A Study of the Rural Electrification Programme Since its Inception
The Government established the Rural Electrification Programme in 1973 for purposes of subsidizing electricity supply in the rural areas. During the same year (1973) the Government entered into an agreement with the then East African Power and Lighting Company (EAPL), now the Kenya Power & Lighting Company (KPLC) in which KPLC was appointed as a contractor for planning, implementation, operation and maintenance of rural electrification scheme while the Government remained responsible for identifying projects to be implementation and sourcing of funds for the Programme.
In order to evaluate the implementation of the programme, the Government and the Authority wishes to hire a consultant to document chronicle activities, achievements and challenges facing the programme.
The purpose of this assignment, therefore, is to consult, conduct research, and analyze data and to document the activities, achievements and challenges in the implementation of the rural electrification programme since its inception, in a single, comprehensive report.
It is desirable that the Consultant possess the following set of qualifications and experience;
i. A basic University degree in the social sciences, communication, engineering or any other related field.
ii. Being in possession of postgraduate qualifications, preferably upto the Masters or Doctorate levels, in either of the above fields will be an added advantage.
iii. Previous experience in writing comprehensive reports, books, policy papers, research reports, documentaries or other forms of corporate communications. REA will require viewing samples prior to making a decision.

Qualifications and Skills:
The key expert should have at least a Masters Degree or a level of education that corresponds to completed university studies of at least 4 years attested by a diploma in one or more of the following or other related fields; Agriculture, Natural Resources Management, Economics, Rural development, Livestock .
The key expert has a proven background in dealing with a wide range of professionals and top government officials as well with other development partners' representatives.
Excellent command of spoken and written English with good reporting, interpersonal and communication skills is essential.
General professional Experience
At least 10 years professional experience in tropical areas, in the fields of Rural development, Natural Resources Management, Economy in Rural Areas, Food security, Agricultural research or directly related fields is necessary.
At least 5 years experience in advisory positions to government bodies.
Proven capacity to work in genuine partnership with national staff.
Specific professional experience
The expert should have a proven professional experience in high level policy advice for agricultural development.
The expert should demonstrate capacities to work at institutional level on capacity building.
The expert should be familiar with the project development cycle and field operations.
Specific professional experience in challenges related to development of arid areas is an advantage.
Specific professional experience in agricultural research in developing countries is an advantage.
A working knowledge and expertise in Sub-Saharan Africa is an advantage.
Fully conversant with and proven practical experience in implementation of EU administrative and financial regulations is necessary.

Senior Surveyor III MG10 (1 post)
Reporting to the Chief Manager Design, The Senior Surveyor shall have the following responsibilities to ensure quality surveying services for power distribution as per the Authority’s established procedures in order to enhance accurate design:
Duties:
* Leading survey teams in conducting route surveys
* Participating in planning and implementation of survey assignments in accordance with policies and standards of the Authority
