National Position based in Nairobi - Kenya

The Project Manager will be responsible for implementation of all aspects of HSNP Social Protection Rights Component and for the day-to-day management of all programme human, capital and financial resources. This project manages the accountability framework for the Government of Kenya run HSNP. HSNP is an unconditional cash transfer (CT) programme, geographically focused in the 4 poorest counties of the Arid and Semi-Arid Lands (ASALs): Turkana, Marsabit, Mandera and Wajir. It offers an alternative to food aid and aims to reduce poverty, food insecurity and promote asset retention and accumulation in poor households. Independent evaluations of HSNP Phase I shows it works effectively as a safety net, particularly for the very poorest.

S/he will actively engage with other agencies involved in the implementation of the wider HSNP and will represent HelpAge in national-level programme coordination meetings. S/he will engage in wider social protection learning and spearhead reporting and donor engagement on behalf of HelpAge in Kenya.The post-holder should possess a degree in social sciences, development studies or related field. An understanding of social protection and right-based programming as well as strong facilitation, community level communication, mobilization and mediation skills.

Programme: GIZ – Health Sector Program

Position: Senior Programme Officer- Sexual Reproductive Health Component

Reports to: Component Head- Sexual Reproductive Health

Location: Nairobi

Background:

The Health sector is one of the priorities of German Development Cooperation (GDC) with Kenya. The overall objective of the German Programme is, “Access to good and affordable health care, particularly in reproductive health is improved.”

The German programme supports the Kenyan government in implementing the National Health Sector Strategic Plan as well as in the consecutive planning processes arising from the SWAP. The programme combines - as a cross – cutting issue - human rights aspects, HIV / AIDS and other areas.

Scope:

The Senior Programme Officer will support the Component Head in strategic, programmatic, administrative and financial management of the component activities with special focus on de-central level activities.

Responsibilities:

Management of de-central level RH activities according to the Programme Offer, the component objectives and the annual work plan ,Support the RH component’s initiative to provide professional advice and input to, and to cooperate with, implementing partners and relevant stakeholders, andInnovation and knowledge management as well as transmission of innovation to a wide range of personsWithin this context, s/he fulfils the following tasks:

Specific Tasks:

Responsible for planning, coordination and implementation of assigned SRH activities as per the component work plans, including travel to the respective GIZ focal districts. This will be done in close coordination with implementing partners and relevant stakeholders;Represent the programme in relevant stakeholder forums including those dealing with policy and technical aspectsNetworking, advocacy and public relations ;Establish and maintain effective collaborative working arrangements with the Provincial / District Health Management Teams and future county teams;Establish partnerships with relevant stakeholders in the GIZ focal districts in the area of SRH and strengthen existing ones;Prepare the budget for assigned component activities and related financial documentationConceptualises, prepares and implements workshops, coordinates trainings, and other events as outlined in the SRH component work plan;Supports the component head in monitoring and evaluation of the component activities. This includes review of relevant documents on progress of component activities, determining bottlenecks and recommending alternative courses of management action to the component head;Supports research and study activities as outlined in the annual work plan, including appropriate input to the program reports/publications;Additional Tasks:

Required Entry Qualifications and Competencies:

Post graduate degree in public health or related fieldsUndergraduate degree in either health or natural sciencesKnowledge and experience with the medical, cultural and anthropological aspects of SRH including linkages to HIV/AIDS;Knowledge and experience in gender and Reproductive rights issues;Previous experience in policy dialogue and technical advisory role;At least 5 years work experience in sexual reproductive health or related health programs within East Africa;Previous management experience in a similar program is preferred, including financial oversight/managementProven leadership skills and experienceTeam player with broad social skills, high inter-cultural sensitivity and good negotiation skillsStrong oral and written communication skills.Excellent command of MS-OfficeHow to apply:

Terms of Reference (TOR) for the Sustainable Land Management (SLM) Secretariat at the Ministry of Environment and Mineral Resources

Introduction

The government of Kenya has received a Grant from the Global Environment Facility (GEF) through The World Bank for the wider promotion of Sustainable Land Management (SLM) methodologies as well as the global benefits accruing from an integrated ecosystem management of environmentally critical catchment areas.

The SLM methodologies will be implemented through a 5-year Kenya Agricultural Productivity and Sustainable Land Management Project KAPSLMP) that became effective from 1st November 2010.

To enhance capacity in the Ministry of Environment and Mineral Resources, a component secretariat composed of two officers will be formed to oversee the implementation of component three (3) of the Project that is geared towards the Strengthening of an Enabling Environment for Sustainable Land Management (SLM).

The secretariat will be comprised of two officers: Component Manager and a deputy Component Manager.

The MEMR intends to apply part of the GEF funds to hire the services of a Component and Deputy Component Manager under the terms of reference described below:

Job Title: Component Manager

Objective of the Position of a Component Manager (CM)

The Component Manager will be overall responsible for the day-today management of the SLM Component with close cooperation with SLM coordinator and the Kenya Agricultural Productivity Project KAPP Secretariat (KS)

Specific Activities

The Component Manager will be responsible for the efficient and effective implementation of the Component with the following responsibilities:

Overall day-to-day management of the ComponentGuide and oversee the managerial and technical aspects of implementation of the ComponentFacilitate cooperation between the other project components, and the (KS) and exchange lessons learnt and best practicesMonitor the outputs as well as risks and assumptions and, in case of deviations, recommend remedial actions to be taken by the project managementReview and comment on financial reports and plansProvide secretariat support and ensure quality delivery of meetings and reports to the KS, national SLM committee and overall project steering committeePrepare work plans and budget for activities of the ComponentEnsure the Expenditures of the component are reflected annually in the printed estimatesEnsure accountable, efficient and transparent use of the Component fundsManage consultancy inputsPrepare inputs to the project reportsBe responsible for contracting consultants for the ComponentIdentify needs and take part in the procurement of goods and services for the ComponentContribute to the efficient administration of the component e.g. by making proposals for any means to improve component efficiency In general ensure all Component activities and outcomes are fulfilled.Advanced university degree (at least a Master’s degree or equivalent) preferably with experience in environmental economics, environmental management/policy, or development studies, Natural Resource Management, Land Use Planning.Requisite Experience and Skills

Objective of the Position of the Deputy Component manager

The Deputy Component Manager will assist the component Manager to ensure smooth running of the Component office and implementation of the Component

Specific Activities

The specific duties of the Deputy Component Manager will support the Component Manager in coordination and management of the Component, the specific functions being and not limited to the following:

Assist the Component manager in day-to-day management of the ComponentAssist the CM on the managerial and technical aspects of implementation of the ComponentMonitor the outputs as well as risks and assumptions and, in case of deviations, recommend remedial actions to be taken by the project managementAssist the CM to Manage consultancy inputs Prepare inputs to the project reportsIdentify needs and take part in the procurement of goods and services for the ComponentAssist the CM to ensure that the outcomes for the Component are fulfilledSupport the Component Accountant in preparing financial reportsSupport the Component Manager in organising Component meetings and activitiesManage the Component registryInitiate procurement of Component Office equipment and services in collaboration with the Component Officer and Accountant andManage transport operationsQualification and Experience
