A Study of the Rural Electrification Programme Since its Inception
The Government established the Rural Electrification Programme in 1973 for purposes of subsidizing electricity supply in the rural areas. During the same year (1973) the Government entered into an agreement with the then East African Power and Lighting Company (EAPL), now the Kenya Power & Lighting Company (KPLC) in which KPLC was appointed as a contractor for planning, implementation, operation and maintenance of rural electrification scheme while the Government remained responsible for identifying projects to be implementation and sourcing of funds for the Programme.
In order to evaluate the implementation of the programme, the Government and the Authority wishes to hire a consultant to document chronicle activities, achievements and challenges facing the programme.
The purpose of this assignment, therefore, is to consult, conduct research, and analyze data and to document the activities, achievements and challenges in the implementation of the rural electrification programme since its inception, in a single, comprehensive report.
It is desirable that the Consultant possess the following set of qualifications and experience;
i. A basic University degree in the social sciences, communication, engineering or any other related field.
ii. Being in possession of postgraduate qualifications, preferably upto the Masters or Doctorate levels, in either of the above fields will be an added advantage.
iii. Previous experience in writing comprehensive reports, books, policy papers, research reports, documentaries or other forms of corporate communications. REA will require viewing samples prior to making a decision.
Interested and qualified consultants are hereby invited to submit their sealed Expression of Interest.
