VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in the South Sudan, Sudan, Kenya, Somalia and Ethiopia.
With support in animal health, agriculture, marketing, food safety, drought responses and mitigation, but also developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.
VSF Germany seeks to recruit a qualified and experienced professional to support the organization in managing human resource and administration function in the region. The duty station will be Nairobi, with regular visits to our country offices in the region. Our approach supports a decentralized structure with supervisory and advisory roles.
I.Overall responsibilities:
The Head of Human Resources and Administration will report to the Managing Director,the incumbent will be responsible in developing and implementing HR strategies and policies and ensuring that VSFG sources for the most suitable, qualified and experienced employees to enhance employee productivity as well as oversee office administration function at the regional office and country offices where VSF G is implementing projects. The position is part of the senior management team.
II.Key Responsibilities:
- Provide overall leadership and guidance to the HR function by overseeing talent acquisition, employee development, succession planning, retention, training, compensation and benefits.
- Ensure optimal recruitment, and development of staff
- Propose, publish and administer personnel policies
- Develop
- and design of administrative strategies, guidelines, procedures and instruments for the regional office, country offices and project offices.
- Keep the Organizational Handbook under review and ensure that an up to date copy is available for all staff.
- Ensure that the organizational handbook and country specific handbooks are in line with national laws and adjust content to the respective laws, if necessary.
- Communicate and co-operate with other departments, including sharing good practice and synergies
- Analyze and interpret national and departmental trends, research and audit findings to inform the development of the department and organization.
- Spearhead the annual staff appraisals/performance management
- Ensure an appropriate departmental annual schedule of activities is developed at the beginning of each year.
- Develop and oversee the implementation of an effective recruitment & training program.
- Lead the department’s team in conducting quarterly reviews of their work plans/targets and report on the overall quarterly accomplishments and plans.
- Provide advisory support to the management in relation to handling of employees’ grievances and disciplinary matters, with periodic monitoring.
- Support in the training and development of staff on practices, process of resourcing and strengthening capacities across the organization.
- Oversee the implementation of staff benefits, welfare programs, employee relations and compensation with respective country directors and project manager.
- Development of standard cooperation guidelines, contracts, lease agreements, MoUs etc.
- Handling of overall legal issues, registration procedures and renewal of contracts and represent the organization on legal matters.
- Coordination of the organization annual management and board workshops
- Supervise the compensation and benefits administration
- Monitor and review audit recommendations.
- Manage the organization’s ongoing relationship with regional, national, state and local authorities and organizations by monitoring and coordinating communication with the relevant authorities.
- Manage third party service providers/outsourced services
- Oversee work permit processing for expatriate staff and ensure organization compliance with local authorities.
- Oversee the management of organization assets including insurances and disposal processes.
- Keep appropriate records of decisions taken at departmental consultations and provide the senior management with feedback as appropriate, interpret/simplify and disseminate information from management meetings.
Qualifications, Experience, Attributes & Skills required:-
· Bachelors degree in social science /HR management from a recognized university
· Masters degree will be an added advantage
· Postgraduate qualification in HR management essential
· 10 years experience of which 5 years should be at a senior management level
· Knowledge of humanitarian and development context in the region
· Knowledge of labor laws of various countries in the region highly desired.
· Excellent negotiation and organization skills.
· Excellent interpersonal , verbal/written communication skills
