education and/or training and skills and employability programmes in low or middle-income country contexts.

  • Experience in the design and/or implementation of programs to develop the skills of children and/or adolescents, to improve their employability, including engaging the private sector and initiatives to ease the transition to the work place.

  • Understanding of the evidence base on youth employment, including skills for employability.

  • Strong programme design skills, including capacity to prepare logical, coherent and consistent documents including evidence, theories of change/results frameworks, log frames and budgets; and experience in coordinating dynamic, multi-agency programmes

  • Evaluation and/or research skills an asset, including use of mixed methods (qualitative and quantitative).

  • Ability to work efficiently and effectively with project members in various locations and from different disciplines, including remotely writing and revising proposal documents.

  • Experience in and ability to coordinate UN agencies and interact at the professional level with donor representatives and other stakeholders



  • Excellent English speaking/writing skills required, another UN language an asset.





  • Travel



    While the consultant will be based in Nairobi, Kenya- the work requires travel to Ethiopia, Kenya and Uganda; each country will be visited twice for five (5) days each within the consultancy contract period. The consultant will be responsible for the logistical arrangements and cost implications of these visits and should include detailed, costed plans for this in the application.



    Administrative issues



    This consultancy is dependent on the availability of resources. The focal points for this contract are Abhiyan Jung Rana (Regional Education Advisor), Jess Shaver (Education Specialist) and the Dutch partnership coordinator in the Partnerships team (ESARO). Monthly progress meetings will be held face-to-face and remotely when necessary throughout the contract duration. Frequent (daily/ weekly) communication will be facilitated and expected for coordination purposes between the consultant, the CO and RO focal points.
