The Ecumenical Pharmaceutical Network (EPN) is looking to recruit a God fearing results oriented individual to fill the position of Communications Officer. EPN is a non-profit Christian member organization registered in Kenya. Its mission is to support Churches and Church Health Systems provide and promote just and compassionate quality pharmaceutical services. EPN is the only global church-based organization that works specifically to increase access to medicines and to strengthen pharmaceutical services.  The beneficiaries of EPN’s services include health institution boards and managers, medicines policy makers, health professionals, church leaders, and health staff involved in medicines management and pharmaceutical service delivery.  
The working languages for the Network are French and English. 

Job Purpose: To increase the Network’s communications capacity to effectively communicate optimally with its members, publics and stakeholders 

Job Description (Key Responsibilities)

Reporting to the Senior Manager – Network Strategy and Architecture - Core, the position holder will be responsible for shaping and driving strategy and architecture around Core Network Evolution to simplify the architecture, optimize the infrastructure, introduction of new services and migrating existing network and services to latest technologies.

The job holder’s key responsibilities will be to:
Core Network Strategy
Assist in defining both long term and short term core network strategy based on technology evolution, vendor road maps and business requirements;
Perform technology evolution study, business case study of new core products and features, study best practices shared by VTN strategy team and form inputs for core network strategy;
Aligning core network strategy with those of the Business Units, assisting in business case analysis, conducting technology presentations and assist in forming new revenue streams;
Based on validated core network strategy, submit high level design guidelines to the specific delivery teams

Core Network Architecture
Preparing of both long term and short term core network target architectures clearly indicating the transition phases;

Based on validated core network architecture create concept papers, high level design documents;

Licensing and Costing
Assist in preparing strategy on software licensing models based on traffic trend analysis,  equipment units costs and long term capacity plans
Analysis of features (service, capacity and quality related) and their costs end to end and assist in conducting business case
Assist in  capex reduction initiatives by providing optimized core  network architecture, well dimensioned hardware and recommended features;

Project Management
Organize meetings with technology delivery teams as a follow up on core network strategy implementation
Organize quarterly strategy control meetings with delivery teams, business units and supply chain

Business Continuity Planning;
Assist in forming business requirements for Business Continuity Planning in core network domain area
Assist in translation of BCP business objectives for core network into technical requirements, implementation design and budget estimates
Assist in Scheduling, Monitoring and providing feedback as to completeness of BCP test plans

Supplier Strategy;
Build and maintain business relationships with core network vendors and suppliers
Study and evaluate  core network product road maps, services, features, costing and licensing by engaging various core network vendors and suppliers through meetings and technology conferences
Assist in forming network vendor/supplier strategy

Reporting
Prepare Monthly and Quarterly status report on strategy performance KPIs

The ideal candidate should possess the following skills & competencies:

Bachelor’s degree in Telecommunications, Engineering, Computer Science;
6+ years of working experience in core networks of a mobile network operators or core network vendors;
Deep knowledge & skillset of 3gpp/ETSI/ITU-t technical specifications including new technologies such as IMS, LTE, EPC, SAE, GSM, UMTS;
Excellent experience on software & hardware architecture and configuration of core network elements including SGSN, GGSN, PCRF, MSS, MGW, STP and CSDB (HLR, EIR, MNP, AAA) on vendors like Huawei, NSN & Cisco;
Working knowledge of network elements like SMSC, OCS/Billing, RNCs, BSCs and RAN (BTS, NodeB) and the related interfaces;
Strong analytical, problem solving and organizational skills and ability to work under pressure with mature and target oriented approach;
Excellent documentation, communications and presentation skills with sound experience in MS office (Excel, Word, Power point, Project, Visio) and other visual drawing tools.

Kenya Job Title: Systems and Network Engineer
Reports to: Systems Administrator

Summary

The System and Network Engineer is responsible for effective provisioning, installation /configuration, operation, and maintenance of systems hardware and software.

The SNE is also responsible for installing, setup, and monitoring of local area networks (LAN) and Wide Area Networks (WAN).

The SNE also performs a variety of maintenance, evaluation, installation, and training tasks to ensure LAN and WAN performance meets required standards.

This individual participates in technical research and development to enable continuing innovation within the network infrastructure.

This individual ensures that system hardware, operating systems, software systems, network hardware and related procedures adhere to organizational values, enabling staff, volunteers, and Partners and clients.

This individual will assist project teams with technical issues in the Initiation and Planning phases of our standard Project Management Methodology.

These activities include the definition of needs, benefits, and technical strategy; research & development within the project life-cycle; technical analysis and design; and support of operations staff in executing, testing and rolling-out the solutions.

Participation on projects is focused on smoothing the transition of projects from development staff to production staff by performing operations activities within the project life-cycle.

This individual is accountable for the Windows and Linux systems that are running either within the Company premises or on Client locations.

Responsibilities on these systems include SNE engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation.

Key Tasks
SA Engineering and Provisioning

* Engineering of SNE-related solutions for various project and operational needs.
* Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
* Install and configure systems such as network switches, routers, firewalls, intrusion detections systems and general network infrastructure
* Develop and maintain installation and configuration procedures.
* Contribute to and maintain system standards.
* Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.

Operations and Support
* Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, network resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
* Perform regular security monitoring to identify any possible intrusions.
* Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
* Perform regular file archival and purge as necessary.
* Create, change, and delete user accounts per request.
* Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot issues.
* Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.
* Generate reports on all processes i.e. survey reports, solution designs including drawings, implementation reports and project progress reports.

Maintenance
* Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities such as anti virus. Configure / add new services as necessary.
* Upgrade and configure system software that supports applications in use.
* Maintain operational, configuration, or other procedures.
* Perform periodic performance reporting to support capacity planning.
* Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required.
* Maintain data center environmental and monitoring equipment.
* Maintenance of hardware such as printers, peripherals, monitors etc

Knowledge and Skills Requirement
* Bachelors degree, with a technical major, such as engineering or computer science.
* Systems Administration/System Engineer certification in and Microsoft.
* CCNA certification.

Complexity/problem solving:
Position deals with a variety of problems and sometime has to decide which answer is best. The question/issues are typically clear and require determination of which answer (from a few choices) is the best.

Discretion/latitude/decision-making:
Decisions normally have a noticeable effect department-wide and company-wide, and judgment errors can typically require one to two weeks to correct or reverse.

Responsibility/oversight -financial & supervisory:
Functions as a lead worker doing the work similar to those in the work unit; responsibility for training, instruction, setting the work pace, and possibly evaluating performance.
