Policy Dialogue EAST AFRICA
BACKGROUND
“Policy Dialogue is as defined in the Accra Agenda for Action an ‘open and inclusive dialogue on development policies..’, which goes on to suggest that Governments and local authorities should engage with CSOs “in preparing, implementing and monitoring national development policies and plans. They will also engage with CSOs…” This explicitly intends that policy dialogue includes all these elements at different stages of the policy cycle including policy formulation, policy implementation and policy monitoring.” (ITAD/ COWI, 2012).
An independent evaluation of ADA, Danida and SIDA drew very important lessons on why Civil Society (CS) engagement in the Global South is not effectively working, especially when it comes to topics relevant for marginalized population groups. The evaluation team recommends to devote more resources to empower CSO capacities to engagement in Policy Dialogue and to come up with adequate supporting/ financing tools for Civil Society engagement in Policy Dialogue (ITAD/ COWI, 2012).
A Consortium of 5 Austrian NGOs is implementing a project with the objective to strengthen capacities of East African NGOs regarding policy dialogue, working with 7 local partner organisations; namely CARE Uganda, WORUDET, MIONET, SOS-Children’s Villages Tanzania, DESECE, Kenya Red Cross and GROOTS Kenya.
After the Project Kick-Off-Event in East Africa in February 2015 where a screening of existing activities of local partner organisation in the field of Policy Dialogue took place and a first training on CSO engagement in Policy Dialogue was conducted, the 7 local partner organisations of this programme came up with topics for further training and cross-learning. The topics being part for this training have been proposed by the local partner organisations. Further, guidelines on CSO engagement in Policy Dialogue have been elaborated.
All 7 local partner organisations were given a small action fund for Policy Dialogue activities for the project period, to test certain Policy Dialogue instruments/ activities.[1]
OBJECTIVES of THE CONSULTANCY
1.The 7 local partner organisations know how to
- Do Policy Analysis / Evidence-Based Research for their relevant topics
- Engage in Policy Dialogue Planning
- Do Stakeholders’ analysis and know how to deal/interact with various stakeholders in the policy dialogue cycle, including opponents
- Mobilize Resources for Policy Dialogue activities
2.The local partner organisations improve their networking abilities with national and international CSO, NGOs, research/academia, and government institutions
3.The guidelines on CSO’s engagement in Policy Dialogue have been complemented and finalized
This training will be combined with a field visit to GROOTS Kenya, one of the local consortia partners, to learn from their experience in Research, documentation and evidence building on land rights, and women’s leadership strengthening for effective policy dialogue.

WORKSHOP PARTICIPANTS
Around 15 to 20 persons from 7 project partners in East Africa and representatives of European consortia partners.
Some of them already work in the field of Policy Dialogue; others are completely new to this topic

DOCUMENTATION/ REPORTING
A workshop documentation including the following parts is required:

CONSULTANT PROFILE
Consultant should be CSO & Policy Dialogue practitioner with strong training background or freelancer/ trainer working with policy dialogue/ lobbying/ advocacy of CSOs in East Africa.
If possible, experience with Policy Dialogue for food sovereignty, women empowerment & Children’s/ youth rights in East Africa.
Preferably based in East Africa.
