Job Description: The International Health and Development Division of ICF International seeks a Reproductive Health Epidemiologist to join our growing team of technical staff in Kenya. 

The position is based in Nairobi, Kenya and aims to support strengthening the M&E systems for the Family Health Division and Reproductive Health Unit. It will require working through appropriate GOK institutions and stakeholders to strengthen coordination, integration of approaches and coverage, quality and use of reproductive health information.

This is under the MEASURE Evaluation PIMA project which focuses on strengthening the capacity of targeted national health programs in improving the collection and use of quality information at national and sub-national levels for evidence-based decision making.

This position is responsible for data mining, management, and analysis and reporting for national and county level on Family and Reproductive Health thematic areas. 

The position aims at ensuring knowledge and skill transfer to the Division and Unit staff.

Qualifications

Basic Qualifications

The IIRR is an international development, research and training organization with over 80 years of grassroots experience working in people-centered and sustainable development programs in Africa and Asia. IIRR is well reputed for its knowledge management capacity through documentation of best development-oriented practices, and is seeking to strengthen Africa program activities by appointing a Regional Reproductive Health Project Coordinator.

Regional Reproductive Health Project Coordinator

The Reproductive Health Project Coordinator  will report to the Africa Regional Director is responsible for providing technical support and capacity building of the team for successful planning and implementation of programme activities. S/he will be responsible for ensuring management of the Reproductive Health programme is executed in the three countries (Uganda, South Sudan and Ethiopia) line with donor guidelines with the assistance of the Regional Director and the respective Country Directors. This position demands an ability to manage, organize and support all aspects of the programme; including other agency liaison, training and supervising staff.

Summary of Duties and Responsibilities

Provide technical guidance, training, resources and tools to RH related staff at country level and field sites. Ensure documentation of best practices, innovation and experience and dissemination, knowledge, and use by IIRR and partners;Aggregate data, analyze data and present in user-friendly format for distribution to relevant representatives;To assess the training needs of staff and develop a training programme to meet these needs;Ensure the establishment and strengthening or RH monitoring activities and train health staff (IIRR and partners) in emergency obstetric case detection and referral mechanisms;To liaise, according with the Ministry of Health, Private sectors and other agencies to ensure appropriate provision of service and use of resources;To keep Country SRHR officers appraised of all activities and any difficulties that may arise;To report properly and in an appropriate time all relevant RH information required for the comprehensive development of the PHC program;Maintain proper systems of filing and ensure that the Project office has all relevant technical material on site.Prepare high quality and timely donor and management reports on grants and RH activities;Design and implement appropriate RH monitoring and evaluation systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality;Ensure compliance with IIRR policy and procedures throughout the program team and activities;Research and communicate new approaches and best practices in RH programming; act as IIRR representative in related RH in regional and international forums and initiatives;Identify programmatic gaps in the country programs and make recommendations on addressing them;Take on other special projects as negotiated with supervisor.Qualifications:

Training in Public Health with a demonstrable technical expertise and working knowledge of Reproductive Health.

Experience:

At least 3 years progressive public health related international field experience in RH in developing countries with a strong knowledge  in family planning;Proven writing and editing skills, including the ability to write grant proposals and reports;Experience in designing and implementing trainings and TOTs and conducting M&E activities;Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies;Competencies / Attributes / Knowledge and Skills:Excellent written & oral communication skills in a multicultural environment.Excellent rapport building, networking and relationship management experience.Ability to facilitate, maintain and manage goo d working relationships internally & externally.Good team player, flexible and capable of working with a multinational country team;Appreciation of and sensitivity to local culture. Background:

The Health sector is one of the priorities of German Development Cooperation (GDC) with Kenya. The overall objective of the German Programme is, “Access to good and affordable health care, particularly in reproductive health is improved.”

The German programme supports the Kenyan government in implementing the National Health Sector Strategic Plan as well as in the consecutive planning processes arising from the SWAP. The programme combines - as a cross – cutting issue - human rights aspects, HIV / AIDS and other areas.

Scope:

The Senior Programme Officer will support the Component Head in strategic, programmatic, administrative and financial management of the component activities with special focus on de-central level activities.

Responsibilities:

Management of de-central level RH activities according to the Programme Offer, the component objectives and the annual work plan ,Support the RH component’s initiative to provide professional advice and input to, and to cooperate with, implementing partners and relevant stakeholders, andInnovation and knowledge management as well as transmission of innovation to a wide range of personsWithin this context, s/he fulfils the following tasks:

Position: Reproductive Health Supervisor

Context

Merlin has been working in Southern Sudan since 1998 and has had a continuous presence in the country since 2004.

The goal of Merlin projects in South Sudan is to address the humanitarian health needs through supporting essential primary and referral level health care interventions, increasing capacity of local health structures to deliver effective and quality health care services.

Responsibilities

Overall responsibilities

The Reproductive Health Supervisor will be based in Torit, Eastern Equatoria State and will travel to support field sites and other Merlin projects in Boma, Jonglei State and Nimule, Eastern Equatoria State. She will be responsible for strengthening Merlin’s Reproductive Health program in all target areas in South Sudan.

As such, she will focus on the following:

Improving antenatal, prenatal, postpartum and neonatal care;Providing high-quality services for family planning, including infertility services,Eliminating unsafe abortion;Combating sexually transmitted infection, including HIV, reproductive tract infections, cervical cancer, and other RH morbidities;Promoting sexual health; andIncreasing capacity for strengthening research and programme development. Provide guidelines and protocol on all components of Reproductive Health (fertility, pregnancy, child birth, neonatal care, abortion, family planning, STI, HIV-AIDS, RH cancer, SRH morbidities, and sexual health) from the Ministry of Health and distribute to all health facilities;In the absence of any existing guideline or protocol on certain components of Reproductive Health, prepare a draft guideline or protocol, in consultation with the Ministry of Health and distribute to all health facilities as a draft copy; Regularly check on the quality of services rendered and the health facilities’ adherence to MoH protocols on antenatal care, delivery, newborn care, family planning, and others, and provide on-the-job training as needed; Prepare a list of essential equipment and supplies based on the needs assessment conducted and oversee the distribution to the health facilities; Follow-up on the use of equipment among recipient health facilities and provide guidance as needed; Information, Education and Campaign:
Network and coordinate with relevant institutions or agencies for the purchase or acquisition of RH IEC materials (posters, brochures, flip charts, leaflets, CDs, videos) and distribute to the health facilities and Merlin’s field offices; Oversee and provide direction in the implementation of reproductive health education in the health facilities and in the communities that they serve. Strengthening RH at the communities:
Together with health facility staff, review the performance of traditional birth attendants and formulate appropriate recommendations. Together with health facility staff and community leaders, review the mechanisms for referral in the community – if any – for cases of obstetric emergencies. Oversee the formulation of a relevant obstetrics emergency plan or referral unique for each community, as needed; Review data collection, recording, and reports done by health staff on Reproductive Health, and provide guidance as needed; Review monthly data on deliveries, maternal deaths, neonatal deaths, and other maternal and child health indicators and formulate recommendations as necessary; Other duties and responsibilities:
Link up with Merlin’s health and nutrition program;Coordinate closely with government health staff in relation to Merlin’s Reproductive Health Program;When requested and when feasible, assist the government health office and non-government organizations in special health projects, surveys and other activities;Attend and participate in meetings in government and non-government agencies, when requested;Submit weekly and monthly reports in relation to activities conducted;Participate in the discussion of program development and in the formulation of new program proposals; In relation to RH program activities, coordinate with the logistics and other Merlin departments, as necessary;Attend and participate in internal coordination meetings within the project site and across Merlin project areasPerform other duties and responsibilities as requested by line managerDiploma/Certificate in midwifery (over two years training) received from a recognized training institution; preferably with a post-graduate training in reproductive HealthAt least four years working experience in a health facility, particularly in a maternal clinic;NGO Experience an advantage.Fluent in English. TUPANGE, the Kenya Urban Reproductive Health Initiative, is a five year project being implemented by Jhpiego and its partners, Johns Hopkins University Center for Communication Programs (CCP), Marie Stopes International (MSI), National Coordinating Agency for Population and Development (NCAPD) and Pharm Access Africa Ltd (PAAL).

TUPANGE works in five urban centers in Kenya to increase and sustain contraceptive use among marginalized urban populations by improving the quality and accessibility of family planning services, particularly by strengthening linkages between communities and clinics, improving the quality of integrated maternal and reproductive health services, and expanding the role of the private sector in the provision of family planning services, including public-private partnerships.

Deputy Project Director /RH Advisor
