Position: Project Officer (Health and Nutrition) Open to Somalia nationals

Responsible To: Project Health  Coordinator (PHC), Technically working closely with PM/FC/PHC/CHD

Relationship Internally: All management and staff

Relatioship Externally: Government and non-government counterparts, communities and their representatives, UN agencies, other national and international stakeholder organisations.

Base Location: Galkacyo, Puntland with frequent  travelling to programme sites in the district, mostlyin the Mudug region 

Merlin is a UK based international humanitarian Organization providing health care to populations in crises. 

Merlin has been working in Somalia since 2004 and is currently implementing emergency health and nutrition programmes, HIV/AIDS, TB, reproductive health emergency preparedness programmes in Puntland, Awdal in Somaliland, Galgaduud and Mogadishu regions of Somalia.

The goal of the Somalia mission is to address humanitarian and health crises within Somalia while increasing capacity of local structures to deliver effective and quality health care services.

Overall Objective of the Position:

The Project Officer  who will be based in Galkacyo, but works in the PHC projects in Mudug and Nugaal regions. S/he will have overall responsibility for the techinical management of Merlin’s health projects in the Mudug province in collaboration with other Merlin staff. 

The PO  will have overall responsibility for the management and development of Merlin primary health care programmes in the Mudug and Nugaal provinces while ensuring implementation of the projects are in line with the Puntland and international  policies and guidelines including Merlin’s internal procedures.

Main Duties:

Programme Management/Development:

Overall technical responsibility for the implementation of all Merlin supported health programmes in Mudug province. Develop and implement quality programmes in the province in close coordination and collaboration with the regional/district health authorities.In conjunction with the PHC/PM, co-ordination and represent Merlin with the national, provincial and district health authorities and ensure all project activities are carried out with their approval in line with national startegy and, as far as possible, their participation. Ensure that local health authorities receive regular activity reports. Ensure that project activities are implemented in line with the project objectives and work plans.Liaise with key representatives of the Puntland Ministry of Health at national, provincial and district levels to ensure that the programme remains in line with national strategy and to ensure the sustainability of activities at the end of the project period.Plan and implement project health activities including the day to day activities and longer term strategy. This may include changes to the project direction or priorities in collaboration with Merlin technical teams in Nairobi and Garowe. Ensure that project expenditures are within the agreed and approved project budget and conduct expenditure against budget monitoring on a monthly basis. Ensure accurate collection and analysis of data, compile epidemiological reports for inclusion in project situation reports and any other pertinent reports, including dissemination of the same.Regularly monitor progress of project implementation and conduct assessments of the health needs of the community and prioritize project activities based on findings.  Together with the FC/PHC/PM responsible for encouraging community participation in health activities to ensure the long term ownership and effectiveness of the programme.Ensure that the medical supply stocks are sufficient and that drugs are stored and used correctly.Work with district health facilities, community representatives and persons responsible for training health workers at different levels to ensure close links between health facilities and communities.Prepare project monthly, quarterly, mid-term and final reports for submission to Merlin sub-office Garowe as well as donors on a timely manner.Assist the PM/PHC in designing new programmes including undertaking assessments, proposal and log-frame writing, and budget preparation.Assist with recruitment of technical project personnel and support them in ensuring that individuals work effectively together to achieve project objectives.Responsible for organizing training of all health staff and local partner staff to ensure the maximum use of their skills and their full and effective participation in project activities whilst conforming to Merlin and MOH  protocols, including donor requirements.To respect all Merlin organisational and country specific policies, procedures and regulations.Carry out any other responsibilities as requested by the immediate supervisor Qualification and Experience:

Essential

Medical doctor or post graduate degree in health related field such as public health with with minimum of 5 years experience in managing health programmes in a developing countries context, or;Clinician holding (clinical medicine and surgery diploma) from recognized university with public health background orGraduate nurse with public health care management with 5 years expirience in rural context Africa in particular somalia Previous experience in managing Primary Health care and Nutrition programmes.  Proven experience in project proposal development, logical framework and report writingExperience in budget management Experience of assessing evolving health needs quickly and calmly under pressure as required.Previous experience within a humanitarian aid organisationGood computer skills to allow reporting and representation.Experience of working in Puntland  and knowledge of the Puntland context is advantage  Experience in the processes and techniques involved in developing and using appropriate IEC/BCC resources and materials. Conversant and skilled use of SPSS, STATA and Epi-Info packages People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with disaster affected communities in a sensitive and participatory manner.
 Communication Skills: Well developed written and oral communication skills.
 Integrity: Works with trustworthiness and integrity and has a clear commitment to Merlin's core values and humanitarian principles.

Background

Merlin is a UK humanitarian agency which responds worldwide with vital healthcare and medical relief for vulnerable people caught up in natural disasters, conflict, and health systems collapse.

Merlin has been working in Kenya since 1998. Currently, Merlin is operational in two regions of the country:Kisii and Turkana.

In Turkana, Merlin is starting a new CBM-funded project to increase access of people with disabilities to interventions that can improve their quality of life, with a focus on physical disability limiting mobility.

A primary strategy will be integrating identification and support for people with disabilities into health facility services.

Overall Objective of the Position

The Disabilities Project Officer(DPO) will be based in Lodwar and will oversee the development, planning, organisation, implementation and monitoring of all CBMproject activities in Turkana.

The DPO will operate with technical support and direction from the Merlin Project Coordinator and Project Health Coordinator, and in close collaboration with theMinistry of Gender, Children and Social Development (MoGCSD), health authorities, communities and partner non-state actors to ensure efficient implementation of CBM activities in Turkana County.

Key Responsibilities

Take lead in development and implementation of project activities.Build the capacity of the Ministry of Health (MoH) and disabled people’s organizations (DPOs) to address the needs of people with disabilities(PWDs).Coordinate to increase access of PWDs to assistive devices, treatment services, and other supportive programmes.Organise, coordinate and execute community campaigns for disability awareness in collaboration with other program staff, MoGCSD,MoH counterparts and community representatives.Design appropriate monitoring and evaluation tools for CBM activities in collaboration with other stakeholders.Evaluate and document the impact of CBM activities in collaboration with other stakeholders.Organize regular meetings to obtain community feedback, complaints and responses on programme issues.Participate in partner/Merlin-initiated meetings as well as multi-stakeholdermeetingson disabilities.Attend forums aimed at raising governmental, NGO and community awareness ofCBM and Merlin project issues.Undertake regular documentation of activities including lessons learnt and success stories.Increase awareness, sensitization and capacity of relevant project stakeholders to actualize project objectives.Manage CBM grant in close collaboration with project managers.Participate actively in design of new projects and in preparation of project budgets and workplans.Advise on integration of disability sensitiveness into other Merlin projects.Plan and execute monthly and quarterly integrated supervision with partners.Increase awareness of communities and health care providers of the unique problems faced by PWDs and how to address those problems.Ensure that the implemented project activities are disability inclusive.Ensure transparent communication with partners.Support the coordination and the organization of programmers for visitors/donors travelling to the covered catchment areas.Advanced education in Social Sciences or Community Health / Development sector preferred.Minimum of 2 years experience in project/programme management.Minimum of one year experience working on projects dealing with people with disabilities.Knowledge on disability and inclusive development.Experience in report writing.Knowledge of project cycle management.Knowledge of post-emergency and development tools and principles (including quality standards)Experience in proposal writing.Experience in programme monitoring and reporting.Competencies and SkillsExcellent communication, teamwork and interpersonal skills.Confident and proficient in the use of MS word, Excel, PowerPoint.Fluency in English; knowledge of the Turkana language is an added advantage.Excellent coordination skills.An understanding of and commitment to Merlin’s miss ion and values.How to Apply:

The Purpose of the Job

The overall objective of the position is to develop, implement, monitor and report on all WASH technical aspects of Merlin’s projects in assigned areas of Turkana. S/he will ensure that field staff and partners adhere to technical and standard protocols in WASH. Train and mentor staff as well as participate in WASH assessments, surveys and proposal design processes.

The WASH Officer will work under the supervision of the Project Health Coordinator and in close collaboration with the MOPHS authorities and staff at district and community level.

Position Summary: The officer is responsible for the ongoing management, continuing development, and daily supervision of all activities under Merlin’s linked water, sanitation, and hygiene promotion objectives.

Essential Responsibilities and Duties:

Facilitate Rapid Hygiene & Sanitation Promotion with special attention to hand washing with soap at critical times in coordination with DPHO, MoH and other relevant partners. Distribution of emergency WASH supplies e.g. soap, jerricans ,HWTS technologies e.g water filters and chlorine tablets and training in their use.Assessment of WASH needs in the Health Centre/Feeding Centres and identification of necessary repairs to WASH infrastructure.Report on the status of WASH infrastructure in Health facilities & Outreaches, coordinate with District Water Officer & DPHO for rehabilitation/repairs to WASH infrastructure, supervise & monitor progress.Mobilization of community groups & training on HHWTS & hygiene promotion activities,Conduct community assessments to identify critical requirements for program interventions with a particular focus on returnees, women, and vulnerable populations.Maintain ongoing Merlin WASH activities focused on water point construction and rehabilitation, household and community sanitation, hygiene promotion, and community mobilization / sensitizationPromote and work to expand community capacity on WASH, with sensitivity to the political and cultural context.Consult with beneficiary groups, community leaders, and relevant line ministries while planning project implementationConduct and design WASH activities with the utmost sensitivity for the safety and well-being of beneficiaries.Review and write all WASH and WASH-inclusive proposals, reports, assessments, research in consultation with the PHC and other field and country office senior staffs.Actively support timely, substantive, and appropriate documents that lead to funding support from donors in coordination with the PHC.Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

An advanced graduate degree in Environmental Health Science or related fields preferred, it can be substituted with relevant and equivalent experience

Demonstrated leadership, written, communication and teamwork skills.

Experience with data collection and analysis.

Experience living and working in an insecure environment and with local communities.

At least 2 years experience working with an INGO, developing and implementing WASH activities

Demonstrated statistical survey, analysis, presentation skills, logistical planning and problem solving skills

Finance / Grants Manager (Kenya)
Salary Range 161,130 – 186,127 Kshs

Overall Responsibilities:

* Ensures compliance to donor requirements, statutory and Merlin internal regulations for Kenya operations;
* Prepare/Review monthly interim and final Financial Donor reports timely and accurately as per Donor reporting requirements and contracts;
* work with the programs department to ensure proper budget management is in place;
* preparation and review of budgets, budget amendments, budget re-alignments;
* working closely with the Senior Management Team (SMT);
* assist departments in preparation of annual operational budgets;

Project Health Coordinator and Team Leader HIV/AIDS Treatment and Care.

Reporting to: Programme Coordinator (PC).

Location: Kisii, Nyanza province.

Salary Range 240,000 – 260, 000 Kshs based on experience

Main duties:

* Coordinate Merlin health Care Projects in Nyanza with aim of achieving the set project and organizational objectives.
* To the offer over all technical guidance to HIV/AIDS treatment and care services to the HIV/AIDS project.
* Planning and implementation of HIV/AIDS/TB treatment and care activities at MOMS and MOPHS facilities with close partnership with the Ministries staff and the consortium partners,
* Co-ordinate mentorship and supervision of facility staff of ensure adequacy of knowledge and technical skill in HIV/AIDS treatment and care , Malaria case management and other clinical interventions for efficient and effective services.
* Oversee and conduct training, mentorship and supportive supervision of health care workers in the project districts
* Participate in quality assurance/quality improvement of the comprehensive HIV/AIDS/TB services and other health care interventions.
* Monitor and evaluate health activities in project areas in collaboration with the Programme Coordinator, local health authorities and other project staff and adapt interventions as necessary.
* Prepare project monthly, quarterly, mid-term and final reports for submission to Merlin head office as well as donors on a timely manner.

Qualification and experience:

* Minimum qualification is a medical doctor, (MBchB) with INGOs.
* Must have over 5 years experience in experience in successful implementation of health programs, including planning, designing, supervising, and evaluating healthcare programs
* Management, training or clinical background in the area of reproductive health, Maternal and child health, malaria and HIV/AIDS
* Excellent knowledge of and experience in health systems strengthening and in quality of care and quality improvement principles and practices in health care programs
* Demonstrated excellent knowledge and experience in HIV/AIDS, family planning and maternal health
* Computer literacy, particularly in the use of MS office
* Reports to the PC for administrative, policy, program support and project reports.
* A member of the SMT, Kisii

Context

Merlin has been working in Southern Sudan since 1998 and has had a continuous presence in the country since 2004.

The goal of Merlin projects in South Sudan is to address the humanitarian health needs through supporting essential primary and referral level health care interventions, increasing capacity of local health structures to deliver effective and quality health care services.

Responsibilities

Overall responsibilities

The Reproductive Health Supervisor will be based in Torit, Eastern Equatoria State and will travel to support field sites and other Merlin projects in Boma, Jonglei State and Nimule, Eastern Equatoria State. She will be responsible for strengthening Merlin’s Reproductive Health program in all target areas in South Sudan.

As such, she will focus on the following:

Improving antenatal, prenatal, postpartum and neonatal care;Providing high-quality services for family planning, including infertility services,Eliminating unsafe abortion;Combating sexually transmitted infection, including HIV, reproductive tract infections, cervical cancer, and other RH morbidities;Promoting sexual health; andIncreasing capacity for strengthening research and programme development. Conduct initial needs assessment in all targeted health facilities, in relation to training needs among health staff, health services, medical equipment, and other amenities needed for the Reproductive Health Program;Prepare a training plan and curriculum which will address health staff training needs Network and coordinate with relevant training institutions or agencies in the conduct of the training courses; Coach and mentor health staff on-site and on a regular basis;Network and coordinate with relevant institutions for the purchase or acquisition of essential reference materials (books, manuals, protocol, CDs, videos) pertinent to Reproductive Health, and distribute to the health facilities and Merlin’s field offices; Negotiate for all Merlin midwives to have a quarterly three days in-service refresher training in a reputable hospital or clinic in South Sudan;Oversight to health facilities:
Provide guidelines and protocol on all components of Reproductive Health (fertility, pregnancy, child birth, neonatal care, abortion, family planning, STI, HIV-AIDS, RH cancer, SRH morbidities, and sexual health) from the Ministry of Health and distribute to all health facilities;In the absence of any existing guideline or protocol on certain components of Reproductive Health, prepare a draft guideline or protocol, in consultation with the Ministry of Health and distribute to all health facilities as a draft copy; Regularly check on the quality of services rendered and the health facilities’ adherence to MoH protocols on antenatal care, delivery, newborn care, family planning, and others, and provide on-the-job training as needed; Prepare a list of essential equipment and supplies based on the needs assessment conducted and oversee the distribution to the health facilities; Follow-up on the use of equipment among recipient health facilities and provide guidance as needed; Information, Education and Campaign:
Network and coordinate with relevant institutions or agencies for the purchase or acquisition of RH IEC materials (posters, brochures, flip charts, leaflets, CDs, videos) and distribute to the health facilities and Merlin’s field offices; Oversee and provide direction in the implementation of reproductive health education in the health facilities and in the communities that they serve. Strengthening RH at the communities:
Together with health facility staff, review the performance of traditional birth attendants and formulate appropriate recommendations. Together with health facility staff and community leaders, review the mechanisms for referral in the community – if any – for cases of obstetric emergencies. Oversee the formulation of a relevant obstetrics emergency plan or referral unique for each community, as needed; Review data collection, recording, and reports done by health staff on Reproductive Health, and provide guidance as needed; Review monthly data on deliveries, maternal deaths, neonatal deaths, and other maternal and child health indicators and formulate recommendations as necessary; Other duties and responsibilities:
Link up with Merlin’s health and nutrition program;Coordinate closely with government health staff in relation to Merlin’s Reproductive Health Program;When requested and when feasible, assist the government health office and non-government organizations in special health projects, surveys and other activities;Attend and participate in meetings in government and non-government agencies, when requested;Submit weekly and monthly reports in relation to activities conducted;Participate in the discussion of program development and in the formulation of new program proposals; In relation to RH program activities, coordinate with the logistics and other Merlin departments, as necessary;Attend and participate in internal coordination meetings within the project site and across Merlin project areasPerform other duties and responsibilities as requested by line managerDiploma/Certificate in midwifery (over two years training) received from a recognized training institution; preferably with a post-graduate training in reproductive HealthAt least four years working experience in a health facility, particularly in a maternal clinic;NGO Experience an advantage.Fluent in English. POSITION: Project Health Coordinator and Team Leader Rx and Care HIV/AIDS project.

PROGRAMMES: Merlin is an international organization whose overall objective is provide sustainable and lasting health solutions to needy communities as well as to respond quickly, effectively and efficiently health emergencies worldwide. Currently Merlin runs community IECBCC Malaria programs under the MIP/MCP- USAID, Global Fund and AED sponsorship, a five year HIV/AIDS/TB project underha consortium with Care Kenya, and several other smaller projects in the region.

RESPONSIBLE TO: Programme Coordinator (PC)

Main duties:
* Coordinate Merlin health Care Projects in Nyanza with aim of achieving the set project and organizational objectives.
* To the offer over all technical guidance to HIV/AIDS treatment and care services to the HIV/AIDS project.
* Planning and implementation of HIV/AIDS/TB treatment and care activities at MOMS and MOPHS facilities with close partnership with the Ministries staff and the consortium partners,

* Participate in quality assurance/quality improvement of the comprehensive HIV/AIDS/TB services and other health care interventions.
* Provide on-going supervision of HIV/AIDS/TB treatment and care Services,
* To supervise and offer technical guidance to program clinical team, [FOs and COs]
* Oversee the preparation and implementation of work plans for HIV/AIDS/TB treatment and care, Malaria and HTC as guided by the project activity line up and national guidelines.

Qualification and experience:
* Minimum qualification is a medical doctor,( MBchB)
* Must have over 5 years experience in experience in successful implementation of health programs, including planning, designing, supervising, and evaluating healthcare programs
* Management, training or clinical background in the area of reproductive health, Maternal and child health, malaria and HIV/AIDS
* Excellent knowledge of and experience in health systems strengthening and in quality of care and quality improvement principles and practices in health care programs
* Demonstrated excellent knowledge and experience in HIV/AIDS, family planning and maternal health
* Excellent leadership and management skills
* Good organizational skills (i.e. multitasking, dealing with pressure, adaptability)

Context and Background

Merlin has been working in Kenya since 1998. Merlin is currently operational in three geographic regions: Lake Victoria, the Western Highlands and the Arid and Semi Arid regions of northern Kenya. In addition to the country office in Nairobi, Merlin maintains offices in Kisii and Kisumu towns in Nyanza province, Lodwar in Turkana district and Wajir town in Wajir province. Since January 2008, Merlin has also been implementing an emergency response project in Nakuru North district in Rift Valley province.

The overall objective of Merlin's work in Kenya is to contribute to a reduction of health inequalities and to a reversal in the current downward trend in health related indicators. Merlin does this by responding to emergency needs as well as continuing to build on lasting working relationships with communities and local partners; supporting the strengthening of the Kenyan health system; approaching health problems with innovative interventions; developing answers to key practical questions through operational research; and using the lessons learned at local levels to feed into national-level programming and planning.

Main purpose of the role

The main purpose of the role is to provide programme support, development and implementation. Ensure relevant Merlin procedures and best practice are followed in relation to logistics, security, and human resource management.

Overall Objectives (scope)

The Programme Coordinator (PC) is responsible for overall management of all Merlin personnel, programmes and support functions in Turkana district, Rift Valley Province. Merlin is working closely in partnership with the Ministry of Health and communities to implement health and nutrition assistance to pastoralist and marginalised populations in Turkana district.

Activities currently running include nutrition assistance through a Community Therapeutic Care (CTC) approach, support for the provision of Primary Health Care, capacity building of local partners, and HIV/AIDS activities.

Responsibilities

Management/programme development

Overall responsibilities

The Nurse in Charge of Ward will be fully based in Boma Hospital, Pibor County and will have overall responsibility for patient care in the Paediatric and Medical Wards as well as taking part in the supplementary feeding activities. They will also be responsible for training and capacity building of the staff working in the ward.

The Nurse in Charge of Ward is supervised by the Hospital Matron and works closely with Clinical Officers and Medical Officers in the delivery of curative services to patients visiting outpatient department and those admitted to hospital.

RESPONSIBILITIES
* Must have an overview of Merlin logistics operations and assure smooth and on time execution of programme delivery of goods and services in close collaboration with the Logistics Manager

TASKS

Procurement
* Prepares the cash forecast for all office purchase activities and compiles the final cash forecast and presents it to the Logistics Co-ordinator.
* In charge of checking the items (standardized items as much as possible, quantities, quality and relevance).
* Gives the feed back to the field when changes are done to the SR.
* Inputs the SR into the Nairobi Office Merlin logistics system and communicate it to the Logistics Manager
* Insure that correct Reference Number, Budget and Account Code, Amount, and authorization signatures are on each received and accepted SR.
* Prepares bi-weekly the order status sheet and communicates this to the field sites.
* Regular and on time update of the Merlin procurement logistics systems.

* Prepares and processes the different purchase documents (Supplier Quotation, CBA, Purchase order, Stock Transfer etc.) with the support of the Logistics Manager when required.

* Has the authority to verify and sign the Supplier Quotations.
* Final decision on the supplier and validation of the CBA before sending to the supplier must be granted by the Logistics Coordinator and procurement committee as per the Documentation and Authorization Levels.
* All PO must be authorized by the CD.
* Checks the delivery notes against the PO for the quality and quantity control.
* Inputs the reception into the system.
* Maintain and update price and supplier databases.

Recruitment and qualification skills required

Profile:
Merlin is seeking for an experienced procurement officer with an additional wide range of experience in the field of humanitarian work & emergencies, with a good sound knowledge in procurement/logistics related skills like market surveys, procurement of supplies/works and services, team support, dispatching/receiving of the items with an ability to manage multitasks and independently manage procurement systems and databases.

Education:

TASKS
Vehicle Follow up:
* To maintain accurate control, recording and monitoring at all times of Nairobi office drivers and vehicle logbooks and provide monthly vehicle reports to the Logistics officer.
* Presents the administrative check for all the fuel vouchers and present them for final approval to the Logistics Officer.
* Supervises and ensures correct vehicle usage procedures by the regional office drivers as per ‘driver’s rules and regulations’.
* Plan and organize the day to day regional office transport requirements.
* Organize the timely and efficient reception to and dispatch of staff from the office and vice-versa.

Merlin International Profile

Merlin specializes in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

Merlin has been operational in Kenya since 1998 and maintains a regional office in Nairobi, which directly manages the Kenya and Somalia country programmes. Merlin provides health and nutrition assistance to the drought affected population in Turkana district of Northern Kenya in collaboration with other agencies and the MoH.

Other operations in Kenya include Malaria, HIV/AIDS and TB control projects in Kisii, Gucha and Nyamira districts of Nyanza province, HIV/TB behavior change interventions and research work amongst the vulnerable communities of Lake Victoria region and HIV/AIDS and TB interventions in Turkana District.

Merlin started emergency interventions in Kisii, Kisumu and Nakuru assisting populations that had been displaced as a result of the post-election violence.

Having been operational in Somalia since 2004, we recently started implementing a health and nutrition Programme in Galgadud region. Merlin is also currently supporting three health Programmes in Puntland state of Somalia and provides technical coordination and capacity strengthening for the GFATM malaria Programme for all of Somalia.

Merlin has joined the Gedo Health Consortium, a primary health care Programme, and has been nominated as the lead agency for the Somalia Interagency Health Cluster. Merlin will start soon a nutrition and primary health care project in Awdal, Somaliland and is hoping to expand in South and central with a primary health care project.

Main purpose of the role

The Operations Coordinator position is a senior national staff position within Merlin Kenya structure and is a member of the Project Management Team (PMT).

The overall objective of the position is to assist and support the Country Director in the management and coordination of Kenya Merlin projects, strengthening the quality and level of operational support provided to all field project sites and ensuring that Merlin organizational and country specific strategies, plans, policies, and procedures are effectively implemented in all locations in collaboration with the relevant department in a timely manner.

Overall Objectives (scope)

Objectives include:

Extensive experience of project management experience in developing , preferably in the health sector including;Project needs assessmentProject proposal development, logical framework, and report and proposal writingPersonnel management Proven experience of security management in conflict zones and willingness to work in an insecure environment.Strong experience in a position with responsibility for preparing procurement plans and organizing procurement systems for works, goods, and services.Proven ability to organise and find innovative solutions to complex problems under difficult conditions.Experience in budget management Experience of donor reporting requirements.Good team player.
