Save the Children Impact Evaluation of the Dadaab Child Protection Programme Consultancy Opportunity
Terms of Reference
Duration of Assignment: Approximately 60 days over four month period
Expected Start Date: 15 April 2013
The child protection program in Kenya is highly strategic for Save the Children and demonstrates a model of how to implement prevention and response interventions in a very complex and challenging camp environment. The program uses a child protection system approach to strengthen institutional and community-based child protection facilities and systems in the Dadaab refugee camps.
After five years of programming, a rigorous impact evaluation is needed to assess the appropriateness and effectiveness of the approach in Dadaab. A rigorous evaluation of the program, focused on measuring change in children’s and families’ outcomes and the longer-term impact of interventions over the last five years, will serve to strengthen the evidence base and demonstrate what works, and which strategies are less effective, in a chronic camp context.
The Dadaab program is one of the largest child protection programs within Save the Children globally, therefore this learning and evidence will be extremely valuable for informing future work in Kenya and will also be useful for global learning regarding response in other fragile environments.The scope of the evaluation will cover the three key outcome areas of the program: child- level; family and community-level; and outcomes at the level of the duty bearers, with a close focus on the linkages and interconnectedness between the program components and outcomes at different levels.

The missions of the consultant will be as follows:
(1) The consultant will support the conception of a tool to measure behavior changes in the framework of the program developed in Kenya.
The partner has been implementing a program with youth in street situation based on the associations’ model since 2006 (combination of peer support and self-helped groups). The NGO has started applying the same methodology with girls in situation of prostitution. The model is phased in 4 steps (formation, capacity building, empowerment and disengagement), providing youth with a 3 to 4 year support. Trainings are scheduled throughout the program: leadership, gender, rights, business management… The first objective is to identify together with the partner attitudes, knowledge or/and practices which are relevant for measuring impact and support them in the conception of a measuring tool.
Deliverable - A tool to measure changes in the behaviors of associations’ members
(2) The consultant will support the partner in the implementation of a first assessment and in the analysis of results.
The consultant will contribute to the implementation of a first evaluation between members of several groups at different steps of support. It will also include the baseline for the groups of girls in situation of prostitution. The consultant will process data and propose the restitution of findings.
Deliverables - Assessment of behaviors of members of association at different stages.
(3) The consultant will be in charge of modeling the tool in a participatory way to make it useful for other partners.
The consultant will adapt the tool developed for Kenya to make it a “standard tool” for assessing behavior changes. He/she will be able to consult senior managers of AFL and partners’ organization during a one-day seminar in Kenya. The standard tool may be finalized at a later date.

This role will support the development of community health initiatives (including malaria and HIV) implemented by partner organisations across Christian Aid’s Africa programme. It will involve: the provision of technical support to country programme teams to enable them to develop community health programmes that integrate malaria, TB and HIV; support to effective monitoring and evaluation of health programmes; the development of fundraising proposals to institutional donors; networking to ensure that CA is linked into key community health networks across Africa; support to the development of learning and best practise across the Africa Division of Christian Aid, ensuring that this is fed into global positioning; support to the development of CA Africa and global policy; support to the development of CA policy and positioning on malaria, HIV and community health. Under the leadership of the team leader and in coordination with other research staff within the Poverty Gender and Impact team, the Economist will develop and implement research on the multiple roles of livestock in rural livelihoods and how livestock’s contribution to poverty alleviation can be enhanced. Main responsibilities will include developing and leading implementation of monitoring and evaluation strategies for the CGIAR research program of Livestock and Fish and other large ILRI programs. The appointee will bring strong quantitative skills to a multi-disciplinary team working with mixed methods and approaches to identify and evaluate livestock-based strategies and options to reduce poverty, inequity and vulnerability for livestock-dependent people and communities.

Specific Qualifications: •Expert disciplinary knowledge related to agriculture and rural development, poverty analysis, and evaluation and impact assessment methods; •Excellent skills in data base management and quantitative data analysis, particularly econometrics, and experience analyzing farm and household surveys and panel data sets; •At least 5 years’ experience working on poverty analysis and quantitative evaluation of agricultural and rural development programs; •Experience with mixed-methods (e.g. qualitative, quantitative, spatial) evaluations and gender analysis will be highly desirable;
