Job Title: Registrar of the COMESA Court of Justice
Duty Station: The Court is to move to Khartoum, Sudan, its permanent location in due course. Currently, it is temporarily located at COMESA Centre, Lusaka, Zambia
 Under the overall supervision of the President of the Court of Justice, the Registrar shall perform the following duties and be responsible for the day to day administration of the Court:
a) Preparation of the budget of the Court;
b) Carrying out all the public relations of the Court;
c) Keeping all the accounts of the Court;
d) Having custody of the seal and official stamp of the Court;
e) Having custody of all the records and archives of the Court;
f) Examine documentation submitted to the Court to establish authenticity and adequacy;
g) Transmit documents to the members of the Court, to other member States and to the Secretary-General;
h) Be responsible for the interpretation from one language to another of speeches and statements made before the Court and for the preparation of shorthand notes of oral proceedings;
i) Be present at all sittings of the Court and be responsible for drawing up the minutes of the hearing;
j) Prepare and keep up-to-date the Cause List or Advisory Opinion;
k) Prepare the draft Rules of Court or any subsequent amendments thereto for consideration and adoption by the Court; andl) Carry out any other duties that may be assigned to him/her by the Treaty, the Rules of Court, the President or any other Judge of the Court.
 A person who qualifies in his/her respective Member State to hold high judicial office and who is a national of a Member State.Hold a minimum of a first degree in Law (such as LLB) from a recognized University and is a registered legal practitioner in any member State.A postgraduate degree in Law shall be an added advantage.The person should have at least 15 years experience in law;Experience in performing administrative functions shall be an advantage.Experience or familiarity with international law and international trade law and in advising on economic integration, will be an advantage.Working Language: Must be fluent in English and/or French and/or Arabic (speaking and writing). A
combination of any two or all of these languages will be an added advantage.
 Must be of high Integrity and excellent Character: Each Applicant must, therefore, provide the particulars and contacts of three (3) Referees, to attest to the Applicant’s integrity, character, and professional ability and standing.
 Applicants must be citizens of a COMESA Member country qualified to hold high judicial office in their own respective countries (in terms of Article 41 of the Treaty establishing the COMESA Court of Justice).

Job Title: Public Relations Officer

Grade: P3

Basic Salary: COM $ 42,239 – COM $ 51,916 per annum, plus allowances

Department: Secretary General’s Office

Location: Lusaka, Zambia

Report To: Secretary General

Key Tasks

Under the direct supervision of the Secretary General, the incumbent of the post is responsible for the following:-

Initiate and design annual public relations strategic plans for COMESA;Monitor and implement the plan once approved by the Secretary General;Liaise with local and international media for news releases on COMESA;Compile and edit the COMESA Journal on a quarterly basis as well as any other COMESA bulletins;Initiate and prepare promotional and information packages on COMESA;Prepare press releases;Operate video camera and audio equipment on any promotional activities;Undertake research or surveys and report on COMESA activities;Chief liaison officer with journalists and the media;Co-ordinate the preparation of speeches, appointments with the public and external media;Arrange and co-ordinate information on all official functions, engagements and press conferences;Carry out any other duties that may be assigned from time to time.Education: Minimum of Degree in Mass Communications.

Experience: At least 7 years in Mass Communications or Public Relations.

Language: Excellent knowledge of English, French or Portuguese, a working knowledge of the other official languages would be an advantage.

Job Title: Senior Transport Economist

Grade: P4

Division: Infrastructure Development

Location: Lusaka, Zambia

Reporting To: Director of Infrastructure Development

Purpose of the Job

Assisting in formulating and developing policies and programmes affecting the transport sector

Tasks

Under the guidance of the Director, the incumbent of the post will perform the following duties:

Developing programmes for transport sector and monitoring implementation of transport instruments aimed at easing the flow of trade and transport services;Initiating and formulating transport programmes covering roads, railways, airports and sea-ports in the region;Establishing mechanisms for monitoring of transport programmes;Developing Road and Rail Safety programmes;Preparing plans to promote investment in road and rail sectors;Institutionalising policy reforms for management and financing of various infrastructure;Designing appropriate commercialisation strategies for the railways, roads, seas and airports;Undertaking studies for adoption of common technical standards for roads and railway;Designing and uniform road and railway transit charges throughout the COMESA region;Desiging and reviewing traffic facilitation measures,Designing a mechanism for the gradual elimination of air traffic restrictions for airline operators in the region;Any other related duties that may be assigned by his/her superiors from time to time.Education

Minimum of Masters degree in transport planning management, transport economics, transport / road / rail engineering or equivalent qualifications.

A Ph.D in the relevant field would be an added advantage.

Job Title: Assistant Secretary General (Programmes)

The Purpose of the Job

(a) To assist the Secretary General in the coordination and implementation of the Treaty and decisions of the Policy Organs.

(b) To take responsibility of the operational divisions of the Secretariat:

Trade, Customs and Monetary HarmonisationInfrastructure DevelopmentInformation and NetworkingInvestment Programming and Private Sector DevelopmentAny other operational division, unit or project established by CouncilTo manage and supervise the operational divisions and have the Divisions’ Directors report to him in the design and implementation of COMESA’s multisectoral strategic programme planning under the guidance of the Secretary General.To be responsible for the implementation of Strategic Operational Plan of the COMESA’s substantive divisions, closely liaising with the Secretary General.To monitor the progress of the approved operational plans periodically with the Directors of the substantive divisions.To liaise with the Secretary General on the preparation of the organisation’s consolidated strategic master plan for the operations of the Secretariat.To implement policy decisions as they relate to operations or programmes as directed by the Secretary General.To develop implementation programme plans and operational manuals with inputs from the Division directors, the Strategic Planning and Research unit, Director of Administration and Director of Finance and the Internal Audit Unit.Makes decisions on a day to day basis for the operations divisions.Able to cope under very high presssure as he/she has to meet stipulated deadlines. He also has to co-ordinate several programme divisions.Very minimal checks and balances as he/she reports only to the Secretary General.High accuracy is required. An error of judgement can have a high impact on the organisation as a whole.Education: Post Graduate degree in either Economics, Management, Social Sciences or related disciplines

Experience

At least 15 years in a management/leadership role.
Experience in regional economic integration will be an added advantageFluency in Arabic, English or French.
Working knowledge of one of the other languages would be an added advantage.Terms of Appointment

Type of contract: The post is under COMESA Staff Rules and Regulations (Executive Management).

Location of performance of the Contract: The duty Station will be at the COMESA Secretariat headquarters in Lusaka, Zambia. The successful applicant will also be required to undertake significant duty travel to all COMESA countries and any others identified in the line of duty.

Duration of Appointment: The contract of the Assistant Secretary General (Programmes) will run from the date he/she takes up the appointment for a five year period.

Job Title: Internal Auditor

Grade: P2

Reports to: Chief Internal Auditor

Purpose of the Job

Reporting to the President of the Court and the direct supervision Chief Internal Auditor of COMESA, the internal Auditor will be primarily responsible for the audit of accounts funded by Member States and Cooperating Partners.

In addition, the Internal Auditor will be responsible for undertaking systems and compliance audits of the COMESA Court of Justice.

Other responsibilities will include enhancement of the internal control, governance and risks management systems; ensuring that the Court of Justice is adhering to the various Cooperating Partner agreements/Memorandum of Understanding entered into and ensuring adherence to relevant approved reporting standards.

Duties and Responsibilities

Preparing Audit programmes and schedules of audit activities pertaining to the approved annual work programme of the Court.Carrying out the audit work as outlined in the audit programmes.Ensuring efficient and effective execution of audit work to enable timely/completion of Reports for submission to the President of the Court, Policy Organs and Cooperating Partners.Liaising with external auditors and follow up on audit queries.Conducting special purpose audits from time to time as directed by the President or the Chief Internal AuditorAssist the COMESA Court implement an Enterprise Risk Management System.Conduct periodic reviews of the internal control system and advice on controls to be incorporated into the systems and procedures of the organization.Any other related duties that may be assigned by his/her superiors from time to time.Knowledge and Skills

Minimum Education Qualification

A professional accounting qualification such as ACCA, CIMA, CIPFA, ACA or CIA5 years experience in an auditing environmentGood strategic analysis and interpersonal skills.Good planning, organizational, Communication and reporting skills.Demonstrated ability to work independently and to operate effectively as part of the team.Conversant with key accounting packages and Computer Assisted Auditing TechniquesLanguages: Fluency in English or French. Working knowledge of one of the other two languages would be an added advantage.

Terms of Appointment

Type of contract: The post is under COMESA Court regular establishment and remuneration will be in accordance with COMESA Court Conditions of service for established professional staff.

Location of performance of the Contract: COMESA Court’s permanent Seat is in Khartoum, Sudan but currently temporally operates in Lusaka, Zambia.

The successful applicant may also be required to undertake significant duty travel to all COMESA countries.

Duration of appointment: The successful applicants will be offered an initial contract of three (3) years. Subsequent contracts will be for durations for four(4) years

Strengthening the capacity and increase the efficiency of the institution through maintenance of effective recruitment and management policies.

Tasks

Under the overall supervision of the Director of Administration and Finance, the incumbent will perform the following duties:

1. Contributing in the preparation and evaluation of staff policies, Rules and Regulations and ensuring that they are properly applied:

examining existing personnel policies, Rules and Regulations and make recommendations as appropriate;giving advice to higher management on personnel matters;conducting negotiations with staff representative bodies;2. Planning and carrying out a policy of upgrading the professional skills and competence of the Staff of COMESA by:
drawing up staff training schemes;requiring Directors of Divisions to discuss training needs with their staff and to see to it that they are upto- date in their profession;establishing an interdivisional committee on training; andestablishing language training courses.3. Recruiting of qualified, experienced and competent staff including consultants and advisers by:
issuing accurate vacancy announcements internally and externally or both and disseminating them as widely as possible;screening applications in conjunction with the appropriate director(s) of divisions(s);preparing submissions to the reviewing bodies;advising such bodies as ex-officio on the rules and regulations;arranging for the interviewing of short-listed candidates;transmitting the recommendations of the reviewing bodies to the Secretary General; andensuring that successful candidates receive letters of appointment and take up their positions as required.4. Ensuring the provision of effective and efficient personnel services to COMESA and its staff members by:
calculating and communicating to the Finance Section approved and prevailing financial benefits of all staff members;Managing effectively the prevailing health facility provision for staff members; andparticipating in study exercises on staff matters.5. Servicing and advising those who may be assigned to review any staff matters such as promotions bodies, disciplinary committees, and policy advisory bodies by:
ensuring that their composition is renewed on a periodic basis;ensuring staff representation in these bodies;supplying all members with copies of the Staff Rules and Regulations as well as the procedure for the conduct of business;giving advice on applicable rules and procedures and so guide the deliberations of the bodies; andproviding secretarial support.6. Supervising the staff of the Unit by:
guiding them and ensuring that they apply the Rules and Regulations and are fully conversant with them;overseeing their work on a daily basis;preparing evaluation reports on them;discussing any staff complaints with them; andfinding out and easing bottlenecks.7. Any other related duties that may be assigned by his or her superiors from time to time.

Decision Making

Decisions on human resource matters i.e. recruitment, promotions and career advancement.

Consequence of Error

Errors in staff management may demoralise staff and also affect the overall staff and organisation’s productivity.

Education

A Masters Degree with specialization in Personnel Management or Human Resource Management.
