MEAC Co-ordinator

TMEA is working with the EAC Secretariat and Ministries of East African Community (MEACs) in each Partner State to implement the EAC’s Customs Union (CU), the Customs Management Act (CMA) of 2005 and the Common Market Protocol (CMP) of 2009.

This involves institution-building support and reforms to upgrade implementation of legislation, policy, systems, and procedures, as well to enhance coordination between the EAC Secretariat and the Partner States.

Reporting to the Deputy Chief Executive Officer - Country Programmes, the Coordinator will be responsible for the quality of TMEA’s overall support to MEACs in terms of capacity development; sharing of knowledge and expertise between MEACs and within TMEA; and recruitment and direction of technical consultants under a regional framework contract.

S/he will work closely with all five TMEA Country Directors.

Candidates must possess a Masters Degree in Economics, Development Studies, International Trade, Planning, Finance, Management or other relevant fields and at least 5 years experience in public service reform and change management programmes, preferably in East Africa.

A good understanding of trade capacity development programmes and regional integration in East Africa and experience in managing consultants and capacity development projects are essential. Knowledge of Kiswahili and/or French is an advantage.

Administration Manager

Reporting to the Deputy Chief Executive Officer - Corporate Services, the job holder will be responsible for the efficient and effective management of TradeMark East Africa’s (TMEA) administrative services.

The successful candidate will develop and communicate administration policies to ensure compliance across a wide range of administrative issues. S/he will manage the provision of administrative support to all country offices including the acquisition and maintenance of TMEA facilities and assets, security and transportation.

The ideal candidate will possess an undergraduate degree preferably in a business related field and will have at least 5 years work experience in a busy development-oriented work environment, 3 of which should have been in a management role.

A proven track record in providing effective and efficient administration services is a key requirement for the role. The successful candidate will have specific experience in managing administration services across geographical boundaries. Knowledge of Kiswahili and/or French is an advantage.

Reporting to the Deputy Chief Executive Officer - Country Programmes, the Director of Operations will manage and monitor the day-to-day activities of TMEA’s South Sudan operations.

This includes potential activities in the fields of regional trade, infrastructure development, customs, and institutional development of Government institutions, including potentially a new Revenue Authority.

The Director of Operations will develop and maintain an effective programme in line with TMEA’s strategic plan, sound management information and monitoring systems, and strong working relationships with South Sudanese partners including Government Ministries, departments and agencies, the private sector, civil society and other East African counterparts.

The Director of Operations will identify opportunities for additional investments into TMEA’s South Sudan Country Programme, co-ordinating with other key partners. The successful candidate will source and procure technical experts to assist the implementation of TMEA projects and external communications.

South Sudan is a demanding environment requiring high personal drive, initiative and leadership.

The candidate will possess an undergraduate degree preferably in Economics, Development Studies, International Trade, Planning, Finance or Management.

The successful candidate must have at least 5 years work experience in newly established or post-conflict states, and deep experience in establishing and managing economic development programmes, preferably in trade facilitation, private sector development, infrastructure development, or institutional capacity building.

The successful candidate will have strong leadership skills and proven inter-personal skills in managing multi-stakeholder relationships. The post also requires strong programme cycle and procurement management skills, with proven ability in preparing project documents, and monitoring and evaluation systems.

Candidates should preferably possess senior experience in South Sudan, or within East Africa. Knowledge of tax, oil revenue and customs collection will be an added advantage.

Description

Reporting to the Head of the Economic Corridor team in TMEA and under the day-to-day direction of the ICT Specialists in the Customs Modernization Unit, the role calls for the provision of ICT analyst and software programming expertise in the areas that the team is working on.

This will include providing support in the development of technical documents and design of systems and applications, providing software programming expertise in the development of proofs of concept and prototypes and working to provide direct technical assistance to the various stakeholder associations and revenue authorities on the both the Northern and Central Corridors of the EAC region as will be assigned by the ICT Specialists.

Other duties will include preparing and delivering presentations as and when required, preparing reports and other administrative documentation for TMEA as may be required.
The job also calls for work-related travel that will be undertaken as and when needed.

Primary Objectives

On assignment by the ICT Specialists and approval from the Head of the Economic Corridor team, assist with the design, analysis, maintenance, documentation and testing of software developed for the establishment of a Single Window (SW), First Point of Entry Scheme (FPoE), Integrated Border Management (IBM) and the Transport Observatory Projects (TOP). The work will include the following: Participate in the steering committees as the technical programming input for the various ongoing projects with the stakeholders and to provide advice and technical software programming direction as and when required.Provide quality assurance control over software developed for the SW, FPoE, IBM and the TOP with regards to both software developed at TMEA and for the software developed by vendors contracted by TMEA on behalf of the stakeholders.Assist the ICT Specialists develop seminars/workshops for end-users or stakeholders’ ICT/Programmer/Analysts on the technical aspects or use of computer hardware, software packages or application systems developed for the SW, FPoE, TOP and IBM.Assist the ICT Specialists design moderately complex application systems or portions of complex application systems for innovative solutions to challenges faced by the SW, IBM, FPoE and TOP and assist in the preparation and demonstrations of these prototypes to the stakeholder community as and when may be assigned.An undergraduate degree in Computer Science, Information Technology or related field.At least 3 years of experience in web-based programming on multi-user/distributed systems.Knowledge of Windows/Unix, web application programming and PHP/MySQL, ASP.Net/MS SQL Server, ASP 3.0 and Java is essential. Knowledge of desktop programming languages is an added advantage.Excellent communication/interpersonal and report writing skills.Good knowledge of ICT policies for the region both at the national level and at the stakeholder level will be an added advantage.Recipients
