Applicants should be holders of a PhD degree or its equivalent in either Public Administration or Human Resource Management or its equivalent from a recognized university. They should have CPS (K) or relevant professional qualification and be members of a recognized professional administration or management body and be computer literate. In addition, they must have at least 12 years administrative experience, three (3) of which should be at Deputy Registrar level or equivalent.
The successful candidate should be a team player and should have shown outstanding professional competence in administration and management.

Director, Library and Information Services
Applicants should be holders of a PhD degree in Library Information Science or its equivalent from a recognized university. They should be members of a recognized professional body for Librarians and be computer literate. In addition, they must have at least 12 years experience in library management, three (3) of which should be at Deputy Librarian level or equivalent. Evidence of research in library studies will be an added advantage.

Job Title: Registrar of the COMESA Court of Justice
Duty Station: The Court is to move to Khartoum, Sudan, its permanent location in due course. Currently, it is temporarily located at COMESA Centre, Lusaka, Zambia
 Under the overall supervision of the President of the Court of Justice, the Registrar shall perform the following duties and be responsible for the day to day administration of the Court:
a) Preparation of the budget of the Court;
b) Carrying out all the public relations of the Court;
c) Keeping all the accounts of the Court;
d) Having custody of the seal and official stamp of the Court;
e) Having custody of all the records and archives of the Court;
f) Examine documentation submitted to the Court to establish authenticity and adequacy;
g) Transmit documents to the members of the Court, to other member States and to the Secretary-General;
h) Be responsible for the interpretation from one language to another of speeches and statements made before the Court and for the preparation of shorthand notes of oral proceedings;
i) Be present at all sittings of the Court and be responsible for drawing up the minutes of the hearing;
j) Prepare and keep up-to-date the Cause List or Advisory Opinion;
k) Prepare the draft Rules of Court or any subsequent amendments thereto for consideration and adoption by the Court; andl) Carry out any other duties that may be assigned to him/her by the Treaty, the Rules of Court, the President or any other Judge of the Court.
 A person who qualifies in his/her respective Member State to hold high judicial office and who is a national of a Member State.Hold a minimum of a first degree in Law (such as LLB) from a recognized University and is a registered legal practitioner in any member State.A postgraduate degree in Law shall be an added advantage.The person should have at least 15 years experience in law;Experience in performing administrative functions shall be an advantage.Experience or familiarity with international law and international trade law and in advising on economic integration, will be an advantage.Working Language: Must be fluent in English and/or French and/or Arabic (speaking and writing). The University College invites suitably qualified applicants for the following vacant positions:
 A. Administration and Finance Division
 This the highest position in the scheme. The Finance Officer will be answerable to the Deputy Principal (A&F). The holder of this office will be responsible for the overall formulation and implementation of the finance strategy for the department; advising the University management on all financial matters; responsible for efficient organization, control and supervision of all accounting units. Responsible for review, planning, co-ordination, design, implementation, development of accounting services and systems, timely submission of annual financial statements and accounts and setting and maintaining high accounting standards in the University.
Those to be appointed should have:-
i) A Masters degree from a recognized University in a relevant field such as MBA, with 10 years relevant
experience, at least 5 years as Chief Accountant or equivalent in institutions of higher learning.
iii) Registered member of ICPAK or an equivalent Accounting body.
iv) Practical experience of ICT is mandatory at this level.
v) Consistently demonstrated outstanding qualities for leadership, coordination and organization capabilities at top management level.
vi) Holders of PhD in relevant field will have an added advantage.
 2. Deputy Registrar Administration – (In-Charge of Council Matters) For appointment to this grade, an officer must have:-
i) Served in the grade of Senior Assistant Registrar grade 13 for at least three (3) years;
ii) a Masters Degree in Administration/Management or its equivalent from a recognized University
iii) Demonstrated a high degree of professional competence and administrative capability in work performance.
iv) Experience as Senior Assistant Registrar (Council matters).For appointment to this grade, an officer must have:-
i) A Masters degree in the following disciplines; Business Administration, Economics, Commerce (Supplies
Management option) or its equivalent from a recognized University;

Fire and Safety Officer

The Fire & Safety Officer will enforce fire safety legislation through risk based assessment working with other relevant partners to achieve a safe working environment. S/he will guide and support in disaster management programmes and ensure strong systems are in place to maximize safety.

Applicants must have a Degree in Sciences and/or Higher Diploma in Engineering related field.

The ideal candidate should have a minimum of 4 years experience in fire/safety systems and certification in Occupational Health. S/he should have excellent organizational, analytical and communication skills. Knowledge of ISO systems is an advantage.

Registrar – ICU/HDU

The Registrar will provide clinical care to patients. S/he will teach, supervise and provide leadership to junior doctors in the ICU/HDU. S/he will provide emergency support to ensure timely and optimal delivery of quality patient care.

The Registrar must have a Master of Medicine Degree and be registered with the Kenya Medical Practitioners and Dentists Board. Preference will be given to candidates with ACLS, ATLS or PALS training.

Senior House Officer - Surgery

The Senior House Officer will be responsible for the effective management and care of patients with surgical conditions under the direct supervision of the senior surgical residents and consultant surgeons.

The successful candidate will receive educational exposure in the full spectrum of surgical specialties as well as the opportunity to develop research skills and gain direct research experience.

The ideal candidate must posses a MB ChB or equivalent with at least two years relevant experience and should be registered with the Kenya Medical Practitioners and Dentists’ Board. Preference will be given to candidates with ACLS, ATLS or PALS training.

Deputy Chief Registrar of the Judiciary

Terms of Service: Permanent and Pensionable

Period of service: Retirement at the age of 60 years with an election to retire on attaining the age of 50 years

Functions:

The Deputy Chief Registrar will discharge the following functions:-

(a) Deputize the Chief Registrar of the Judiciary;

(b) Be responsible to the Chief Registrar in the exercise of the duties assigned to him or her.

Requirements for Appointment:

For appointment to the position of the Deputy Chief Registrar, the applicants must possess the following qualifications:

(a) be an advocate of the High Court of Kenya and has since:-

(i) attained the qualifications of a High Court Judge; or

(ii) attained at least ten (10) years’ as a professionally qualified magistrate; or

(iii) attained at least ten (10) years’ experience as a distinguished academic and legal practitioner
or such experience in other relevant legal field; or

(iv) held the qualifications mentioned in paragraphs (i) to (iii) for a period, amounting in aggregate, to ten years.

(b) Has demonstrated competence in the performance of administrative duties for not less than five years.

(c) Have a high moral character, integrity and impartiality.

(In addition to the above qualifications, the applicants must demonstrate a high degree of professional competence, communication skills, fairness, good temperament, making of good judgments in both legal and life experiences and commitment to public and community service.)

(4) Five (5) samples of any writings by the applicant, including but not limited to judgments, advocacy submissions in courts, scholarly writings or any legal publications that the applicant has authored.

(5) The applicant’s three recent coloured passport size photographs.

(6) Declaration of income and liabilities as at the time of making the application, using the prescribed forms (The Declaration of Income, Assets and Liabilities Form JSC 2b) . For those who are in Government employment, attach copies of returns of declaration of income and liabilities and for those in private practice attach income tax returns, for the last three (3) years.

(7) Certified copies of testimonials and professional certificates and academic transcripts.

(Applicants are required to forward eleven (11) copies of documents listed in item 4 to 7 above as well as a soft copy).
