Duties and Responsibilities

The Transit Transport Coordination Authority of the Northern Corridor (TTCA-NC) is a Regional Organization established by an Agreement signed by Kenya, Uganda, Rwanda, Burundi and Democratic Republic of Congo in 1985.

The Organization’s Secretariat has its Headquarters in Mombassa. It is responsible for smooth movement of transit goods along the Northern Corridor.

Overall Purpose: Assist the Head of Program by providing significant technical program support on matters relating to Infrastructure development and Management.

Core Duties & Responsibilities

Working under the direct supervision of the Head of Infrastructure Development and Management, the Assistant Program Officer shall be responsible for the following duties:

Participate in the development and implementation of fleet policy for over 200 vehicles.Preparation of fleet budget for the corporation in terms of recurrent and capital expenditure in liaison with Finance & Accounts department.Participate in co-ordinating headquarters and regional fleet maintenance and fuel consumption.In consultation with legal department ensure all vehicles are inspected, insured and licensed and accidents reported.Ensure security of all official vehicles either bonded or running.Preparation of management reports on the performance of the fleet and undertaking physical and technical inspection before a vehicle is recommended for repair.Prepare vehicle valuation and inspection reports and make follow up with relevant authorities on cases involving corporation’s vehicle accidents.Oversee the usage, storage and servicing of vehicles to ensure efficient and economic utilization.Co-ordinate, control of vehicles consumption, costing of maintenance, recording of written – off vehicles and preparation of general statistics on monthly or yearly basis.Assessment of drivers competence before employment and deployment.Qualifications and Other Competencies

Key Tasks

Purpose of the Job

Assisting in formulating and developing policies and programmes affecting the transport sector

Tasks

Under the guidance of the Director, the incumbent of the post will perform the following duties:

Developing programmes for transport sector and monitoring implementation of transport instruments aimed at easing the flow of trade and transport services;Initiating and formulating transport programmes covering roads, railways, airports and sea-ports in the region;Establishing mechanisms for monitoring of transport programmes;Developing Road and Rail Safety programmes;Preparing plans to promote investment in road and rail sectors;Institutionalising policy reforms for management and financing of various infrastructure;Designing appropriate commercialisation strategies for the railways, roads, seas and airports;Undertaking studies for adoption of common technical standards for roads and railway;Designing and uniform road and railway transit charges throughout the COMESA region;Desiging and reviewing traffic facilitation measures,Designing a mechanism for the gradual elimination of air traffic restrictions for airline operators in the region;Any other related duties that may be assigned by his/her superiors from time to time.Education

Minimum of Masters degree in transport planning management, transport economics, transport / road / rail engineering or equivalent qualifications.

A Ph.D in the relevant field would be an added advantage.
