Project Summary: PROWOPP is a two year initiative funded by the EU which is being implemented by Adeso in Puntland, Somalia. 

The project is aimed at promoting gender equality and women’s empowerment and political participation in Somalia to foster the development of an inclusive, transparent and accountable society. PROWOPP expects to reach 300 women including councilors and women civil society organizations. In addition it will closely work with Puntland Ministry of Women Development and Social Affairs to efficiently implement the United Nations Security Council Resolution (UNSCR) 1325. It will also provide technical and capacity building support to the MOWDAFA to prepare their 2012 – 2014 Strategic Plan and a consolidated gender strategy that will engage Somali women from different walks of life in their own peace and reconstruction efforts.
The initiative will provide consistent capacity development through technical support, institutional capacity building and training on various thematic areas, including: policy and advocacy; conflict resolution; and monitoring evaluation. In addition, 100 men will receive training on inclusion of women in local governance issue, decision making and peace processes in order to make more space for women’s participation in political and civil processes.
 Scope of Work: Adeso is seeking the services of a video producer/director/videographer to visually document the program’s areas of operation, showing how PROWOPP has impacted the target districts and beneficiaries. The pictures and short video will be used to create awareness about the program’s achievements in the lead up to its closing in September 2014. Photographs will be used in online and print publications. The videos will be used online as well as shown and distributed for external use.
The consultant will be expected to travel to four regions of Puntland in Somalia (namely Bari, Mudug, Sanaag and Sool) and:Take pictures of women councilors and women civil society members conducting activities that promote women’s participation in politics and peace building processes.Carry out short 2-3 minute Vox-Pop type interviews with community members, Adeso staff, local authorities and Ministry of Women’s Development and Social Affairs officials about the impacts of PROWOPP on their lives.Produce a project video that highlights accomplishments of the project to date.It is expected that the consultant will have good understanding of video producer and documentation. The ideal candidate(s) should possess the following qualifications and experience:Bachelor Degree in Communications or Equivalent subject;Outstanding videography skills;Outstanding photo and video editing skills;Five years experience working in Somalia;Proven ability to create and deliver effective training sessions;Experience working in remote areas, experience in Somalia preferred;Proven ability to work in multicultural environment.Consultancy Period: The consultancy will entail 10 days of work, with field travel from June 17th – 26th 2014. The 10 days include days required for preparation, reporting, and editing.. All travel, accommodation and meal expenses will be covered by Adeso.1) 300 high-quality and high-resolution, edited and captioned pictures delivered on CD;
2) 2 slideshow animations (around 3 minutes each) with sound and text using a selection of the above pictures and the interviews (examples of the type of product expected can be found here, here, and here);
3) A short video in HD that captures the improved capacity of women representatives and groups to develop and influence MOWDAFA’s strategic priorities and UNSCR 1325 Action plan. The video will capture women’s increased participation in the implementation and development of policies, strategies and action plans and increased ability to take an active role as peace mediators. Lastly, the video will highlight the Action plan for implementation of UNSCR 1325 that was developed

4) A detailed report on all photography and filming locations, including names and contact details of all individuals interviewed.
 We use a reportage style for all of our photography to ensure authenticity and re-enforce our honest values, alongside the meaning and conviction behind our thinking. The subjects within the image should appear natural, relaxed and images should not be posed. Our photography style should tell a story about the function of our aid and services and not be superficial with an over use of added effects. Please ensure your images are not contrived and have an inspirational, positive feel to them. We want to illustrate the positive impact our work has with people and Africa as a whole.
Copyright and Intellectual Property Rights

Merlin is a UK based international humanitarian Organization providing health care to populations in crises. 

Merlin has been working in Somalia since 2004 and is currently implementing emergency health and nutrition programmes, HIV/AIDS, TB, reproductive health emergency preparedness programmes in Puntland, Awdal in Somaliland, Galgaduud and Mogadishu regions of Somalia.

The goal of the Somalia mission is to address humanitarian and health crises within Somalia while increasing capacity of local structures to deliver effective and quality health care services.

Overall Objective of the Position:

The Project Officer  who will be based in Galkacyo, but works in the PHC projects in Mudug and Nugaal regions. S/he will have overall responsibility for the techinical management of Merlin’s health projects in the Mudug province in collaboration with other Merlin staff. 

The PO  will have overall responsibility for the management and development of Merlin primary health care programmes in the Mudug and Nugaal provinces while ensuring implementation of the projects are in line with the Puntland and international  policies and guidelines including Merlin’s internal procedures.

Main Duties:

Programme Management/Development:

Overall technical responsibility for the implementation of all Merlin supported health programmes in Mudug province. Develop and implement quality programmes in the province in close coordination and collaboration with the regional/district health authorities.In conjunction with the PHC/PM, co-ordination and represent Merlin with the national, provincial and district health authorities and ensure all project activities are carried out with their approval in line with national startegy and, as far as possible, their participation. Ensure that local health authorities receive regular activity reports. Ensure that project activities are implemented in line with the project objectives and work plans.Liaise with key representatives of the Puntland Ministry of Health at national, provincial and district levels to ensure that the programme remains in line with national strategy and to ensure the sustainability of activities at the end of the project period.Plan and implement project health activities including the day to day activities and longer term strategy. This may include changes to the project direction or priorities in collaboration with Merlin technical teams in Nairobi and Garowe. Ensure that project expenditures are within the agreed and approved project budget and conduct expenditure against budget monitoring on a monthly basis. Ensure accurate collection and analysis of data, compile epidemiological reports for inclusion in project situation reports and any other pertinent reports, including dissemination of the same.Regularly monitor progress of project implementation and conduct assessments of the health needs of the community and prioritize project activities based on findings.  Together with the FC/PHC/PM responsible for encouraging community participation in health activities to ensure the long term ownership and effectiveness of the programme.Ensure that the medical supply stocks are sufficient and that drugs are stored and used correctly.Work with district health facilities, community representatives and persons responsible for training health workers at different levels to ensure close links between health facilities and communities.Prepare project monthly, quarterly, mid-term and final reports for submission to Merlin sub-office Garowe as well as donors on a timely manner.Assist the PM/PHC in designing new programmes including undertaking assessments, proposal and log-frame writing, and budget preparation.Assist with recruitment of technical project personnel and support them in ensuring that individuals work effectively together to achieve project objectives.Responsible for organizing training of all health staff and local partner staff to ensure the maximum use of their skills and their full and effective participation in project activities whilst conforming to Merlin and MOH  protocols, including donor requirements.To respect all Merlin organisational and country specific policies, procedures and regulations.Carry out any other responsibilities as requested by the immediate supervisor Qualification and Experience:

Purpose of the Post:

The purpose of this contract is to support in identifying the current service delivery practices within the Education and Health sectors as well as the current response to Law Number 7 of 2003 by the MOE and MOH and based on this determine if any functions within the remit of the Ministries can be devolved to the districts.

More specifically, using the Sector Guidelines developed by the JPLG as the main tool for analysis, this assignment will aim at:

I. Documenting, describing and analyzing how Education services are currently being provided by the Ministry of Education including laws/acts, systems, structures, procedures, regulations, staffing, staff profiles, staff development initiatives, and fund flows (including national budget and external resources) at all levels - central, regional and district level as well as service providers (see scope below).

II. Based on the above assessment, describe and document how the Ministry of Education currently responds to Law Number 7 in the provision of Education services.

III. Document and define the proposed roles and organization of the Ministry of Education following devolution of services to the districts in consultation with MOH.

IV. Make recommendations on the following:

Policy/ Strategies/ Guidelines to be updated/amended/developed.Functions to be transferred to various levels -regions, district and zonalIdentify laws and regulations within the Ministry which need to be amended, changed or drafted in order to harmonize the legal framework.Costing of all the key requirements including staffing needs for delivery of assigned functions and responsibilities following the devolutionProposed roles of the Ministry of Education, staffing, and budgets in accordance to the new function responsibilities Phased plan including small scale pilots to address the assignment of functions to districts.Major Duties and Responsibilities:
