Catholic Diocese of Lodwar in pursuit of its vision; “ A family of Christians deeply committed to a holistic transformation in Jesus Christ who wants all to have life to the full”, has been a strong partner with Trocaire an Irish NGO for over 15 years and together have implemented a number of humanitarian, emergency and recovery programmes, as well as justice and peace in Turkana. Diocese of Lodwar(DOL) – ASAL Resilient Programme (ARP) Loima Project is a DFID Trocaire funded project for three years, an intervention focusing on building livelihoods’ resilience among pastoralist and agro-pastoralist communities in Kalemunyang and Turkwell in Turkwell Division and Lokiriama, Lorengippi and Namoruputh in Loima Division (Loima District). Diocese of Lodwar seeks applications from qualified persons to fill the following positions:-
Lodwar based with travel throughout Turkana County.
 The Role Purpose: Reporting to Project Coordinator, the successful candidate will lead the livestock health component of the project. This will include the coordination and overall supervision of disease surveillance, vaccinations, operation of mobile health teams and agro-vet units.BSc in Veterinary or its equivalent.Must be registered with Kenya Veterinary Board. Fluent written and spoken English, Kiswahili and knowledge of Ng’aturkana would be an added advantage. Excellent interpersonal and communication skills, both written and oral.Dynamic and willing to take initiative.Job Title: Monitoring and Evaluation OfficerLodwar based with travel throughout Turkana County.

Job Summary (Purpose and Key Result Area)
The WPE/GBV manager is the integral link and field site focal point responsible for the implementation of the IRC’s WPE/GBV program in Lodwar and will be based in Lodwar.With the technical support of the WPE coordinator and the WPE technical unit, the manager will ensure the goals and objectives of the WPE country program are met.
The GBV/WPE Kenya programme goal is to enhance survivor’s utilization of quality services responsive to the survivors’ needs and strengthen community-based structures and solutions to better protect women and girls, promote their empowerment to access opportunities, services, and support. 
The GBV Manager will coordinate the team towards achieving the following program objectives;To improve survivors’ access to timely, holistic and quality case managementStrengthened engagement with communities to act in the best interests of women and girlsInvest in social and economic opportunities for women and girls to promote their wellbeingLeverage partnerships and experience to advocate for priorities of women and girlsThe manager has two reporting lines; to the Field Coordinator in Lodwar for operation related issues such as, administration, security and day to day running of the WPE/GBV programme. The manager will report to the WPE Coordinator on programmatic areas (technical support) including programme design and implementation, staff capacity building on programmes, partnerships, budget management and reporting. The manager also get support from the WPE technical unit.Provide ongoing leadership to the WPE/GBV team for successful coordination and implementation of programme activities to meet programme targets. Specific role includes support to programme design and compliance to WPE/GBV country and global strategy, guidance on GBV best practice, programme sustainability, GBV research and assessment to advise development of the programmeRegular communication/updates to with the Field and WPE coordinators on the programme progress; challenges, successes and lessons learnt.Strengthen support mechanisms to ensure survivors can access services in a timely manner. This role includes monitoring and reporting on quality of services by WPE/GBV, monitoring and providing guidance on referral pathways and interlinkage of WPE/GBV programme with other IRC programmes (work with other programme managers)Manage and oversee all Turkana funded WPE/GBV grants in line with the IRC and donor policies and practices; ensure development, use and maintenance of appropriate systems to achieve desired project impact example work, spending and procurement plans for multiple projects and overall management of sub – grants.Participate and/or ensure appropriate representation of WPE/GBV programme in all grants touching on WPE programme; Opening, Mid-Term and Closing meetings.Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.In coordination with GBV Coordinator, Deputy Director of Programmes, Grants Unit and HQ Technical Unit, play a leading role in the development of proposals and budgets thereto.Provide continuous GBV capacity development for the IRC staff and partners through capacity assessment/ skill gaps, identification and assigning training opportunities, capacity development opportunities, on job training, mentorship and guidance towards achieving programme goals.Develop, conduct and/or supervise GBV trainings and dissemination of IRC GBV resources/IEC materials.Develop and maintain effective strategic partnerships (Government, NGOs, UN agencies) in Turkana to enhance access to quality, confidential and timely services by GBV survivors, ensure mainstream GBV response and prevention in other humanitarian sectors and overall development of the WPE/GBV programme. The partnerships should also enhance multi-agency/sectoral cooperation and coordination and advocacy to ensure the needs of women and girls are addressed.Participate and/or ensure appropriate representation of WPE/GBV programme in all strategic GBV meetings/networks in Turkana.Provide guidance and advice field and WPE Coordinator on development and execution of partnership agreements including contracts and MOUs.On a regular basis, coordinate review meetings with WPE/GBV relevant partners/networks. The meetings among other benefits should provide room to share technical expertise on GBV response and prevention and best practices, Staff Management and AdministrationDirectly supervise the Senior GBV officer with overall accountability and supervision to WPE/GBV staff in Turkana.  The REGAL IR program is a 5 year initiative aiming to reduce hunger and poverty, increase social stability and build strong foundations for economic growth by strengthening social, economic, and environmental resilience in pastoral and transitioning communities in Kenya’s arid lands. It has six strategic objectives including diversifying livelihoods, improving value chain inclusiveness, natural resource management, conflict management, disaster risk reduction, and improving nutrition.
The program will be based in Isiolo County and implementing in Isiolo, Garissa, Wajir, Marsabit, and Turkana. The Operations Manager postion will be based in Isiolo or Lodwar with frequent travel to field offices.

Position Purpose

Provide timely logistical support to the programCoordinate security services to programSupport Deputy Chief of Party (DCOP) on all operations mattersSpecific Roles and Responsibilities
The Operations Manager will develop and implement operations protocols for all administrative, logistics, transport and security functions in all field offices. She/he will act as focal point for all security related matters of the program and provide regular security information and analysis to inform program and other management decisions in order to ensure the safety of staff and assets. The Operations Manager will also attend all security related coordination meetings and maintain collaboration with NGO SPAS, UNDSS and relevant partner organizations active in program sites. He/she will undertake a number of duties and responsibilities, including:Design and Implementing procurement system in line with USAID policies and guidelines;Oversee the implementation and enforcement of storage and transport systems;Ensure efficient procedures for timely delivery of goods and supplies to field offices and maintain tracking system for supplies;Ensure proper inventory and tracking of all program assets, equipment;Establish maintenance systems and procedures for assets, equipment and premises;Assist in the development of program budgets in regard to transport, security, procurement and logistics;Supervision of administrative, transport, procurement staff;Ensure that the IT department maintains a secure, reliable infrastructure environment and adequately plans for disasters and recoveries for all organizational offices;Liaise with other NGOs and the UN agencies in Nairobi and field level regarding Security and logistics matters;Generate a monthly operations report for the senior management team that reviews and analyses key indicators and develops strengthening or corrective actionsDevelop and implement a capacity building plan for program staff and 12 month handover planSupervise and manage all administrative, logistics, transport and security staff in the field.Primary point of contact for all security issues within the program;Orient staff and visitors on security and operations at field offices;Maintain awareness of the security environment of all program offices;Review, update, implement and enforce security policies and procedures for the program in all field offices. Reviews and updates physical security guidelines, protocols, and emergency plans on an ongoing basis and updates them where necessary.Provides detailed analysis and recommendations for security and travel for any event or program activity held in field officesProvides routine and emergency security updates to program staff;Develops a network of professional security contacts and local actors;Maintains a relationship with NGO SPAS and UNDSS and attends security coordination meetings;Provides on-going security training and refresher courses on all aspects of security protocols to program staffA minimum of 4 years of professional experience in logistics, procurement, security awareness and management and operations working in a post-conflict or conflict environment. Knowledge of NGO operations strongly preferred.Undergraduate degree in Logistics/Procurement, Business Management, Social Sciences, or related field. 1. Program Officer, Laboratory - Lodwar
Reporting to the Senior Technical Advisor, you will support establishment and expansion of quality laboratory services especially improved access to laboratory diagnosis and monitoring through CD4 testing, TB testing and Early Infant Diagnosis to support provision of quality integrated HIV prevention, HIV counselling and testing, care and treatment services within the Ministry of Health, Private and Faith Based Sector health facilities in Turkana County.

Reporting to the Project Director, you will support the Maisha project in communication and education initiatives that build awareness towards elimination of pediatric HIV and keeping mothers alive as well as advocacy with key partners and stakeholders.
You will design, implement and evaluate communication, advocacy and outreach initiatives to support elimination of pediatric HIV, increase public awareness of and demand for prevention of mother-to-child transmission of HIV and paediatric HIV/AIDS care and treatment services and create awareness among policy makers opinion leaders, the media, civil society organizations and the public about pediatric AIDS issues.
You will advocate for adoption of the eMTCT framework at various MOH level and among partners as well as for sustainability of actions towards elimination of pediatric HIV.

We are seeking to fill the above position for the APHIAplus Northern Arid Lands Project funded by USAID.  

The project supports integrated service delivery and addresses the social determinants of health.  The programmatic intervention areas for the project focus primarily on HIV/AIDS, Tuberculosis, Malaria, Family Planning/Reproductive Health, MNCH, Nutrition, WASH, and a number of interventions related to the social determinants of health (household economic strengthening for specific target groups).  The project will be implemented in eight counties in the Northern and Arid Lands of Kenya (Turkana, Samburu, Isiolo, Marsabit, Garissa, Wajir, Mandera, and Tana River).

The Project is being implemented by AMREF together with partners including FHI360, Catholic Relief Services, Land O’Lakes inc, BroadReach Healthcare and University of Maryland Baltimore.

The positions report to the Deputy Chief of Party and the incumbent will be based in Lodwar

Purpose of the Job:

To provide technical and managerial leadership of project implementation at regional level and act as the key contact for the Project at the regional level.


Key Duties and Responsibilities:Provide overall leadership and project management through co-ordination and supervision in the implementation of project activities.Manage project resources including staff, finances and assets.Provide leadership in implementing the Ministry of Health Community Health Strategy.Provide effective leadership in engaging with stakeholders, including consortium partners and external stakeholders.Plan, implement, monitor and evaluate project activities including writing technical reports for donors as well as for internal purposes.Facilitate capacity building activities for the project implementation team and other stakeholders.Lead in operations research, document and share results for advocacy in order to influence relevant policies and practices.Work with project staff to document and disseminate best practices and lessons learnt.Develop and promote partnerships and networking with relevant stakeholders including, but not limited to, partners, donors, relevant Government of Kenya Ministries and NGOs.Ensure project integration and growth by participating in Country Office and program meetings.Participate in the development of new concepts and proposals for fundraising.Represent AMREF in partners and collaborators consultative meetings.Qualifications and Competencies:The ideal candidate should have a Masters Degree in Public Health or related discipline with at least five (5) years relevant work experience.  Must be ICT proficient.  Must be experienced in project management, capacity building, networking, operations research, monitoring and evaluation, financial management and people management.  Experience in HIV/AIDS, MNCH and implementation of Community Health Strategy will be an added advantage.  In addition the ideal candidate must be an excellent communicator, team player and have visionary leadership.This is a challenging opportunity a for dedicated and highly motivated professional.  If you would like to join this dynamic team please quote the position and reference number (Ref.
