Vacancy: Roving Deputy Field Coordinator - Kakuma

Job Purpose / Objective:
This position will be based 75% in Kakuma and 25% in Lodwar and Hagadera. Under the supervision of the Field coordinator, the Deputy Field Coordinator shall be responsible for the overall designing and implementation of IRC Kakuma programs that encompass Nutrition, HIV, CHP, Clinical Services and Safe programming sectors. S/he will also be responsible for implement evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp and for ensuring that the safe programming component delivers on streamlining protection mainstreaming within programs. He/ she will also be responsible for ensuring that the programs deliver as appropriate on work-plans and spending. Key Responsibilities:

Program Planning, Quality, Implementation and Evaluation:

Since 1999, FilmAid has used the unique power of film to reach large numbers of people with critical information in a compelling visual format, overcoming language and literacy barriers. FilmAid uses films that are both educational and entertaining to draw audiences’ attention to subjects of vital concern to their health and well-being.

Working with other relief agencies and community leaders, FilmAid identifies emerging critical issues and develops appropriate film messages to help educate and inform. 

People of concern participate actively in the creation of these films, and the resulting pieces are widely distributed and screened throughout beneficiary communities. In this way, FilmAid is able to respond to an immediate, unmet need for locally relevant messaging. Through real collaboration, FilmAid’s community-based films support the work of other aid agencies and effectively address the issues and concerns of beneficiary communities. FilmAid also seeks to experiment with other media that can be used to achieve its stated goals.

Job Purpose: 


Support the Kakuma field programme in managing Finance, HR, Administrative and Logistics functions. He/She ensures compliance with FilmAid Administration, Procurement and Finance policies and procedures under the guidance and oversight of the Kakuma Program Manager.
Management & maintenance of Kakuma petty cash. Continually maintaining proper systems of storing cash, making payments and keeping cash books and other financial records. Responsible for the integrity of the petty cash system in Kakuma. Processing and submitting the petty cash vouchers to Kakuma Finance & Procurement Officer within the stipulated timeline. Maintain communication and ensure timely payment of suppliers based in Kakuma as well as obtain relevant documentation for transaction back-up. Provide support and basic training for administration, program and production staff in the preparation of payment and petty cash vouchers and other related finance transactions such as travel accountability, interpretation of financial reports, communication and continuous staff on- job trainings. On monthly basis, meet with Kakuma Finance & Procurement Officer to review budget to actual reports to ensure propriety of information.Review and submit to Kakuma Finance & Procurement Officer monthly cash projections for Kakuma based on work plans. Coordinate in a timely manner with Kakuma Finance & Procurement Officer to ensure timely funds transfer to Kakuma Field office based on submitted cash forecasts. Participating in budget preparation and revision for Kakuma office. Prepare for internal and external audits and donor financial review as may be required.


Procurement & Logistics Support (15%) Coordinate with Kakuma Finance & Procurement Officer Kakuma’s process of procurement until goods reception In-charge of Kakuma storage & stores management of assets and consumables. Maintain lists of items in stores and know the re-order levels of such.Maintain Kakuma fixed asset register, ensuring that equipments received are properly tagged with FilmAid asset tags and are received in good working order. Carrying out quarterly asset verification process and send an updated report and asset list every quarter to the Administration Manager. Participate in collaboration with Program Manager, Kakuma Finance & Procurement Officer and relevant staff to draft procurement plans. Work with Kakuma Finance & Procurement Officer to coordinate procurement by assisting relevant staff (procurement committees) in evaluating vendor quotes as per budget and technical requirements. In-charge of vehicle fleet management. Maintain vehicle and generator monthly reports and send to the Administration Manager Monitor, reinforce and advice on improvement of internal procurement controlsMake recommendations for improvement of staff development programmes and any other benefits that may be determined by the organization Will provide basic training of the interpretation and implementation of the personnel manual. Ensure that recruitment procedures are followed for Kakuma incentive staff. Guide staff as necessary and report to management any breaches of the Code of Conduct if the situation arises. Maintain the Kakuma staffs leave schedule for national and incentive staff with records of all leave benefits. In charge of coordinating the leave plan and communication to the Kakuma staff. Maintain incentive staff files with proper records of dates of hire, staff contracts and staff leave and any staff disciplinary issues(including the maintenance of up to date emergency contact list of all incentive staff) Providing all basic information to new staff upon arrival in Kakuma. In charge of orientation of new staff in Kakuma office. Represent FilmAid in all administrative related task forces in Kakuma.Responsible for overall management of the Kakuma office including its security.Ensuring Kakuma staff’ adherence to travel policies and procedures. Manage IT and communications solutions for Kakuma office. Ensure Kakuma overall office outlook is maintained. Ensure clear and accessible record keeping and filing of all activities and expenses.Be proactive in improving skills by keeping up to date with new / latest development in finance / procurement / administration Ensure good communication within and outside the program. Represent the program and its goals to callers, writers, and visitors from the community, NGOs, and CBOs as needed. Collaborate with FilmAid colleagues as needed or requested to meet reporting requirements, develop proposals, address management needs, design products, or respond to funders.Maintain absolute confidentiality of all information that he/she may have access to in the execution of his duties. 


Knowledge, Skills and Experience Must be of Kenyan nationality OR Must be eligible to work in Kenya. Qualification in certified public accounts (CPA) or Association of Chartered Certified Accountants (ACCA) OR Higher Diploma in Logistics / supply chain management or other relevant discipline. At least 4 years experience in Administration, Finance and Procurement preferably with a humanitarian organization Proficient in MS office applications and at least one computerized accounting system. Knowledge in Quick Books will be an added advantage. Minimum 3 years petty cash management experience Minimum 2 yrs experience in coordinating staff travel. Minimum 2 years of involvement in budget management (including drafting, revisions, reporting) Experience or knowledge in fleet management, stores management Good understanding of project management cycles and budget allocation/ tracking/reviewsMust have supervised at least three or more staff and involved in handling various human resource process and functions within an organization or program. Articulate in command of English language (written & spoken). Working under the guidance and supervision of the Nutrition Manager, the Nutrition Officer will be directly responsible for:
Key Responsibilities
* Implement and supervise the inpatient and outpatient therapeutic feeding of severely malnourished under-fives while following the stipulated protocol.
* Implement and supervise the supplementary feeding of the moderately malnourished under-fives, pregnant/lactating mothers, individuals with medical conditions (HIV/AIDS and TB).
* Ensure the Blanket Supplementary Feeding Program activities are implemented successfully.
* Implement comprehensive Infant and Young Child Feeding program (IYCF) with strong Behaviour Communication Change (BCC) and Baby Friendly Hospital Initiative (BFHI) approaches.
* Supervise and monitor the hospital inpatients diet including the special diets for medical cases like diabetes, TB, HIV/AIDS, Hypertensive among others.
* Train and mentor the nutrition program staff and the integrated community health promoters through identification of capacity gaps and carrying out refresher trainings and on the job trainings.
* Plan and conduct trainings on Growth Monitoring Promotion (GMP), Integrated Management of Acute Malnutrition (IMAM) and IYCF to other mainstream health professionals.
* Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
* Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
* Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
* Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
* Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
* Compile and submit weekly and monthly reports of all the activities implemented.
* In collaboration with the Nutrition Manager and the Supply Chain department follow-up food provision.
* Any other duties as assigned by the supervisor.
Required Qualifications:
* Bachelor degree in Food, Nutrition and Dietetics from a recognized University.
* Minimum 2 years work experience in community nutrition and implementation.
* Experience in Infant and young child feeding practices (BFHI and BCC approaches).
* Experience in Nutrition and HIV/AIDS programming.
* Good communication and interpersonal skills.
* Strong report writing and team working skills.
* Knowledge in computer packages and basic analysis skills.

Vacancy: Assistant Pharmacist Kakuma

The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana and Garissa regions as well as in Eastleigh, Nairobi. 

The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water and sanitation and hygiene (WASH), HIV/AIDS prevention, response to gender based violence, disaster risk reduction (DRR), livelihoods and governance.
Working under the guidance and supervision of the Pharmacist, the pharmacist assistant will be directly responsible for;
 Ensure quality pharmaceutical care, in conjunction with the pharmacist, by availing quality and efficacious drugs as approved by the pharmacy and poisons board.Maintaining a list of essential drugs customized for Kakuma, with clear re-order levels that should always be made available for use by beneficiaries.Keep accurate records of purchase, delivery, requisition supply and consumption of drugs, medical supplies, and equipment/stationary and hardware items in the main drug store and main hospital stores.Ensure that the hospital and clinics are supplied with the above mentioned items at the right timePrepare and submit regular inventory reports and requisition orders to the pharmacist in time to avoid unnecessary delays in the purchases and delivery of same items.Monitor drug consumption rates and keep accurate records of the same.Provide the clinicians with a weekly update on available drugs or those in short supply as well as advising them on substitutesTo constantly review and identify drugs that may or may not be utilized in the main hospital pharmacyEnsure the clinic dispensing units have appropriate drugs management systems including record keeping.Conduct regular monitoring visits to the clinic dispensing unts, including spot checks on inventory.Conduct targeted refresher training to the hospital/ clinics pharmacy staff (incentive and national) including on job training and drug/supplies management systems. Qualifications:

4. Minimum 3 years of professional experience in managing computer networks preferably Windows 2003/2008 Server and Client;

6. Extensive knowledge on the use of messaging systems i.e. MS Exchange and hands-on support for MS Office products;

FilmAid uses films that are both educational and entertaining to draw audiences’ attention to subjects of vital concern to their health and well-being.

FilmAid International has operational presence in Kakuma refugee camp and is one of UNHCR’s Implementing partners. Currently FilmAid is implementing a variety of projects with funding support from UNHCR and the US government through Bureau of Population and Migration (BPRM).

These projects generally correspond to FilmAid’s core response areas of Health, Protection and Community services and involve production and dissemination of various videos.

FilmAid is looking to recruit a Program Assistant with the general objective to provide program implementation support to FilmAid’s field programs in Kakuma. The Program Assistant reports to the Program Manager and will fulfill the following functions

Key responsibilities:

Form messaging committees in Kakuma refugee camps comprising relevant stakeholders – UNHCR, implementing partners, GoK and refugee community representativesMeet regularly with FilmAid messaging committee in Kakuma refugee camp, which will comprise of members from the refugee community, UNHCR and partner agencies staff and involve them in all phases of the project. The program assistant will work closely with a script writer/drama director and other relevant program staff in discussing with the messaging committee various issues of concern and also identify approaches to addressing these problems within the communities.Conduct Focus Group Discussions (FGD) with various members of the community – religious leaders, community leaders, youth (both in and out of school), women, girls, and parents on the topical issuesAdapting information gathered from meetings with the messaging committee, focus group discussions and other reviewed data into film treatments and structures in consultation with the relevant Kakuma program staff.Together with relevant Kakuma program staff, and drama director, select actors, interviewees, and locations, and organize for the recording of soundtracks for the films. Gender Equity and Human Rights Officer

The Officer will be based in Kakuma Refugee Camp and shall be responsible for coordinating and implementing the approved annual operational plans for the Gender and Human Rights Unit.

Project Officer - Animal Health

The Project Officer- Animal Health shall be responsible to and report directly to the Project Coordinator – Host Community or designate for the carrying out of his/her duties.

The purpose of the position is to provide community based animal health services and the supervision of livestock-related projects in the Turkana region.

Duties & responsibilities will include among others;
