Background
: The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen (HOAY) Regional Office is based in Nairobi with country programs in Somalia, Kenya, Ethiopia and Yemen. 

There are also non-operational region-wide initiatives, focusing on advocacy and capacity building supported from the Nairobi Regional Office. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict and natural disasters. About the Job: The Grant and Compliance Coordinator will manage the Somalia grants portfolio by ensuring that all financial reporting is timely and meets all donor requirements.
S/he will be the focal point for grant related compliance matters including building the capacity of staff.

Duties and Responsibilities

Grant management

Develop tools and carry out risk assessment of the grants in the portfolio to identify the Low, Medium and High risk projects in terms of complexity of compliance requirements, risk for DRC reputation due to fraud/corruption, remote management among other areas; for more streamlined grant management processes with support from the RO.Facilitate project kick off meetings ensuring staff and partners are aware of their programmatic, financial and compliance requirements.Review all Somalia grants on a monthly basis in terms of budget versus actual, identify areas of over or under expenditure, instigate remedial actions and liaise over required corrections.Review current grant progress against original plans and log frames, identify areas of concern and ensure remedial actions are taken.In consultation with the Communications and Reporting and HAP Coordinators and the Finance department, assist in consolidating and/or quality control of reports, in relation donor requirements, original project proposal, and consistency in both narrative and financial reports.In coordination with Somalia Finance department, manage effective tracking of project income from the relevant donors.Maintain liaison with donors on matters related to grant management including attending donor and partner meetings at the Nairobi level.Facilitate the quarterly Portfolio Review in consultation with the Area managers and Technical Managers.Support best practices on grant closure procedures and monitor how effectively high-risk grants and contracts follow comprehensive grant closure steps.Carry out periodic internal audit check in close consultation with Nairobi Compliance team.Maintain close working relationship with GPC Consortium partners to collect and collate project information, ensure the compilation of correct and accurate project reports and represent DRC with the donor at the Nairobi level.In coordination with relevant staff, design, maintain and inform internal procedures, systems and tools to facilitate partner compliance with contractual obligations to donors.Carry out internal financial reviews to ensure that donor guidelines are implemented and followed, including financial, procurement and administrative aspects.Use the testing systems developed by the Regional Compliance Manager to ensure that all Somalia offices are following DRC’s financial and administrative policies.Carry out necessary training of staff on donor requirements.Conduct partner capacity assessments and plan capacity building sessions in conjunction with the field staff. Conduct and document periodic implementing partner reviews.Maintain and regularly update the Grants Management System for the all Proposals, Contracts, Reports, Donor Correspondence and related milestones.Responsible for hard and soft copy filling of original signed project and administrative organizational documents. To be successful in this role you must have:

A degree in Finance, Administration or Accounting and certification in CPA ACCA. Possession MBA an added advantage.At least 5 years relevant experience with an international NGO in grant accounting and donor liaison. The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen regional office is based in Nairobi with country programmes in Somalia, Kenya, Ethiopia and Yemen.
 Purpose: The Protection Officer will support DRC’s child protection work in Somalia through technical support to the entire project team in preparation of reports, quality analysis, and further verification of data as well as follow up action points. The position will provide additional support to the Protection Sector on need basis.

Supply Chain Management Consultant

Background


The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. 

The Regional Office (RO) is based in Nairobi, Kenya and there are four country offices and operations in Somalia, Kenya, Ethiopia and Yemen. Currently there are over 500 DRC staff in the region. The last two years have seen significant growth in programme size and a growth in the number of support and management functions demanded and required by the programme offices in order to maintain quality and accountability.

Given this context and the associated challenges, the RO management plans to undertake a comprehensive review of the Logistics and Procurement functions at the RO and a selected field office (Mogadishu).


Purpose
The main objective is to carry out an assessment of the DRC Supply Chain Management (SCM) capacity and effectiveness in service delivery to both beneficiaries and internal customers. 

The expected outcome is to implement sustainable systems that will enable DRC improve quality and accountability in its humanitarian work.

Key Responsibilities


A general assessment will be carried out on the DRC SCM business processes, procedures, structures, capacity and constraints that impact on quality service delivery.


Scope of Work


The review will attempt to cover the following:

Procurement and sourcing processes: review the procurement cycle, procurement planning, procurement tracking, procurement documentation, and provide recommendations of areas for improvementConduct the prequalification of preferred suppliers and service providers in Nairobi and Mogadishu. Institutionalize a formal Tender Committee with clearly defined roles. Review service contracts of current service providers (office supplies, taxi, transporters, fuel, vehicle service, etc.) Inventory management systems Vehicle fleet management including taxi utilization Logistics infrastructure: review all aspects of warehousing, distribution and tracking of supplies. Organizational structural processes and the necessary operating environment enabling strategic coordination of the supply chain.Supply Chain Department: review the structure of the Logistics and Procurement department including review of job descriptions and required skills and competencies. Lead the recruitment of staff in Nairobi.The above reviews must be done in line with DRC policies (Operations Handbook) and main donor regulations (EU, ECHO, DFID, OFDA), and will include reviewing and updating as necessary policies and procedures for the effective management of the supply chain.

Key Deliverables

Assessment report and Recommendations: detailed report on the assessment indicating thorough analysis of current systems and practices, and practical recommendations on what needs to be improved/ implemented. Develop prequalification, shortlisting and preferred suppliers template. Supplier pre-qualifications list: establish list of quality service providers/vendors for specific categories of goods and services. Revised and aligned SCM structure and job specifications.Develop SCM key performance indicators for each of the main areas.Reporting Arrangements

The Consultant will report to the Regional Head of Support Services (RHSS).

Monthly work plans Bi-weekly updates and status report to the RHSS. Final report and deliverables at the end of the assignment.The Consultant will be based in Nairobi with travel to Somalia.

Requirements:


The Consultant must meet the following minimum requirements:

Professional qualification from Chartered Institute of Purchasing and Supply (CIPS, UK) or equivalent. At least 10 years practical experience in supply chain management both at the field and management level. Experience in managing large scale procurements and tenders. Experience in humanitarian sector and particularly in emergency response setting.Proven track record of conducting similar assessments with international NGOs. High level of planning, analytical and report writing skills. Excellent analytical skills and ability to make clear and logical conclusions and recommendations from difficult/complex situations.Experience in building and developing the capacity of logistics staff. Knowledge of procurement guidelines of the major institutional donors.Expression of Interest

Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC seeks to protect refugees and internally displaced people (IDPs) on the basis of humanitarian principles and human rights in general and to promote long term solutions to the problems of forced displacement. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. Danish Refugee Council which is a leading humanitarian organization currently works in more than 30 countries throughout the world. In Kenya, DRC work began in 2005 and the key geographical areas of focus are Dadaab refugee camps, Nairobi and Eldoret where DRC is implementing an IDP project in partnership with the Government.
We are inviting applications from suitable consultants to undertake the following studies:
1. A Baseline Assessment Study on Livelihoods in Dadaab Refugee Camps (IFO, IFO 2, Dagahaley, Hagadera & Kambioos)
The assessment aims to define a baseline of quality socio-economic data (through a consultative process), and inform the design of livelihood strategies in support of durable solutions and protection for populations of concern. It would work as a base document for partners working in the Dadaab camps and ensure that the strategies are in line with the livelihood and professional skill needs in the refugee’s eventual areas of return.
The specific objectives of this study are to: Assess the preferred and appropriate vocational and professional training needs in the refugee camps based on the candidate’s level of education;
Assess and provide linkage of livelihood and sports activities in Dadaab refugee camps to potential areas of return in Somalia; Explore how to entrench age, gender and diversity in livelihood interventions; Explore markets for livelihood activities/products within Dadaab refugee camps; Explore the most common and preferred livelihood needs in Dadaab refugee camps;
Explore the viability of livelihood projects undertaken by various Implementing partners clearly indicating the gaps through a comprehensive SWOT analysis; Explore the refugee and host community coexistence and linkage in terms of livelihood opportunities; Propose strategies to enhance livelihood programming in Dadaab and linkages with potential areas of return in Somalia.Required Profile/QualificationPost-graduate degree in economics, social sciences, or relevant development-oriented subject; At least 7 years of experience with the UN, INGOs and/ or NGO sector in the design and implementation of livelihood projects; Expertise in at least two sectors of livelihoods programming desirable: e.g. small and medium enterprise development; micro-financing; food security; vocational and technical education; employment support; cash-for-work interventions;Excellent research and analysis skills;Excellent written and spoken English.Prior experience in leading and conducting livelihood assessments using the Household Economy Approach will be an added advantage.
The Consultants must be available to commence the assessment by 25th February 2013. The total duration for this assignment is 20 working days with effect from 25th February 2013 to 16thMarch 2013, (including travelled days to the camps). This will include field work, 1 day validation workshop, and finalization and submission of an acceptable final report of the assessment.

The Safety Manager (SM) will manage the development and implementation of the DRC Risk Management System (RMS) in order to support the safe and efficient delivery of programme activities within Kenya.

Key Responsibilities Include:

The Area Manager’s (AM) core function is to ensure development of programming that is efficient and accountable. The AM will lead strategic planning and program development, ensure that operations are implemented within DRC’s regulations, procedures, guidelines and strategies; enable a productive and accountable relationship with beneficiaries, members of the local and refugee community, relevant GoK, L/INGO and UN agencies. The AM is DRC’s primary representative with relevant actors in NEP. The AM is the overview manager for all staff based in NEP and is responsible for ensuring a result oriented team. The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRCs security framework.Enable an effective team through result oriented management systems, providing leadership, on-job capacity building and designing staff development strategies. Provide direct management of senior program, support and security staff; provide overview management for the entire NEP team. Ensure programs are developed, implemented and evaluated within clear monitoring systems and against clear people/program/finance planning that meets DRC and donor regulations and humanitarian and HAP principles. Provide on-site support through frequent visits to project sitesEnsure a safe and secure environment for DRC staff, beneficiaries and assets through: operationalizing DRCs security procedures, providing safety and security analysis, recommendations and follow-ups. Organize for regular staff training on the use of security systems.HR, Finance and Administration Enable an effective team through mainstreaming performance based management systems. Ensure a diverse and skilled workforce through efficient, effective and transparent recruitment processes. Ensure HR, finance and logistics systems/documentation are in-line with DRC’s, and relevant donor and government, rules and regulations. Ensure procurement is carried-out in a fair, transparent and well documented manner.Ensure that programs are based on user-identified needs and resources of the targeted population, are well coordinated with other aid actors, address lessons learned (from DRC and other aid actors) and steered towards decreased dependency on aid as well as accountable to the people to whom the services/inputs are indented to serve. Ensure that programs are user-oriented.Advanced university degree in relevant field (relief, development, recovery) with at least 5-years relevant experience; or basic university degree and at least 8-years relevant experience; at least 3-years’ experience managing large-scale multi-sector programming. Proven experience in strategic development and program design, planning, implementation, monitoring and evaluation. Experience in WASH, livelihoods, shelter/construction, protection and relief highly desired. Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation, tracking and archiving; understanding of HR and administration principles and ethics. Experience with UNHCR, ECHO, European Aid, and BPRM guidelines will be an added advantage. Result-oriented management experience of a large, diverse and dynamic team, and a commitment to good leadership essential. Must have a proven ability to foster teamwork and commitment to on-job training/support. Practical and proven skills in negotiation and conflict resolution with a wide range of stakeholders essential. Knowledge of refugee issues and related policies desired. Experience in security and safety management in highly dynamic security environments is highly desired. Analytical and problem solving skills and an ability to work independently and as a team needed. Proven excellent communication skills and fluency in written and spoken English essential. Within DRC, Danish Demining Group (DDG) is a humanitarian security unit and achieves its mandate of promoting human security through two distinct but related areas of work; Armed Violence Reduction and humanitarian demining.

Position: Logistics Manager

Duty Station: Kampala

Reports To: Chief of Staff

Job Summary: The Logistics Manager through his/her logistics team executes all subjects related to procurement, logistics, inventory and fleet management, promptly and in accordance with the DRC Operations Handbook.

In so doing the Logistics Manager will be responsible for timely meeting of all programme procurement needs and logistics conduct in accordance with the Operations Handbook and Programme Manual with adherence to the donor guidelines.

The position requires sound logistics eye to detail involving local and international procurement, import procedures, liaison with authorities, inventory stock take, vehicle servicing and repairs, compound maintenance and renovation, set of camps, communications and security systems, vehicle fleet and fuel monitoring, and reporting.

Specific Responsibilities:

Responsible for the logistics conduct and fleet management in Uganda, and related reporting and administrative procedures.Train and supervise logisticians at the country office, train and control work of logisticians in field offices.Ensure prompt execution of tasks, monitor progress and develop logistics routines.Manage, organise and update the logistics databases, stores and inventories, reporting monthly.Assist the senior management in operations planning, field assessments and reporting.Ensure strict adherence with the logistics and financial policies and procedures as per DRC Operations Handbook.Manage and execute all procedures related to procurement. Develop the conduct of the organisation towards best accountability, transparency, effectiveness and cost-efficiency.Requirements for Education and Experience:
The person shall have appropriate work experience in procurement AND logistics, formal qualifications for business administration or similar, commercial or INGO background.He/she drives at least cars and 4x4s, but preferably also motorbikes and trucks.He/she is knowlegeable in the mechanics of vehicles and generators as well as their wear and tear.He/she is computer literate and produces quality reports and plans in English.He/she is a competent manager of PEOPLE and procedures.He/she is fast in whatever he/she is tasked with leaving behind a trail of quality.He/she is competent in training and mentoring staff and communicating with service providers.Contact

1. Head of Construction

The Danish Refugee Council (DRC) invites applications for the position of Deputy Regional Director (DRD) for our Horn of Africa and Yemen operations, based at the regional office in Nairobi.

The Regional Office in Nairobi oversees four Country Offices and 16 sub-offices in the Somali region.

There are also non-operational region-wide initiatives, focusing on mixed migration issues, civil society engagement, and regional advocacy and policy influencing on displacement related issues.

Currently the office oversees over 40 expatriate staff and 450 national staff.

Purpose:

In close collaboration with the Regional Director and DRC regional senior programme staff and advisors, the incumbent’s prime objectives will be to provide leadership and strategic management of the programme-strategic aspect of this process, oversee the strengthening of DRC’s programme development, quality and accountability framework and coordinate DRC’s regional engagement in protection and migration issues.

The Danish Refugee Council, Regional Office Nairobi is looking for a Coordinator to lead the Regional Mixed Migration Secretariat.

The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen.

Key responsibilities for this job:

Under the direction of a Steering Committee, the Coordinator will be responsible for:

* Setting up and management of the Secretariat.
* Develop work plans to be submitted to the Steering Committee.
* Analysis of regional mixed migration data, strategies, policies and legislation, and production and dissemination of quality reports.
* Gather and disseminate information. Coordinate and lead research initiatives.
* Assist in development of a regional advocacy strategy.
* Support and build the capacity of existing forums in the region to gain a better understanding of regional aspects of mixed migration.

Requirements for Kenyans applying:

* Advanced degree in International Law, International Relations or Political Sciences.
* At least four years’ experience from relevant international position.
* Excellent human rights/protection knowledge and solid knowledge of international law.

Danish Refugee Council has been implementing the Restoration of Farm Infrastructure and Rural Livelihoods Project in Molo and Kuresoi Districts in the Rift Valley Province in Partnership with the Ministry of State for Special Programs.

In an effort to expand its scope and coverage, DRC seeks to fill the following positions for the Kenya Program.

1. Head of Sub Offices (2)

To supervise and provide managerial oversight, leadership and assistance to the field staff;Strengthen communication channels and networking with local authorities and other stakeholders and ensure good relations are maintained;

Requirements: Degree in Community Development or Business Administration. At least three years experience in similar position, and experience in Group Savings and Loan Methodology.

4. Logistics and Procurement Assistants (2): Responsible for all the logistics/
procurement functions in the DRC Field Office in liaison with the Regional Procurement Manager. This includes fleet and supply chain management in accordance with DRC and donor standards.

Requirements: Higher Diploma in Logistics or Purchasing and supplies from a recognized institution with at least 3-years work experience.

5. Human Resources Officer (1): Responsible for management of the human resources functions in the Kenya programme. This includes reviewing the existing HR policies in liaison with the Regional HR Manager, enlightening staff on the policies and maintains staff records.

Requirements: Degree in Human Resource Management. Two years working experience in a similar position.

6. Finance & Administration Assistant (1): To provide financial and administrative services at the Field Office and ensure effective and efficient operations. Carry out all bank and cash transactions, booking of expenses for the field office ensuring proper authorization and coding of expenses. S/he will ensure compliance to DRC procurement procedures
