Job Title: Nutrition Coordinator
Background: Established in 1984 in the UK, Islamic Relief (IR) is an International NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities. We aim to help the needy regardless of race, religion or gender.
 Job Summary: This position demands both the technical knowledge and the work experience, needed to coordinate a nutrition programme. The Nutrition Coordinator is responsible for leading the Wajir nutrition team and providing technical support and capacity building of IRK nutrition team and MOH staff for successful planning and implementation of the High Impact Nutrition Interventions (HINI).
The position requires working closely with MOH, WFP, UNICEF and other partners working in Wajir. The Nutrition Coordinator will be responsible for ensuring management of the nutrition programme is in line with international and national humanitarian standards and donor guidelines with the assistance of the Nutrition Advisor and the Head of Programmes.Support the management of the health and nutrition programmes including the provision of technical support, training and capacity building for the field teams and MOH staff.Ensure that the implementation of the nutrition programmes conforms to internationally accepted standards; country and county guidelines. Background

Nutrition security is a human right; it is the basis for economic, social and human development. Good nutrition throughout the lifecycle is a prerequisite to good health, which adds quality to life and contributes to healthy ageing. The goal of Kenya Vision 2030 is to “transform Kenya into a globally competitive and prosperous nation with a high quality of life by 2030”. Unfortunately, malnutrition is amongst the biggest threats to this Vision 2030 and Kenya’s achievement of the Millennium Development Goals. Malnutrition greatly affects Kenya’s socio-economic development and potential to reduce poverty. Economically, Kenya loses about Kshs 128billion every year due to productivity losses as a result of malnutrition. Vision 2030 and many of the Millennium Development Goals (MDGs) – particularly MDG 1 (eradicate extreme poverty and hunger); MDG 4 (reduce child deaths); and MDG 5 (improve maternal health) – will not be reached unless the nutrition of women and children is prioritized in the national development programmes and strategies. Without a deliberate and concerted effort, this figure will rise to Kshs. 3 trillion in 20 years and 527,000 lives will be lost.

In August 2012, Kenya joined the Scaling up Nutrition (SUN) movement, thereby signaling the country’s commitment to coordinated actions to improve the nutrition situation in the country. The movement has drawn attention and interest from diverse stakeholders over a short duration of time demonstrating its tremendous potential. Through sustained advocacy, there has been a number of achievements within the nutrition sector, key among them being an improved policy environment (with the passing of the Breast Milk Substitutes Act, Kenya Food and Nutrition Security Policy and the mandatory food fortification legislation), enhanced Government leadership, an improved and enhanced coordinated approach to implementation and monitoring and evaluation of nutrition programs as evidenced by the Kenya nutrition action plan, and inclusion of indicators in the DHIS, AOP and MTEF, and adoption of a set of high impact nutrition interventions; and increased budgetary allocations for nutrition,

Despite the success in the nutrition advocacy at the national level, the nutrition sector is faced with a number of challenges, key among them being limited funding at both national and county level and, lack of prioritization of nutrition issues at the county level, Inadequate advocacy capacity at all levels, poor inter sectoral linkages to address malnutrition and low demand and awareness of the nutrition services. This calls for intensified advocacy at all levels. The Government recognizes that additional resources and strengthened systems are required to scale up nutrition interventions and end all forms of malnutrition. However the commitment to addressing malnutrition wholesome is a challenge. Malnutrition needs to be viewed: (i) as an indication of inadequate realization of some of the most basic of all human rights, (ii) as a reflection of inadequate investment and progress in a range of issues related to human capital development; and (iii) in its significant influence on future economic development of a country. Political commitment is required to ensure strategies to improve nutrition in Kenya are prioritized and allocated adequate resources. Kenya’s devolution process placed new authority and responsibility for health program management and service delivery at the county level. Funding is currently allocated at the county level which provided an opportunity to advocacy.

Purpose

The Nutrition Advocacy Consultant will support the realigning of the National Nutrition Advocacy and Communication Steering Committee (ACSM) of the Nutrition Sector, support the ACSM in developing, managing, co-coordinating, networking, implementing and monitoring of the advocacy and communication strategy and associated products with the objective of promoting awareness and understanding of nutrition. The consultant will also support UNICEF Nutrition Section in identifying the key roles and responsibilities to contribute to the larger nutrition sector agenda. Therefore approximately 30% of the time will be dedicated fully to UNICEF and 70% to supporting the nutrition sector.

Responsibilities

· Work with Communication teams to develop appropriate targeted advocacy messages

· Form alliances to effectively communicate such messages and follow up/monitor them to ensure action for nutrition improvement.

Skills and Attributes Requirements

Work experience: five years’ progressively responsible and relevant professional work experience in advocacy and communication at all levels. Background/familiarity with Nutrition advocacy

Language Proficiency:Fluency in English.

Evaluation of the ‘Emergency Nutrition Assistance for Drought Affected Vulnerable Communities of Turkana County of Kenya’
Project funded by USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA)

Terms of Reference (ToR)

1. Introduction and background information:

Turkana County covers about 77,000 square kilometres of the country’s arid north western region. The county is classified as arid and semi-arid lands of Kenya (ASAL) and is historically drought prone area that experiences frequent, successive and prolonged dry periods. It has two rainy seasons, the long rains (April–June) and the short rains (October–December) but rainfall is often unreliable. The 2011 drought that affected the Horn of Africa region exposed many pastoralist communities, including those living in Turkana County to severe food insecurity which eventually led to high rates of acute malnutrition amongst children under five years and pregnant and lactating women (Turkana nutrition survey – May 2011).

The subsequent scaling up of nutrition interventions has resulted in improvement of nutritional status of children and pregnant and lactating women.  
As part of the general scaling up of nutrition activities, Merlin since April 2013 has been implementing an OFDA funded emergency nutrition support project in Turkana County. The project ended on 31st January 2014. Since February 1st 2014 Merlin has merged with Save the Children to create a world-class humanitarian health force for children and their families living in some of the most challenging places in the world.
Project Objectives and Expected Results
The overall goal of the project was to contribute to the reduction of levels of morbidity and mortality amongst drought affected vulnerable communities, particularly under-five children and pregnant and lactating women, in Turkana Central, Loima, Turkana South, and Turkana North districts of Northern Kenya.
Main highlights of the project strategy for implementation of this action included:Integration of nutrition and health issues like the prevention and management of diseases like diarrhea, that negatively impact on nutritional status and vice versaStrengthening of hygiene practices to reduce the incidence of diarrheal disease associated with contaminated water in the household including health education to educate the community on domestic treatment of drinking water and effective hand washing (soap/ash) and use of latrines/toilets. In particular, a focus on longer-term strategies with a behaviour change communication (BCC) component that would help to translate knowledge to practice.Implementation of community-led infant and young child feeding practices program with the involvement of mother-to-mother peer support groups.Distribution of micronutrients and de-worming.Community and household level screening together with approaches that will avoid at risk children deteriorating, especially in the lean seasonal period. One approach will be the linking of households with children recently discharged from SFP programme to GFD (FFA), to reduce the relapse cases, due to household food insecurity.Management of moderate and severe acute malnutritionSupporting district health authorities to developing joint emergency preparedness and response plans The project was also based upon the partnership framework between the MoH, UNICEF and other partners to support the delivery of essential nutrition services in Kenya. This partnership framework envisaged that general principles of support to MoH should include:- Full integration of a comprehensive package of high impact nutrition interventions. Results based orientation to programming. Full commitment to coordination. Strategic development of capacity at all levels of service delivery to enable the MoH function well with minimal or no support from partners. Direct involvement in service delivery only in exceptional casesFocus on mentoring, supportive supervision and on-the-job training.2. Overall objective of the Evaluation:

As the ‘EMERGENCY NUTRITION ASSISTANCE FOR DROUGHT AFFECTED VULNERABLE COMMUNITIES OF TURKANA COUNTY’ grant has ended, Save the Children wishes to undertake an external evaluation of the project – focusing on achievements, successes, lessons learnt and best practices. 

These will be assessed against the OECD-DAC criteria that are most relevant to the purpose of this evaluation.

3. Specific Objectives:

i. Outputs and outcomes: Outputs and outcomes generated by the program in relation to the stated goal, objectives and desired results. In particular, the evaluation will assess the effects of the program activities on the targeted beneficiaries in OTP, SFP and community members reached with the various services.

ii. Relevance: whether the program interventions met needs of the beneficiaries; the appropriateness of results in relation to the needs of the communities, national policies and priorities.
iii. Effectiveness: In particular assess the extent to which program interventions achieved the desired outcomes, factoring in issues of program management including decision making processes, risk management, institutional arrangements and partnerships with MOH and other agencies and their effects on the program results.
iv. Efficiency: the relationship between the quantity, quality, and timeliness of program inputs, including personnel, training, office equipment. In addition, determine the quantity, quality, and timeliness of the outputs generated and whether the resources were spent as economically as possible.
v. Sustainability: assess the readiness of partner (MOH) and other stakeholders to sustain program interventions, in particular assess the infrastructure and systems of partners, resources available to sustain the activities and services, collaborative links and referral networks with other service providers, and the level of community ownership.
vi. Program Improvement areas: capture key successes, best practices lessons learnt, implementation challenges, constraints, strengths and weaknesses.
vii. Determine the extent of complementarity of this project with other related health and nutrition projects currently supported by UNICEF in Turkana County.
viii. Role of beneficiary consultation in programme design and implementation, and areas for improvement.

4. Methodology

The following methodologies shall be used for the evaluation:

Evaluation Design

Both quantitative and qualitative methods may be used for the study.The qualitative method will for example employ focus group discussions with target groups, employ interviewer administered structured questionnaires to stakeholders - government, beneficiaries, MoH, WFP and UNICEF, as well as in-depth interview of key informants and  document review, both primary and secondary. The quantitative method will review existing data related to the outcome indicators supplied by Merlin/MoH, and verify sample of same in the field. The consultant will use information both from primary and secondary sources which are directly related to the project. For triangulation purposes, the consultant is expected to refer to documents from Save the Children / MoH reports and national and sub-national statistics, research findings relevant to this project and donor guidance and associated documents. These sources will be used to validate the results and triangulate successes and failures for lessons documentation.

Key evaluation questions
1.1. How far has the implementation and delivery of the project activities, especially the choice of beneficiaries and organisational modalities, facilitated the achievement of specific objectives?

1.2. To what extent has the project addressed the emergency nutrition needs identified in the target communities as reflected in nutrition surveys conducted prior to commencement of project implementation.
1.3. What is the level of integration of health and nutrition activities in the MOH facilities in areas of Merlin operation and what lessons can be derived from current implementation approach?

Study Area

The evaluation will be conducted in locations determined by the evaluator(s) in consultation with Save the Children, but has to be within Save the Children’s geographical area of operation.

Data collection and analysis

The evaluation should be participatory and focus on obtaining both qualitative and quantitative information.Quantitative data obtained from Save the Children on key indicators to triangulate with baseline data.Qualitative data obtained from FGDs, key informant interviews and structures questionnaires. Project document review, individual interview of project staff, government, UNICEF, WFP and other partners.5. Responsibility of the consultant / deliverables
The Consultant is expected to undertake the following tasks:Design and develop appropriate tools/mechanisms that will enable the analysis of the supplied information.Analyse collected information and write up a report detailing findings using Merlin’s evaluation policy and templates. Submit draft report for reviewPresent final report to Save the Children.Submit a final hardcopy report  as well as soft copies in word and PDF formatsPreparation of a PowerPoint of the evaluation methodology and key findings, for further dissemination, and a delivery of that presentation to key project staff. The evaluation process must be impartial, independent and must provide information that is credible and useful, enabling the incorporation of lessons learnt, and identify the strengths, weaknesses, opportunities and threats to inform future decision-making process within Save the Children, MoH and donors.

6. Key outputs of the evaluation are

A report completed on Save the Children reporting template (final hardcopy report  as well as soft copies in word and PDF formats);A PowerPoint of the evaluation methodology and key findings;Presentation of key findings to project staff and county representatives prior to drafting the evaluation report; An evaluation report completed with recommendations7. The consultant should have the following qualifications and experience:Relevant academic and professional background in humanitarian interventions in complex environments. Extensive practical experience in conducting evaluations of humanitarian interventions in the ASAL regions of Kenya with preference given to significant emergency nutrition programming. Technical research skills, including qualitative and quantitative approaches.Fluency in both written and spoken English and Kiswahili. 10. Timeline

In consultation with project staff, the consultant shall design the review work plan and develop the evaluation instruments including appropriate questionnaires. 

The review is expected to take two weeks and additional six paid days have been catered for report writing. The study is expected to apply participatory approaches along with quantitative and qualitative methodologies.

10. Logistics/Transport/Accommodation

Save the Children will facilitate meetings with stakeholders and support the consultant in conducting interviews and other activities. Save the Children will also take care of the consultant’s accommodation while in the field.

 Save the Children received co-funding from both ECHO and DFID to support the Ministry of Health (MOH) to implement High Impact Nutrition Interventions (HINI) in Wajir and Mandera Counties starting from 1st July 2012 to 31st December 2013. The support to the MOH is provided in accordance with the new implementation strategy that shifts the responsibility of implementation of HINI programme activities to the Ministry of Health, with technical, logistical and financial support provided by Save the Children. The High Impact Interventions (HINI) are being implemented at both health facilities and hard-to-reach areas.Save the Children is currently supporting the MOH to implement High Impact Interventions, as adoption of the new strategy of indirect nutrition programme implementation. This process needs to be documented systematically so as to capture key challenges; best practices and lessons learnt which would then be shared with the MOH, Donors and other stakeholders for further scale up to other counties. Ultimately such lessons learnt, best practices and discussions should feed into the review of relevant national nutrition policies and guidelines.To document in both narrative and film selected aspects of the current Save the Children nutrition programme in Wajir and Mandera Counties. The review of this documentation by Save the Children will help in the determination of best practices and lessons learnt.The scope of this consultancy includes, but is not limited to, the following:
a) Develop tentative consultancy work-plan
b) Narrative and film documentation of the health and  nutrition programmes, focusing on the following areas:

Food Security and Nutrition Analysis Unit for Somalia (FSNAU)

Background
The Food Security and Nutrition Analysis Unit (FSNAU)  consists of two major components.  

i) The Food Security component which provides up to date quality food security information and  ii) The Nutrition component which focuses on the generation of good quality timely and appropriate nutrition information.  In addition the unit conducts applied research to explore and report on the underlying causes to malnutrition and food insecurity in Somalia. Both food security and nutrition information are analysed in the relevant context and provided to decision-makers within the humanitarian community in Somalia for use in the design of both short and longer term food security, nutrition and livelihood related interventions.  FSNAU places strong emphasis on partnerships with local authorities and international and local humanitarian organisations for the specific development of capacity in Somalia and the region.  This includes the provision of capacity building in Nutrition Assessment in Emergencies to Masters Level Nutrition Students in the region. As a component of this capacity building FSNAU recognises the importance of practical hands on experience by Nutrition students in humanitarian agencies therefore FSNAU is providing an opportunity for one student at Graduate level in Nutrition for an internship at the unit in Nairobi.

This internship will be for a period of three months from (July 2013 to September 2013), with the primary aim to use this period to impart technical knowledge on nutrition surveillance through on the job training.  

The intern will report directly to the FSNAU Nutrition Team Manager, and work in close consultation with the Nutrition Analysts. The intern will focus on the following tasks:
 Assist in cleaning and entry of nutrition survey/assessments data, under the supervision of the relevant Nutrition Analysts and in close collaboration with the Data Entry Clerks.Participate in the Gu 2013 seasonal analysis and dissemination workshops and meetings.Attend Somalia Nutrition cluster meetings and other relevant cluster meetings in Nairobi.Under the supervision of the Nutrition analyst who is the focal point on Capacity building, assist in the planning and preparation of nutrition surveys and assessments at Nairobi level.In detail read the nutrition technical reports, updates and other relevant documents published from Gu season last year to date and ensure consistency in reporting of rates, confidence intervals, tables and information in text.In close collaboration with Nutrition analysts assist in drafting, editing and finalizing articles for the nutrition updates/technical series.Working closely with the Nutrition Data Analyst and Nutrition analysts, to ensure that data collected through the Health Information System, is received as required and updated; also assist in running basic analysis of this information.Assist in on-going FSNAU nutrition related research initiatives, particularly in the form of literature searches, processing/compiling data, data analysis, technical writing and report editing.Participate in relevant internal and external events such as meetings and trainings.Perform other tasks as assignedCandidates MUST be post graduate students pursuing a Master’s degree in NUTRITION in Kenya or SomaliaMust be postgraduate student at a local public universityShould be computer literatePrevious work experience not mandatoryStrong critical thinking and writing abilityStrong English writing and editing skillsHigh degree of self-motivation and initiativeWillingness to learn and apply new analytical approachesStrong skills in basic computer packages – Knowledge in EPI Info, ENA or EPI6 an added advantageSensitivity to the social and cultural environment of SomaliaBy the end of the internship, the student should have gained considerable technical knowledge and understanding on nutrition surveillance and situational analysis. Nutrition Technical Specialist – Kenya Country Office
Location: 40% based in Nairobi and 60% in area offices

Role Purpose:

The Nutrition Technical Specialist will be expected to lead a capacity assessment, to evaluate constraints in programme implementation, to train staff, launch activities as described in proposals, and proposed action plans for each base to ensure good quality programmes and implementation of planned activities.
S/He will work in collaboration with existing nutrition staff and his/her works will be predominantly supportive and mentoring to the existing staff to ensure good practice. She/he will also collaborate with Districts health staff and other Save the Children sectors. He will work in close collaboration with the Health &Nutrition Programme Managers and the nutrition coordinators in area offices.

Dimensions:  

Save the Children has supported children in Kenya since before its Independence in 1963 and has had a consistent operational presence in the country since 1984. We provide support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir and has a liaison post in Garissa. Currently, we have a staff complement of approximately 350 staff and a confirmed budget of approximately US$15 million this year.

Key Areas of Accountability:

General management of the program activities and strategy:

Ensures technical support for the teams for the implementation of capacity building for all the health workers (i.e. conduction of ToTs or ad hoc technical sessions).Monitors and ensures that the technical protocols, manuals, guidelines and forms used in the field are in line with validated national technical tools and national guidelines. Provide technical support to the field teams and technical updates when available and is available for solving any problem arising in the field.Analyzes the program activities and results using internationally validated indicators (Sphere standards) and monitors the programme evolution and together with the nutrition advisor re-orients programs if needed.Ensures a consistent response and approach to the programme needs, thus creating credibility of Save the Children actions.Works closely with the Nutrition Advisor in program strategy and protocols development and development of proposalsEnsures frequent visits to the field, with visits to the program activities at community level for each field visit, and provides formal visit feedback via Field Visit Reports. Three weeks every two months should at least be spent in the field. Field visits should not be shorter than a full week. Before every field visit, a TOR must be shared with the Nutrition Advisor, Health and Nutrition Program Managers and Area Managers. Other Coordinators are to be in copy of the communication. Participates at the nutrition capacity group working meetings with partners at Nairobi level when necessary.In the absence of the nutrition advisor participates in the monthly NTF coordination meetings at Nairobi level.Ensures that the technical parts of project cooperation agreements and MoU’s with authorities, partners and other organizations are consistent between all the area offices and shares with the nutrition advisor for validation.Coordinates on behalf of the field offices with the health & nutrition authorities at Nairobi levelFollows up with the organizations in charge of the supplies (RUTF from UNICEF,CSB from WFP GOK for drugs etc.), to ensure timely renewal of the MOU’s with these partners and timely orders of products (on an ad hoc basis). (This is mainly done by PMs at field level directly with UNICEF field offices) the Nutrition support Coordinator will support with troubleshooting in case of constraints or identified pipeline breaks. Ensures coordination of and validates the logistics orders from the area offices departments and ensures regular communication with the logistics department.For every project, a procurement plan is to be prepared by PMs with support of Nut support coordinator to ensure that purchases are all forecasted before the start of the project.Strategy Development & ReportingSupport the nutrition advisor in the definition of the Nutrition program strategy, proposals etc.  in collaboration with field teams and collaboration with other units.Support the nutrition advisor and the reports officer in developing program donor reports (proposal, quarterly, final reports), with respect of the technical formats and deadlines.Prepares monthly technical activity reports (compilation of the activities in the area offices) with a qualitative look at the programs (sent to area offices and to the nutrition advisor). Documents progress of pilot projects to ensure appropriate follow up in evolution/changes within approaches implemented as pilots. Writes short field visit Terms of Reference and reports, the latter including clear detailed action points for the improvement of the programs or problems solving. This is a good feedback and documentation tool on progress of activities at field level. Communicates regularly with the program teams for follow up, troubleshooting and technical and strategic advice. At least each PM should be called on phone once a week for update / discussion.Communicates with the logistics and administration departments in order to have a good follow up of respective departments (supply requests, stocks, pharmacy, etc. and budget and expense follow ups) and solve problems as they arise.Communicates externally with the other organizations and authorities on a regular basis, and ensures that PMs communicate regularly with partners at local level.Skills and Behaviours (our Values in Practice)

Key Responsibilities
Programme:
* Support the nutrition manager in program planning management and implementation of the clinical aspects of mother and child health component in nutrition programming.
* To support the health facility staffs in implementing an integrated management of acute malnutrition program that will encompass health outreach and public health nutrition.
* Together with the other nutrition officers and the partner staffs, work with the other departments in integration of activities to offer a whole package of services that contribute to proper mother and child care
* Support the health facility and partner staffs in Provision of routine treatment and medication to beneficiaries in the nutrition program
* Assist other nutrition officers in community mobilization, screening, active case find, defaulter tracing and referral of beneficiaries for further medical care in the stabilization centers.
* Support the health facilities staff in provision of KEPI services through requisition of vaccines, management and reporting of the same at health facility and community level.
* Follow up with the outreach teams in ensuring teams offer have enough supplies and tools and equipment needed to offer the services.
* Facilitating the requisition and stock management of the micronutrient supplies at health facility level and working with the partner staffs in ensuring that micronutrient supplementation is carried efficiently at health facility and community level
* Together with the other nutrition officers and the partner staffs, work with the other departments in integration of activities to offer a whole package of services that contribute to proper nutrition status.
* Together with the other nutrition officer Ensure availability and use of all the standard anthropometric tools and equipment to the health facilities and outreach sites
* Work together with the nutrition officers and the district nutrition officer in planning for outreaches for the health facility staffs and ensure all component of KEPI and micronutrient supplementation are included in the package.
* Assist the health facility staffs at partner sites in Managing the severe acute malnourished beneficiaries with complications in the SC children and ensure they are being taken care of according to protocol
Capacity Building & Human Resource Management:
* Assist the nutrition manager in carrying out capacity assessment and gap analysis and come up with a capacity building plan that include; OJT and training of MOH health facility and partner staff in all clinical aspects of nutrition especially in the Stabilization centers.
* Supporting the nutrition teams at the health facilities and the community health volunteers at the health facility level and also at community level with particular emphasis on capacity building of staff through mentoring and training.
* Provide technical support to the partner and health facility staffs, assist in assessing of beneficiaries and carry out referrals to the SC if any need arises or for further medical care.
* Assist the nutrition manager in strengthening the capacity of local partners and health facility staffs in programmatic and technical nutrition related aspects, through identification, capacity assessments, trainings and continuous engagements.
Reporting:
* Ensure timely reporting weekly and monthly program reports and ensuring the regular flow of information and reports to the district level
Coordination:
* Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in nutrition activities.
* Carry out weekly field visits to Ensuring program quality control and implementation in all aspects
* Participate in health and nutrition key calendar events and campaigns that contribute to the maternal and child health wellness
Logistics and Finance:
* Work together with the nutrition manager in preparation of the monthly cash forecasts based on planned activities in a timely manner
* Assist the nutrition manager in preparation and carrying out of payments for the CHWs, IYCN focal points and field allowances.
* Support the nutrition officers in collaboration with the district nutrition officer in commodity request, management of stock and accountability of the stocks.
* Assist the nutrition manager in PR tracking
* Support and facilitate the movement of procured items from the office to the field Preparation of movement and logistical plan for the teams and the partner health facility staffs to the field sites
* Facilitate the procurement of medical supplies and disbursement to the health facilities
Communication and Reporting
* Maintain excellent relationships internally within IRC and with all IRC's partners, the MOH, other stakeholders and local authorities.
* Carry out any other tasks as requested by supervisor, such as trainings, program representation, resource mobilization, advocacy, strengthening of partnerships, and program-related administrative duties.
Required Qualifications:
* Kenya Registered Community Health Nurse or its equivalent with a recognized qualification in Nutrition.
* Addition nutrition training in IMAM and IYCF is an added advantage.
* Knowledge of national and international minimum standards in health program service delivery, including MOH, SPHERE, WHO
* Competence in basic computer packages
Required Experience & Competencies:
* At least 2 years experience working in Arid and Semi Arid Lands of Kenya
* Good communication and interpersonal skills
* Strong background in humanitarian projects
* At least 2 years experience working in a health and nutrition program.

Key Responsibilities
* Implement and supervise the inpatient and outpatient therapeutic feeding of severely malnourished under-fives while following the stipulated protocol.

* Plan and conduct trainings on Growth Monitoring Promotion (GMP), Integrated Management of Acute Malnutrition (IMAM) and IYCF to other mainstream health professionals.
* Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
* Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
* Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
* Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
* Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
* Compile and submit weekly and monthly reports of all the activities implemented.
* In collaboration with the Nutrition Manager and the Supply Chain department follow-up food provision.
* Any other duties as assigned by the supervisor.
Required Qualifications:
* Bachelor degree in Food, Nutrition and Dietetics from a recognized University.
* Minimum 2 years work experience in community nutrition and implementation.
* Experience in Infant and young child feeding practices (BFHI and BCC approaches).
* Experience in Nutrition and HIV/AIDS programming.
* Good communication and interpersonal skills.
* Strong report writing and team working skills.
* Knowledge in computer packages and basic analysis skills.
* Ability to work in hardship areas (previous experience in a camp setting will be an added advantage).

Position: Project Officer (Health and Nutrition) Open to Somalia nationals

Responsible To: Project Health  Coordinator (PHC), Technically working closely with PM/FC/PHC/CHD

Relationship Internally: All management and staff

Relatioship Externally: Government and non-government counterparts, communities and their representatives, UN agencies, other national and international stakeholder organisations.

Base Location: Galkacyo, Puntland with frequent  travelling to programme sites in the district, mostlyin the Mudug region 

Merlin is a UK based international humanitarian Organization providing health care to populations in crises. 

Merlin has been working in Somalia since 2004 and is currently implementing emergency health and nutrition programmes, HIV/AIDS, TB, reproductive health emergency preparedness programmes in Puntland, Awdal in Somaliland, Galgaduud and Mogadishu regions of Somalia.

The goal of the Somalia mission is to address humanitarian and health crises within Somalia while increasing capacity of local structures to deliver effective and quality health care services.

Overall Objective of the Position:

The Project Officer  who will be based in Galkacyo, but works in the PHC projects in Mudug and Nugaal regions. S/he will have overall responsibility for the techinical management of Merlin’s health projects in the Mudug province in collaboration with other Merlin staff. 

The PO  will have overall responsibility for the management and development of Merlin primary health care programmes in the Mudug and Nugaal provinces while ensuring implementation of the projects are in line with the Puntland and international  policies and guidelines including Merlin’s internal procedures.

Main Duties:

Programme Management/Development:

Overall technical responsibility for the implementation of all Merlin supported health programmes in Mudug province. Develop and implement quality programmes in the province in close coordination and collaboration with the regional/district health authorities.In conjunction with the PHC/PM, co-ordination and represent Merlin with the national, provincial and district health authorities and ensure all project activities are carried out with their approval in line with national startegy and, as far as possible, their participation. Ensure that local health authorities receive regular activity reports. Ensure that project activities are implemented in line with the project objectives and work plans.Liaise with key representatives of the Puntland Ministry of Health at national, provincial and district levels to ensure that the programme remains in line with national strategy and to ensure the sustainability of activities at the end of the project period.Plan and implement project health activities including the day to day activities and longer term strategy. This may include changes to the project direction or priorities in collaboration with Merlin technical teams in Nairobi and Garowe. Ensure that project expenditures are within the agreed and approved project budget and conduct expenditure against budget monitoring on a monthly basis. Ensure accurate collection and analysis of data, compile epidemiological reports for inclusion in project situation reports and any other pertinent reports, including dissemination of the same.Regularly monitor progress of project implementation and conduct assessments of the health needs of the community and prioritize project activities based on findings.  Together with the FC/PHC/PM responsible for encouraging community participation in health activities to ensure the long term ownership and effectiveness of the programme.Ensure that the medical supply stocks are sufficient and that drugs are stored and used correctly.Work with district health facilities, community representatives and persons responsible for training health workers at different levels to ensure close links between health facilities and communities.Prepare project monthly, quarterly, mid-term and final reports for submission to Merlin sub-office Garowe as well as donors on a timely manner.Assist the PM/PHC in designing new programmes including undertaking assessments, proposal and log-frame writing, and budget preparation.Assist with recruitment of technical project personnel and support them in ensuring that individuals work effectively together to achieve project objectives.Responsible for organizing training of all health staff and local partner staff to ensure the maximum use of their skills and their full and effective participation in project activities whilst conforming to Merlin and MOH  protocols, including donor requirements.To respect all Merlin organisational and country specific policies, procedures and regulations.Carry out any other responsibilities as requested by the immediate supervisor Qualification and Experience:
