Background and Justification

UNICEF ESARO is seeking services of a consultant to assess country and regional office performance against agreed benchmarks. These include (a) Programme expenditures on gender results; (b) Gender staffing and capacity across the organization; (c) Gender performance of country programme management plans; (d) Gender performance on evaluations of UNICEF programmes; (e) Effective knowledge sharing and communications for promoting gender quality.

The tasks involve document review, compilation of information, country interviews and require dedicated time to be concluded and can therefore not be done by staff members.

The UNICEF Strategic Plan 2014-2017 emphasizes gender equality and the empowerment of girls and women as important results across all of the seven outcomes of the Plan: Health; HIV and AIDS; Water, Sanitation and Hygiene (WASH); Nutrition; Education; Child Protection; and Social Inclusion. The associated Gender Action Plan (GAP) provides guidance and strategic entry points for UNICEF regions, countries and divisions for focusing their programmatic work on gender equality and the empowerment of women and girls within the parameters of the Strategic Plan. The consolidated results framework for the programmatic results prioritized in the GAP are drawn directly from the results framework of the UNICEF Strategic Plan 2014-2017. It incorporates 42 indicators in total, 22 tracking progress on the targeted gender priorities, and 20 tracking progress on the broader integration of gender in programming.

In addition, UNICEF has identified five performance benchmarks to track its progress on improving institutional effectiveness in achieving results on gender equality and the empowerment of women and girls. These benchmarks map to the key areas of systems strengthening, capacity enhancement and resource investment that UNICEF is making in implementing the GAP.

All regions will assess country level performance against the GAP on an annual basis, with the GAP Steering Committee assessing it organization wide. These reviews along with annual reports from countries and monitoring data collected on institution wide performance will inform the report on implementation of the GAP, which will be presented annually to the Executive Board at its annual session. The consultancy results will form an integral part of ESAR report and serve as baseline for future reports.

Scope of Work

1)****Goal and Objective*****:*Under the supervision of the Deputy Regional Directorthe consultant willproduce a final report, including key findings and recommendations for GAP implementation at country and regional office level for discussion at RO with key CO participation*.*

3)Activities and Tasks:

Regional gender profile and priorities: The consultant will develop a gender profile on key Gender Action Plan (GAP) related indicators and identify priority gender results for the region (for both gender targeted priorities and sectoral mainstreaming). Specifically the consultant will:

a. Analyse MICS, DHS and other data to develop a draft regional gender profile/dashboard building on GAP related indicators especially as they relate to the five regional priorities (i/ Enabling children to survive and thrive, ii/ Reducing stunting to provide opportunities for children to realize their full potential, iii/ Improving education quality and learning outcomes to prepare children for the future, iv/ Achieving results for adolescents, that help them manage risks and realize their full potential and v/ Scaling upsocial protectioninterventions to reduce child poverty and other vulnerabilities that impede the full realization of child rights. (details in attachment 2)

b. Review programme budget data to clarify expectations of Gender staffing based on GAP standards for the countries in the region

c. Based on key findings, define a draft set of priority gender programming issues and countries in the region (webinar to be organized with RO and COs to discuss).

Desk review of country programme documents (all 21 countries): The consultant will assess the extent to which priority gender results are integrated in current country programmes for all countries in the region (20 days)

a. Review COARs for 2012 and 2013 and 2014 RAM, and updated results matrices of MTR countries; conduct interviews with COs to assess the extent to which these include gender related results (outcome/outputs), indicators, strategies and activities, including through review of gender equity marker (GEM) and PIDB coding.

b. Provide a comparative analysis to assess key strengths and weaknesses of current gender programming.

Country assessment (3 countries – MIC, LDC, fragile): The consultant will develop a country level SWOT analysis for enhanced gender programming in 3 countries based on a detailed review of country programme documents and in-country interviews. (Jan/Feb - 3 day mission in 3 countries -> 9 days)

a. Assess the programming environment on gender results (articulation with national gender action plans; UNDAF Action Plan; humanitarian response frameworks, existing partnerships; donor interest)

b. Assess internal strengths and needs for strengthened gender programming (priority gender results, key entry points, knowledge assets/gaps, available expertise and capacities and/or gaps)

The countries will be selected in consultation with the RO and based on the desk review. The RO will facilitate the communication between consultant and Country Offices for their concurrence and facilitation of consultants work.

RO assessment: Develop a SWOT analysis for RO support to and oversight of gender programming in the region based on a detailed review of ROMP/AMPs and in-house interviews with ESARO management and key regional advisers. (Jan/Feb - 3 day mission -> 3 days)

a. Assess the planned and achieved activities which support or provide oversight to country programming for relevance to gender issues

b. Assess internal strengths and needs for strengthened support to gender programming

5.Produce a final report, including key findings and recommendations for GAP implementation at country level for discussion at RO with key CO participation.(March a total of 10 days with 2 days travel to Nairobi).

4)Work relationships

The consultant will work independently from home for the tasks 1 and 2, for the task 3 the countries will be selected based on the desk reviews (1 and 2) in consultation between the consultant, Regional Office supervisor and Country Offices. For Country Office visits, the RO will contact the selected Country Offices and facilitate the visit, while Country Office focal point will facilitate the contacts/ appointments with the major stakeholders in the country including UN partners, NGO/CSO representatives and key donors in the country.

5)Outputs/Deliverables:

The consultancy aims to ensure that the benchmark for each ESAR country and for the region are established as indicated in the GAP guidance by HQ: offices are expected to report annually against these benchmarks necessitating that the indicators are clearly defined and measurable on annual basis.

The timeline aims for collating and analysing the country office documentation in time for inclusion into each of the country offices workplans and AMP. More detailed country analysis for three countries will take place in the beginning of 2015 and will form a basis for guidance to remaining country offices for more detailed GAP preparation and reporting.

The final report will be presented to the Regional office and to RMT for discussion and endorsement.

Reports

Inception report: The inception report to include findings from regional gender profile and from desk review of country programme documents, including a draft set of priority gender programming issues and the extent current CP documents are addressing these. The report to include a summary table where country and region findings are compiled for easy reference. The draft inception report will be discussed by Regional Office Advisors, selected country participants and the consultant to further define the work in 3 selected countries and to inform future action. (webinar to be organized with RO and COs to discuss).

Technical report: This will include the country office reports including SWOT analysis from the three selected countries and from Regional Office: the report will look in depth the strengths, weaknesses and opportunities in each of the three different countries and in the regional office highlighting the programmatic areas, internal HR strengths and proposing further action. The common issues are to be included in the executive summary of the report.

Final report: To include key findings and recommendations for GAP implementation at country level summarizing the inception and technical report findings and including the conclusions from the discussion in Nairobi with the Regional Office and key CO participant. The report to include a power point presentation on key findings, bench marks and recommendations in addition to the narrative report. Country reports as annexes.

Payment Schedule

Upon satisfactory deliverables of:

Desired competencies, technical background and experience

a)Education:Advanced university degree, preferably in the Social Sciences, Gender Studies, or other relevant field.

b)States the specialized skills and/or training if needed;

c) Eight to ten years of professional work experience at national and international levels in programming for gender equality and women's rights, including international work experience and field work experience.

Background/familiarity with mainstreaming gender equality in development and in emergency.Knowledge and awareness of gender in emergencies.

Administrative issues

· The consultant should perform the work using own resources (e.g. computer, internet connection) and UNICEF will not provide working space;

· The work can be performed from distance; however consultant presence in Nairobi is required during the start of the consultancy. In the case that the selected candidate resides outside Kenya, travel cost will be provided according to UNICEF’s rule and regulation.

Conditions

As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

Position: Gender Based Violence - GBV Senior Officer
Supervisor: Gender Based Violence-GBV Manager
 Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, WASH and health reaching out to more than 200,000 conflict and drought affected people.
Summary of Responsibilities: The Gender Based Violence (GBV) Senior Officer will be responsible for implementing GBV projects and related activities within the Mudug region (both Puntland and Galmudug), including providing support and direct supervision to other staff in the implementation of all project activities. 
This includes the supervision of clinical care for sexual assault services in Galkayo South Hospital and oversight of training and other capacity building activities with local partners and other service providers to improve the provision of health and case management services to women and girls. The GBV Senior Officer supervises project staff within its area of responsibility and will ensure program quality meets international standards. The GBV Senior Officer will report GBV Manager.

Project/Proposal Summary:
USAID/Kenya intends to undertake performance evaluation of its Teacher Education and Professional Development Program (TEPD) as implemented by FHI 360. The purpose of the TEPD program is to improve the quality of instruction so that teacher trainees are better prepared to face the realities of classrooms in marginalized communities in Kenya.
Position Summary:
MSI is seeking an Education, Teacher Training and Gender Expert to provide technical expertise and evaluation skills in reviewing TEPD’s contributions to achieving girl’s empowerment and TEPD’s impact on improving the competencies of teachers in Kenya.
The consultancy is expected to begin by January 14, 2013 and end no later than April 30, 2013.
Responsibilities:
• Design baseline, household and/or firm-level surveys;
• Actively participate in the design of assessment;
• Serve as a liaison with organizations and entities working in the region;
• Conduct desk research;
• Analysis of qualitative data and assist in report writing;
• Provide technical advice on girl’s empowerment, teacher training and education best practices as needed.

Qualifications:
• Minimum 10 years of experience developing, managing and/or evaluating teacher education programs in Africa;
• Master’s Degree in gender studies, education or related field;
• At least 10 years of experience designing baseline, household and firm-level surveys in developing countries;
• Prior experience working on USAID evaluations strongly preferred;
• Fluency in both Swahili and English required.

 Based in Embu the position will be responsible for day to day processing of transactions to ensure timely financial processing and reporting of field activity costs.
5. Monitoring and Evaluation (M&E) Advisor:
The M&E Advisor will provide strategic and technical leadership to the APHIAplus Zone 1 project.S/he will oversee the implementation of the project’s M and E activities and build capacity of the project stakeholders in Nyanza on HMIS and CBHIS. Ensure that reliable and high quality data is collected, analyzed and disseminated to all users including project staff.
 6. Monitoring and Evaluation (M&E) Associates:
They will assist with the management and application of an M & E plan for project, offer assistance to help build capacity of the project stakeholders on M&E and assist with the maintenance of project databases. This position will be based Western province.

Project/Proposal Summary:

Purpose of the Post:  Support UNICEF Kenya Country Office to develop a Gender Equality Strategy as well as undertake staff capacity building on gender mainstreaming.

Justification

Kenya gained its independence in 1963 and has since made effort to provide economic and socio political empowerment of its masses. Over this period, it has realized an increase access to rights for all on one hand, and it has witnessed an epoch of significant abuses of Human Rights on the other. 

The expansion of women’s spaces to engage and participate in governance has been a key agenda for many institutions in the country but has also seen its share of difficulties over the years.
Kenya is a signatory to most international conventions and human rights instruments that are aimed at expanding Gender Equality i.e. the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW – 1979), the 1995 Beijing Declaration and Platform for Action and the 1985 third world Conference on Woman which ratified Nairobi Forward Looking strategies for greater equality which was hosted in Kenya. Kenya’s National Gender and Development Policy 2000 provides a framework for advancement of women, leading to greater efficiency in resource allocation and utilization to ensure empowerment of women.
At national level, the newly promulgated Constitution of Kenya addressed the legal gaps and created affirmative action as a means of addressing equality in decision making and resource allocation in the country. It has also introduced the Bill of Rights which entrenches gender equality being key to development. Other key strategies for enhancing gender equality include the Vision 2030 where Kenya asserts its commitment and readiness to ensure gender mainstreaming in its planning processes with particular emphasis on gender equity, improved livelihoods for vulnerable groups, and a responsible, globally competitive and prosperous youth.
The UN General Assembly at its 59th Session resulted in the adoption of the Triennial Comprehensive Policy Review (TCPR) aimed at mainstreaming gender equality in country programs, planning instruments and sector wide approaches.  The UN Development Program Group formed a Task Team on Gender Equality to support consistent and coherent action amongst UNDG members to mainstream gender equality and women empowerment in programming at country level and a wide range of tools and processes have been developed by UNDG for use by UN Country Teams (UNCT). There is a gender Score Card that sets minimum standards for UNCTs to assess their performance (gender responsive programming, partnerships, participation, policies, capacities etc), identifies gaps and progress.
UNICEF Kenya office’s  Country Program of Action Plan 2009-2013 (CPAP) is anchored on Kenya government development priorities such as vision 2030, MTSP and a number of key sectoral policies that emphasize the importance of  Human Rights and Gender Equality.
UNICEF Kenya thus supports the Government of Kenya (GoK) with significant policy level advocacy, technical support and service delivery where necessary to ensure better results for Children and Women. Within the UN family, UNICEF CPAP is strongly aligned to UNDAF results framework. Therefore, gender equality and mainstreaming is central to UNICEF transactions and its efforts towards ensuring equity and inclusion at all levels of program implementation and management.
In 2010, a Gender Audit was done by UNICEF Kenya to review and address gender equality in programming both in the practices and policies of the office in line UNICEF’s global policy framework.  The gender Audit covered the period between 2008 to 2010 and examined the extent to which the overall GoK-UNICEF CP has (or failed to) promoted gender equality in terms of policy, programmes and interventions.
In general the Gender Audit found that UNICEF Kenya’s internal institutional mechanisms, capacities and management supports comprehensive gender mainstreaming in programming. This was evident from the existence of the Annual Work Plan (AWP), existence of the Gender Task Force (GTF) as well as strong UNICEF participation in the UN Joint Program on Gender Equality and Women’s Empowerment (JPGEWE) amongst other things. However the audit cited the existence of strong and pervasive ambiguity and ambivalence around gender mainstreaming which was described by one informant as “gender fatigue”. Also staff interest, effort and skill sets were noted to be variable thus affecting the level of engagement in gender mainstreaming hence  recommendations for capacity development of both staff and partners to improve gender mainstreaming at all levels. It is important to recognise that gender mainstreaming requires a personal commitment to gender equality from all staff, particular male staff in positions of authority.
It is from this premise that UNICEF Kenya is seeking a Technical Assistance (TA) to facilitate the development of a UNICEF Kenya Gender Mainstreaming Strategy coupled with intensive staff capacity building program to engender program management and implementation.
The consultancy will be spread out over nine months to undertake and achieve all the four parts of the terms of reference.

Scope of Work

The purpose of this consultancy is to facilitate UNICEF Kenya office develops a Gender Mainstreaming Strategy and a staff capacity building program that entrenches gender consciousness, enhances accountabilities, staff motivation levels, skills and attitudes towards gender equality and women empowerment throughout the UNICEF program cycle

The consultant will build on the 2010 Gender Audit report findings and recommendations, work closely with KCO GTF as well as JPGEWE and cross reference recommendations with UNCT efforts to ensure gender equality and women empowerment.

The T.A will cover three main components listed below:-

Part 1: Analysis of status of Kenya country program planning and implementation processes, modalities and staff capacities towards commitment to promoting gender equality and women empowerment in programming and advocacy by:
i. Assessing staff attitude and capacity with particular focus on budget holders as well as management so as to gauge level of awareness, understanding and programming for Gender Mainstreaming in their respective areas of responsibilities. This also should look at management tools such as annual management plans, Rolling Work plan, PCA approval Checklist, UN gender Score Card and staff responsibilities at section level.
ii. Undertaking a desk review to bring forth a comprehensive overview and in-depth analysis of UNICEF’s current data gathering, program planning, implementation, monitoring processes(frameworks) and subsequently develop concrete recommendations on how to establish and integrate gender sensitive evidence gathering, analysis, programming, monitoring and advocacy into each of the specific programme components. The TA should look at the depth to which organizational policies, planning tools, resources and monitoring and evaluation mechanism of both program and operations in order to enhance technical knowledge and commitment to Gender equality in UNICEF Kenya.
Part 2: Develop a UNICEF Kenya Gender Mainstreaming Strategy and staff capacity building plan to engender all program implementation and management. iii. Develop with staff and management input a programme specific gender analysis, evidence gathering, programming, monitoring and advocacy and reporting strategy based on the findings and recommendations drawn from the above items (i) analysis of staff knowledge, skills, competencies and attitudes to gender related issues ii)  in-depth analysis of UNICEF KCO’s current programme planning and implementation and (iii) the desk review above as well as by reviewing other Gender Mainstreaming strategies, by UN bodies such as UNIFEM, UN Women, WHO and UNFPA.  The consultant should also look at the UNCT gender Score card, the UN JPGEWE program priorities  bottleneck analysis report as well as Level three monitoring processes and subsequently draw firm conclusions on how to strengthen gender awareness, analysis and gender sensitive programming each of UNICEF Kenya programs. Recommend changes to management practices where necessary.
iv. Develop a staff Capacity Building Action Plan- that recognizes and addresses the entrenched beliefs of staff regarding gender roles that undermine their willingness and ability to apply principles of gender equality in their professional and personal lives. The plans should have a clear timeframe for staff capacity building stating current baseline and set indicators of achievement after capacity building taking into account different sector’s needs.
v. Recommend mechanisms to incentivize, support and recognize effective gender mainstreaming through management processes
Part 3 - Development of a capacity building package and monitoring plan with clear indicators:-
vi. Review existing UN staff gender equality training packages to suit the needs of different staff levels and identified needs.  The consultant will also develop a training plan with concrete timeframe and plan groups sessions as well as separate sessions for different sectors as required in order to discuss and roll out the office wide strategy that will be adapted out of this exercise.
vii. Undertake trainings and facilitate peer learning sessions for staff in line with the work plan stated above to improve commitment and change attitudes that hinder gender mainstreaming.
viii. Develop a checklist of compliance and subsequently undertake review of progress midway and at the end of the TA to gauge levels change in staff skills, and understanding of gender analysis, programming, monitoring, advocacy and reporting as well as enforcement of gender mainstreaming by management in the office.

Background:

The Alliance for a Green Revolution in Africa (AGRA) is a dynamic African-led organization that is working to catalyze a uniquely African Green Revolution, one that puts smallholder farmers first, while protecting biodiversity, promoting sustainability and advancing equity.

The organization works in partnerships to achieve a food secure and prosperous Africa through the promotion of rapid, sustainable agricultural growth driven by smallholder farmers.

AGRA aims to ensure that smallholders have what they need to succeed: good seeds and healthy soils; access to markets, information, financing, storage and transport; and policies that provide them with comprehensive support.

In working to accomplish its goal of catalyzing an agricultural revolution, AGRA is placing gender relations between men and women in households at the heart of its integrated seeds, soil health, markets, innovative finance and policy advocacy support.

In line with this commitment, AGRA is seeking the services of a Consultant or Consultancy firm to support the development of a gender policy and strategy to guide the effective inclusion of gender concerns and issues in the implementation of the priorities highlighted in AGRA’s strategy to catalyze a green revolution in Africa.

The objectives of the consultancy:

Conduct a robust consultative review of gender issues in agriculture as they relate to AGRA’s programs to identify the relevant issues, constraints and opportunities in smallholder agricultural production;Based on qualitative and quantitative results generated from consultations and secondary data review, develop a robust gender policy and strategy across AGRA’s programs – Africa seeds systems, soil health, markets access, policy and partnerships and farmer organizations support to strengthen gender responsiveness of programming at local, national and regional levels;Conduct a thorough review of AGRA’s organizational practice and culture, and recommend strategies for enhancing gender and diversity responsiveness in workplace practices and policies;Develop a substantive operational framework and gender plan of action to support implementation of proposed actions aligned with AGRA’s overall strategy;Develop a gender monitoring and evaluation framework detailing quantitatively and qualitatively measureable, reportable and verifiable gender disaggregated data and indicators to complement AGRA’s overall M&E framework.Scope of Work

Specifically, the consultant (or firm) will:

Prepare a letter of interest outlining their understanding of the Terms of Reference (ToR) for the consultancy. This should include a work plan and a discussion of methods to be used to collect, analyze and present the information, including a detailed budget;Produce an inception report together with data collection tools following an initial process of consultations with the AGRA staff and key stakeholders;Submit the first draft of the strategy and facilitate a validation meeting with stakeholders to review and capture comments and feedback from the wide variety of stakeholders with recommendations derived from the analysis;The assignment is expected to take 180 working days from the date of signing of the contract.

Qualifications and Experience:

A minimum of a Master’s degree in an agriculture/natural resource management/rural development related field with demonstrated professional practice in gender analysis during the last five years.

1. Senior Gender Based Violence Assistant - Lodwar

The Gender-Based Violence (GBV) Assistant will provide support to the Senior GBV Officer to ensure successful implementation of the GBV program, including awareness-raising activities, provision of information on available GBV services, capacity-building of service providers and facilitating referrals.

The GBV Assistant will be responsible for providing training and mentoring to Community Health Workers in referring cases of GBV and raising awareness among the community of available services; leading discussions with adolescent girls on relevant topics; maintaining strong links with women, girls and entire communities; and participating in actor mapping and assessments.

This position reports to the GBV Senior Officer.

Responsibilities will depend on funding but are expected to include:

Monitor and supervise case management, including capacity building through training, mentorship and on-the-job support for community health workers. Objectives of the assignment

UNDP Somalia Rule of Law and Security Programme (ROLS) is comprised of three main components that are programmatically and operationally linked. The project components are: access to justice, civilian policing, and community safety (DDR/AVR). The Community Safety (DDR/AVR) project in Somalia evolved from a previous DDR and small arms control project. It seeks to complement the institutional focus on the justice and security sector by fostering a partnership between the community and authorities for the provision of security. This partnership lies at the heart of security sector governance. Specifically, the project has helped establish a coherent peace-building infrastructure in the Somali region, connecting District Safety Committees under the District Councils with a national-level Peace-building Unit, and a neutral and non-political Somali Observatory of Conflict and Violence Prevention. This infrastructure can now be used to implement various peace-building initiatives such as “Engaging with Somali Youth at-Risk through Community Security.” The so-called “Youth at-Risk” project is a joint initiative of UNDP, UNICEF and ILO which seeks to contain and prevent violent conflict by engaging youth at risk through the creation of employment and livelihood opportunities at the district level. A caseload of 2000 youth will be targeted in 2011, to be shared between three to five target districts where all three agencies are deployed. While the District Safety Committees are involved in the selection of the caseload and the follow up of the initiative, the Observatory will contribute to the peace-building curriculum and help monitor the impact of the initiative on indicators of violence. UNDP’s role is to identify youth engaged in armed activities, bring them into the programme, develop and implement a peace-building curriculum complementing ILO’s support for vocational training, life skills based education and labour-intensive projects, and ensure the overall coordination of the programme. Particular care will be taken to tailor the peace-building curriculum to the profile of youth at-risk found in each target district. Importantly, UNDP will also develop an appropriate case management system to define criteria for continuous participation of individual youth in the programme, monitor attendance and compliance with these criteria, and offer a mentoring system for beneficiaries. Scope of work

Report on a comparative study on women and violence:

Working closely with the research officer and data analyst of the Somali Observatory of Conflict and Violence Prevention, drafting a comparative study on women and violence should harness the following source of information and data: •Statistical data gathered in 2010 as part of the Crime and Victimisation Survey (CVS) in Burao, Las Anod, Bossaso, Galkayo and Mogadishu, •Qualitative information gathered from focus groups also in 2010, •Where needed, additional interviews with key informants (individuals or agencies, both local and international), •Desk review of previous gender assessments over the last 5 years.

The comparative study will take a closer look at the type of victimization examined in the CVS, including assault, homicide and sexual violence, analyzing regional differences. It will also explore in further details the causes and risk factors of violence against women, discussing in particular whether these also follow regional patterns. One section will examine gender perspectives on the justice and security sector, again drawing on CVS data and further qualitative data. Finally, recommendations will be included for police, justice, local authorities (at district and regional level), ministries, and the international community.

The final product will then be published by the Observatory of Conflict and Violence Prevention.

Detailed concept note for a training to be developed by a Somali Women NGO on gender based on key aspect and recommendation as identified in the report. The training is targeted to the District Council and the Community. Its main objectives should target the following: •Strengthen the role of women in peace-building and prevent their actions supporting conflict, •Raise awareness on women’s rights and gender-based violence •For district authorities: introduce concrete tools and policies to prevent and reduce gender-based violence, such as Women Safety Audits

Update the gender strategy for the DDR/AVR project

In line with UNDP corporate policy and UNDP Somalia’s gender strategy, update the gender strategy for the DDR/AVR project including a special component on women and violence/conflict as part of the next programme cycle.

Monitoring and Progress controls

The consultants will work under the overall supervision of the DDR/AVR Project Manager. A work plan for the consultancy will be developed and agreed to no later than two days after the start of the assignment. Evaluation of the IC contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.

The performance of the contractor will be reviewed on a monthly basis to approve outputs prior to authorization of payments.

Qualifications

Education: Master’s Degree in Social Science, Gender or Women’s Studies

Experience: Minimum of 5 years of progressively responsible professional experience in recovery and development, with special focus on addressing the promotion of gender equality and women’s empowerment in crisis and post-conflict countries; Relevant research and published material an asset; Experience in Muslim world and in dealing with traditional legal systems an advantage; Previous experience with UNDP or UN Women (ex-UNIFEM) preferred and good knowledge of UNDP rules and procedures is desirable; Strong diplomatic skills in handling counterpart relations; Knowledge of Somalia context is an asset.

Language: Strong written and spoken English.
