Vacancy: National Programme Development Coordinator


 


SOS Children’s Villages International is an independent, non-governmental international development organisation which works to meet the needs and protect the interests and rights of children since 1949. 


The organization’s work focuses on abandoned, destitute and orphaned children requiring family-based child developmental care. 


We invite applications for the following vacancies at the SOS Children’s Village South Sudan National Coordination Office in Juba.


Working location: Juba, South Sudan
 


Mission of the position: The National Programme Development Coordinator (NPDC) ensures the implementation of the SOS Children’s Village (SOS) Programme Policy and drives the implementation of quality child development programmes (in the sectors of alternative child-care, education, health and advocacy). 


 


The NPDC leads the implementation of a quality assurance system within SOS Programmes including monitoring and evaluation. She/he is responsible for donor engagement, liaison and reporting. 


She/he leads the development of the national programme development strategy, related budgets and action plans. 


The NPDC participates in and/or initiates activities of the civil society, with the aim to improve conditions and change policies and practices that undermine the well-being and rights of children. 


As the direct superior, the NPDC leads national Programme Development Department staff members.


Key performance areas and main responsibilities:
 


Programme Development


Leads the development of strategic directions in programme development at national level, framed by the SOS Children’s Village Programme Policy and other related policies. Develop integrated child development programmes (direct essential services; capacity building; advocacy in the fields of care, education and health)

Leads the processes of national child rights situation analysis and of feasibility studies.

Ensures development of quality programme proposals and steers the implementation to reach the strategic targets.

Steers the development of new locations and alignment of existing locations according to policy.

Participates in the strategic and annual planning process as member of the National Management Team.

Supports the budgeting process and reviews the programme budgets on location level.

Prepares and is responsible for the budget of the Programme Department.


Quality Management, Monitoring and Evaluation


Ensures implementation of quality standards within SOS Children’s Village Programmes as described in manuals, policies and concepts such as the SOS Children’s Villages Manual, Quality4Children standards, the Danuta and Danilo paper, the Family Strengthening Manual, and other future SOS CVI manuals, policies and concepts (in all fields of SOS Children’s Village Programme responses and activities).

Provides ongoing monitoring of child’s rights protection in the Member Association.

Ensures implementation of all existing and future SOS CVI policies in the area of programme development (e.g. the Child Protection Policy, the HIV/AIDS, the formal Education and Inclusion Policies).

Ensures implementation of a Quality Assurance system (including monitoring and evaluation)

Adjusts all ongoing programmes to national legal regulations in agreement with the National Coordinator.


Fundraising, Donor Engagement & Partnership Building


Identify institutional funding opportunities at the national local level (from bilateral, multilateral, international organizations and embassies and foundations)

Coordinate the process of conducting assessments and feasibility studies that inform program design.

Conduct background research relevant for designing projects

Coordinate and write program proposals and be the link between program, finance and submit this to potential institutional donors

Develop and maintain good relationships with donors by ensuring regular communication, knowledge exchange and effective reporting.

Coordinate, monitor and assess the quality of donor reporting making sure that donor requirements are met during the project implementation phase.

Prepare and submit funding monthly updates and quarterly reports to the regional office.

Working with the Regional Project Coordinator, be the link between SOS South Sudan and donors especially in management of institutional funding contracts. Ensure regular communication with IOR/HQ.

Establish and maintain regular contact with donors, peer NGOs and relevant stakeholders by organizing donor roundtables, face to face meetings, attending donor/partner forums etc

Represent SOS in sector level meetings (development and humanitarian/emergency) and other networking forums and use this to aggressively develop funding partnerships


Human Resources Development


Conduct performance management of the staff of the Programme Development Department.

Ensures support in recruitment and selection process of leading programme development co-workers in SOS Children’s Village programmes and lead the onboarding process

Ensure that professional and developmental objectives are set up and monitors objective achievement through regular performance appraisal talks.

Supports and provide coaching in the realisation of the set objectives.

Ensures organisation of initial and ongoing trainings for key programme staff


Financial Management


Builds accountability in the programme by ensuring implementation of simple and effective financial and administrative procedures, in accordance with defined policies, guidelines and standards.

Leads the programme budgeting process.

Monitors budget expenditures and conducts financial (in cooperation with the responsible person for FIN), in order to ensure that funds are properly used.


Qualifications


Bachelor degree in Social Sciences, Humanities or related field

More that 5 years experience in child development, education, health and /or advocacy, especially in assisting countries implement projects

Knowledge of the donor environment in South Sudan and previous demostratable experience in working with key institutional donors

Familiarity with key international standards for alternative care, e.g. UN Guidelines on Alternative Care

Familiarity with key organisational planning tools, such as Log Frame, Feasibility Studies, Assessments, NGO Alternative Country Report for MDG’s, etc

Competence in monitoring and evaluation

Excellent written and oral communications skills in English

Ability to work under pressure and willingness to work flexible hours in the event of major emergencies

Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.

Capacity to influence key decision makers and build networks within the organisation

Ability to coach and / mentor teams of varying skill levels in geographically widespread locations

Commitment to SOS values, including willingness to abide by and enforce the Child Safeguarding policy
