 Location: Flexible - one of TMEA’s Country Office locations. Job summary: A key member of TradeMark East Africa’s (TMEA’s) Outcomes and Regional Programmes team, the Senior Director, Trade Environment is responsible for aligning trade policy and international trade practices and goals to TMEA’s strategy and ensuring that the linkages between trade policy, trade facilitation and trade in services are streamlined in all aspects of TMEA’s work streams and clearly linked to organisational objectives at both the national and regional levels. Programme development and managementDevelop the trade environment programming strategy and oversee its implementation, including annual plans, budgets and project proposals.Accountable for the achievement of the trade environment strategic outcome target and ensuring programmatic consistency, delivery and quality assurance across the entire portfolio of projects whilst demonstrating value for money and having clear mechanisms for measuring results.Liaise with Senior Regional and Country Directors to agree delivery frameworks and targets, and review progress on the achievement of outcome targets and desired results in order to contribute to delivery of TMEA’s corporate and programmatic objectives.Oversee the development and delivery of a large, complex portfolio across the region to increase market access in East Africa. Academic and professional qualifications

The Kenya National Examinations Council (KNEC) is a state corporation established in 1980 through an Act of Parliament (Cap 225A, Laws of Kenya) to conduct school and post school examinations within Kenya and to award certificates and diplomas to successful candidates in such examinations.
KNEC is inviting eligible and qualified firms to express their interest to carry out a survey to assess the levels of Customer satisfaction, Merchant satisfaction, Employee satisfaction and Work Environment satisfaction. Key Functions
Ensure that the Project operations are supported by efficient and effective financial management systems and procedures and that all funds are properly utilized and accounted for and project assets well maintained and recorded.

Specific Duties and Responsibilities
* Preparation of cheque and cash payment vouchers, taking them for authority to pay and issuing out cheques.
* Procurement of standard items and consumables for the project office
* Handling all project daily cash transactions and keeping petty cash float.
* Maintenance of stores ledger
* Maintenance of capital (asset) items inventory
* Responsible for the processing of payroll for the project
* Preparation of financial reports

Qualifications

The Judicial Service Commission of Kenya invites applications from qualified persons for the following position in the Judiciary.

Vacancies for the Office of Judge of the Environment and Land Court (30 Posts)

Ref: V/No.2/2012.

Terms of Service: Constitutional Office.

Period of Service: Retirement at the age of 70 years with an election to retire on attaining the age of 65 years.

Functions: A Judge of the Environment and Land Court shall serve in any Environment and Land Court station in Kenya and shall exercise the following functions:

(a) Have original and appellate jurisdiction to hear and determine all disputes relating to environment and the use and occupation of, and title to, land;

(b) Hear and determine disputes relating to:

(c) Hear and determine applications for redress of a denial, violation or infringement of, or threat to, rights or fundamental freedom relating to the environment and Land under Chapter Five of the Constitution.

(d) Exercise appellate jurisdiction over the decisions of local tribunals in respect of matters falling within the jurisdiction of the court.

(e) Have supervisory jurisdiction over local tribunals, persons or authorities.

Constitutional and statutory requirements for appointment.

For appointment to the position of Judge of the Environment and Land Court, applicants must possess the following qualifications: -

(a) Hold a law degree from a recognized university, or be an advocate of the High Court of Kenya, or possess an equivalent qualification in a common-law jurisdiction.

(b) Have at least ten (10) years’ experience as a Superior Court Judge or professionally qualified Magistrate; or

(c) Have at least ten (10) years’ experience as a distinguished academic or legal practitioner or such experience in other relevant legal field; or

(d) Have held the qualifications specified in paragraphs (b) and (c) for a period amounting, in aggregate, to ten (10) years.

Notes:

(i) The experience may have been gained in Kenya or in any other country with a Common Law jurisdiction;

(ii) Knowledge and experience in environmental and land matters will be an added advantage;

(e) Meet the requirements of Chapter Six of the Constitution and be of high moral character, integrity and impartiality. In addition, the applicants must demonstrate a high degree of professional competence, communication skills, fairness, good temperament, good judgment in
both legal and life experiences and commitment to public and community service.

The appointments shall be made in accordance with Article 166 (1) (b) as read with Article 162 (2) (b) and (3) of the Constitution of Kenya, 2010.

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union that was established in March 1996 through Legal Notice No. 303 of 26th March 1996.

Under this collaboration and funding arrangement, CDTF is implementing a four year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) and the Community Based Development Initiatives (CDI) with funding from the European Union.

The CEF II has received funding also from the Government of the Royal Kingdom of Denmark (DANIDA) through the Natural Resource Management Programme (NRMP).

The main objective of the CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environment management priorities.

CDTF’s mandate is to oversee the transfer of funds for implementation of community based development projects, and further oversee implementation of projects funded with the funds.

Job vacancies have arisen in the two main component Programmes; CEF II and CDI that require to be filled on contractual basis by highly qualified and experienced Kenyan Nationals. The contract duration will be up to 30th June 2014 subject to satisfactory performance.

Climate Change Position

Climate change is the most serious environmental challenge facing the world today. It is a multi-faceted and complex issue that affects all aspects of human life and threatens development potentials of nations.

The Government of Kenya has developed a comprehensive National Climate Change Response Strategy to reduce the risk of severe damage to our environment and enhance the resilience of communities to adapt to and mitigate against the adverse impacts of climate change.

The Government is working with a number of development partners in the implementation of the national strategy.

The French Development Agency (AFD) has provided support to the Government of Kenya for a position of a Director of Climate Change in the Ministry of Environment and Mineral Resources. The funding support will be for an initial period of 12 months.

The Ministry is therefore seeking a highly qualified and motivated person to fill the position and support the drive in the implementation of the NCCRS.

Job Description

The Director will be responsible to the Permanent Secretary, Ministry of Environment and Mineral Resources.

The Director will develop a portfolio of services related to climate change, and will be responsible for strengthening the National Climate Change Secretariat, the national climate change knowledge base and deliver climate change strategies and research.

Responsibilities will include:

* Advising on international conventions, treaties and agreements related to the environment to which Kenya is a party and assisting in their implementation;
* Advising and assisting in negotiations; drafting and liaising with various Government Institutions on the establishment and maintenance of a Registry of International Environmental Conventions and Treaties to which Kenya is a party;

Requirements for Appointment

For appointment to this position, a candidate must:
* Have a Bachelors degree in Law and a Masters degree in Environmental Law from a recognized Institution
* Be an Advocate of the High Court of Kenya with a current practicing certificate
* Registered Certified Public Secretary
* Have at least seven (7) years’ working experience in law, 3 of which must be at a senior level.
* At least three(3) years experience as a Board Secretary

2. Deputy Director Legal Services Grade E3 1 Post
An officer at this level will be responsible to the Director Legal Services.

Specific duties at this level will include but not limited to;
* Assisting the Director Legal Services in providing legal advice to the Authority and ensuring integration of environmental concerns into policy and legislation at all levels;
* Assisting the Director Legal services in facilitating the development of procedures and regulations for effective implementation of the Environmental Law;
* Interpreting law and advising on legal matters.
* Participating in review of environmental laws in collaboration with other Government Institutions and stakeholders;
* Offering technical support to field Offices in the enforcement of the environmental law;

Requirements for Appointment
For appointment to this position, a candidate must:
* Have a Bachelors degree in Law.
* A relevant Masters degree from a recognized Institution, Masters in Environmental Law will be an added advantage.
* Be an Advocate of the High Court of Kenya with a current practising certificate.
* Have at least five (5) years working experience in law two (2) of which must be at senior level.
* Being a registered Certified Public Secretary and experience as a Board Secretary will be an added advantage.

  • Promote and ensure safety to all employees, contractors and visitors.
