About this position

Overall responsibility for current Bridge International Design and Construction programs, all research and planning to insure that our design and construction, facilities maintenance programs and all facets of the company that directly impact or support the design and construction team support the mission and business model of Bridge International Academies.

Key Areas of Responsibilities:

Insure that the regional design and construction departments are meeting or exceeding all required work plans and standards. Insure that all academies meet the design and construction requirements for informal schools in all regions to include compliance with all permitting regulations.Optimization of the engineering, architectural, design and construction process system wide.Coordination with our marketing, government relations, land, operations, and supply chain departments to insure proper coordination, communication and execution of all plans and processes.Work with all constituents to insure that all material supply requirements are met, and all systems and processes that insure the proper upkeep of existing facilities are in placeReview and coordinate all of the facility upgrade, expansion and refurbishment plans for existing schools.Coordinate with the Land Department in all regions to properly plan work flow and staffing levels based on projected openings for new Bridge Academies.Insure a proper compliance and auditing system is in place for the procurement and delivery of construction materials. Insure compliance with all building standards in all regions while insuring that we remain within the financial business model required to drive school profitability.Coordinate all current and go forward design activities to insure that we are building the best academy possible in all regions given the supply chain, available materials, business model requirements for that region, and local conditions that may affect the design or upkeep needs of our academiesReview financial statements and insure the proper flow of funds throughout the construction on process. Manage productivity and activity reports, and other performance data to measure cost effectiveness and goal achievement and to determine areas needing cost reduction and programme improvement. Determine the priority for technology and process improvements, based on growth forecasts while insuring our ability to scale our growth while maintaining all cost, quality and production demands.Establish and implement departmental policies, goals, objectives, and procedures, conferring with the relevant Heads of Departments as necessary.Work with other Heads of Departments to ensure all timelines are met in relation to the construction of schools in various regions.Monitor the costs to ensure budgetary limits are maintained on all school construction projects. Keep abreast of the activities of design and construction opportunities in the market and network extensively with the leaders and innovators as well as the appropriate government ministries to insure that we are always ahead of needed or desired adjustments to our model.Manage the operational risk through the diligent application of internal controls and pro-active action to keep within agreed key performance indicators. Purpose of the Post:

The incumbent will manage and coordinate the implementation of the Round 6 programme. This entails corresponding with the GFATM Secretariat and the Local Funding Agent (LFA), developing workplans and budgets, supervising programme implementation, ensuring that partners and activities are well coordinated, and facilitating regular management and coordination meetings. It also involves liaising with local health authorities and the body that holds the CCM responsibilities, the Health Sector Committee of the Somali Support Secretariat as follows:

i) Represent UNICEF in it role as Principle Recipient by working in close coordination with the Health Sector Committee, International Organisations, the health authorities, NGOs, other UNICEF sections and other GFATM funded programmes ii) Ensure that programme activities for all implementing partners make significant progress to meet targets and deadlines as per the workplans Phase 1 and 2. iii) Ensure timely reporting on the progress of implementation, status of field monitoring and periodic reviews/evaluations, and any constraints in the project to the Health Sector Committee, the LFA and the GFATM as required; and liaise with the LFA, the GFATM and UNICEF Programme Funding Office for requests of disbursement to ensure continuity of the Programme.

Major duties and responsibilities:

Lead and coordinate UNICEF’s programming and implementation of malaria control including management of the GFATM Malaria grant. Amongst other, this requires collaboration with partners (UN, NGO, Government, and others) to formulate and develop strategies, methodologies and new approaches for improving programme delivery. Supervise the review of the national malaria strategy, M&E plan and their periodic updates.

Establish Malaria programme workplans, monitor compliance and provide training, support and guidance to the programme team in order to meet objectives. Guide and supervise professional and support staff. Ensure their training needs are met, and provide on-the-job training/coaching as required.

Develop partnerships with local and international non-government organizations, community based institutions, religious groups, and health authorities. Guide and build the capacities of partners so that the goals of the programme are met and donor rules respected.Represent UNICEF in external Malaria technical meetings and donor meetings, ensuring that UNICEF’s core commitments to children are being addressed.Prepare programmatic budgets in line with donor conditions ensuring proper utilization and accountability, and that activities are within established plans of action, and the programme budget allotments. Take appropriate actions to optimize use of programme funds.Ensure integration of common approaches and strengthen synergies within health and across GFATM grants – particularly in the area of systems strengthening.Establish M&E plan for the programme and ensure that it is respected. Conduct field assessment visits and surveys to monitor and evaluate programme implementation and effectiveness, identify problems in institute timely remedial measures. Identify alternative courses of action to accelerate/improve programme delivery. In coordination and collaboration with other professional colleagues, establish and develop effective information and reporting systems to monitor and evaluate the impact of the programme and achievement of targeted goals. Develop supply plans and coordinate with Operations/Supply staff on Malaria supply and non-supply assistance activities.

Qualifications, Experience and competencies

• Advanced university degree in medicine or public health, preferably with emphasis on malaria control • Eight years of progressively responsible professional experience in programme formulation, planning, management and evaluation of health programmes, preferably large scale malaria programmes. • Fluency in English and another UN working language required. Knowledge of local working language of the duty station an asset. • Strong knowledge and experience in monitoring and evaluation of programmes in developing countries • Sound knowledge of the health sector surveillance system, data analysis and management would be an added advantage • Previous experience in Somalia and knowledge of the Somali Support Secretariat an added advantage • Experience with GFATM procedures, UNICEF systems, results-based programming and planning • Diplomacy. Strong negotiation and organizational skills. Ability to work under tight deadlines and in cross cultural environments • Good communication, writing and presentation skills
