Background: The United Nations Development Programme (UNDP) recently completed the process of development of it Country Programme Document (CPD) for the period 2014-2018. 

The CPD defines the programmatic support to the Government of Kenya towards realization of objectives spelt out under the Vision 2030 as well as the second Medium Term Plan II of the Vision 2030. The UNDP support towards transformative governance forms one of the main areas of UNDP’s engagement in Kenya, specifically: ‘Devolution and Accountability’. 
This particular priority area aims at entrenching a sustainable democratic culture characterized by the respect for human rights and rule of law leading to responsive and equitable public service delivery in the context of a devolved system of governance. In achieving this goal UNDP will provide innovative and strategic support towards: (i) Building responsive and accountable public institutions and(ii) Fostering inclusive and rights based processes at both national and county levels.
In realizing these objectives UNDP is partnering with several key Government Ministries, Commissions, National Institutions, Non-state actors in the implementation of Constitution of Kenya 2010 and support governance, justice and public sector reforms in Kenya.
It is within this context therefore that UNDP seeks to recruit the services of a highly experienced Team Leader to lead the effective implementation of interventions under the ‘Devolution and Accountability’ strategic result area of the CPD.Under the overall guidance of the Country Director and direct supervision of the Deputy Country Director Programme, the Team Leader acts as a manager of and advisor to Senior Management on all aspects of Country Office (CO) programme with specific relevance to the Democratic Governance Unit. The main role is to manage the country programme including continued monitoring of implementation of the Governance Component. The Team Leader leads the programme team in strategic planning and identifies new programme areas while ensuring consistency with UNDAF/CPD priorities and creative responses to emerging
challenges and opportunities.

ActionAid is an international organisation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. The purpose of this role is to provide strategic leadership in governance within our federal context; enabling capacity building in line with our unique governance model and governance support to members and country programmes.

ActionAid International is seeking an experienced Governance specialist to work together with the Senior Leadership Team to craft and implement an international Governance capacity building strategy, working closely with Federation Members and the Governance & Board Development Committee of the International Board. This senior leader will work closely with Chief Executive and AA leadership in processes and standards of Governance across ActionAid International.

This position will also implement and maintain high standards for governance in the organization as well as monitor and continually strengthen the technical aspects of agreements between ActionAid International and its Members.

The head of this unit will be responsible for the attraction, retention and development of a small international team of Governance advisors to establish global standards, best practices and supporting systems and resources.

Desired Skills & Experience Formally, you should have a post-graduate degree in governance or a related field. Experience at a mid-senior management level and work experience of 10-15 years is required in this role. A Legal/Paralegal qualification is desirable.

We require a senior Governance specialist, who has worked in a global context and experience in the International NGO sector. This will be coupled with experience in institutional governance with a strong focus on capacity building of Governance Advisors and Governance Focal Persons. The key competencies are deep experience in NGO/corporate governance, institutional capacity building, management and leadership.

You must be able to demonstrate thought leadership in the areas mentioned above and be able to introduce and implement innovative ideas and practices globally using a consultative approach. The Governance specialist will provide leadership and coaching support to our senior leaders, many of whom will be Country Directors and Heads of International Functions. Your ability to build strong relationships, trust and capacity building will be critical in this role. You will also act as the chief governance advisor to the Chief Executive and Senior Leadership Team.

At a personal level, you must have a strong commitment to a human rights based approach to development; champion women's rights and value working with diverse cultures and the poor and marginalised groups. Your ability and willingness to travel internationally and work flexibly in virtual settings and distant management would be required.

Main Purpose and Scope

The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana and Garissa regions as well as in Eastleigh, Nairobi.
The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water and sanitation and hygiene (WASH), HIV/ AIDS prevention, response to gender based violence, disaster risk reduction (DRR), livelihoods and governance.

1. Health Team Leader - Hagadera
Under the supervision of the Field coordinator, the Heath Team Leader shall be responsible for the overall designing and implementation of the health program that encompasses Nutrition, HIV, CHP, BCC and Clinical Services sectors.
S/he will also be responsible for implement evidence based primary health care service delivery.

He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp.
Required qualification /experience & Competencies
University Degree in Medicine/ Public Health
Minimum three years of field work experience on comprehensive primary health programs in resource poor settings.
Experience in refugee camp settings will be an added advantage.
Strong management, assessment, project planning, organizational, interpersonal, and communication skills
Skills in program and budget management
Demonstrated proposal writing and reporting skills – Fluency in English and Kiswahili
2. Deputy Field Coordinator - Hagadera
Under the supervision of the Field Coordinator, the Deputy Field Coordinator is responsible for overseeing the overall management and program implementation in IRC programs in Dadaab/Hagadera Refugee camp.
The Deputy Field Coordinator serves as the official IRC representative in the Field office when
the Field Coordinator is not on ground and will be the senior management and security management team member of the field office, upholding the mission, mandate and policies of IRC.
Required Qualifications:
At least five years relevant work experience in a senior management post.
Proven senior level management experience and skills.
At least two years five years in NGO management.
Ability to work under pressure and stressful situations
Excellent English report writing skills – donor standard and excellent representational skills.
Must be computer literate.

3. Medical Officer - Hagadera
Working under the guidance and supervision of the Clinical Services Manager, the Medical Doctor is directly responsible for the provision of curative services to the beneficiaries in Dadaab
Refugee Camps.
Required Qualifications:
Degree in Medicine and Surgery from a recognized institution
Licensed with the Kenya Medical Practitioners and Dentists board
Previous experience working in a refugee camp is an added advantage.
At least 2 years work experience in a busy set up
Ability to work well under minimum supervision
Good clinical and surgical skills.
Ready to work in hardship areas with basic services available.
Team player, hard worker.

4. Governance & Rights Program Assistant - Nairobi
The Governance and Rights Program Assistant position is a new role to be created within the team.
The post will be based in the immediate future in either the IRC Kenya Office in Nairobi.
The position is a permanent, full time post which will be subject to a 6 month probationary period as per IRC Policy.
Minimum requirements
Degree in a related field, (Politics, Geography, History, Social Sciences).
At least 1 year of related work experience, preferably for an International Non-Governmental Organization (INGO).
Proven interest & commitment to humanitarian and development issues and a demonstrable understanding of conflict/post conflict development contexts.
Excellent organizational skills: the ability to work independently & productively in a fast-paced environment and ability to effectively see projects through from start to finish.

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.
Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora. To this end, we are seeking to fill the following positions:
Contract: Open Ended; National Level D1 This position reports to the Finance Manager, your role is to monitor and manage expenditure and budgets for the Kenya programme, especially donor-funded projects as well as transactions posted by offices in Nairobi, Lodwar, Wajir and Dadaab. You will ensure proper use and maintenance of computerised financial systems for all financial matters relating specifically to the Kenya programmes (including the accounts package designed for Oxfam GB purposes - peoplesoft).
You will support contract managers in the compilation of timely, quality financial reports for a range of donors.In liaison with the budget holders, you will compile and review all donor financial reports as required ensuring they are accurate, of high quality and meet donor requirements and submit the same to the Finance Manager for onward submission to the Country Director.
To be successful in this role, you will need to have a university degree coupled with accountancy professional qualification i.e completed ACCA or CPA (K). You will have in-depth working experience in accounts, with thorough knowledge of book keeping and an understanding of the project cycle. You will manage resources and deadlines with minimum supervision and also be a strategic thinker with high level of initiative. Excellent communication and interpersonal skills are essential for this role.
You will also have excellent team work skills and the ability to build good relations both internally and externally. Ability to work well under pressure and in response to changing needs will be an added advantage.
Contract: Open ended contract; National Level E1You will prepare the payroll on a monthly basis and make all the recoveries (floats, salary advances) necessary in the payroll on advice from the Programme Accountant. The post holder will ensure that all petty cash requests are properly supported and authorised by the Finance Manager or the person he has delegated that authority to before payment is made and ensure that petty cash top up is done at appropriate levels in consultation with the Programme Accountant.
S/he will prepare bank reconciliation statements for all Nairobi bank accounts and reconcile supplier accounts. You will prepare cheques for payment, maintain and keep all finance files, making sure that on daily basis all the relevant accounts documents are filed correctly. The incumbent will update the Nairobi fixed assets register, prepare and upload the depreciation journal on a monthly basis.
To be successful in this role, you will have a first degree and recognised accounting qualification or intermediate accountancy qualification (CPA, ACCA level two or its equivalent). In-depth accounting experience preferably in a non-governmental organisation is essential.
You will need to have knowledge and understanding of project budgeting, monitoring and reporting coupled with demonstrable numeracy and computer skills.
Urban Governance Programme Officer
Contract: Open ended contract; National Level D1 As the Urban Governance Programme Officer you will strengthen collaboration and coordination of relevant stakeholders on urban governance issues and create awareness on principles and practice of good urban governance. He/she will implement urban programme governance initiatives and deliver on agreed plans and strategies as well as capacity build partners in the urban governance arena and urban programme partners in embracing the principles of good governance.
You will support research, good governance analysis and lobbying on good governance and practice issues, particularly on socio-economic issues within the urban programme. He/she will provide technical support to transition processes related to the new constitutional dispensation, particularly women in leadership, the formation of citizens’ forums, formation of devolved governance institutions and related policies and laws. You will lead on the monitoring, evaluation, accountability and learning of the urban governance interventions amongst other responsibilities.

Description of Saferworld Somalia programme:

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security.

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan.

In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld’s headquarter is in London, with a regional office in Nairobi, and country offices in Kampala and Juba.

The Somalia programme is managed from Saferworld’s Nairobi office with plans to establish an office in Somaliland in the near future.

Saferworld’s programme of work in Somalia/Somaliland has two components.

The first aims to strengthen the participation of Somali Non-State Actors in decision-making on peace, security and development. Key themes in this project are participatory decision-making, inclusiveness and capacity building of ‘platform’ structures so that they more effectively channel NSA voices in policy dialogues.

The second provides timely fine-grained analysis of governance and conflict dynamics at sub-regional level in Somalia/Somaliland as a basis for influencing the work of international actors engaged there. In addition, the organisation is active on policy advocacy based on lessons gathered from programmes and via partners.

Job Purpose:

The primary purpose of this role is to contribute to Saferworld’s Somalia/Somaliland programme by managing the Conflict and Governance Mapping project which tracks governance and conflict-related developments at the sub-regional level in Somalia/Somaliland and offers technical and policy advice to international actors on the basis of research findings.

UNDP Kenya would like to recruit a Programme Officer - Democratic Governance and Human Rights on a service contract (SB4).

Background

One of the five priority areas of focus under the GOK/UNDP Country Programme is ‘Fostering Democratic Governance.’

Under this programme area, UNDP seeks to strengthen the national capacity towards progressive and accelerated realization of human rights and deepened democratic governance.

UNDP works closely with both governmental and non-state actors in this regard. Particular emphasis is placed on gender equality and women’s empowerment.

The programme also contributes to a process which builds a culture of respect for the rule of law and promotes progressive realization of citizen-centred reforms in the public sector.

Furthermore, this component will also promote accountable and participatory development programming, policy formulation and implementation at the national and local levels.

The values that underpin the work of this component include respect for the rule of law, citizens’ responsibilities, gender equality, tolerance, and access to justice and the realization of human rights UNDP has been working with the Kenya National Commission on Human Rights, Ministry of Justice National Cohesion and Constitutional Affairs and other stakeholders, in implementing the Constitution.

The inclusion of the economic, social and cultural rights in the Constitution in addition to the civil and political rights provides the basis to support the duty bearers to understand their role in realization of these rights for the rights holders.

The Programme Officer will be based at UNDP Kenya offices and will work in liaison with the KNCHR Secretary and shall be responsible for management of UNDP-KNCHR project on ‘Supporting the realization of Human Rights and Access to Justice in Kenya’.

Position Information

Under the supervision of the Team Leader of the Governance Unit, and working closely with the other Governance team members, the Programme Officer will:

BACKGROUND

Local authorities have a key role in reducing crime and violence in the cities. Success depends on partnerships between local governments and other key stakeholders. Over the past 15 years, the Safer Cities Programme of UN-HABITAT continues to support local governments in developing and implementing citywide crime and violence prevention strategies using a systematic participatory approach:

• Identifying and mobilizing diverse local partners who can contribute to reduce and prevent crime and violence; • Creating a local safety partnership led by a public champion; • Assessing, measuring and understanding the local safety problems; • Developing a local crime and violence prevention strategy and a detailed plan of action; • Implementing the local strategy through initiatives that address the fears of crime by improving social cohesion and community engagement in prevention; • Institutionalization of the local participatory approach by incorporating security as a cross-cutting dimension in the various departments of local government. This often requires training and coaching, institutional reform and improving security policies.

The Safer Cities current work programme is focused around three main objectives: 1. Exchange of knowhow and experiences on urban crime and violence prevention among cities and citizens; 2. Transforming societies to be more inclusive and participatory, furthering social cohesion; 3. Fostering a culture of crime prevention promoting social cohesion

UN-HABITAT Safer Cities Programme, together with partners, is designing a Global Network on Safer Cities (GNSC) to be launched at the Sixth Session of the World Urban Forum in Naples, from 1 – 7 September 2012. The GNSC is designed to support cities in the prevention of urban crime and the enhancement of urban safety strategies, acting as a common platform that links existing crime and violence prevention networks with the different cadre of urban players.

In preparation for the establishment of the Global Network on Safer Cities (GNSC), UN-HABITAT is designing the network architecture of the GNSC building on the inputs by partners who have participated in a series of consultations that started in October 2010 to-date. A fact sheet was produced gathering the different opinions of partners. In addition, a discussion paper was developed and tabled at a partners consultative meeting in April 2011, alongside the 23rd Session of UN-HABITAT’s Governing Council. Various recommendations were made at this meeting which formed a follow-up group to meet in February 2012 during the ICPC colloquium to review and improve upon a draft working paper on the governance and administrative structure of the GNSC.

RESPONSIBILITIES

The objective of this consultancy is to carry out the following detailed activities in preparation for the launch event of the GNSC at the World Urban Forum in Naples, 1 – 7 September 2012:

(A) Conceptual Discussion Paper on the Process and Content of the GNSC 1.1. Consolidation of the inputs of the Partners Consultative Group Meeting in April 2011 in Nairobi and the September 2011 meeting in Bonn and including them in the paper. The consultant will refer to the first draft of the GNSC discussion paper presented at the April 2011 meeting, and annexed to the present document. In accordance with the latter, the consultant will: (a) review the development and implementation of technical assistance on safer cities worldwide, (b) highlight the potential role of cities administrations (local authorities) and citizens groups in enhancing safer cities for all based on practice, (c) review existing commitments, actions and experiences globally on urban crime prevention and the enhancement of urban safety, (d) systematically review other partner network governance on safety issues as well as extract lessons from UN-HABITAT’s internal networks, (e) and in this context, assess the relevance of the GNSC including the why, what, who, and (e) derive policy issues from the above analysis that can be applied to the governance and process of the GNSC (f) and finally, develop the ‘end in mind’ for the GNSC and refined road map toward this end. February 2012. 1.2. Further review of key policy issues (covered by the paper) by UN-HABITAT team. March 2012. 1.3. In-house review and dissemination of the draft to relevant resource persons and institutions by UN-HABITAT team. March-April 2012. 1.4. Compilation of the inputs of partners and integrating these in the paper. End April 2012.

(B) Working paper on the Governance and Administrative structure of the GNSC

1.5. Production of the draft working paper, in English. The paper should follow the following structure: (a) introduction (b) Strategic Priorities for the period 2012-16, (c) Mission, Vision, Scope, Goals, Guiding Principles, and value statement (d) Structure and Functions, (e) Role of UN-HABITAT and, (e) work plan 2012-16. 31 January 2012 1.6. Dissemination of the revised paper to the follow-up group of experts in Cape Town in February 2012 and including their inputs and feedback (including proposed names). February 2012 1.7. Review by UN-HABITAT team. March/April 2012 1.8. Consultation with Partners Consultative Group Members and UN-HABITAT Committee of Permanent Representatives May 2012 1.9. Final review of the paper and final editing. Mid-May 2012 1.10. Publication in print and on web-site, with links to other organisations and publications by UN-HABITAT team. (End of June 2012) 1.11. Design of Meetings of the various GNSC organs during the launch event leading to the Sixth session of the World Urban Forum, 30 – 31 August 2012. (June – August 2012) 1.12. Facilitation and reporting of the Launching event meetings (October 2012)

All documents will be prepared in English, in hard copies as well as in electronic Word format. The contractor may be required to present both papers at high-level UN Forums, if necessary. Travel and DSA will then be organised separate to this contract, in accordance with the UN rules and regulations.

The consultant will work under the technical guidance and supervision of the Safer Cities Programme Task Manager for the GNSC. The consultant will also work in close collaboration with the Safer City focal points on city level, local partners and the Safer Cities team at headquarters. The consultant shall be expected to submit the following outputs:

(A) Conceptual discussion paper on GNSC (B) Working paper on the Governance and Administration Structure of GNSC

NB: Travels will be covered separately and require prior approval by UN-HABITAT Safer Cities Programme and expenses will be reimbursed according to UN-HABITAT rules and regulations.

COMPETENCIES

The Consultant should reflect the following characteristics: - A professionally independent and creative urban development expert, with proven track record in local violence and crime prevention, community or institutional development at city level. - A committed and stable team player, ready to learn as well as to provide guidance and training in his/her areas of competency, in a diverse and challenging environment. - A good communicator, able to become an advocate of the project with local partners. - Client oriented, with ability to identify clients' needs and propose appropriate solutions; establishes and maintains effective relationships with outside collaborators and other contacts. - A good organizer, with the ability to plan and implement projects’ activities; identifies priority activities and assignments, adjusts priorities as required; foresees risks and allows for contingencies when planning; ability to work under pressure.

EDUCATION Advance University degree in criminal justice; international relations; social sciences, or urban planning, or a first level university degree in same fields with relevant working experience.

WORK EXPERIENCE Minimum 10 years of relevant experience in urban safety, development/governance, and/or community development. Excellent knowledge of urban safety, participatory planning processes and working with partners is an advantage. Experience working with the UN system is considered as an additional advantage.

LANGUAGE SKILLS Fluent written and spoken English, French and Spanish required. OTHER SKILLS - Adept in using Microsoft Office tools and in the preparation of presentation materials. - Proven ability to facilitate discussions, analyse, synthesise, and to write reports.

REMUNERATION Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
