Manager Procurement

The main purpose of this role will be to manage and co-ordinate Procurement functions to ensure efficient and effective sourcing and delivery of goods, services and works within the confines of the Corporation’s procurement regulations and in compliance with the Public Procurement and Disposal Act and Regulations.

The main purpose of the role will be to manage and coordinate prudent underwriting in the local general reinsurance and insurance operations.

Reporting to the General Manager Reinsurance, the selected candidate will be responsible, but not limited to the following duties:

The Records Manager shall have the responsibility for the day-to-day work of the records office and the service it provides to users of records. 

He or she will liaise with the records and archives institution on any technical records management or procedural matters. He or she will be responsible for establishing a records management program designed to control records through the life cycle (from creation to disposition) and for developing and furnishing policy guidelines.

The purpose of this role is to inter alia provide Legal advisory and support services to the Corporation. Reporting to the Manager Legal the successful candidate will be responsible for the following duties:

I. Position Information

Job Title: Programme Analyst (HIV & AIDS Partnerships) Duty Station: Nairobi, Kenya Reports to: HIV & AIDS Programme Specialist & Deputy Country Director Current Grade: SB4 (SC8) Type of Contract: Service Contract

II. Organizational Context

UNDP has been at the forefront globally and at country levels to support national responses to HIV & AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004. UNDP’s main focus is to help countries put HIV & AIDS at the centre of national development; build national capacities of government at all levels, as well as work closely with Civil Society Organizations (CSOs) which include religious leaders, and People Living with HIV (PLHIV) to support a coordinated and effective response to the HIV epidemic.

The Programme Analyst will report to the HIV Programme Specialist. Their main tasks will include, but are not limited to: institutional capacity building and support for the three AIDS Commissions in Somalia, strengthening District and Community Responses to HIV & AIDS, working with Civil Society Organisations (CSO’s) and individuals which include Religious Leaders and People Living with HIV to help strengthen the response to HIV & AIDS in Somalia. The person selected for this position should therefore be able to work with partners in a responsive client orientated manner.

The Programme Analyst will work on a daily basis with colleagues from other Units at UNDP, which will require that the incumbent for this position have strong interpersonal skills, as well as the ability to develop and maintain strong working relationships with colleagues across the organization.

The Programme Analyst will also work in close collaboration with Government Officials, UNDP operations team, programme staff in other UN Agencies, as well as Civil Society Organisations (CSOs) to ensure the successful implementation of UNDP programme.

III. Functions / Key Results Expected

Summary of Key Functions: 1. Provision of Technical Assistance and support the implementation of all HIV & AIDS Projects implemented by UNDP on behalf of the Global Fund for AIDS, TB and Malaria (GFATM)

Provision of efficient support to tasks related to advocacy, programming, monitoring and evaluation, and representation

Provision of Technical Assistance and support the implementation of all HIV & AIDS Projects implemented by UNDP on behalf of the Global Fund for AIDS, TB and Malaria (GFATM), focusing on the achievement of the following results:

• Provide Technical Assistance and oversee the implementation of all work carried out in partnership with the three AIDS Commissions in Somalia. • Provide capacity building support to the three AIDS Commissions in Somalia • Provide Technical Guidance and support for Community Conversations on HIV & AIDS to strengthen district and community responses to HIV & AIDS. This will include working closely with selected NGOs and Civil Society Organisations, plus Religious Leaders and People Living with HIV & AIDS. • Provide support to mainstreaming HIV & AIDS into all other programmes and projects at UNDP e.g. Governance and Rule Of Law supported projects • Attend HIV & AIDS technical meetings in Nairobi and in Somalia which include HIV & AIDS Working Group and Health Sector Committee meetings as well as IPTCS (Intergrated Prevention Treatment Care and Support) meetings. • Provide technical advice and support to 3 Somali Area Project Managers based in Somaliland, Puntland and South Central. • Participate in the establishment of collaborative working partnerships with project partners and appropriate operational arrangements.

Ensures effective and accurate financial resources management focusing on achievement of the following results:

• Ensure accountability of the use of all project funds by ensuring accurate and timely preparation of regular financial reports for UNDP, donors and counterparts, consistent with UNDP rules and regulations • Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement and sound financial management; • Proper planning and expenditures tracking in accordance with UNDP rules and regulations.

Ensures provision of high quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

• Provide technical assistance for policy development

• Provide technical assistance to institutions that will address the country’s needs in collaboration with the Government and other strategic partners.

Ensures efficient procurement and logistical services management focusing on achievement of the following results:

• Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP procurement unit.

• Plan, organize and oversee the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.

Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

• Ensure the achievement of outputs in line with the approved work plan through day-to-day planning, management, coordination and implementation of activities in Somalia, as per UNDP financial and procurement procedures • Undertake regular monitoring visits to project sites and supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes. • Provide inputs to the HIV & AIDS Programme Specialist in the preparation of narrative reports as well as in the planning and revision of project workplans.

IV. Impact of Results

The key results will have a direct impact on the overall effectiveness and success of UNDP’s HIV & AIDS interventions and activities to achieve the Millennium Development Goals in Somalia. Effective implementation of the key results, together with efficient management of all HIV & AIDS related activities will enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

VI. Recruitment Qualifications

Education: Masters’ Degree in Public Health, Development, Public Administration, Social Sciences or any other related field with 3 years’ of qualifying experience, or a Bachelors degree in Public Health, Development, Public Administration, Social Sciences or any other related field with a combination of 5 years’ qualifying experience may be accepted in lieu of a Masters’ degree.

Experience: • Minimum of 3 years HIV & AIDS work experience with a Masters’ degree or 5 years with a Bachelors degree in a Muslim Country. • Experience in project management coupled with provision of technical support to a range of different stakeholders and partners, including National AIDS Commissions • Experience in UNDP ‘Community Conversations for HIV’ in Somalia is highly desirable • Experience in mentoring and building the capacity of key individuals and organizations • Familiar with international development issues • Strong IT skills.
• Experience with ATLAS or another platform for enterprise financial resource management an asset.

Language Requirements:
Fluency in English is essential. Fluency in Somali is desirable .

Advertisement for Trainer / Facilitator for a Pilot Induction Course for Local Government Administrative Officers in South Sudan (travelling to the region required)

The Governance Programme of the German International Cooperation (GIZ) in South Sudan is conducting a pilot Induction Course for Local Government Administrative Officers (LGAO) on behalf of the Local Government Board (LGB).

The Induction Course is a partly vocational, partly academic training course which aims to foster the exchange of experience and to expose the LGAO to an academic discourse on the topics as listed below.

In order to implement the training program which will take place in Juba between May and August 2012, GIZ is currently searching for individual facilitators/trainers which shall be contracted as shortterm consultants in order to carry out the training sessions.

Required qualifications and experiences for applicants:

I. Position Information

II. Organizational Context

The Governance Programme of UNDP Somalia consists of three pillars: (i) capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/decentralization. The three current legal frameworks under which Somalia is being ruled are the Transitional Federal Charter (2003), the Puntland Charter (1998) and the Somaliland Constitution (2001). The Joint Needs Assessment which was carried out in the first half of 2006 identified institution building as one of the major challenges in re-establishing trust in the state and enhancing capacity for development.

The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development part pillar of UNDP Somalia’s Governance portfolio. It works with the Somali Transitional Federal Government (TFG) and the Somaliland and Puntland administrations to enable them to perform their functions effectively. This support has focused on four areas, namely: (a) policy and legislative development; (b) human resource management and development; (c) public administration and financial management; and (d) rehabilitation of infrastructure and provision of essential facilities and equipment. Progress has been made in these areas but a great deal more effort is required to bring the machinery of government to operate at a level which can enable the country to meet the aspirations of the Somali people, particularly in the key areas of public administration, public financial management and service delivery.

SIDP was established in 2009 as UNDP Somalia’s main contribution to capacity building across Somalia. Since then a new Country Programme Document (2009- 2011) for UNDP Somalia has been developed. 2011 is a vital year for the project as decisions will need to be made on how the project needs to be adapted both to the new Country Programme Document and any changes in the strategic direction of the governance portfolio. The new Country Programme Document also contains a new focus and outcome on gender equality and empowerment. SIDP needs to position itself to be able to adapt to these changes.

The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). It has agreements with over 20 public sector institutions across Somaliland, Puntland and South-Central Somalia. SIDP needs to improve the way it collects information on the results it is delivering, and the way it reports and communicates these results to a variety of audiences including the Somali public, donors and other parts of the UN family. This is in line with UNDP Somalia’s Country Programme Document (2011-2015) which commits UNDP to improve its results based management and result based reporting.

The SIDP project seeks to recruit a Project Coordinator to help improve reporting, monitoring and evaluation and communications and to oversee implementation of SIDP’s gender objectives. He/she will work closely with the SIDP Project Manager, the UNV Monitoring and Evaluation Officer and relevant staff from UNDP Somalia’s Programme Management Support Unit, Governance Programme and the Communications Office. Guidance and direction will provided by the SIDP Project Manager.

III. Functions / Key Results Expected

Summary of key functions: ? Efficient support to monitoring and evaluation ? Planning and design of internal and external strategies for communications and outreach ? Ensures proper and timely reporting. Provide operational support to the project to ensure efficient and timely delivery of activities ? Gender Focal Point for SIDP Project ? Facilitation of Knowledge building 1. Ensures efficient support to tasks related to monitoring and Evaluation of the project, focusing on achievement of the following results:

? Responsibility for promotion of evaluation standards, quality assurance/control and capacity development in the project. ? Contact with evaluation units in the Country Offices with a view to harmonizing evaluation approaches and agendas. ? Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan. ? Participation in the projects’ audit, control on the follow up. ? Provision of the technical advice at the design stage of work plans; setting up a framework with defined indicators to facilitate the evaluation at the later stages. ? Provision of evaluation feedback into project design, including comments on various documents. ? Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of SIDP Project.

Ensures planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results: ? Identification and development of storylines for publications and substantive articles relating to SIDP’s support to institutional development. ? Coordination and management of all project publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination. ? Supervision and preparation of the content for the web sites ensuring consistency of the materials. ? Analysis and research on information on donors, preparation of substantive briefs on possible areas of cooperation, identification for initiation of new activities, active contribution to the overall office effort in resource mobilization. ? Advice Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.

Ensures appropriate liaison and coordination with implementing partners as well as timely reporting focusing on the achievement of the following results:

Planning, Analysis and Implementation:

? Analyze and monitor progress and advice on timely corrective actions for project delivery. ? Advocate for project goals and support communication of results. ? Assist in coordination of project implementation with counterparts. ? Support to liaison with counterparts including preparation of wok plans. ? Participate in various project technical working groups.

Reporting and Partner Liaison and Coordination:

? Ensure proper reporting to donors on implementation, the achievement of outputs as well as contribute to reporting on progress towards outcomes and impact. ? Assist in liaison with all partner agencies, donors and implementing agencies. ? Promote information sharing and coordination with various implementing partners. ? Make presentations to development partners, as required.

Gender Focal Point for SIDP Project ? Responsibility for implementing recommendations from the SIDP gender study. ? Provide strategic recommendations on how gender can be strengthened in existing and new letters of agreement. ? Liaise with other colleagues in the UNDP Somalia office working on gender issues to ensure that SIDP gender activities contribute to an overall strategy to implement Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered). ? Constantly update reporting on SIDP gender results and impact, against both the SIDP work plan and Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered).

Ensures facilitation of knowledge building and knowledge sharing in the area of Reporting, monitoring and evaluation, focusing on achievement of the following results:

? Organization and provision of training, consultancy and advice to project staff on communication, results-oriented monitoring and evaluation. ? Contribute to design appropriate learning strategies for counterparts. ? Identification and synthesis of best practices and lessons learned directly linked to project goals and activities. ? Sound contribution to knowledge networks and communities of practice.

IV. Impact of Results

The key results have an impact on the overall effectiveness and success of activities in support of the Somali Institutional Development Project. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Experience in design, monitoring and evaluation of development projects preferably in the area of development and in post-conflict countries. Hands on experience in usage of computers and office software packages, including web based management systems.

Language Requirements: Fluency in written and spoken English. Good knowledge of Somali or Arabic will be considered an advantage.

Given the current crisis in Somalia, OCHA has to scale up support immediately to support the Humanitarian Coordinator in mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned about vulnerable communities and those at risk due to current drought and conflict. Under the leadership of the UN Humanitarian/Resident Coordinator for Somalia, OCHA maintains an office in Nairobi and a field presence inside Somalia; the primary objectives of OCHA Somalia include the following:

Create strategy and design complementary systems for improving real-time analysis on humanitarian needs, response and funding parity in Somalia:

? Consult with management on existing systems, products and needs of office. ? Perform extensive desk review on existing data sources identifying gaps in needs and response information. ? Design plan and schedule for production of weekly humanitarian snapshot and supplementary reports. ? Meet with key stakeholders for feedback and input on design plan, schedule and end products.

Enhance reporting on humanitarian response and needs of crisis-affected populations in Somalia:

? Design templates for collection of response information in close consultation with Clusters and Humanitarian Affairs Officers, ensuring tools work with existing systems and can be sustainably managed. ? Through coordination with Clusters, Field Offices, Public Information Unit and Information Management Unit collect, verify and aggregate response information. ? Track funding trends across Sectors and by key agencies. ? In close collaboration with Food Security Nutrition Analysis Unit, Field Offices and Clusters analyze humanitarian needs of crisis-stricken areas in Somalia.

Inform emergency planning through the analysis of needs and response information determining gaps and identifying humanitarian implications:

? Through careful analysis of collected data and information, identify geographic and sectoral areas in need of humanitarian response and those Clusters that are inadequately funded. ? Prepare various written outputs, e.g. submission for daily reports, final report and supplementary graphics. ? Brief head of agency on key findings and determine appropriate venues for sharing results and necessary actions. ? Conduct ad hoc analysis upon request on specific areas or issues, focusing primarily on the rapidly changing environment, broadening the scope to include regional issues and analysis of how such factors impact on vulnerability and the humanitarian situation in the context of Somalia.

Ensure professional design of reports along with standalone graphics and maps to supplement existing information products:

? In consultation with graphic designers and GIS officers, determine optimum presentation for report and graphics and maps. ? Manage design and consolidation of information for graphic outputs. ? Manage dissemination of reports, graphics and maps generated. 5. Develop and maintain coordination and cooperation mechanisms among stakeholders.

? Analyse trends and the environment related to the current crisis. Provide real time information for key stakeholders.

? Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc, in the area of humanitarian information management.

? Provide substantial assistance in the implementation of inclusive, field level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies NGOs.

6. Supports the OCHA Head of Office in close cooperation with Deputy Head of Office focusing on achievement of the following results:

? depth review of specific country coordination mechanisms

? Identify gaps and undertake thorough research into the causes and impact of displacement on the civilian population; draft and/or review internal and external fact sheets, briefing papers and reports; and maintain and update a web-portal on displacement for partners.

Experience: Minimum of five (5) years of progressively responsible experience in information management or a related field; experience both at the national level and international level in large organizations with dispersed operations and/or in the public and private sector preferred. Baseline Survey: Local Non-State and State Actors Engagement in KNCHR’s Public Complaints Referral Mechanism

The Kenya National Commission on Human Rights (KNCHR) in partnership with GIZ-Social Justice Reconciliation and National Cohesion project, seek the services of a consultant / consulting firm to conduct a baseline survey in the North Rift and Northern Kenya regions in the month of September, 2011.

The overall aim of the baseline study is, on behalf of KNCHR, to collect and analyze data for making an initial assessment on the existing regional complaints referral systems in place, used by KNCHR and in collaboration with other institutions - both State and Non-State.

The results of the study are to serve as the baseline for measuring the use of the referral system and the satisfaction by key stakeholders of the usefulness of the referral system.

The Kenya National Human Rights Commission is an independent National Human Rights Institution and was established by the Government through the Kenya National Commission on Human Rights Act No. 9 of 2002.

Its core mandate is to further the protection and promotion of human rights in Kenya. It plays two broad roles firstly as a watch dog over the government in the area of human rights and secondly as a leader in moving the country toward a Human Rights State.

The consultant/consulting firm is expected, in close collaboration with KNCHR and GIZ;

i) To prepare a baseline survey to make an initial assessment of the existing regional referral system in place, used by KNCHR and other institutions - both State and Non-State, focusing on North Rift and Northern Kenya regions and the prospects/positioning of the KNCHR regional offices for an integrated complaints mechanism

ii) To assess the role of CSOs in complaints handling and challenges experienced in engaging with KNCHR in the referral system

iii) To use appropriate qualitative and quantitative data collection and analysis methodology, to allow for future evaluation indicators on the use by and usefulness of the referral system to the relevant State and Non State Actors

iv) To design and provide key quantitative and qualitative indicators for evaluation from the data analysis to measure the use of the referral mechanism and the usefulness of the referral system to the relevant State and Non-State Actors in the mid and long term

v) To provide suitable recommendations for KNCHR in its current public complaints referral mechanisms

Background:-

SNV is a Netherlands based, international development organization, working in 36 developing countries across the world. SNV envisions a society where all people enjoy the freedom to pursue their own sustainable development.

We aim to considerably influence production, income and employment in Agriculture through systemic value chain development and substantially improve access to quality basic services in the sectors of Water, Sanitation & Hygiene (WASH) and Renewable Energy.

We do this by providing transformative change capacity development services, facilitating knowledge development, brokering and networking, strengthening local capacity builder (LCB) services and supporting market development for local capacity development services. We work in five of the eight provinces in Kenya namely: Eastern, Central, Rift Valley, Nyanza and Western.

SNV clients in these regions are served through three portfolio offices located in Eldoret, Nanyuki and Nairobi.

In furtherance to the objective of strengthening local capacity builder (LCB) services, SNV Kenya sub-contract LCBs to participate in the delivery of capacity development services to SNV Clients.

We define LCB as, National, Districts and/or County level individual or organization (public or private organization; CSO, research or academic based) that provides a significant volume of capacity development services to district or national level organization.

LCB services can include sector related expertise i.e. in Agriculture, WASH or Renewable Energy or facilitating change processes i.e. multiactor advisory services, institutional and policy development, organizational development, knowledge brokering and learning, training, coaching and mentoring, among others.

Purpose

Job Summary


To strengthen and lead its Operations Unit, EGPAF in Kenya   is looking to recruit a highly innovative and motivated organisational leader to work as the Director of Operations based in Nairobi.

This is a senior management position reporting to the Country Director. The position builds teamwork and a collegial and integrated approach, fostering links between Operations and the programmatic functions.

Essential Duties and Responsibilities

·         Provide strategic oversight and leadership to the country program Operations function, including overall vision and direction, and managing and contributing to the work of HR, Finance, IT, Procurement, Logistics, Administration, Contracts & Grants, and field offices.

II. Organizational Context
UNDSS Somalia is supporting the UN Agencies and humanitarian community through security advice and guidance so to enable their operations in the safest way possible. UNDSS has it’s headquarter in New York and have operations in more than one hundred countries.

Under the overall guidance and direct supervision of the Deputy Chief Security Advisor (DCSA), the Administrative. Assistant will assist in the implementation of administrative, protocol and logistic operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.

Assist in processing of notification of arrival, driving license, MoFA Cards, Re-entry permits, UNLP renewals, PRO1Bs, PRO1Cs and VAT exemptions. For the CSA and DCSA, prepare all official documents and forms on their behalf for their signature.
Accurate and systematic filing of documents and updating the physical files all immigration, duty free and tax exemptions documents while ensuring that the filing area is accessible and neat.
Preparation of routine correspondence, faxes, memorandum and reports in accordance with CO SOP.

Ensures effective administrative and logistic support, focusing on achievement of the following results:

Organization of shipments, customs clearance arrangements, preparation of documents for UNDSS shipments (received/sent), Preparation of all necessary documentation, implementation of follow-up actions
Support to organization of procurement such as creating Requisitions in Atlas for travel related activities. Ensures availability of budget according to COA provided by the Admin./Finance Analyst.
Arrangements of travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents.
Administrative support to conferences, workshops, retreats.
Extraction of data from various sources.
Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports.
Backstop the Admin. Associate during her absence.

I. Position Information

Job Title: Project Officer- SWTF 1325 secretariat.

Duration of initial contract: 8 Months (Renewal subject to performance, availability of funds and need for position).

II. Organizational Context

Background :

In October 2000, the United Nations Security Council adopted the Resolution 1325 on Women, Peace and Security (UN SCR 1325), which mandates the protection of, and respect for, the human rights of women and girls. It calls on all parties to armed conflict to take specific measures to protect women and girls from gender-based violence, particularly rape and sexual violence. By agreeing the resolution, the International Community recognizes that civilians, particularly women and children, account for the vast majority of those adversely affected by armed conflicts. The emphasis on women (and children especially girls) is also because world leaders have recognized that conflict and insecurity affect men and women differently with the heavier burden of conflict resting on women – where women are severely underrepresented in all spheres of peacemaking, peacekeeping, and recovery and reconstruction in all post-conflict contexts.
The resolution calls for the implementation of international humanitarian and human rights law, institutional arrangements to guarantee the protection of women and girls and their full participation in peace processes. It requests member states to increase the representation of women at all levels of decision making for prevention, management and resolution of conflict. It seeks to expand the role of women in field-based operations and supports the inclusion of a gender perspective in peacekeeping operations. Since the adoption of the UN SCR 1325 in 2000, a number of member states and other organizations as well as partnerships have endorsed its principles and Nations all over the world are developing national action plans to implement the resolutions.

2010 marked ten years since the UN SCR 1325. In recognition of the 10th anniversary and in response to the call in SCR 1325 urging ‘consultation with local and international women’s groups’, the Department of Peacekeeping Operations (DPKO) and United Nations Development Fund for Women (UNIFEM – now part of UN Women) in the month of June hosted a Global Open Day, Partnerships for Peace in post-conflict countries, as part of a UN Global Action. On this day, the offices of the Special Representative of the Secretary-General (SRSG) for Somalia and the Resident and Humanitarian Coordinator (RC/HC) for Somalia opened their doors to consult with women peace leaders and peace advocates on women, peace and security. Over 50 women and over 20 men from all over Somalia participated at the event to express their needs and also to listen and respond to one-another. These consultations aimed to provide a space for Somali women’s voices to emerge and to allow for the SRSG and the RC/HC to hear and respond to issues on women, peace and security.

The key outcome of this event was the establishment of the Somali Women’s Task Force on 1325 (SWTF 1325) in Somalia in order to raise awareness, push for ratification, a comprehensive national action plan, and full implementation.

The SWTF 1325 requested UNIFEM’s (Part of UN Women) East and Horn of Africa Regional Office to be the Secretariat and provide Secretariat as well as technical support. It is against this background that UN Women seeks to recruit the services of a Service Contract Holder at Service Contract Band 5 (SC 10). UN Women reserves the right to recruit the position at a lower SC level, subject to final classification and based on the most qualified candidate’s experience. The Service Contract position will report to the Deputy Regional Programme Director till a Country Programme Manager for Somalia is appointed.

The Service Contract position will contribute to the realization of UN Women’s Strategic Outcomes as following in Somalia: Outcome 1: Increased number of national development strategies (including PRSs, SWAPs, post-conflict reconstruction strategies, and other nationally-owned plans) incorporate gender equality in line with national commitments to women’s empowerment (e.g., MDGs, SC1325, etc.) and human rights (e.g., CEDAW and regional human rights commitments); Outcome 2: Increase in numbers of Constitutions and legal frameworks and processes – particularly those related to economic security and rights, women’s care work, property and inheritance rights, trade, migration, ending VAW, and electoral and security sector reform – that promote and protect women’s human rights and eliminate gender inequality; Outcome 5: Gender equality experts, advocates and their organizations and networks enhance their capacity and influence to ensure that there are strong gender equality dimensions in national laws, policies and strategies; and Outcome 8: Increased numbers and relevance of models of community-level initiatives for advancing women’s human rights and eliminating gender inequality.

The Project Officer will work closely with the SWTF 1325 members, UN Women’s Regional and Country Programme Office staff and non-staff, other UN agencies, CSOs and national counterparts to build cooperative relationships and establish the SWTF 1325 as an effective platform.

III. Functions / Key Results Expected

Summary of Key Functions:

- Provide strategic coordination and secretariat support services.
- Efficient technical and logistical services.
- Efficient delivery of responsibilities and results, as outlined below, of the Somali Women’s Task Force on 1325 (SWTF 1325) and to ensure the effective functioning of the SWTF 1325 Secretariat.

1. Provide strategic coordination and secretariat support services focusing on achievement of the following results:

- Mobilise members of SWTF 1325 and support them with preparations for internal and external events.
- Produce, together with the SWTF members and the chair, results based and costed work plans and proposals as may be required assuring quality and consistency.
- Identify delivery issues in the SWTF and ensure effective coordination for redress of those issues.
- Work closely with the SWTF 1325 members, other UN agencies, CSOs and national counterparts to build cooperative relationships and establish the SWTF 1325 effective platform.
- Facilitate and disseminate internal and external communication and keep members abreast of their roles, responsibilities and/or obligations pertaining to participation, contributions, meetings, etc.
- Support, facilitate and production of all deliverables related to SWTF 1325 and coordinate the SWTF 1325's internal processes including lending assistance for the decision-making processes.

2. Ensures effective technical and logistical services focusing on achievement of the following results:

- Give technical assistance to the SWTF chair and members to support their objective and UN Women programme goals
- Provide technical expertise to SWTF 1325 when and as required by the work plan including providing guidance throughout all phases of implementation of the SWTF 1325 activities
- Provide technical support to individual and collective TF members on advocacy, presentation and representation.
- Support resource mobilization for the SWTF 1325 and in the prudent management of available resources in line with the approved SWTF 1325 guidelines and UN/UN Women financial management policies.

3. Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

- Assess implementation progress for relevance and coherence.
- Organize execution of activities that pertain to the Secretariat consistent with UN Women programme objectives engaging SWTF members and the chair and building reputation for quality design and reliable delivery
- Support the SWTF to demand the development of Somalia National Action Plan on UNSCR 1325 and subsequently its implementation in Somaliland, Puntland and the South Central regions or any other advocacy campaign by the SWTF as may be necessary or planned by the SWTF 1325.
- Develop, maintain and update a database of SWTF 1325 membership, thematic issues and key achievements and document all processes including lessons learned and best practices.
- Prepare monthly, quarterly, six-monthly and annual reports to UN Women, and donor reports as may be relevant.

- Approved and implemented annual work plan for the SWTF 1325
- Document containing criteria for different categories of membership that SWTF 1325 should have to be truly representative of Somali women and different parts of Somalia and which are endorsed by the current members of the SWTF 1325 and contains information on the roles, responsibilities and/or obligations of the different categories of members pertaining to participation, contributions, meetings, etc
- Documented and operational communication strategy of the SWTF 1325
- An operational data base that captures the SWTF 1325 membership, thematic issues, concerns and trends of progress.
- An operational monitoring and evaluation plan that determines the functionality and effectiveness of SWTF 1325.
- An operational system of providing Secretarial Assistance to the members of SWTF 1325 with a client orientation.
- A strengthened and enlarged SWTF 1325
- Documentation of all processes of SWTF 1325 and reports as follows: quarterly, six-monthly and annual reports covering lessons learned, and at least, two case studies of good practices/success stories per year and donor reports as may be relevant

Demonstrated experience in structured report writing using Results Based Management (RBM). Short-listed candidates may be required to produce evidence of past work or undergo a written test.
