Job Title: Monitoring, Evaluation & Learning Manager(WISH)

Job Description



The IRC WISH M&E Manager is responsible for providing M&E leadership and support across the IRC WISH programme in Somalia, Uganda, South Sudan and Ethiopia, ensuring timely and accurate submission of data and adherence to WISH2ACTION protocol, standards, and timelines. The MEL Manager will work with in country M&E coordinators to integrate WISH2ACTION M&E processes within their organization’s systems, liaising directly with Regional Measurement Coordinator and building local-level capacity to collect and use high quality, robust data to improve WISH programming in the Focus Countries. The Country ME&L Manager proactively identify, troubleshoot and escalate issues related to M&E and data. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub.



KEY TASKS



Data quality and collection



• Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training



• Ensure timely submission of monthly data of all IRC WISH countries including proactive supervision and follow-up with country teams to ensure ongoing data collection.



• Ongoing review of data to assess completeness, accuracy, and quality standards are met including periodic review of data records at SDP level



• Provide technical support to service delivery sites across all service delivery sectors and channels within the WISH Project Implementation areas to support sound data collection and quality assurance processes and ensure auditable data



• Reconcile data from WISH sites in Ethiopia, Uganda, South Sudan and Somalia at least monthly



• Systematically respond to data-related queries from IPPF’s WISH2ACTION team and (when required) DFID’s Third-Party Monitoring agency



• Oversee regular and ad hoc rapid data quality assessments/ audits and support implementation of action plans for IRC WISH Countries



• Work with Country M&E focal persons to ensure Quality of Care data are routinely collected across all project sites and entered into the WISH2ACTION data platform



• Support Third Party Monitoring data audits and verification



Data systems



• Ensure use of IPPF’s WISH2ACTION Data Platform, including training and support in South Sudan, Ethiopia, Uganda and Somalia



• Coordinate with IRC Technical staff and Data Systems to ensure that the WISH2ACTION Data Platform meets needs of the WISH team for collecting, reporting, visualizing and using data in the Focus countries



• Ensure standardization of data definitions and mapping of SDPs, services and data codes from existing Local systems to WISH definitions, codes and systems



• Enforce data management practices and standards across the WISH countries



• Troubleshoot and escalate Data management related issues to the Senior RH Coordinator and Relevant Technical focal points.



Use of data for decision-making



• Participate in monthly data review meetings with IPPF’s WISH2ACTION team and support development of action plans as needed to course correct



• Coordinate monthly data review meetings with country teams including M&E staff, WISH program management, staff and service providers, developing action plans to strengthen data quality and course correct as needed



• Model and support use of data for supportive performance monitoring at Country Level, and consortium level( where IRC is the Lead partner)



• Support dissemination and uptake of evidence and learning across the programme



Monitoring and evaluation



• Coordinate annual client exit interviews and other periodic data collection initiatives including Barrier Analysis and PEER methodology at the country level, working in conjunction with external/ WISH Hub technical experts to:



o Ensure local ethics review



o Identify and contract local researchers and enumerators



o Ensure adherence to global protocol and timelines



o Support implementation, cleaning and entering data



o Use and dissemination of findings at the country level



• Draft monitoring and evaluation sections of reports and quality assure all quantitative and qualitative information



Capacity Building



 Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills.



 Based on findings, develop an M&E capacity building plan and support implementation of the same



 Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.



KEY WORKING RELATIONSHIPS:



• Support M&E WISH staff as relevant for country context/budget (e.g., branch and M&E coordinators, data entry clerks)



• Frequent and direct contact with IPPF’s WISH2ACTION Evidence & Learning team;



• External Donors - DFID’s Third-Party Monitoring Agency.



EDUCATION & QUALIFICATIONS



• First Degree in Statistics, Actuarial sciences, Economics or relevant degree.



• Master Degree in Project management or Data related studies will be an added advantage



• Competency in Use of Microsoft Office, Statistical packages- SPSS and STATA.



• At least 5 years work experience in Monitoring, Evaluation and Learning.



PROFESSIONAL EXPERIENCE



 Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages



 Experience with data management practices and procedures for large-scale programmes, ideally within Payment by Results programmes



 Experience implementing procedures and practices to ensure data quality and verification, including data quality assessments



 Experience using DHIS2 for data collection, reporting and visualization



 Experience with using supportive approaches to building capacity at service delivery points to accurately record, document, report and use data



 Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;



 Excellent interpersonal and problem-solving skills;



 Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;



 Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail



 Record of delivering successful and innovative solutions to challenges

 Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, and mixed method) and data collection and analysis methodologies

Key Responsibilities



· Manage and coordinate the design, development, and implementation of the agreed upon set of activities including: Phases, Task Orders and Work Plans;



· Act as a mediator between all parties involved: such as DAI, USAID, Hedayah, Kenyan Government, Training Provider and the appointed coordinators;



· Support team by overseeing the progress of the different task orders, following up on the agreed deliverables and monitoring the preparation of the implementation plans;

· Understand the inter-workings of USAID such as NICRA, subcontracts, grant delivery based and contract delivery;



· Review the course materials and report necessary findings to the Program Managers and then Program Directors; before the testing Phase;



· Ensure the appropriate MM&E in collaboration with the program coordinators.



Qualification and Experience



· Master’s Degree in International Studies, Development, Political Science, or related field;



· Minimum 5 years of relevant experience including at least 2 years in a management role or managing project teams;



· Experience in managing USAID / DOS funded projects;



· Familiar with USAID Policies and Procedures to ensure operations & compliance;



· Experience in East Africa region; Preferably in Kenya;



· Experience in program development and management, grants management, budget monitoring, project management, MM&E;



· Experience on the field with local partners in medium to high risk environments;



· CVE relevant experience.

The purpose of this role is to work in close collaboration with county governments, CSOs, private sector ,entrepreneurs, youth, national and international volunteers and community to deliver “Youth Empowerment and Entrepreneurship Project (YEEP)” This project will support young people to access employment in small enterprises in growing economies in East Africa as well as establish or grow young people led enterprises. To achieve this, VSO Kenya will build on to existing youth volunteering, employment and entrepreneurship interventions in Siaya to provide intensive support to cohorts of growth enterprises as well as drawing on the experiences of VSO’s Empowered Youth for Employment and Entrepreneurship (EYEE) programmes and volunteering approach.
Responsibilities
Project Development
* Ensure the project activities are in line with VSO Kenya’s EYEE programme. Work with youth as key actors to design and implement the programme.
* Participate in identifying potential entrepreneurs and partners, and areas of intervention and contribute to the project design and regular monitoring.
* Ensure project implementation as agreed with the Project Officer and Programme Manager
* Ensure potential entrepreneurs and enterprises are adequately supported to start or grow their enterprises.
Monitoring and Evaluations
* Ensure effective monitoring of activities to achieve project outcomes.

Security and Safety
* Ensure security and safety for project work station, and liaising with Hosting Partners to ensure smooth running of the offices.
Skills, Knowledge and Experience
* Bachelor"s degree in Project Management, or Social Sciences.
* Experience working in Women and Girls Economic Empowerment program/s
* Knowledge on enterprise development and providing business development services to Micro Enterprises
* At least 3 years experience working in youth employment and entrepreneruship programmes in an NGO or community based organisation.

We have an exciting opportunity for an Energy Advisor. Reporting to the Head of Technical and Consulting the role contributes to the delivery of Practical Action"s energy strategy for the East Africa regional office and primarily delivers impact for Practical Action through the consulting approach (PAC) of technical assistance delivery.



The Energy Advisor will be responsible for:




  • Project development and resource mobilization. The post-holder will develop high quality concept notes, expressions of interests and proposals to win new energy assignments in the region (often to very tight deadlines). This will involve identifying and reviewing opportunities, leading, and coordinating proposal development activities, identifying the capabilities, activities and roles needed to deliver projects" contacting potential partners and external associates and agreeing partnering arrangements, developing technical proposals and methodologies for project delivery and collating organizational information and relevant project references

  • Project implementation and quality. The post holder will manage the day-to-day delivery of long-term and short-term energy assignments in the region and will be responsible for all aspects of assigned projects including technical inputs, budget and contract management, client relationships, partner coordination/facilitation, production of reports/knowledge products and team management

  • Liaison and networking. The post holder will represent PAC and Practical Action at international meetings and events, particularly those which will support PA’s influencing strategy, raise PAC’s profile and generate networks and contacts in the energy and development sector. Moreover, he/she will author and commission articles for publication in international media and journals based on a synthesis of project experience while building and maintain relationships with Associate Energy Consultants to enable PAC to effectively deliver assignments in the region.



The post-holder will work with the Practical Action global energy team and liaise with the other Practical Action offices in Africa and the UK in order to ensure that Practical Action"s energy strategy and specific assignment goals and objectives are achieved.



Assignments will be delivered directly by the Energy Advisor or through project management of other Practical Action staff and external consultants, and the job holder may also be called on to input to assignments managed by other members of the team, and/or led by Practical Action offices in other regions. TASKS TO BE PERFORMED UNDER THE CONTRACT



Project Support: Liaise with project stakeholders in all countries of operation, maintaining communication lines and awareness of all project elements, Support the supervision of fieldwork, including of quantitative and qualitative data collection and Monitoring, Evaluation, and Learning (MEL) activities, Support the Project Manager on operational matters related to planning and organizing workshops, learning forums, and other events related to project progress in relevant countries, Frequent travel to project countries



Research: Conduct secondary research and literature reviews, Participate in or lead qualitative and quantitative fieldwork, including key informant interviews, focus group discussions, and field observations, Support the design of research tools and strategies, Draft field reports, final reports, report highlights, and other relevant project reports, Support the Project Manager in providing strong analysis and recommendations in line with policy and academic standards



Required: At least 3 years of previous experience conducting qualitative or quantitative research, Excellent spoken and written skills in English, Master’s degree in international relations, migration studies, human rights, humanitarian action, political science, anthropology, or other related subject, Willingness to travel.

Job Purpose Statement



  • To translate the Pharma (Rx) business objectives into an actionable regulatory affairs strategy so as to ensure that GSK standards in respect to regulatory conformance and business continuity are maintained.

  • To add value to business by ensuring timely submissions and approvals for new products in WCA markets as well as maintenance of registered licences in alignment with local regulations and corporate.

  • Ensure Regulatory compliance by support and compliance to the QMS system


Responsibilities



  • Development and coordination of regulatory strategies with the support of the Head of Regulatory for regulatory submissions in WCA and collaboration with the HRA to simplify and improve existing regulatory processes, systems and techniques for the markets supported, to achieve the business objectives.

  • Ensure timely submissions and approvals of applications according to regulatory plan and strategy, ensuring continuity of supply and regulatory compliance.

  • Management of Regulatory projects to support new initiatives as appropriate to the business.

  • Ensure alignment of the regulatory registration submission strategy to commercial strategies and work effectively with key stakeholders and 3rd party service providers.to achieve the desired regulatory outcomes.

  • Liaise with Regulatory Authorities and provide appropriate answers on matters relating to Regulatory approvals/queries for GSK Products.

  • Ensure alignment of registered details with original dossiers and corporate databases, maintenance of and compliance with Regulatory Databases (OPAL, REQUIRE, GRACE)

  • Support the artwork control process to ensure changes and approval are done in time to avoid product stock out or delays in supplies.
